YEREVAN, JUNE 29, ARMENPRESS. A consultation chaired by Prime Minister of Armenia Nikol Pashinyan took place, during which the draft Medium-Term Expenditure Program (MTEP) 2023-2025 was discussed, ARMENPRESS was informed from the Office of the Prime Minister.

Minister of Finance Tigran Khachatryan and Deputy Minister Vahe Hovhannisyan reported on summing up the discussions on the MTEP. It was mentioned that the MTEP 2023-2025 outlines the priorities and measures to achieve the targets set by the Government Action Plan, including in the areas of social protection, education, healthcare and other spheres. In this context, the fiscal framework of the MTEP, the forecasts on macroeconomic indicators, the departmental applications within the framework of the expenditure quotas of the MTEP, as well as proposals for supplementary capital expenditure programs for 2022 were presented.

During the exchange of views on the above-mentioned topics, issues related to the implementation of the Government’s targets, development programs and other issues were discussed.

The Prime Minister instructed the heads of departments to be consistent so that the current and capital expenditures envisaged by the state budget 2022 are fully implemented.

The discussion of the state budget execution report for the second quarter of 2022 is planned for the near future.

Aliyev: New weapons, most modern equipment have been, are being brought to Azerbaijan

Baku has signed agreements on the purchase of the most modern weapons, Azerbaijani President Ilham Aliyev said, APA reports.

“The Azerbaijani Army is even stronger now after the [Nagorno-Karabakh] war [in the fall of 2020]—both in terms of supplies and combat capability. Therefore, we will continue to take serious steps for the development of our Army. New contracts have been signed for the purchase of the most modern weaponry. These contracts are already being implemented, new weapons and the most modern equipment are being imported into Azerbaijan,” the Azerbaijani president said during his visit to the Karvachar (Kelbajar) district of Nagorno-Karabakh.

Diplomatic school of Armenia praised reforms in Kazakhstan

KAZINFORM – Ambassador of Kazakhstan Bolat Imanbayev met with the Rector of the Diplomatic School of the Armenian Foreign Ministry, Vahe Gabrielyan, during which issues of developing bilateral cooperation in the field of training and advanced training of diplomatic personnel were discussed, Kazinform has learned from the press service of the Kazakh Foreign Ministry. 

The Ambassador informed about the focal points of the State-to-the-Nation Address of President Kassym-Jomart Tokayev «New Kazakhstan: the path of renewal and modernization», aimed at large-scale political and socio-economic transformation of the country, as well as the results of the nationwide referendum on amendments to the Constitution of the Republic of Kazakhstan, held on June 5, 2022. Having highly appreciated the initiatives of the Head of State, Gabrielyan noted the consistent course of the leadership of the Republic of Kazakhstan in carrying out reforms and building a New Kazakhstan in the face of modern global challenges. 

During the conversation, the possibilities of establishing contacts between the diplomatic institutions of the two countries were also considered. Having congratulated on the 30th anniversary of the diplomatic service of the Republic of Kazakhstan, Gabrielyan drew attention to the high-level achievements of Kazakhstani diplomacy. He also said that this year Armenia and Kazakhstan are celebrating the 30th anniversary of the establishment of diplomatic relations, and the Armenian side is ready to further deepen cooperation in bilateral and multilateral formats, including in the humanitarian and educational sphere.

The representatives of Armenia and Azerbaijan have discussed several times and stated that the perceptions on the peace treaty have yet to be harmonized, at what pace, on what platform and what kind of provisions the peace treaty should include in general, ARMENPRESS reports Pashinyan said in a live broadcast on Facebook, answering the questions if there is any progress in the preparation works of the peace treaty between Armenia and Azerbaijan, and when the talks will start, when the treaty will be signed.

The Prime Minister assesses the statements made by Azerbaijan strange, where an attempt is made to show that Armenia is allegedly delaying the negotiations on the peace treaty.

“In order not to go into details, I must say that after these statements, as they are strange in nature, the Armenian Foreign Ministry sent an offer to the Azerbaijani Foreign Ministry to hold a meeting of foreign ministers to try to reach an agreement on the further process.

By the way, I must say that as a result of the previous discussions, it was decided that Armenian and Azerbaijani officials should be in touch with each other and should have contacts in order to be able to organize further work, but Azerbaijan (we already have at least one case) has boycotted and has not involved in the work, despite the agreements, and there is no response to the proposal of the Foreign Ministry,” said the Prime Minister.

Nikol Pashinyan noted that there were preliminary discussions on the process of preparation for the Armenian-Azerbaijani peace talks, but after that there are no concrete ideas or text.

“An agreement has been reached to continue the work. By the way, a meeting was scheduled for today at the level of the Secretary of the Security Council of Armenia and Advisor to the President of Azerbaijan, but the Azerbaijani side has not responded yet and has refused to participate. Meanwhile, there is no other document on the table except what has been published,” said the Prime Minister.

Biden greenlights continued U.S. aid to anti-Armenian Aliyev regime – ANCA

Despite ongoing Azerbaijani aggression against Armenia and Artsakh, President Joe Biden has, yet again, waived Section 907 restrictions on U.S. aid to Azerbaijan, clearing the way for continued U.S. assistance to the corrupt, anti-Armenian Aliyev regime, reported the Armenian National Committee of America (ANCA).

“President Biden’s decision to green-light military aid to Azerbaijan by waiving Section 907, again, emboldens President Aliyev to continue his illegal imprisonment of Armenian POWs, deadly attacks against Artsakh, and ongoing occupation of sovereign Armenian territory,” said ANCA Executive Director Aram Hamparian. “The ANCA will continue to work with U.S. Senate and House leaders to zero-out U.S. military aid to Azerbaijan and restrict presidential waiver authority of Section 907.”

The ANCA has been running an online campaign – https://anca.org/907 – urging President Biden and Congress to maintain section 907 restrictions on U.S. aid to Azerbaijan.

During his run for office, on October 14th, 2020, then-candidate Biden stated that the United States must “fully implement and not waive requirements under Section 907 of the Freedom Support Act to stop the flow of military equipment to Azerbaijian.” As President, he first reversed his position on the issue on April 23, 2021 – on the eve of his historic announcement properly recognizing the Armenian Genocide. “American recognition of the Armenian Genocide comes with responsibilities, among them not arming or abetting Azerbaijan’s drive to complete this crime,” commented ANCA Executive Director Aram Hamparian at the time. “Any action by President Biden that green-lights U.S. aid to the Aliyev regime runs counter to his clear stand and, more profoundly, the spirit of his recent recognition of the Armenian Genocide.”

Section 907, enacted in 1992, establishes statutory restrictions on U.S. assistance to the Government of Azerbaijan “until the President determines, and so reports to the Congress, that the Government of Azerbaijan is taking demonstrable steps to cease all blockades and other offensive uses of force against Armenia and Nagorno-Karabakh.” Congress included a Section 907 waiver in the FY2002 Foreign Operations, Export Financing, and Related Programs Appropriations Act. U.S. presidents – Republican and Democrat – have waived Section 907 annually ever since.

The Section 907 waiver and subsequent extensions require a number of certifications, including that granting the waiver “will not undermine or hamper ongoing efforts to negotiate a peaceful settlement between Armenia and Azerbaijan or be used for offensive purposes against Armenia.”

A U.S. Government Accountability Office (GAO) report, issued earlier this year, revealed that the State Department consistently failed to inform Congress of the impact of over $164 million in assistance to Baku on the military balance between Azerbaijan and Armenia.

“In fiscal years 2014 through 2021, State’s reporting to Congress did not address some required elements, such as the impact of proposed assistance on the military balance between Azerbaijan and Armenia,” asserts the GAO report. “State’s 2021 guidance to agencies did not provide detailed instructions about the information required for its reporting to Congress. Unless State takes steps to ensure its reporting addresses all required elements, Congress may lack important information about U.S. assistance to the government of Azerbaijan.”

The GAO report went further, to explain that State and DOD, from fiscal year 2014 to 2020, “did not document how they determined that their programs would not be used for offensive purposes against Armenia.” While program-level considerations of the waiver provision are not statutorily required, documenting such considerations would help ensure State’s access to quality information to support its certification of the waiver extension and its related reporting to Congress, explains the report.

According to the GAO, the U.S. has provided about $808 million in overall US aid to Azerbaijan in fiscal years 2002 through 2020.

Armenian, Greek MPs discuss issues of mutual interest in Tsaghkadzor

Arman Yeghoyan, the Chair of the Standing Committee on European Integration of the Parliament of Armenia, MPs Arsen Torosyan, Mikayel Tumasyan and Aleksey Sandikov met with MPs of the Hellenic Parliament Christos Dermentzopoulos, Anna-Mani Papadimitriou and Maria-Alexandra Kefala, the Armenian Parliament’s press service said.

The latter arrived in Armenia in order to participate in the workshop of the EU Twinning Project “Strengthening the capacity of the National Assembly of Armenia to further support CEPA oversight and implementation,” which took place on June 22-23 in Tsaghkadzor.

Issues related to the deepening of the EU-Armenia ties, having more open, democratic parliaments for the society and the youth were at the center of the discussions. A number of other issues of mutual interests were also touched upon.

Discussions were organized between the employees of parliaments. The sides highlighted the opportunity given by the Twinning Project, the opportunities to expand ties between the departments of different countries, to exchange experience for the development of institutional capacities.

Biden nominates Kristina A. Kvien for U.S. Ambassador to Armenia

YEREVAN, JUNE 23, ARMENPRESS. U.S. President Joe Biden nominated Kristina A. Kvien for Ambassador Extraordinary and Plenipotentiary to the Republic of Armenia, the White House said in a news release.

Kristina Kvien arrived at U.S. Embassy Kyiv in May 2019.  From 2016 – April 2019, she served as Acting DCM/Minister Counselor for Economic Affairs at U.S. Embassy Paris.    

Previously, Kristina served as Acting DCM and Economic Counselor at U.S. Embassy Bangkok, Thailand; Economic Counselor at U.S. Embassy London; and Director for European Union, Ukraine, and Belarus Affairs at the National Security Council in the Executive Office of the President.  Kristina has also served at U.S. Embassy Moscow, Russia; the U.S. Mission to the European Union in Brussels, Belgium; and the U.S. Embassy Manila, Philippines.  At the Department of State in Washington, DC, Kristina worked on European Union issues and on bilateral relations with Slovenia.

Magnitude 5.3 earthquake hits southern Iran

YEREVAN, JUNE 22, ARMENPRESS. A magnitude 5.3 earthquake hit southern Iran on June 22, the European Mediterranean Seismological Centre reported.

The epicenter was about 59 km southeast of the city of Mohr.

No casualties and damages are reported yet.

Opposition staged protest outside ruling party office in Yerevan

Armenian opposition members and supporters staged a protest outside the headquarters of Nikol Pashinyan’s Civil Contract party in Yerevan late on Monday, chanting “Armenia without Civil Contract!”.

Opposition MPs accused the ruling party of inciting hatred and splitting the country.

“The Civil Contract party has turned into the Civil War party at the bloody hands of Nikol Pashinyan. In addition to political repressions, you have now resorted to politically motivated murders,” said one of the protesters who marched towards the area from Yerevan’s central France Square.

“I would like to warn you that through Pashinyan’s efforts you will consign yourself to the dustbin of history and will be remembered as the people who encouraged the killings of Armenians and divided the people. We stand united in our efforts to establish peace in the country,” the activist said.

The protest comes after Sunday’s deadly shooting in the village of Nigavan, which reportedly involved relatives of a pro-government lawmaker and a cousin of Deputy Governor of Aragatsotn Province Edgar Parvanyan. Two people were killed and five others were injured as a result of the shooting which the police say was the follow-up of a “purely domestic” conflict and had no political subtext.

“The murder in Nigavan is a vivid example that they will not stop until we grab their hand. They will not stop, for blood is their symbol. They carry death and spread Armenophobia,” opposition Hayastan bloc MP Asprum Krpeyan said.

Afterwards, the activists doused the area with red paint and threw toy guns and leaflets on the ground, chanting “Nikol, murderer!” and “Traitor, go away!”.

COVID-19: Armenia reports 60 new cases within a week

YEREVAN, JUNE 20, ARMENPRESS. 60 new cases of COVID-19 have been confirmed in Armenia in the past one week, the ministry of health said.

The total number of confirmed cases has reached 423,104.

6968 tests were conducted within a week.

No death case has been registered. The death toll stands at 8625.

The number of recoveries rose by 25, bringing the total to 412,693.

The number of active cases is 102.
