Citing challenges facing the country’s economy, the International
Monetary Fund (IMF) has lowered Armenia’s GDP growth forecast from
4.3 to 2.6 percent.

Mark Horton, the head of the IMF Armenia mission, said on Tuesday:
“Armenia is facing a challenging period ahead with the developments in
the region and with the uncertainties around the sanctions [against
Russia].” He said the Armenian government should seek to offset the
unfavorable external factors with major structural reforms implemented
“as decisively as possible.”

Remarkably, earlier, the world’s leading think tank, Moody’s Investor
Service, also lowered Armenia’s growth prediction for this year down
to 2.1 percent, conditioning it by the Western sanctions against
Russia that it said would also affect the Armenian economy.

The Armenian government has also admitted the slowdown in economic
growth, but its figures are far higher than those presented by
international financial institutions. The country’s Central Bank,
for example, at the beginning of the year forecast Armenia’s annual
economic expansion at the level of 5.2 percent, but later lowered
it to 3.9 percent, the government of Hovik Abrahamyan lowered it to
4 percent.

The IMF representative said that the Armenian government continues to
under-fulfill the state budget spending, which particularly affects
large projects and has its impact on economic growth.

According to Horton, uncertain terms of Armenia’s membership in the
Eurasian Economic Union create general uncertainty which also has an
adverse effect on the private sector in Armenia.

The head of the IMF mission said membership in the Russian-led bloc has
more negative risks than positive expectations for Armenia, which is
again due to the crisis in Ukraine and the sanctions against Russia,
which, though, may prove not to be long-term ones.

“Annually, Armenia may have an additional $150-200 million in customs
revenues, which is quite a lot of money that the government should
think about spending,” he said.

Armenia is expected to sign a Eurasian Economic Union accession treaty
on October 10.

Georgian prosecutors have ruled that the body of former Prime Minister
Zurab Zhvania will be exhumed as part of an investigation into his
death, RFE/RL reports.

Prosecutor Revaz Nadoi told journalists in Tbilisi on September 30
that Zhvania’s family allowed the exhumation, which will be conducted
by foreign forensic experts.

Zhvania and the deputy governor of Georgia’s Kvemo Kartli region,
Raul Yusupov, were found dead in a Tbilisi apartment in 2005.

Investigators initially said the deaths were caused by carbon monoxide
poisoning due to a faulty gas heater.

Investigations into the case were re-launched in 2012, after the
Georgian Dream coalition came to power.

Plus d’une dizaine de chars et de vehicules blindes de l’armee turque
ont fait mouvement dans l’après-midi autour du poste-frontière de
Mursitpinar, où au moins trois obus de mortier tires de Syrie ont vise
le territoire turc, apparemment sans faire de degâts ni de victimes,
a rapporte un photographe de l’AFP.

Ces incidents sont survenus alors que les combats entre les jihadistes
de l’EI et les combattants kurdes continuaient a faire rage autour de
la ville syrienne d’Aïn al-Arab (Kobane en langue kurde) a quelques
kilomètres a peine de la frontière turque.

Tard dimanche soir, un obus venu de Syrie a frappe une habitation
dans la ville frontalière turque de Suruc en faisant trois blesses,
a annonce l’etat-major de l’armee turque en precisant qu’il avait
riposte. A la suite de plusieurs incidents de frontière en 2012,
les forces armees turques ont change leurs règles d’engagement et
repondent systematiquement, et dans les memes proportions, a tout
tir d’origine syrienne visant leur territoire.

Le gouvernement islamo-conservateur au pouvoir depuis 2002 en Turquie
doit presenter mardi au plus tard au Parlement un projet de resolution
autorisant le recours a la force en Irak et en Syrie qui permettrait
a la Turquie de rejoindre la coalition anti-EI.

“Les motions doivent etre envoyees (au parlement) demain”, a declare

retenus en otage depuis juin par l’EI au consulat turc de Mossoul
(Irak).

Après leur liberation le 20 septembre, la Turquie a amorce un
revirement total et suggère desormais qu’elle pourrait rejoindre le
combat contre les jihadistes.

“Nous serons la où nous devons d’etre. Nous ne pouvons rester en
dehors de ca”, a dit le president Recep Tayyip Erdogan dans un
discours dimanche.

Lundi encore, M. Erdogan a sevèrement critique l’EI et assure qu’il
n’avait rien a voir avec l’islam. “Attribuer des actions terroristes
au Moyen-Orient a l’islam n’est rien d’autre qu’une distorsion de la
verite”, a-t-il assure, “notre religion est une religion de paix”.

Le recente offensive lancee par l’EI dans la partie a majorite
kurde de la Syrie a provoque depuis dix jours un exode massif de la
population. Selon le gouvernement, au moins 160.000 refugies Kurdes
de Syrie ont franchi la frontière turque pour echapper aux combats
entre jihadistes et combattants kurdes.

L’arrivee des jihadistes aux portes d’Aïn al-Arab a relance le flot
des refugies. Environ 15.000 d’entre eux ont franchi lundi la frontière
turque, a dit a l’AFP un responsable turc.

La Turquie accueille aujourd’hui plus de 1,5 million de refugies
syriens qui ont fui les combats entre les troupes du regime et la
rebellion depuis 2010.

The Armenian National Congress (ANC) has issued a statement voicing
its support for the struggle of small and medium-sized business owners
against controversial amendments to the law on sales tax that are
due to come into effect on October 1.

The opposition party says “the changes put tens of thousands of people
engaged in small and medium-sized businesses in a desperate situation.”

Hundreds of mostly small traders have held protests near the buildings
of the government and the National Assembly since last week demanding
that the changes be scrapped.

The government insists that the new law that envisages a reduction of
the sales tax from the current 3.5 to just 1 percent is in favor of
small and medium-sized enterprises, but owners of these enterprises
say they’d rather continue paying the current tax but be saved from
the additional paper work that the new law requires.

Retail traders also complain that by requiring additional documentation
from them the government effectively uses them as a tool in combating
tax evasion by larger businesses, something that they believe is
unfair and unacceptable.

In its statement today the ANC also referred to reports about
detentions by police of several protesting traders and demanded prompt
action from the prosecutor general to ensure that “those who take
illegal action against citizens struggling for their constitutional
rights be called to account.”

“The ANC welcomes the citizens who have come up in support of their
rights and is ready to stand by the representatives of small and
medium-sized enterprises in the matter of protecting their interests,”
the statement reads, in particular.

Representatives of two parliamentary minority factions, including
the ANC, launched a petition on Monday for a special debate on the
situation to be held in the National Assembly.

Aeroflot to resume regular flights to Tbilisi in October

YEREVAN, September 27. /ARKA/. Russian Aeroflot will resume regular
flights to Tbilisi on October 27. The frequency and other details are
not known yet, The Prime reports referring to RIA Novosti that cites
Tbilisi International Airport.

Regular flights from Russia to Georgia were suspended after escalation
of the conflict between the countries in 2006. In 2008, the air
communication was resumed for a short time and was suspended against
after Russia and Georgia broke off the diplomatic relations following
the war in August 2008.

In mid-September Russia’s Rosaviatsia resumed air communication
referring to the note of the Georgian foreign ministry. Permits for
regular flight operations between the capitals were granted to
Aeroflot, VIM-Avia, Globus, Siberia, Transaero, Ural Airlines and

Showing goodwill and remaining committed to the provisions of the
Geneva Conventions, the authorities of Artsakh express their readiness
to unilaterally transfer the body of the Azeri saboteur H.Hasanov to
the authorities of Azerbaijan, the press service of the
Nagorno-Karabakh State Committee for POWs, Hostages and Missing
Persons has told ArmInfo.

“Given the fact that the saboteur is identified – he was a citizen of
Azerbaijan H.Hasanov – the authorities of Artsakh express readiness to
transfer his body to the Azeri authorities”.
To recall, in late July 2014 the State Committee said that the
authorities of Artsakh would take a relevant decision after
identifying the third saboteur.

To note, in July 2014 the Prosecutor General’s Office of the
Nagorno-Karabakh Republic brought criminal charges against the Azeri
raiders detained near Karvachar. The press service of the Office
reports that two Azeris were detained while attempting to cross the
border last week: Gulin Shahbaz Jalaloglu, who had a silenced
Kalashnikov assault rifle, a Makarov pistol and two frag grenades, and
Dilham Gardashhan, a Kalashnikov assault rifle and a Makarov pistol.
The third Azeri showed resistance and was killed. Both Jalaloglu and
Gardashhan were arrested and were facing the charge of illegal
crossing of state border. A special investigation group was inquiring
into the case.

Turkey did its best to investigate the events of 1915, Chairman of the
Grand National Assembly (Parliament) of Turkey Cemil Cicek said Sept.
27, the Turkish news agency Anadolu reported.

He said that Ankara opened its archives to the world community to
investigate the events of 1915.

“Despite this, the parliaments of several countries considered the
events of 1915 as the so-called “Armenian genocide”,” he said.

“The parliaments must not investigate historical events,” he said.
“Their task is to promote the development of relations between the two
countries.”

“If anyone wants to re-investigate the events of 1915, Ankara is ready
to establish a joint commission and to render necessary assistance in
this regard,” he said.

Cicek said earlier that the so-called Armenian genocide is the
greatest slander in history.
“There was no Armenian genocide and this is a slander against the
history of Turkey,” Cicek said.

Armenia and the Armenian lobby claim that Turkey’s predecessor – the
Ottoman Empire allegedly carried out “genocide” against the Armenians
living in Anatolia in 1915.

The Armenians, increasing their propaganda of the so-called genocide
in the world, have achieved its recognition by parliaments of some
countries.

Nearly 40 years ago, a European swimming champion was out for a run in
his home country of Armenia — then part of the U.S.S.R. — when a
trolleybus went off the tracks and plunged into a nearby lake.
Shavarsh Karapetyan dove into the lake and saved dozens of lives.

Carl Schreck chronicled that afternoon and its impact on Karapetyan’s
life — and swimming career — in a piece for Grantland. Schreck joined
Bill Littlefield on Only A Game.

BL: Before that day at the lake, the 23-year-old Karapetyan had won
eight European swimming titles and set some world records along the
way. So why was he running by himself in the Armenian capital that day
instead of training with the Soviet team?

had no time and no possibility of figuring out who he was grabbing.

CS: He had been dropped from the Soviet national team. He thinks it’s
because the Soviets wanted to feature some younger swimmers. He had
also suffered an illness earlier in the year but says he was fully
recovered. It’s unclear exactly why they dropped him from the team.
What is clear is that he was extremely peeved and went out on a
mission to train as hard as he could, which is why he was out running
by the lake that day.

BL: Well, take us through what happened that afternoon at Lake Yerevan
at the end of Karapetyan’s 13-mile run?

CS: He was on the home stretch, and he came up onto a bridge right
next to Lake Yerevan and all of a sudden he heard a commotion, looked
to his left and saw that a trolleybus had sailed over the embankment,
crashed into some cement at the base of the lake and rolled into the
water.

He immediately stripped off his clothes. He swam out to the trolleybus
— it was about 80 feet from shore — dove down to try to figure out if
there was an open window or an open door. The area under water was
just flooded with silt. It was just completely black. They couldn’t
see anything, and so Karapetyan decided that he had to kick in a
window. So he did what he described as a karate kick — bashed his leg
through the window; shredded his leg — and managed to jostle a window
loose and then just started reaching inside for anything that felt
human.

BL: According to your article, Karapetyan’s training helped him a lot
in his rescue mission. But it wasn’t his classical swim training, was
it?

CS: His sport was finswimming, which is a niche sport. So his training
was specifically geared toward underwater swimming. And a lot of the
work he did was outside of the water: a lot of very serious power
training, a lot of running and also a lot of breathwork, specifically
to hyperventilate before entering the water, which essentially — the
hyperventilation makes you less likely to feel the urge to come up to
breathe. So he was an expert on this breathing technique, which he
utilized then when he dove into the water and proceeded to swim down
to the trolleybus.

BL: Karapetyan had been retrieving bodies for more than 20 minutes
when rescue workers told him to stop. They said, “Don’t kill yourself
for nothing.” How real was the warning?

World War I left 45 former Tour De France riders dead. On the 100th
anniversary of the start of the war, we looked at how WWI changed the
future of European cycling.

CS: There were an estimated 90 passengers in the bus at the time. He
knew they had a limited window to survive down there, which added some
urgency to his mission. And so they determined after 20 minutes that
no one else could possibly be alive down there.

At that point he had hauled up, he and his brother estimate, about 30
to 35 people. Several of those people were dead by the time he got
them up, but he had no time and no possibility of figuring out who he
was grabbing from the bus.

BL: So, some number of people were saved by this guy. It must have
made Karapetyan a national hero.

CS: Well, you would think so given the act itself and the remarkable
coincidence that possibly the world’s greatest underwater swimmer — in
a country where a small percentage of the population can even swim —
happened to be running by. But in fact, the Soviets as a rule hushed
up any major accidents like this. The idea was that there’s no way a
Soviet trolleybus could fall into the water.

BL: So, if they hushed up the accident obviously they hushed up the heroic act.

CS: Exactly, exactly. Even the classified government report that came
out didn’t mention him at all.

BL: What happened next for Karapetyan? Did he ever get back to
competitive swimming?

CS: The rescue mission permanently damaged his lungs. He came down
with pneumonia in both lungs. His temperature spiked that evening and
his doctors say it’s a miracle that he even survived. His condition
was exacerbated by the fact that the reservoir was absolutely filthy
and just filled with the industrial runoff. So, he was in bed for
several weeks.

He managed to stand up a couple weeks later and he did manage to get
up and walk around and was back in the pool three months later. By the
time he got back to training he absolutely despised the water. He said
he wasn’t scared; he just hated it. But he pressed through. He’s an
incredibly competitive man. And he fought through it and within a year
had returned to the Soviet Championships and managed to set his 11th
and final world record.

BL: What is Karapetyan doing these days and how does he remember the
occurrences of that day?

CS: He runs businesses in Moscow. He’s lived in Moscow since the late
1980s. He’s told the story quite a bit. His story is pretty well known
in the former Soviet Union and … I get the impression he, in some
respects, is a little tired of talking about it. All his friends call
him a very modest man, which was my impression of him as well — so
modest, in fact, when he was courting his soon-to-be wife in the early
1980s, he didn’t even tell her about the incident. She only learned
about it when a Soviet reporter dug up the story six years after it
happened and it then made it into the official Soviet press.

YEREVAN, September 27. / ARKA /. VTB Bank (Armenia) said today it will
help organize the transportation of children, going in for windsurfing
from Yerevan to the Lake of Sevan in summer months and to the resort
town of Tsakhkadzor in winter.

According to the Russian-owned bank, the assistance is part of its
effort to improve the quality of life of young people and support mass
and professional sports in Armenia. The bank said it provides
permanent support to the Yerevan Sailing Club.

Established in 2006 the Yerevan Sailing Club has a base in Yerevan and
another one near the Lake of Sevan, the venue of various competitions,
including Armenia’s national championship.

VTB Bank (Armenia) CEO Yuri Gusev was quoted as saying in a press
release that by helping the Yerevan Sailing Club the bank contributes
to the promotion of healthy lifestyles among young people.

“I am confident that the Armenian windsurfers will perform
successfully at international competitions, and our cooperation with
the Yerevan Sailing Club will expand,” he said.
VTB Bank (Armenia) is a 100 percent subsidiary of Russian VTB Bank. It
runs 67 branches across the country.

The bank’s assets as of July 1, 2014 stood at 312.5 billion drams,
the liabilities – at 268.5 billion drams, its credit investments – at

Davit Beglaryan, the husband of the deputy speaker of the National
Assembly Hermine Naghdalyan, has openly stated in his testimony that
he has asked money from the real owners of the apartments in the
building at 14/3 Gevorg Cha’ush, Yerevan built by Norashen 2007
cooperative to return their apartments. He states that he has returned
two apartments for 10,000 dollars each and returned one of the
apartments for 20,000 dollars and signed a sales agreement with them.

Beglaryan also noted that he refused to return the apartment to Vahe
Mayilyan for 5000 dollars and demanded 10,000 dollars. He dismissed
the testimonies by the heads of Norashen 2007 cooperative that he had
lent them money on interest and accepted the apartments as collateral.

“Armen and Lyova sold me the apartments for 260 USD per square meter.
We have simply agreed with them that later they will be able to buy
back the apartments paying an additional 20-25%,” he said.

Interestingly, for the section of this case concerning Davit
Beglaryan, V. Janazyan, investigator of cases of the special
importance of the Special Investigative Service, has found out the
following: “According to the agreement reached with the president of
Norashen 2007 consumer cooperative Armen Tadevosyan and his partner
Lusabek Manvelyan, in November 2009 Davit Beglaryan provided them
300,000 USD at a monthly interest of 5% which exceeds the monthly
nominal interest set by the RA Central Bank. As a guarantee of
repayment of the money, he in person and relatives and friends signed
fictive contracts with Armen Tadevosyan for 14 apartments at 14/3
Gevorg Cha’ush.”

Nevertheless, the investigator did not prosecute Davit Beglaryan due
to lack of corpus delicti in his act.

Davit Mayilyan’s apartment is now registered in the name of Davit
Beglaryan’s driver. Vahe Mayilyan’s advocate Haik Alumyan told
Lragir.am that Davit Beglaryan’s testimony is not a straightforward
testimony.

“There is a lot of information in the criminal case that show it was a
pawn. There was a fictive sales agreement but the investigation found
out that in reality it was a pawn. Instead of collateral there was a
sale. According to the document, the cooperative does not have the
apartment that it has to hand over to Vahe Mayilyan,” Alumyan said.

He also said that the criminal case contains information on lending
money on interest. According to the advocate, it is allowed by law to
lend money on interest unless the interest does not exceed the rate
established by the Central Bank twice. In this case, however,
according to him, there is information in the criminal case that the
rate twice exceeded the rate established by the Central Bank.

“But now there is nothing the court can do, the investigative body
should have done what was necessary – bring charges. Since the
investigative body has not brought such charges, we have applied to
court with a civil claim to apply the collateral agreement instead of
the sales agreement, in other words, the agreement which the sides
meant. We demand application of the rules of the real transaction. We
think the real transaction was collateral, not sales. In other words,
the apartment must be considered the property of Norashen 2007 hence
it belongs to the person to whom it was to be handed over under the
agreement,” Haik Alumyan said, adding that there is sufficient ground
to claim the apartment from Davit Beglaryan.

Note that Armen Tedovosyan and Lusabek Manvelyan were charged under
Article 178 Para 3.1. Armen Tadevosyan stated in his testimony that
the majority of those who have certificates of ownership of apartments
are not the real owners of the apartments but the people who lent him
money on interest or their relatives.
