HOAGLAND’S CANDIDACY FOR POSITION OF US AMBASSADOR TO ARMENIA STILL DEPENDS ON CERTAIN FACTORS

Senator Robert Menendez, who represents New Jersey state, blocked the
voting for the candidacy of Richard Hoagland for the position of US
Ambassador to Armenia.
Mediamax agency informed that the senator stated that taking such a
step he protested against the policy of the American administration
that doesn’t want to characterize the massacre of 1,5 million of
Armenians in the Ottoman Empire in early 20th century as a genocide.
According to the information, unless Menendez lifts his ban, the
candidacy of Richard Hoagland for ambassador position will not be
discussed at the US Senate.

off insurance policy to the heirs of those who insured their lives
during the years of the Armenian Genocide. “Today the judge will take
a decision, according to which 3.5 thousand people will receive the
sum due for them. Till the end of September the heirs of the Armenian
Genocide living in Armenia will also receive compensation,” lawyer
Vardkez Yeghiayan told RFE/RL. In his words, some 1600-1700 appeals
were received from Armenia. The same number of appeals came from the
United States and some 500 appeals were received from Europe.
Presently the case of AXA Insurance company is being considered. A
special website with the names of those were insured by AXA will be
launched. On Monday the lawyers will proceed to the case of Deutche
Bank. Then work with other French and British insurance companies
will be started. “The process will go on,” Vardkez Yeghiayan said.

YSU RECTOR INTENDS TO FIGHT CORRUPTION AT UNIVERSITY

Aram Simonyan is aware that corruption is part of Yerevan State
University. “So many students speak about it. How could it be that
they were all libelers?
There is no fire without smoke,” he told a press conference
today. Simonyan says he is not sure he can eliminate corruption from
the university but thinks about ways to reduce it. Simonyan connects
hopes with students, parents and YSU management board chairman Serzh
Sargsyan. He did not answer what concrete steps he has taken during
his tenure to fight corruption saying the university was on vacation
during summer.
Simonyan’s argument is very weak since summer is the most active
period for corruption when student take their exams.
YSU will launch anonymous student polls as part of fight against
corruption. Simonyan says the deans do not want to lose their face
in front of department heads accusing them in corruption. However,
Simonyan says he is going to do that personally. “I am not afraid to
lose my face. Nor am I afraid of swearings.
If I am elected to this post, I must do everything to deserve it,”

The Republican Party will not regret having accepted Serge Sargsyan and
his company to the political party, said Tigran Torosyan, the speaker
of the National Assembly, reports the news agency ARKA September
11. “The Republican Party has not made such a decision so far that
it regretted later. I think this time it will not regret either,”
said Tigran Torosyan. He said that the membership has two aspects
for the political party: a new opportunity and a new challenge. “So
far the political party has succeeded in overcoming this,” added the
speaker of the National Assembly.

35 ARTIFICIALLY INSEMINATED BABIES BORN

YEREVAN, SEPTEMBER 7, ARMENPRESS: Thirty-five babies have been born
in Armenia since 2003 through artificial insemination. Another five
such babies are expected to be born this year.
The first artificially inseminated baby was born in Armenia in
2002. This women infertility treatment is applied only by the Mother
and Child Center. Karen Jinanian, the head of the Center’s laboratory
diagnosis department, said doctors from the French Marseille Center
for Reproduction were instrumental in helping Armenian counterparts
to attain success in this area.
The French Center has also installed state-of-the art equipment in
Yerevan Center. He said couples from other countries, such as USA,
Holland, Russia, Germany are coming to Armenia to get this treatment
here.

ANCA to Seek to Block Hoagland’s Nomination Approval by Senate

and amid growing controversy and bipartisan opposition to his
nomination, Richard Hoagland moved a step closer today to winning
Senate confirmation to serve as the next U.S. Ambassador to Armenia,
reported the Armenian National Committee of America (ANCA).
“The ANCA remains firmly opposed to the Hoagland nomination, and
will continue to seek to block his confirmation until he publicly
states that he does not question the Armenian Genocide, and the
State Department explains both its firing of the current Ambassador
as well as the role of the Turkish government in this controversy,”
said ANCA Executive Director Aram Hamparian. “We are grateful for
the support of Senators Boxer, Coleman, Dodd, Kerry, and Sarbanes,
and look forward to working with them, and others, to prevent the
Administration from making a mistake that would hinder our ability to
represent U.S. interests and advance American values in Armenia and
the surrounding region, as well as undermining our moral standing on
genocide prevention worldwide.”
On two previous occasions, June 28th and again on August 1st,
the panel had delayed its consideration of Ambassador-Designate
Hoagland’s nomination.

Extraordinary and Plenipotentiary of U.S. to Armenia John Evans who
completes his two-year diplomatic mission in Armenia. John Evans
was awarded Mkhitar Gosh medal for his considerable contribution to
strengthening and development of Armenian-American friendly relations
under the September 5 decree of the Armenian President. Giving the
award, Robert Kocharian expressed gratitude to the Ambassador for
efficient cooperation and said that a serious progress was registered
in Armenian-American relations during the two years of his tenure. In
the President’s words, the cooperation circle was considerably
extended involving new directions and registering significant
results. Expressing confidence that Armenian-American relations will
continue with the same efficiency, Robert Kocharian wished John Evans

ARTHUR ABRAHAM BECOMES GERMAN

boxing champion has become a German citizen. The documents have been
handed over to him at the resident’s registration office in Berlin
Charlottenburg-Wilmersdorf. The 26th year old boxer had to relinquish
his Armenian nationality instead.
Arthur Abraham said : “I was born in Armenia, my roots are there –
but I grew up in Germany. Here I made something of myself. Therefore
I owe everything to Germany. I like living here. Germany is my home
and that’s final.”
The champion is going to defend his title on 23rd September in
Wetzlar. The defense against the Colombian Edison Miranda having been
planed for last Saturday in Oldenburg had to be postponed because of
Abraham’s illness.

NAGORNO KARABAKH QUALIFIES FOR RIGHT OF
SELF-DETERMINATION, AUA LAW DEPARTMENT DEAN SAYS
`Nagorno Karabakh is a conflict not only between
Armenia and Azerbaijan but also between two core
principles of the international law – the right of
self-determination and the right of territorial
integration. We must always remember that whatever is
gained on the battle field in early 90s is only half
of the work. Similar victory is needed in the legal
and political field,’ Emil Babayan, dean of law
faculty at the American University of Armenia, told a
discussion on the concept of self-determination. The
seminar was dedicated to the 15th anniversary of
Nagorno Karabakh’s independence. Babayan detailed the
preconditions which make a nation entitled to the
right of self-determination and said people of Nagorno
