ABOVIAN, MAY 16, NOYAN TAPAN. Within the championship of the “3B”
division of the European Association of Rugby (FIRA-AER), the Armenian
National Team’s meeting with the team of Slovenia took place in the
central playing field of the city of Abovian on May 13. Participants
and spectators of the meeting respected with one minute silence memory
of the 113 plane crash victims of the Yerevan-Sochi flight The play
was held with superiority of the field owners among who Donabedian,
Boyajian, Hayrapetian and others were striking. Belgian trainer
M.Meersman’s final whistle fixed the Armenian team’s convincing victory
with 42:6 (19:6) scores. About 5 thousand spectators were present at
the game, what is a record index for rugby in Armenia. After this
victory, the team of Armenia comes to the first horizontal of the
tournament table of the “3B” division having 9 points (three victories
in three games). The team of Armenia will hold the next game on June
4 in Siauliai, with the team of Lithuania.

To recap, teams of Hungary and Bulgaria are also among the competitors
of Armenian rugby players in the division.

The Armenian and Greek Cypriot lobbies in the US Congress have begun a
joint initiative to prevent the US from selling smart missile systems
AGM-84K SLAM-ER Stand-off land attack to Turkey.

Lobby authorities, asserting that “the power balance in Cyprus would
be upset even further and that Turkey may threaten Armenia with these
weapons” should the missile sale go ahead, wrote a joint letter to top
level authorities of the Congress Armed Services and the International
Relations committees asking that the sale decision be reviewed. In
the letter signed by Michael Bilirakis and Carolyn Maloney, important
names in the Greek Cypriot lobby, as well as Armenian lobby leaders
Frank Pallone and George Radonovich, claimed the missile sale “will
worsen the uneasy, insecure and disadvantageous position of the Greek
Cypriot Part.” In the letter, it is also claimed “there is no guarantee
that Turkey that supports Azerbaijan in the problem of Upper Karabagh
will not threaten Armenia,” in the case of the transfer of the newly
developed weapons.

Armenian National Committee of America Executive Director Aram
Hamparian claimed the sale of the smart missile systems to Turkey
is against US’s benefits and American values. The US Department of
Defense informed Congress on April 28 about the sale of 50 AGM-84K
SLAM-ER type smart missiles as well as the relevant support units to
Turkey. SLAM-ER missiles manufactured by Boeing can be effectively
used by F-16s against land targets. Following the Armenian and Greek
Cypriot lobbies’ objections to the sale, it has not yet been clarified
as to how the process will continue.

Russian authorities plan to use a robotic device to try to recover
the flight data recorders from an Armenian passenger jet that crashed
in the Black Sea earlier this month, killing all 113 people on board,
the ITAR-Tass news agency reported Sunday.

The device, which includes a video monitor and a hydraulic apparatus
that will be used to try to lift the recorders from a depth of nearly
500 meters (1,640 feet), was being loaded onto a ship in the port of
Novorossiisk, ITAR-Tass said.

It cited the head of the state commission investigating the May 3
crash, Transport Minister Igor Levitin, as saying an operation to
recover the “black boxes” would begin Tuesday.

Authorities hope the recorders will help them pinpoint the cause of
the crash. The Armavia Airbus A-320 plunged into the sea in heavy
rain and poor visibility as it approached the airport in Adler,
near the Black Sea resort city of Sochi.

The PT-1000 device has been used by geologists to lift natural objects
weighing up to 40 kilograms (88 pounds) from the sea floor, the report
said. It has not been used to lift man-made objects.

OLDENBURG, Germany (Ticker) – In his first defense of the IBF middleweight
title, rising star Arthur Abraham had little problem scoring a unanimous
decision over Australian veteran Shannan Taylor on Saturday at EWE Arena.

The 26-year-old Abraham (20-0, 17 KOs), who claimed the then-vacant title
with a fifth-round knockout of Kingsley Ikeke in December, was in control
throughout.

A native of Armenia who now calls Berlin home, Abraham won on all three
cards, 120-107, 120-107 and 120-106.

The fight featured no knockdowns but Abraham had his opponent under pressure
early, most notably in the fourth round. The 33-year-old Taylor (42-5-2) had
a point deducted in the sixth for a low blow.

The coalition was created with a special order: it
was decided who would sit where and who would eat
what. And as the demands of the people are changed as
time goes by, a situation is created like that in
Armenia today. This is the opinion of NA deputy Arshak
Sadoyan about the decision of the OYP to quit the
coalition.

According to him, the reason is not one but many. `It
is a fight for future posts’, Arshak Sadoyan explains
with a few words. He is glad that the OYP joins the
opposition. Leaving aside the personal or inner
political ambitions, Arshak Sadoyan finds it important
that the wing of the authorities get weaker day by
day.

He considers the special Parliamentary elections
improbable as no one needs them, even Kocharyan. As
for the post of the NA President, he considers the
candidacy of Tigran Torosyan or Galoust Sahakyan
probable. He also did not exclude the possibility that
the fraction `Democratic Delegate’ may become part of
the coalition.

Arthur Baghdasaryan announced during the press
conference today and pointed the course, «We are
opposition».

Will the opposition accept the OYP with outstretched
hands? «I was not accepted with outstretched hands in
the authorities, neither will I be in the opposition»,
the OYP leader said. By the way, he informed that the
text of the written resignation is ready, but
everything till be done according to the RA
regulations on May 22, the first day of the NA
four-day session. He will read the letter during the
first session which will be confirmed within five
days.

CIVILIZED DIVORCE BECAUSE OF THREE DISAGREEMENTS

Arthur Baghdasaryan came to the press conference after
the last concluding session of the coalition where the
sides decided to separate in a civilized way, without
insulting each other. Was it Robert Kocharyan or
Arthur Baghdasaryan who thought of OYP’s leaving the
coalition first? Mr. Baghdasaryan answered that he had
decided what to do and could not blame those
businessmen who left the party as they were oppressed.
He said that he understands those people who `knew
there were disagreements between Robert Kocharyan and
Arthur Baghdasaryan and were to decide which course to
take.’

As for the disagreements, the NA President informed
that there are three types of disagreements between
him and his colleagues from the opposition. The first
group is the inner political one. This includes the
privatization of the nuclear power station and their
attitude towards the 2001-2003 privatization program.

`The OYP has always said that the volumes of
corruption are higher than the combat against it. We
always said that we must combat with actions, not with
words. We also did not accept the privatization
process in Armenia. It was to be held according to the
principles of transparency and equality,’ Arthur
Baghdasaryan said and reminded that he had given names
and addresses which were not taken into account.

The second group of disagreements refers to the
democratic reforms. Arthur Baghdasaryan reminded the
discussions about the Constitutional amendments. `We
are not like those people who say something and do
another thing,’ Mr. Baghdasaryan claimed.

And the third group refers to foreign policy. The NA
President announced that the aim of Armenia is the
integration into the European structures: membership
in EU and close relationships with Russia and the
NATO.

According to Arthur Baghdasaryan, these were the three
main reasons why he resigned. Asked the question if
the reason was the absence of his name in the three
main posts, the NA President answered indirectly,
`Armenia has exhausted all the resources of falsifying
the elections. Now the people must make their choice.’

Giragos Kuyumjian calls for reforms starting from Kuwait

Giragos Kuyumjian is one of the prominent members of the Kuwaiti
Armenian community. He has been active in the last two decades, not
only in the Armenian community, but also in the Arab press, where he
has signed dozens of significant articles mostly on Armenian subjects
(history, politics, literature, etc.).

During the latest visit of His Holiness Aram I, Catholicos of Cilicia, to
Kuwait (November 2005), Kuyumjian wished to inform the Catholicos on the
present situation of the Armenian community in Kuwait and the difficulties
the members are facing, especially in the administrative domain. He prepared
a letter in Armenian language and handed it over to His Holiness during the
above visit.

Although generally speaking the visit of Catholicos Aram I to Kuwait was
considered – in terms of contacts with the Kuwaiti officials and the
presentation of the Armenian subjects to the journalists – a successful one,
nevertheless this success did not have any impact in resolving inner
problems of Kuwaiti Armenians, some deeply rooted in the existing structure.

Kuyumjian notices that the public figures in the Kuwaiti Armenian community
are forming groups of influence, pursuing their own benefits, thus wasting
the time of the other members and burdening the meetings with trivial
issues.
 
He believes that this and other negative aspects in the community could be
corrected only with the direct intervention of Catholicos Aram.

Kuyumjian refers to the malpractice of assigning people with no
qualification to important positions in the community. He says that
efficient individuals are being excluded from the public life and the stage
is occupied with those who have moderate capabilities. As a result,
community life quality is deteriorating. Same persons are being `elected’ to
the same or similar positions, thus projecting the impression that there are
no new talents.

The authoritarian aspects of community rule are shown when the decisions
taken during official meetings are replaced with other decisions, tailored
by people of influence.

Another deadly aspect of the society, Kuyumjian says, is the `hidden or
sometimes even noticeable tendency of ignoring each other’. The result is
that hundreds of Armenians are left out and their capabilities are ignored,
without giving them the chance to bring any benefit to the society.

Kuyumjian concludes his thoughts be underlining the need for `genuine
reforms’. He regrets that no development has been achieved in community life
during the last period. Only few acts of individual bravery have been
recorded.

Kuyumjian pleads to the Catholicos `to wipe up and burn once and for all the
thorns and shrubs that are spreading under the fruitful trees of our
national orchard starting from Kuwait’.

He believes that Kuwaiti Armenians can serve as a model for reforms, if only
the Catholicos acknowledges the existing situation and gives the signal for
long awaited changes.

Your Holiness,

The Armenians of Kuwait had been the first organized and active progressive
community in the Gulf and enjoyed a good reputation for long. Unfortunately,
this process that lasted for several decades, has not reached to the point
of genuine maturity, a fact that is highlighted every year with recurring
setbacks.

Regrettably, we are all witnesses of the prevailing undesirable conditions.
A general hopeless view is nestling inside many of us, according to which it
is not possible to confront the declining trend of events.

With overwhelming zeal, I would like to mention herein several phenomena,
against which I cannot remain silent or inactive, leaving matters to sheer
luck or fate, especially that the issues under perspective need your serious
and decisive intervention.

I have been dealing with community affairs for more than two decades now,
during which I have been closely following the affairs concerning the
society, maintaining always the hope that the main issues concerning our
community will be eventually resolved and open new horizons in front of our
new generations and prosperous community life.

Sadly, I have noticed that the issues under discussion, are not only
remaining without solution, but also they are adding new complications to
the already existing one (examples are abundant). Thus the Armenians of this
country are facing more difficulties & challenges:

Please allow me to elaborate:

1- In order to lead a public life, it is important to be organized in a way
that each individual undertakes a certain responsibility, under the general
understanding of pursuing common goals. This organized effort, however,
becomes an objective in itself and ceases to provide any benefit to the
community, if the participating individuals start forming distinctive groups
of people. In that case, others who are outside this group are under the
risk to be disadvantaged, ignored and rejected.

Such tendency to form group cliques leads to antagonism, as individuals will
be easily carried away with intense feelings of blind revenge and changing
temperaments. They always and intentionally waste the time of the other
members and the official meetings with trivial matters, harm the efforts of
achieving harmony amongst the different elements of the society and lead the
step of the public life: church, school, unions, etc. from one failure to
another.

The remedy of this phenomenon that has taken firm roots in our community
cannot be done without the intervention of Your Holiness, because it has
come to the level of endangering the future of the community.

2- Supported individuals in leading positions are used to intervene in all
fields, without taking into consideration any limit or right to do so.
Moreover, they continue to deal with the national establishments as if they
were dealing with their own possessions, by arbitrarily appointing the
members of different national councils, without evaluating their
qualifications or what they have achieved in practical life to get the said
positions. As a result, efficient individuals are excluded from public
positions and are replaced with individuals who are void of personal
opinion, ready to say yes and no according to what is required from them,
thus exhibiting excellent flexibility towards the desires of their sponsors.
Individuals with moderate capabilities and low ceiling ambitions are pushed
forwards. Our national structure has become a playing toy in the hands of
such people, who – it is painful to admit – have the support and blessing of
some of our political and religious higher circles.  

The appointing and especially the selection of the Chairmen of the various
councils is continuing to take place in the most inherited manner. As if
there are no other personalities with capacity and intelligence in this
community. The same names are mentioned in the community bodies, inheriting
the positions from one session to another, just changing their assistants or
deputies in the course of this rotation. Sometimes certain reshuffling of
positions may take place, but still this happens within the circle of the
same group of people. Due to political interference, some loud-speaking
personalities may occupy the stage, displaying their pompous characters. The
masses are not able anymore to recognize its leadership. It is not clear who
decides what: The National Council, the Diocesan Council, the Prelacy, etc.
The majority of the members of the above bodies also do not recognize their
duties and rights and they are not certain about the sphere of their
influence. The implementation of the greater part of the decisions taken
during these meetings is not guaranteed. On the contrary, entirely different
decisions are adopted by influence (dictatorial principles and no democracy
at all).

3- A hidden or sometimes even obvious tendency of ignoring each other is
prevailing in the community, something that has started from the days of
Archbishop Father Oshagan. It is a policy that has served the targets of
those who have started it, but which had and continues to have harmful
implications on the society. As a consequence dozens, if not hundreds, of
powerful, graduate high dignity generous Armenians have stayed away from the
mainstream community life, because they have not found the necessary
respect, consideration and sympathy. It is regretful that the persons behind
this harmful tactic still have under their disposal all the opportunities
and means to continue their destructive behaviour. Only with Your
intervention these people would refrain, at least on temporary basis, from
practicing their bad habits. Hence in order to get steady results it is
imperative to reconsider the way we are administrating our national affairs.
This will be possible through genuine reforms. Decades of deteriorated state
of affairs had taken us to the point where no whatsoever development or
progress is noticed, not any success is achieved in the level of external
relationships, not any progress in the domain of public and religious life
of the community, excluding very few acts of heroism, which have personal
characters, which, as much as they are effective, they cannot replace the
expression of the collective will.

Your Holiness, as a member of the Armenian community of Kuwait, my direct
concern is the situation of the Armenian community here, in the way that I
tried to describe with the most sincere and honest words. However the circle
of my concerns is wider and includes the other Diasporan communities.

Father, if there are similar situations in our other communities, I would
like – in the sake of the preservation of the noble feelings of our suffered
Armenians, in the sake of our Holy Church and the safeguarding of our
faithful people – To plead you to wipe up and burn once and for all the
thorns and shrubs that are spreading under the fruitful trees of our
national orchard, so that our nation and specially our young generation,
would breathe healthy fresh air, they would progress and develop according
to the best prevailing political and social needs, far away from any
artificial obstacles and polluted national atmosphere starting from Kuwait.

Le porte-parole du PS Julien Dray a déclaré mardi que la
reconnaissance par la Turquie du génocide arménien était “l’un des
éléments intangibles” pour l’adhésion de ce pays à l’Union
européenne.

M. Dray a commenté lors d’un point de presse “l’incident diplomatique
ouvert par la Turquie suite à la reconnaissance du génocide
arménien”, après le rappel à Ankara pour consultation de
l’ambassadeur turc en France.

Il a aussi relevé qu'”un certain nombre d’associations” tentent “de
faire pression sur les parlementaires” pour l’abandon de propositions
de loi (l’une PS, l’autre UMP) sanctionnant le non-respect de la
reconnaissance du génocide.

Selon le responsable socialiste, “derrière” la critique de
l’instauration de sanctions pour négation du génocide, “c’est le
principe de la reconnaissance du génocide arménien qui est en cause”.

“Nous sommmes fiers que la France ait reconnu ce génocide et c’est
dans cet état d’esprit que nous déposons une proposition de loi” qui
sera discutée le 18 mai “pour que ceux qui s’attaquent à cette
reconnaissance puisse être sanctionnés”, a affirmé M. Dray.

“Nous tenons à cette loi, et nous réaffirmons que c’est un des
éléments, dans la discussion avec la Turquie, qui est intangible pour
nous”, a-t-il conclu, alors que les négociations se poursuivent sur
l’adhésion de ce pays à l’UE.

Today at 06:00 PM a minute of mourning was declared in Armenia and
Artsakh. May 5 and 6 were declared mourning days in all the foreign
diplomatic representatives of Armenia, the RA state flag was lowered
and books of condolence were opened.

High officials of the countries, heads of diplomatic missions,
representative of regional organizations and parties, and
representatives of the Armenian Church visited the Armenian Embassies
located there in order to express their condolences in connection with
the A-320 crash.

RA diplomatic representatives continue to get condoling messages from
different organizations and individuals.

TEHRAN, May 7 (MNA) — Iran and Armenia are planning to start an
earlier agreed upon energy barter in the next year.

Iran has offered to supply Armenia with natural gas in exchange for
electricity imports from the Republic of Armenia, a report said here
on Sunday. Construction works of the pipeline for carrying Iran’s
natural gas to Armenia have already started and is expected to be
completed in the next year, the report added.

Based on the deal, Iran’s natural gas export to the Transcaucasian
state is scheduled to hit three million cubic meters per day, an
official with National Iranian Gas Company (NIGC) said.

Iran will receive three kilowatts of electricity from Armenia in
exchange for each cubic meter of natural gas it exports to the
republic.

The agreement over the construction of the natural gas pipeline was
signed between the officials of the two countries during the Armenian
President Robert Kocharian’s visit of Iran in December 2005.
