ArmInfo. A documentary entitled "Eternal Flight: Hrant Dink" was shown
in Buenos Aires on September 20, the press-service of the Armenian
foreign ministry told ArmInfo.

Ambassador Vladimir Karmirshalyan, Argentine film critic Jacques
Poghosian and historian, Dr. Romaro A. Garero made speeches. According
to the source, the public highly estimated the 20 minutes long
documentary directed by Hrant Hakobyan. About 400 people were present
at the film show. The film was shown at the representative office of
the Armenian General Benevolent Union (AGBU).

To note, films by Armenian directors are shown at the AGBU office in
Buenos Aires once every two months with the support of the Armenian
Embassy.

The sitting of the Defense and Security Commission of the Parliamentary
Assembly of the Collective Security Treaty Organization will take
place in Yerevan September 24-26.

The sitting will start at the National Assembly on September 24. The
agenda will include about ten issues.

After the sitting members of the Commission will visit Tsitsernakaberd
to lay a wreath at the memorial to the Armenian Genocide victims.

The same day members of the Commission will be received by RA Defense
Minister Seyran Ohanyan.

On September 25 the sitting will continue at the frontier post of
Artashat.

The delegation will leave Yerevan on September 26.

Iran’s Foreign Minister Mottaki says that wrong signals and
miscalculation by countries outside the region led to the Caucasus
events.

"The Caucasus region has important points for convergence but
developments during the past month caused many problems for the
region," Manouchehr Mottaki said in a joint press conference with
his Armenian counterpart, Edward Nalbandian, in Tehran Tuesday.

Mottaki added that Iran, as a neighbor to the sensitive region of
the Caucasus, presented a proposal on consultation among regional
countries with the aim of drawing up strategies for cooperation.

Mottaki said that following the directions of Iranian President
Mahmoud Ahmadinejad, he made separate visits to Russia, Azerbaijan and
Germany. The minister added that the current visit by the Armenian
foreign minister to Tehran is a ‘good opportunity’ to complete the
chain of talks.

Iran and Armenia share common concerns and stances on regional
developments, Mottaki said.

Mottaki also expressed Iran’s readiness to mediate between neighboring
Armenia and Azerbaijan over the Karabakh issue.

Nalbandian said that Tehran and Yerevan enjoy the same position on
the conflict in Georgia.

The Armenian minister noted that Iran has very interesting ideas
and proposals, adding Yerevan would keep talking with Tehran about
regional security and stability.

The curtsies of Armenian President Serzh Sargsyan made to the West and
Turkey threaten the OSCE Minsk Group, which is dangerous for Armenia,
said first president of Armenian and leader of radical opposition Levon
Ter-Petrosyan at the oppositional meeting in the center of Yerevan.

"If Serzh Sargsyan tries to change the political atmosphere in the
country, release the political prisoners, start open and sincere
dialogue with people, West will understand that Armenia is able to
unite before the external pressure and settle the issues of national
concern conjointly.

This is the only correct way. Otherwise, it would be possible to
state that Serzh Sargsyan puts for sale not only the issue of Nagorno
Karabakh or recognition of Genocide of Armenians but also the very
statehood of our country", said the first president of Armenia.

Ter-Petrosyan noted that in the settlement of the conflict,
the world society and super states, considering the "syndrome of
expediency" adhere either to the principle of preservation of the
territorial integrity or to the principle of the right of nation
for self-determination.

"In case of Karabakh conflict, no super state, including Russia,
EU or USA, is ready to support the right of the Karabakh people for
self-determination", said he.

Ter-Petrosyan considers that though not justifying Russia’s actions in
the region, the West reconciled with the new redistribution of powers
and now it attempts to compensate this by its intensification in the
Karabakh issue, which is proven by the upcoming trilateral meeting
on the Karabakh issue between the Foreign Ministers of Armenia,
Turkey and Azerbaijan.

"When I was a President of Armenia, they repeatedly suggested this
to me, yet I declined all proposals, which did not envision the
participation of the Karabakh side", reminded he.

Ter-Petrosyan considers that if this meeting is held it will be held
in the 2+1 format, while Armenia will be the minority.

"It is too dangerous as it threatens to the activity of the OSCE
Minsk Group, as its format of settlement was the most correct one
in the sense of the balance of powers of superstates, it comprises",
considers the former President.

He also negatively assessed the plan of creating the Armenian-Turkish
commission of historians.

In 2005 Turkish Prime Minister Erdogan proposed an initiative of
creating a joint Armenian-Turkish commission of historians to study
the circumstances of dramatic events in the Osman Empire in the early
last century.

"By creating such a commission Turkey pursues the only goal: to
stop the international process of recognition of the "genocide",
considers Ter-Petrosyan.

He noted that "the Armenian community and diaspora will not allow
either Sargsyan or any other president to agree on creation of such
a commission".

Article 301 still oppresses in Turkey despite the law’s supposed
reform and Gul’s visit to Armenia

According to the independent Turkish press, AKP Minister of Justice,
Mr. Mehmet Ali Å~^ahin, has authorized the prosecution of Turkish
intellectual dissident Temel Demirer under Article 301.

During a tribute dedicated to Hrant Dink, Temel Demirer stated:
"We live in a country where not shouting the truth makes us
complicit in the murder. Hrant was killed not only because he was
an Armenian, but because he voiced the truth about the Genocide
in this country. If Turkish intellectuals do not commit the crime
outlined in Article 301 301 times, then they will be accomplices
to this murder. There is genocide in our history. It’s called the
Armenian Genocide. […]. Those who massacred Armenians yesterday are
attacking our Kurdish brothers today. Those who desire the brotherhood
of peoples must reconcile with this history. […]. I ask everyone to
commit this crime. Yes, there was Armenian Genocide in this country."

Demirer had been prosecuted under Article 301 because of this
statement. However, in the spring, the Turkish Assembly achieved a
semblance of reform which replaced the crime of insulting "Turkishness"
with insulting the Turkish nation and which required that the filing
of cases by authorized by the Ministry of Justice. Unlike Human Rights
organizations, the European Commission and Parliaments hailed this
so-called reform.

The European Armenian Federation recounts the comments of Mr. Demirer’s
lawyer: "We were expecting this decision. With this decision, they
have just proven that their promises regarding the European Union,
democracy, structural reforms and human rights are all fairytales. On
the one hand, they go to Armenia to watch a football match, on the
other hand they are filing cases under Article 301."

"This is yet another indication that Article 301 is not compatible with
a democratic society and that it must be thoroughly repealed. Turkey
must take steps now toward full and comprehensive recognition of
the Genocide; otherwise, it will be clear that Gul’s show in Armenia
was just a PR ploy with no foundation" said Laurent Leylekian, the
executive director of the European Armenian Federation.

The European Armenian Federation emphasizes that there is a current
reality in Turkey that is far different from the illusions propagated
by Ankara’s PR strategy. The Federation calls upon the European
Commission, Council and Parliament to act according to this reality.

Addendum: since the initial release of this PR in French (11
Sept.), the Turkish Ministry of Justice allowed prosecuting another
intellectual, columnist Ahmet Altan, for the very same reason,
i.e. for having affirmed the Armenian Genocide.

People who died in the result of Perm airplane crash will be buried in
a month, reported the Ministry of Emergency Situations of the Russian
Federation. According to the source currently the dead bodies are to
be recognized by the relatives and the process will be finished in
3-4 weeks.

Remind that Moscow-Perm flight has been crashed and 88 passengers
died (6 children, 6 staff members and 21 foreigners from Azerbaijan,
Ukraine, France, Switzerland, Latvia, USA, Germany, Turkey and Italy).

It is known that the former commander of North-Caucasian military
okrug Genadi Troshev, Deputy of Chuvasha state council Alexander
Trofimov and the vice president of Sambo Federation of RF Vladimir
Pogodin were flying in the current airplane also.

USA as announced that its experts will be send take part in the
investigation activities of the disaster. Note that Boing 737 airplane
is produced in US.

Bako Sahakian: Artsakh Interested in Close Cooperation with Russia

Bako Sahakian received the delegation of the Russian Society of
Friendship and Cooperation with Armenia led by Viktor Krivopuskov.
According to the report provided to Noyan Tapan by the NKR government’s
Press Office, a wide range of issues regarding deepening and expansion
of Russia-Karabakh relations was discussed at the meeting.

The NKR President said that Artsakh is interested in establishment of
close cooperation with Russia. Meanwhile B. Sahakian emphasized that
the relations should be made systematized. In this connection both
sides attached importance to making such meetings periodical.

Information Support to The South Ossetian War

INFORMATION SUPPORT TO THE SOUTH OSSETIAN WAR

The war in Ossetia became significant from the standpoint of taking
information measures by the side of all the parities involved in the
conflict. Taking into consideration the fact that the military
operations became quite unexpected and lasted for only several days,
the strength of information war turned up to prove itself which
resulted involving huge resources.

As a whole, the Georgian party worked more efficiently for the foreign
recipient whereas, Russian propaganda by its form was more targeting
the internal recipient. So, it was later on found out that the Georgian
party was sending its press-releases to the most distant corners of the
world, whereas, Moscow thought of traditional ways of spreading
materials through news agencies.

Spreading of disinformation
Taking into consideration transience of military operations, both of
the parties were practically misinforming the number of their own
casualties, troops of the enemy and victims among peaceful population
etc. During the war they both were operatively informing about
destroying of huge military subdivisions of the enemy. So, information
was spread that Georgian subdivisions managed from the very beginning
to round up and completely destroy the Chechen battalion `East.’ The
information by the Russian party about the same battal ion was
drastically different: the Georgians run soon after having heard
Chechen speech on the portable radio transmitter.

As the parties had to react operatively, the propagandistic services
were often making mistakes. So, the Russian party was a few days
announcing unchangeable number of the killed, and then the numbers
increased by several times, and in the ultimate result turned up to be
less. The Georgian party attempted accentuating on the ones killed
among peaceful population, whereas, military casualties were tried not
to be made shown and no name lists were hang out.

There are separate controversies over the number of the killed among
the peaceful population. The Russian party increased the number of the
killed within two days releasing the final result of two thousand. At
the same time the Georgian party was continuing using the report of
Human Rights Watch human rights organization which spoke about tens of
thousand of victims which had been precisely checked up. Already at the
end of August the RF General Office of Public Persecutor announced
about `1692 killed and 1500 wounded as a result of Georgian
aggression.’

Using propagandistic visual materials
Both of the parties used posters and caricatures on the user-defined
level which were mainly directed to discredit the enemy. As the
experience has come to prove, realization of propagandistic materials
directed to raise competitive spirit of the army and civil population
requires much many than a few days. In this connection, there were
mainly used visual images which were to discredit the enemy, show up
its negative traits. In connection with Russia, for example, the image
of a bear became more widespread, especially in the western press. It
is noteworthy that both of the parties made parallels with fascism `
the photos of Sahakashvili, Putin and Medvedev with Hitlerite mustache
and hair-do became very popular.

One can judge about the importance of visual information and
propagandistic materials taking into consideration the way the
destructions in Tskhinvali were discussed. In the very first reports of
the Russian parry (earlier the ones of the Ossetian information
portals) it was spoken about complete destruction of the city. The
reports about Tskhenvaly little by little were changed in tone, and it
was later on spoken about scale destructions by aircraft and artillery.
Later on the Russian part confessed that there were completely
destroyed for about 10% of buildings in Tskhenvali, and 20 more
per-cent were destroyed partially. The President of South Ossetia
openly confessed from his part that the Ossetian army had completely
demolished Georgian settlements which had been on the territory of the
Republic. However, this news was not discussed so actively and did not
result so many commentaries as the satellite photo of Tskhenvali and
the bordering settlements published by the international organization
UNOSAT. The organization experts attempted to put an accent on the
destructions and the completely or partially destroyed buildings. The
photo brought to the same conclusion as the Russian and Ossetian
parties confessed. At that, the satellite photo caused many
controversies as it was impossible to evaluate the damages inflicted on
the buildings which haven’t been destroyed completely.

Big public excitement was generated by the photos of Reuters which
depicted the victims among peaceful population after Gori had been
bombed by the Russian aviation. The Russian internet users and
journalists denounced agencies in presenting false photos. False
interview of the author of the photo allegedly given to the radio
station «Р– хо Ð`оÑ?кв Ñ?» (Echo of Moscow) was thrown in the internet. The
scandal was so big that Reuters had to announce about conducting
internal research and publishing photos on the subject. In spite of
that, the Russian party still has apprehension in originality of the
photo.

The Russian party presented a huge number of photos through the blogs
of his journalists after the destruction made by Georgian techniques
(bodies of mutilated bodies etc.). The video materials had still more
effect. In this war it was made active use of video services,
especially – Youtube and Rutube.

Attacks on news resources
Most of the propaganda was by the two parties spread to the foreign
audience by means of internet: through news and analogical portals, as
well as social networks, blogs and forums.

It goes without saying that the Georgian party didn’t have any direct
influence on foreign audience through TV channels, whereas Russia was
making use of the fact of broadcasting its channels in the CIS
countries, as well as to the very Georgia. Tbilisi closed this source
of Russian propaganda in the country ceasing broadcasting of Russian
Channels. At the same time western TV channels were successfully
playing the role of speaking-trumpet of the Georgian standpoint on
certain issues. Interest to the events in the region was great. Thus,
the agency `News-Georgia,’ which was referring to the research group
Excellence in Journalism based in Washington and tracking flows of
news, announced on Monday that the conflict in Georgia in connection
with South Ossetia had became the main subject of world news in August,
`moving aside’ to the second place even Olympic Games in Beijing.
According to the research, from August 11 to 17 for about 26%
broadcasting of the biggest world mass media was devoted to the
conflict. It was elucidated more than the Olympic Games in Beijing and
much more than the scandal in the US in connection with the confession
of the ex-candidate for presidency John Edwards in extramarital
relationship. According to Rasmussen Reports, for about 80% of the US
population was attentively following the news in the Russian-Georgian
conflict zone.

However, internet was used for internal users and to exert
psychological pressure on the enemy. From the very beginning of the war
Georgian news and official sites became targets of massive attacks. For
example, there were hiked the sites of President and Foreign Ministry
of Georgia and were placed photocollages discrediting Michael
Sahakashvili comparing him with Adolf Hitler. Georgia’s Foreign
Ministry had to use blogs to spread out its press releases on it. The
attacks on news resources were so massive that the Russian site
`Ria-Novosti’ also suffered of it, as on its server was hosted the site
of the Georgian sub-unit of the agency

In the attacks on news resources were by both of the parties used not
only hiking but also social groups. So, the attacks similar by their
activity to DDoS were carried out not only by means of botnets, that’s
to say, networks of infected zombie-computers. Tens and hundreds of
users uploaded in their computers simple programs or applied quite
primitive instructions which were sent especially to hinder normal work
of the enemy’s news portals.

The Georgian party quite operatively closed the access to the Russian
segment of internet for its users. However, a number of resources
avoided filtration, in particular the blogsphere, which became twice as
active as before. Attendance of the most informative blogs was very
much increased. Besides, bloges were used as a special kind of
alternative propagandistic method. Thus, appeared the blog of Alan
Kachiev, the head of the International direction of the organization
`New people,’ leader of International Youth Assambly –
It is noteworthy that it is
registered on August 3, however the first recording in it appears on
August 4. After that it is positioned (not only through other blogs,
but also through Russian mass media) as a diary of an Ossetin who
fights in Tskhenvali with a submachine gun in his hands.

The witnesses were giving information about what they have seen through
blogs. Besides, many journalists who were working in the front made
their own blogs which were enriched by many materials never to be
published later on. Through the very blogs and forums were published a
huge number of photographs which did not appear in the press because of
their extreme brutality.

Internet was used by the parties in quite non-ordinary ways. Thus, the
Georgian party uploaded page markers on Georgia’s satellite map in
Google Maps service which only needed to be clicked to open for the
users the interviews of refugees of the districts occupied by the
Russian army.

Foreign PR-consultants
According in some publications, Georgian authorities made use of the
services of lobbyists and PR makers, which were to ensure information
in confrontation with Russia. Thus, in particular Russian mass media
was spreading materials from Swiss journal Ð?ftonbladet about the
company Aspect Consultingn working for Georgia against Kremlin, in
particular about its representative Patrick Worm. The Company’s
headquarter is located in Brussels and belongs to James Hunt. According
to the information released by the edition Aspect Consulting, the
company has been working for President Sahakashvili since November of
the previous year. Earlier the company had clients in the face of such
translational giants as Exxon, Bridgestone and Akzo Nobel.

For Sahakashvili’s government were also working Scheunemann &
Associates and Orion Strategies LLC headed by Randy Scheunemann, who
was the official lobbyist of Georgia and, at the same time, the
consultant of John McCain.

Azerbaijani trace
The Azerbaijani party made a good use of the present situation to work
on complicating Armenian-Georgian relations. While Georgian
infrastructures were being bombed by Russian, the Azerbaijani press BBC
was periodically throwing in information about the aircrafts flying
from 102nd base of Gyumri.

After the active phase of military preparations have been over the
Azerbaijani party enabled a `sleeping’ site
registered half a year ago, it was not spoken about anywhere as an
appropriate moment was waited for. On August 18 was published a false
appeal of non-exist Organization `Patriots of Javakhq,’ which was
claiming for independence (Below you can read the appeal the
orthography and punctuation of which has been preserved in the original
Russian version unchanged):

YEREVAN, SEPTEMBER 11, ARMENPRESS: Armenian Prime Minister Tigran
Sargsyan received today general director of the "Rostechnology" state
corporation Sergey Chemezov and the chairman of the Russian Union of
Armenians Ara Abrahamian.

Governmental press service told Armenpress that during the meeting
the sides discussed a number of issues on possible cooperation in the
Armenia’s industrial market. S. Chemezov noted that he is particularly
interested in making investments in the electronic industry sphere
but the analyses of the Armenian enterprises may bring forward other
spheres of cooperation as well.

The prime minister also underscored the electronic industry sphere from
the prospect of partnership. He also expressed readiness to support
in all initiatives directed towards economic cooperation. The sides
decided to include the issue in the agenda of the coming session of
the Armenian-Russian inter-governmental commission.

YEREVAN, SEPTEMBER 10, NOYAN TAPAN. The aim of the early March 1 events
was to create some conditions for declaring a state of emergency
and for consigning the fact of the election rigging to oblivion,
Suren Abrahamian – the head of the Committee on Public Inquiry into
the March 1 Events, former interior minister of Armenia, stated at
the September 10 round table.

Commenting on the video with episodes of the events that took place
on the morning and evening of March 1, he said that the actions
of the authorities on the morning of that day had nothing to do
with protection of the public order and a search but these were the
Armenian president Robert Kocharian’s beating methods in order to
teach the opposition a lesson. In his words, after the nomination
of Levon Ter-Petrosian as a candidate, persecution and violence
against his supporters began, with the whole arsenal of police acts
of violence and the possibilities of some oligarchs, skinheads and
criminals being used.

S. Abrahamian said that the police ceased long ago being a body
that performs the main two functions of protecting the public order
and detecting crimes, it has become a secondary link of political
police persecution in the hands of the national security service. In
his words, the dirtiest and meanest tasks of political character (to
beat a political figure, to trump up a charge, hold a political talk)
are given to this link. According to S.

Abrahamian, among illegal measures of the police are kidnapping
political activists, taking people to police, moving cars to "penalty
areas", banning timber from being brought to Liberty Square.

The former interior minister said that unlike the 2003-2004 events,
there was a qualitative change in the March 1 events: "this time
the beating was accompanied by the manifestation of mordid inhuman
cruelty by some police forces or those acting under their name."

In the opinion of Suren Abrahamian, after the situation got out of
control, the authorities resorted to a graver crime: they fired at
people. In his words,"in such conditions the problem of police forces
is not to shed blood.

In case of large crowds of people, using not only arms but also other
technical means against people is a crime. If a panic had begun,
there would have been hundreds, even thousands of deaths. Whereas,
not only technical means but also fire-arms were used on that day."

Thus, in the words of S. Abrahamian, "Kocharian re-confirmed the
opinion held in the country that "he was the instigator and the main
person responsible for the morning beating and the evening slaughter."
