Davutoglu has urged the US to stop the "genocide" resolution from
advancing to a full vote at the House of Representatives.

Turkey has urged the United States to block a bill branding the World
War I killing of Armenians as genocide, saying Washington’s stance
in this regard is "critical" for the two countries’ relations.

In a telephone conversation, Turkish Foreign Minister Ahmet
Davutoglu asked US Secretary of State Hillary Clinton on Sunday to
stop the resolution from advancing to a full vote at the House of
Representatives.

Davutoglu said blocking the resolution would be "of critical importance
to eliminate the negative impact it has had" on Turkish-US relations
and on efforts aimed at bringing peace between Turkey and Armenia,
Foreign Ministry spokesman Burak Ozugergin said.

The genocide bill was approved by Foreign Affairs Committee of the
US House by a tiny margin in early March, drawing sharp criticism
from Turkey, which recalled its ambassador from Washington.

The non-binding resolution calls on President Barack Obama to ensure
that US foreign policy reflects an understanding of the genocide and
to label the mass killings of Armenians under the Ottoman Empire as
such in his annual statement on the issue.

Clinton has urged the committee not to hold the vote, citing fears that
the move might harm ties with Muslim majority Turkey — Washington’s
key ally in the Middle East — and Turkish-Armenian reconciliation.

The row has cast doubt on Turkish Prime Minister Recep Tayyip Erdogan’s
April visit to Washington for a nuclear security summit.

Yerevan accuses Turkey of killing up to 1.5 million Armenians in
orchestrated killings and deportations under the Ottoman Empire
in 1915-1917.

But Turkey puts the death toll at something between 300,000 to 500,000,
arguing that at least as many Turks died in what Ankara calls a civil
strife in the aftermath of Armenians’ siding with Russian troops
against their Ottoman rulers.

March 24, the State Committee for Science, RA ministry of Education
and Science, and the Moscow Committee for Science and Technologies
signed an agreement facilitating cooperation between Armenian and
Russian research groups.

The agreement provides for contests for research and development
projects, exchange of information, implementation of joint scientific
projects, financing of approved projects, organization of conferences,
workshops, etc..

The agreement enables the sides to exchange scientific materials,
carry out scientific examinations of projects, with the leading
Armenian and Russian experts to be involved.

The agreement was signed by Chairman of the RA State Committee for
Science S. Harutyunyan and Chairman of the Moscow Committee for
Science and Technologies D. Rototayev.

communities are planning a rally in front of the Ali Baba Terrace, 862
2nd Avenue, NYC on March 27, reported the Armenian National Committee
of New York (ANC-NY)

This will be the scene of a fundraiser organized by the Turkish
American community for the benefit of Representative Michael McMahon.
On March 4, 2010 Rep. McMahon, who serves on the House Foreign Affairs
Committee, voted against H. Res. 252, the Affirmation of the United
States Record on the Armenian Genocide Resolution. Although over 20
nations and 42 U.S. states, including New York, have officially
recognized the Genocide, the current Turkish government refuses to
accept this historical fact, has made it a crime to even discuss this
genocide in Turkey, and threatens other countries that speak about it.

The Greek American community, who are descendants of those also
victimized by the Ottoman Turks, are also concerned with Rep.
McMahon’s stance against the resolution and his failure to
meaningfully support efforts to remove Turkish military troops from
Cyprus.

"At the negotiating table on the Nagorno-Karabakh conflict are the
proposals made by both sides of the OSCE Minsk Group – the so-called
updated Madrid document", said Azerbaijani Foreign Ministry spokesman
Azerbaijan Elkhan Polukhov, commenting on the statement of Armenian
President, which he made during his visit to Syria.

"Armenia is not ready to make unilateral concessions in the Karabakh
issue", – said the President of Armenia Serzh Sargsyan. According to
him, everything depends on the proposals of the Azerbaijani side.

"Armenia must clearly answer the question if it is ready to accept
these principles, to which Azerbaijan has already given a definite
answer – that with a few exceptions, updated Madrid principles are
acceptable to Azerbaijan", – said E. Polukhov.

"In this case, talking about any hypothetical new proposals does not
make sense" – he added.

Top Armenian Bank to Extend US$10-mil. OFID Loan to Small Businesses

One of Armenia’s top banks, Ardshininvestbank and the Organisation of
Petroleum Exporting Countries (OPEC) Fund for International
Development (OFID) signed a US$19-million loan agreement yesterday at
the OFID headquarters in the Austrian capital Vienna. The loan is
extended for seven years to support Armenia small and medium
enterprises (SMEs). According to Nerses Karamanukyan, the Chairman of
the Management Board of Ardshininvestbank, the loan will provide a
much needed credit line for SMEs. He further stated that his bank is
planning to specialise more in this area and will try to expand its
co-operation with international financial institutions to attract more
loans. Suleiman Jasir Al-Herbish, General Manager of OFID, joined his
Armenian counterpart in highlighting the fund’s interest to co-operate
with Ardshininvestbank and thus help the SMEs sector. OFID was set up
in 1976 to provide assistance to the non -OPEC countries.

Significance:The OFID loan is set to bolster Ardshininvestbank’s
position in Armenia. The bank has been successful in expanding its
branches to 55 in the country and has also opened an office in Paris.
The OFID’s lending is certainly good news for Armenian SMEs, which
continue to suffer from one of the worst economic downturns that the
country has seen since its independence in 1991. Furthermore,
businesses are constrained by operational obstacles such as the
blockade imposed by two of its four neighbours, Azerbaijan and Turkey.
Rising taxes as well as widespread corruption impose further
difficulties. The Armenian banking system is relatively new and
lending to SMEs was not well practiced even when the Armenian economy
was seeing double-digit GDP growth. With the global economic crisis,
banks are even warier of lending. Against this background
Ardshininvestbank’s assurances that it will extend the loan to SMEs is
welcome news, although it will take some time to see if the bank
delivers on its pledges.

and the executive body is eligible to express only an opinion about

invite his Armenian counterparts to Lebanon to discuss possible ways
of cooperation, Armenian foreign affairs ministry said to ARKA.

It said during a meeting with Armenian ambassador to Lebanon, Ashot
Kocharian, the minister said he was ready to organize the visit
of Armenian colleagues. The Armenian ministry quoted the Lebanese
minister as praising the Armenian community of Lebanon for its input
into the country’s political and public life.

It said the two men then discussed cooperation prospects between the
two countries and expressed confidence that their friendly relations
and direct airline flights between Yerevan and Beirut provide for
good opportunities for making reciprocal. visits, preparing travel
packages, organizing and conducting business and cultural events.

Sundays are usually to relax and take it easy for the majority of
people. It is a day for one to dedicate oneself to family or friends.

However, many times the same Sunday becomes quite a thrilling
experience, if one is closely linked to the main political theater
of the United States and its center stage, Washington.

Last Sunday was no different than the type of Sunday that I just
described. After a year of discussions and sharp fights on the health
care bill, the time for voting for the ultimate passage finally
arrived. The historic $940 billion Senate bill was passed very late
Sunday by a seven vote margin, 219 to 212.

The success made the White House suddenly the winner of the year by
demonstrating some tangible success to its supporters. The Democratic
fans of the bill have been comparing the successful passage similar
to the establishment of Medicare and Social Security in the past.

Now it is time for the Senate to vote on a separate package of fixes,
known as a reconciliation bill, which is to be taken up later this
week. However, after the successful passage at the House, the result
of the passage will put enormous pressure on the Senate to act on it.

On the same Sunday, Israeli Prime Minister Benjamin Netanyahu was
also flying into Washington, mainly to speak at the American Israel
Public Affairs, or AIPAC’s, yearly policy conference. However, the
visit especially attracted much attention because of the latest rift
between the U.S. and Israel administrations, and whether Netanyahu’s
presence and meetings in the capital would help to ease the jittery
relationship.

I participated in the AIPAC’s annual conference and observed first
hand how tense are the thousands of supporters and dozens of panelists
of the strong, right-wing AIPAC.

Many attendees that I talked to during the conference did not see any
reason to hide their irritation with the Barack Obama administration,
for "it does not do enough to watch over its one and only true friend
in the region."

The panelists also constantly blamed the current White House team, by
rarely stating openly, but mostly implying politely how little love
the White House has shown in recent times for its strongest ally in
the Middle East. The panelists were very delicate while criticizing
the administration, knowing that many of the participants of the
conference are supporters of the Democratic Party, therefore its
president at the same time.

Very few administration officials have shown up at the conference so
far, and this lack of interest is also proving once more that the most
powerful Jewish lobby is far from receiving the kind of attention it
used to from previous administrations.

Just before leaving for Washington, Netanyahu once again rejected the
idea of the full or even partial freeze of east Jerusalem settlements.

The U.S. administration, on the other hand, has wedded itself with the
idea of this total freeze, and it could lose much credibility if it
has to step back once more, like it did during last summer meetings,
before the United Nations Summit in New York.

Israel so far has been disappointed by how the U.S. has been dealing
with Iran as well. So far, the White House has neither been able
to put together an international coalition to bring meaningful and
"crippling" sanctions, nor has it given any kind of support for the
military actions on Iranian nuclear capability. In addition, the
highest ranking members of the U.S. military have recently voiced
their deep concerns over the "special" relationship between the U.S.

and Israel, for it endangers American lives throughout the region.

America’s relationships with Turkey are also going through a rough
patch. Over the weekend, the American-Turkish Council, or ATC,
postponed its annual conference which has been held regularly for
the last several decades. The ATC openly stated that the reason of
the cancellation was the approval of the resolution "by a one-vote
margin, a non-binding resolution directing the president to recognize
the Armenian ‘genocide.’"

The U.S. administration does not lose sleep over the angry reactions
it has been receiving from the Turkish administration. According to
a Washington source, who is closely involved with the U.S.

administration, "the U.S. Administration is really and still angry
this time with the Turks," because they feel they have been cheated by
Turkey because it has not moved forward with ratifying the protocols.

I asked this question to White House Press Secretary Robert Gibbs
last week at the White House Press Conference, and reminded him
that Turkish Ambassador to Washington Mr. Namık Tan is still absent
from Washington. I asked Gibbs whether this occurrence is a matter
of concern for the U.S. administration and if his administration
is considering taking any expressive steps to assure the Turkish
administration.

Gibbs was not ready for such a question and was not able to give me any
articulate answer over what the U.S. administration has been thinking
over the matter. Accordingly, Philip Gordon, the assistant secretary
of state for Europe and Eurasian affairs, during a speech last week
at the Brookings Institute, a Washington think tank, was very relaxed
while stating that the U.S. administration wishes to see the Turkish
ambassador back in Washington, and emphasized the independence of the
legislation body, so implying that the White House might not be able
to do much to prevent the bill, if it comes to it.

Many use Sundays to loosen up and try to forget about the stressful
week that is looming ahead. Many Sundays of the Washington political
theater, instead, offer just a concentrated and intensive package of
what the looming week is about to bring.

President of the Liberal Democratic Party of Turkey Jem Toker is in
Armenia to break the stereotypes and eliminate the misunderstanding
between the two peoples.

During today’s meeting with reporters Jem Toker criticized Turkish
Prime Minister Recep Tayyip Erdogan’s statement on deportation
of 100 00 Armenians from Turkey. "It’s an unacceptable statement,
and if the government ever tries to impalement a policy like that,
the Turkish people will react very harshly. It was a racist remark."

Touching upon the possibility of the passage of the Armenian Genocide
bill in the US Congress, the Turkish politician said he does not
believe US Congress will ratify the bill this year because there
are certain political and geopolitical realities. "At this point it
doesn’t serve for the good of the normalization process," he added.

Asked whether the Turkish Parliament will ratify the Armenian-Turkish
protocols by April 24, Jem Toker said "it’s unlikely."

Armenian Athletes Win 10 Medals At European Wushu Championships

/PanARMENIAN.Net/ Armenian Wushu team attended the 13th European
Championship between 7 and 13 March in Antalya (Turkey). Armenian
athletes won 10 medals in 3 championships. David Grigoryan won (w/c
48) gold medal, Moushegh Khachatryan (w/c 52) became gold medalist
in the age category 15 -16 years. 27 countries participated in the
championships.

According to the President of Armenian Wushu Federation and
international arbitrator Tigran Chobanyan, the arbitrators had
prevented the Armenian athletes from winning additional medals.

"Although the organizers and the judges did everything to have our
athletes failed, Armenian national anthem was heard twice in Turkey
and our flag was raised 10 times," Chobanyan said.

During the press conference Chobanyan noted that several Armenian
delegation appealed the decision of the judges, but it has not produced
the results: "I and the executive secretary of the federation Lusine
Ayvazyan were presented as referees, but in Turkey, we stated that
we will not be judged in the championship Europe".

Armenian athletes this year completed their performances at
international tournaments. Armenian championship will be held between
July 3 and 5 in Vanadzor. 6 regional championships will be organized,
negotiations are underway to held an international tournament in
Nagorno-Karabakh.
