Une commission parlementaire a officiellement rendu public ce qu’elle
a decrit comme un temoignage d’une fraude repandue dans le paiement
de pensions d’etat et autres revenus sociaux a des centaines de
milliers d’armeniens.

Dans son rapport annuel soumis a l’Assemblee nationale, la Chambre
D’audit a dit que des milliers des gens ont continue a recevoir
des pensions des annees après leur mort, suggerant qu’au moins une
partie de cet argent a ete recuperee par des fonctionnaires du fonds
de pension de l’etat.

” Par exemple, un pensionne qui est mort en août 2005 ” a ecrit ” une
plainte en juillet 2009 et a recu 1 024 404 drams (2750 $) ” a annonce
le president de la chambre, Ishkhan Zakarian, au Parlement. ” Un autre
pensionne est mort en septembre 2005, mais a continue a recevoir des
pensions jusqu’a notre inspection. Cela a coûte au budget de l’etat
1100000 drams “.

Ishkhan Zakarian a pretendu que de la meme facon de grandes sommes ont
ete versees a des milliers des gens soit disant pauvres ou handicapes,
veterans de la Deuxième Guerre mondiale sur la base de faux documents.

Il s’est etonne que le nombre d’armeniens ayant des droits pour
incapacite a grimpe de 27400 personnes entre 2008 et 2010.

” On a considere un citoyen d’Armenie nee en 1959 comme un veteran de
la Grande Guerre Patriotique et il a recu des versements de novembre
2007 jusqu’au debut de notre inspection ” a-t-il revele.

Le gouvernement armenien vient de reviser la liste officielle de plus
de 500000 pensionnes vivant dans le pays. Environ 20000 d’entre eux
ont ete retires de la liste en janvier.

Aucun des employes actuels ou anciens du fonds de pension de l’etat
n’a ete poursuivi jusqu’ici.

Notre excellent confrère JSS News, de Jerusalem, edite en langue
francaise, annonce que l’Etat d’Israël s’apprete a reconnaître le
genocide armenien.

La question de la reconnaissance du genocide des Armeniens par Israël
pourrait enfin etre resolue dans un proche avenir. La Commission de la
Knesset sur l’Education et la Culture a demande aujourd’hui un examen
de la question et une presentation d’une resolution au parlement pour
un vote sur le sujet. Cette decision a ete prise a l’unanimite. La
discussion s’est tenue lors d’une session plenière ce 18 mai… Et
c’est la depute d’extreme gauche Zaava Galon (parti du Meretz) qui a
presente le projet, appuye, une fois n’est pas coutume, par tout le
monde et particulièrement par le Likoud.

S’exprimant a la tribune, Galon a explique que l’Etat Juif, en se
referant a la memoire des victimes de l’Holocauste et appelant au
respect pour ces dernières, n’a pas le droit moral d’ignorer la
tragedie qui a frappe le peuple armenien. ” L’Etat d’Israël, doit
reconnaître la justice historique et respecter les normes morales.

Nous ne pouvons plus etre guides uniquement par des considerations
politiques etroites. ”

Hungarian President To Visit Armenia In 2011

HUNGARIAN PRESIDENT TO VISIT ARMENIA IN 2011

Armenian President Serzh Sargsyan received Speaker of Hungarian
Parliament, Laszlo Kover today.

Serzh Sargsyan noted that Armenia seeks to develop relations with
Hungary adding that the Hungarian President is expected to visit
Armenia this year.

The Armenian President stressed the importance of developing economic
ties, intensifying contacts between entrepreneurs.

In return, L. Kover expressed readiness to support Armenia’s efforts
towards European integration.

The two sides discussed regional issues, hailing efforts towards
achieving peace, stability and security in the region.

L. Kover stressed that Hungary attaches importance to the right of
nations to self-determination, and many conflicts can be resolved
provided that proper attitude and good will are shown to this
principle, President’s press office reported.

19 years ago, on May 18, 1992, the defense army of Artsakh liberated
Lachin (now Berdzor), which was of vital importance. After liberation
of Shushi, the Armenian forces had a new goal – to cleave the Road
of Life at the shortest section between Nagorno Karabakh and Armenia,
since Karabakh was under conditions of severe economic blockade

Electricity and gas supplies were halted. Ammunition, food and
medicine were delivered from Armenia by civil aviation, the flight
becoming possible after liberation of Khojalu, where the only airport
in Karabakh was located.

On May 13, 1992, the Armenian forces continued concentrating near
Zarasly settlement located between Shushi and Lachin. The communication
with Lachin was cut off, while its hospital, school and building of
local administration were destructed.

On May 15, Armenian detachments attacked upland Gulablu settlement of
Aghdam region. Azerbaijani troops, which had numerical and positional
advantages, repelled the attack. The enemy’s army fired at civilians of
Stepanakert and other Armenian settlements from high levels of Gulablu.

On May 17, the Armenian forces rebuffed the Azerbaijani army’s attack
on Shushi with participation of 1,000 soldiers through the support
of 20 tanks and other armored vehicles.

According to the NKR defense army, exchanges of fire were recorded
in Lachin between the Azerbaijani armed detachments and local Kurds.

However, as soon as traffic through a bypass road from Berdzor to
Goris region was resumed, the Azerbaijani detachments started urgently
leaving Lachin.

On May 18, Armenian then defense minister Vazgen Sargsyan told
a parliament sitting in Armenia that the road connecting Nagorno
Karabakh with Armenia is open. A representative of the Azerbaijani
defense ministry admitted fall of Lachin in the second half of May 18.

Berdzor, the center of Kashatagh region, continues to serve as the Road
of Life connecting Armenia and Nagorno Karabakh also today. While the
Karabakh leadership has numerously stated that Berdzor will never be
transferred to Azerbaijan – the Lachin corridor cannot be a subject of
negotiations, since secure and normal existence of NKR is impossible
without it.

Les Etats-Unis vont financer le premier satellite de communications
de l’Azerbaïdjan, malgre des objections des associations armeniennes
qui soutiennent qu’il pourrait etre employe pour des buts militaires.

La banque americaine pour les Importations-Exportations, une agence du
gouvernement des Etats-Unis, a consenti a financer l’achat par Bakou
du satellite AzerSat au fabricant americain Orbital. Le satellite
coûtera 120 millions de $, dont 85 pour cent seront payes sur des
fonds pretes par la banque et rembourses par l’Azerbaïdjan au cours
des 10 prochaines annees.

” L’attitude de l’Administration Obama envers l’Azerbaïdjan est
un soutien moral et materiel au President Ilham Aliyev alors que
ce dernier menace de plus en plus fortement d’employer toutes les
ressources a sa disposition pour reprendre la guerre contre le
Nagorno-Karabakh ” a dit Aram Hamparian, le directeur du Comite
National Armenien d’Amerique (ANCA).

Le satellite devrait etre lance vers la fin de 2012 par la societe
francaise Arianespace.

YEREVAN. – New war over Nagorno-Karabakh will destroy the entire
system of interrelations in South Caucasus, said political analyst
for Baku based Zerkalo newspaper Rauf Mirgadirov to “Caucasus-2010″
Yerevan conference on May 17th.

According to him the countries of the region gradually toppled
the fear of 2008 Russian-Georgian war. Mirgadirov thinks that
Nagorno-Karabakh case is not one to be quickly localized, considering
that ‘the troops are 20-30 kilometers far from the pipe” [referring
to Baku-Tbilisi-Jeyran pipeline], which determines the U.S. policy
in the region. Mirgadirov added that new war will ruin the entire
system of interrelations, given that Turkey could not possibly keep
out. In this case Nagorno-Karabakh status is not likely to change
said Mirgadirov, adding that both its recognition and maintenance of
status quo is disadvantageous for all parties.

Mirgadirov believes that there is certain pressure exerted on the
two sides to reach an agreement on deployment of peacekeepers in the
conflict zone.

ADC (Armenian Datacom Company) and Netnod have today announced that
an instance of i.root-servers.net has been installed in one of ADC’s
data centres. This is the first DNS (Domain Name System) root server
in Armenia, which will contribute to the reliability and redundancy
in DNS services to Internet users in Armenia and surrounding regions.

“This is an exciting step to take to improve the Internet in Armenia.

We are delighted to be working together with such a reputable
organization as Netnod. It is one of the most trusted names in DNS with
extensive experience in anycasting and DNS operations. Anycast is today
an established method of improving resilience and redundancy of the
DNS. This deployment is critical as it helps to address the issue of
“Access” in Armenia. It is also an important milestone towards our
objective to contribute to the Internet infrastructure development
in our region. We are looking forward to more deployments of this
kind in the coming months. ” says Vahe Khachikyan, CTO of Armenian
Datacom Company “We are enthusiastic to deploy an i.root-servers.net

root server will not only benefit the Armenian Internet community,

faster domain resolution and increased resilience within the region as

increase the i.root-servers.net footprint and thereby increase the
performance and robustness of the root server system worldwide.”

Root servers are a critical part of the Internet’s Domain Name System,
providing information about authoritative servers for all Top Level
Domains (TLDs) (such as “.com”, “.org”, “.ru”, “.am” and “.jp”).

Computers need this information to interpret web-addresses, e-mail
addresses, and perform other types of Internet transactions.

Oppositionist Denies Dialogue With Authorities

Armenia’s main opposition bloc won’t engage in dialogue with
authorities unless all the citizens arrested over the 2008 March
events are released, an oppositionist has said.

Speaking to Tert.am, Arman Musinyan, the spokesperson of the leader
of the opposition alliance Armenian National Congress (or HAK)
Levon Ter-Petrosyan, said that the logic that the HAK has accepted
authorities’ calls for dialogue is surprising.

“[The HAK] has used every opportunity to state that it is ready
for dialogue with the regime given all the political prisoners are
released,” said Musinyan.

Arman Musinyan’s comment comes after MPs of the ruling Republican
Party of Armenia said that the authorities and the opposition are
engaged in dialogue.

According to Musinyan, during three years of struggle, Armenia’s
opposition, made the authorities go for compromises by allowing
rallies on Liberty Square, by opening a new probe into the 1-2 March
2008 events – two of the three main opposition demands.

The third demand is the immediate release of all those sentenced over
the March 2008 events – a condition the HAK says the authorities are
still to fulfill.

“Naturally, it will be hard for them [the authorities] to acknowledge
that they did it under public pressure,” said Musinyan.

Asked to comment on an early statement by Republican MP Galust Sahakyan
who said that the “HAK returned to the political arena as it failed
to find masters abroad” Musinyan said: “We are speaking about serious
topics. No need to mention such names.”

On May 17, a Hungarian delegation led by Speaker of the country’s
National Assembly Laszlo Kover visited the Armenian Genocide Memorial
to lay wreath and flowers.

Besides, Kover toured the Armenian Genocide Museum-Institute
to familiarize himself with the exhibits and left a note in the
Commemoration Book.

Kover also planted a fir at the Memorial Alley of Tsitsernakaberd
Complex, the RA NA press service reported.

L’armee azerie est regulièrement secouee par des crises de violence.

L’agence de presse azerie APA sur les donnees du ministère azerie de
la Defense, informe qu’un soldat azeri, Elvin Aliev (19 ans) a tue un
autre soldat, Tofik Abdulaevv avant de se suicider. Les autorites vont
mener une enquete pour determiner les causes et les circonstances de
cet acte desespere qui pourrait bien etre la consequence de brimades,
pressions et humiliations regulièrement exercees au sein de l’armee
azerie par des officiers ou simples soldats. Des elements qui indiquent
sur l’etat de mauvaise sante de l’armee azerie.
