/PanARMENIAN.Net/ Protocols of normalization of the Armenian-Turkish
relations provide a real opportunity to the Armenian side in some
way to eliminate the consequences of the Armenian Genocide , Hayk
Demoyan , Director of the Museum-Institute of the Armenian Genocide
told a meeting with journalists in Yerevan.

Protocols provide an opportunity to raise awareness about the Armenian
Genocide in the Turkish society, to return Armenians living in Turkey
to their roots, save the Armenian cultural heritage ", Hayk Demoyan
said. According to him, these documents also provide an opportunity
to restore the Armenian element in Turkey.

Speaking of phobias of the Turkish side, director of the
Museum-Institute of Armenian Genocide, stressed that Ankara has some
phobias. "Turkey is afraid of intensive rehabilitation of the Armenian
element, of the Armenian expansion. In addition, the Turkish side
fears that if borders open the Kurdish population will be engaged
in business and, accordingly, its dependence on the western regions
of the country would weaken, " Hayk Demoyan said. In his opinion,
Turkey closed its border with Armenia not only a sign of solidarity
with Azerbaijan, but for its security.

Prime Minister Recep Tayyip Erdogan has been re-elected as the chair
of his ruling Justice & Development (AK) Party on Saturday, reports
Turkish news agency Anadolu Ajansi.

Erdogan won 1,362 votes of 1,363 AK Party delegates at the party
congress held in Ankara. One vote was invalid.

AK Party members also elected the members of the party’s executive
boards. 17 members of AK Party’s central decision-making and executive
board have changed. State Minister and Deputy Prime Minister Bulent
Arinc, Foreign Minister Ahmet Davutoglu, former ministers Huseyin
Celik and Kursad Tuzmen and former deputy chair of the party’s
parliamentary group Salih Kupusuz have been elected new members of
the board, which is composed of 50 party members.

Database (DAD) Community of Practice (CoP), organized by Synergy
International Systems in collaboration with United Nations Development
Program launched in Yerevan. The conference will take place from
October 5th through October 9th at Synergy’s Global Learning Center.

RA Deputy Foreign Minister Arman Kirakosyan emphasized the importance
of the conference, ranking IT development as a high priority among
governmental projects. Arman Kirakosyan especially noted Synergy
International Systems’ contribution to the organization of conference,
hosting representatives of 20 countries, where Synergy’s flagship
system, the Development Assistance Database was established.

In his turn, Synergy International Systems CEO & President Ashot
Hovanesian added that, representatives of developing countries will
share experience of IT technologies usage in national budgeting.

Ashot Hovanesian expressed a hope that future conferences will continue
the tradition. "Today’s conference is the first step. I’m confident
that many will continue the conference tradition by following our
example, so that Armenia could become information technology knowledge
center, besides being famous for its historic and cultural heritage,"
he said.

According to him, the conference is a proof that developing countries’
governments acknowledge the importance of information technologies
for effective implementation of social, healthcare, transportation and
other programs. "The database is important in promoting transparency
and accountability of funds, aid effectiveness, so that even as a
common citizen could have a possibility to track the investments,"
Synergy International Systems President concluded.

Synergy International Systems (USA) opened its Armenian branch in
1999 where it now employs around 100 highly professional staff in
the areas of software dev rations, network administration, quality
assurance, and business analysts. With the construction of a new
state-of-the-art business center almost completed, Synergy plans to
expand its operations in Armenia and increase the stuff numbers to
300 within the next 2-3 years.

On September 30, in the frameworks of the Armenian and Turkish
discussions Serge Sargsyan met with the members of the Public
Council. In total, there were nearly hundred people. The chair of
the council Vazgen Manukyan thanked Serge Sargsyan for the meeting
and presented those worries which were shaped after discussions in
the Public Council on the Armenian and Turkish protocols. Worries
were linked to the economy, demographic issues, genocide issue and
the Karabakh issue as a precondition.

Hearing the speeches, which though expressing concern, were for the
current Armenian and Turkish process, Serge Sargsyan dwelt on all
the questions and answered. "If someone thinks that those documents
have to contain only our wishes, to tell the truth we have to be
realists it cannot be so because we are nor trying to normalize our
relations and go to become friends with Turkey but only we are trying
to shape a more or less stable atmosphere where the dialogue maybe
started. And there are people who say that this word is not written
well in the protocols and the Turks may comment on it otherwise I
am saying that we may comment on many points otherwise. Let someone
show me an international document composed of 4-5 point which cannot
be commented otherwise. We do not have the same thinking we have to
understand this", says Serge Sargsyan.

According to him, they are trying to say with the help of this step
that we cannot continue having such relations with Turkey and we have
to establish normal relations with it. "In order to establish normal
relations we have to start speaking. That is what I am saying. If
someone is against speaking, I will only respect that person if they
were against it 5, 10 or 15 years ago. But when you see that the aim
of those speaking is to collect point, this is already to be judged.

Serge Sargsyan says he does not understand the question on economy
and demographic issues. According to him, his communication with
enterprisers proves that enterprisers more highly assess the Armenian
economic interests than the border opening. "After, all this questions
are settled are settled by the law", notices Serge Sargsyan. As to the
demographic question so Serge Sargsyan thinks that in order to solve
this question we do not have to avoid relations with Turkey but we
have to build a just country where if "no ethnographic boom happens,
there will at least be wish".

Serge Sargsyan said the Armenian and Turkish relations are established
without preconditions. "Where did you see preconditions in the released
protocols? If it was so, it would be written in the protocols that
relations are established on preconditions. Yes, there are several
provisions in the protocols which are the result of compromises. Is
there not anything good for us in the protocols? There are opinions
which say that if these two points of the document were this way,
we would not have any problem. I assure everyone that there would
always be questions, even if these protocols were like the Turkish
capitulation. And second I do not rule out that we could get the
maximum. I do not exclude we could have a better document. But I am
sure that this is the maximum of our forces in this stage.

He also assured that Armenia is not going to stop the process on
the international recognition of the Armenian genocide. At the same
time, Serge Sargsyan did not exclude that the Armenian and Turkish
process will slow down the international recognition. But Armenia
will not be guilty but only those who being humanitarians accepting
that the genocide happened nevertheless will make the Armenian and
Turkish process an opportunity to justify the non-recognition of
genocide. Serge Sargsyan nevertheless thinks that arousing this issue
they enhanced the attention of the Turkish people towards the genocide.

"What is important for us? That other countries recognize the
genocide or serious processes take place in Turkey", says Serge
Sargsyan. Serge Sargsyan also said that he acknowledges very well
that the normalization of the Armenian and Turkish relations needs a
price and he is ready to pay that price, and after we will see what
is more what Armenia got or lost.

After Serge Sargsyan’s speech, Vazgen Manukyan thanked him for the
meeting, wished success for the pan-Armenian trip, and said sorry
that Serge Sargsyan is not a public council member because in this
case he would be able to raise his question and give full answers.

Hayastan All-Armenian Fund launches annual fundraising campaign through
HayPost

Yerevan, September 29, 2009 – The Hayastan All-Armenian Fund and HayPost
CJSC, Armenia’s postal service, launched their 2009 joint fundraising
campaign in the republic, seeking to build on the success of last year’s
drive and benefit the fund’s rural-development programs.

The campaign is designed to facilitate grassroots fundraising throughout
Armenia, by giving people the opportunity to make cash donations at any of
HayPost’s 950 offices. From October 1 until the end of 2009, HayPost
branches will accept contributions of any size and provide donors with
receipts. The proceeds will be used for the Hayastan All-Armenian Fund’s
ongoing community-development projects in the border towns and villages of
Armenia and Artsakh.

The slogan for this year’s fundraising campaign, which has been carried over
from 2008, is "Let us build our homeland for our children." The message is
conveyed eloquently through a variety of posters displayed at post offices.
In these visually striking posters, school-age children are pictured in
community environments that clearly require urgent development assistance.
One child is photographed in the foreground of a ramshackle school; another
stands next to a dried-up spring; yet another is seen playing on a decrepit
road. These posters communicate the Hayastan All-Armenian Fund’s priority
areas for development, including the renovation of schools; construction of
water pipelines, mains, and networks; and repair or paving of roads.

"Our fundraising collaboration with HayPost last year was an unprecedented
endeavor, one that brought to the fore Armenia’s wonderful potential for
indigenous philanthropy," said Ara Vardanyan, executive director of the
Hayastan All-Armenian Fund. "We hope that this year’s campaign will lead to
even more impressive results, considering the convenience and ease it offers
to compatriots who wish to support the fund by making small donations."

Thanks to the 2008 campaign, the number of Armenian residents who make
contributions to the Hayastan All-Armenian Fund tripled. More than 12,000
donors responded to the drive, particularly in Armenia’s outlying regions.

The fund also announced that its model of collaboration with HayPost will be
replicated in Artsakh. Through a newly reached agreement with Artsakhpost,
the postal service of Nagorno Karabakh, a parallel fundraising campaign will
be carried out in the mountainous republic, giving its residents the
opportunity to provide grassroots support for the fund’s development
projects.

Russia and Armenia discuss the possibility of providing new aircrafts
to Armenian air companies

intergovernmental commission on economic cooperation between Russia
and Armenia took place in Yaroslavl.

The Armenian delegation was headed by the the Armenian prime minister
Tigran Sargsyan, and Russia’s delegation was headed by Russia’s
transport minister Igor Levitin.

The officials discussed issues of cooperation in the spheres of
transport, communications and information technology. An expert
meeting has been scheduled to discuss delivery of new passenger and
cargo aircrafts to Armenia’s airlines.
A contract on the supply of Sukhoi SuperJet 100 two modern regional
aircrafts to Armavia has already been concluded.

A draft general agreement between `Gazprom Oil’ and the government of
Armenia has been prepared to supply will aviation fuel the RA ministry
of defense and Armavia, press service of the Russia’s ministry of
transport reports. The next meeting of the commission will be held in
Moscow.

Danilyants `Color of the soul" was held in the "Cinema" gallery today
in the framework of the III Moscow Biennale of Contemporary Art.

Artist’s new works and materials from her personal photo archive and
film depository are combined in the "Color of the Soul’
project. Visitors will see author’s photo-video installation, lighting
objects and sound installation, created by the talented master,
Starchat.ru reports.

Tatiana Danilyants is a well-known Moscow poet, filmmaker, artist. She
received her art and film education in Russia, Poland and Italy.

Graduated from the Faculty of Arts of the Moscow State Art Institute
after Surikov and and Production Courses at the State Committee for
Cinematography, in 1997 she graduated from the master-class of the
Polish film classic Andrzej Wajda.

Author of several short films and documentaries ` `U’ (2001),
"Frescoes of Dreams" (2006), "The Garden, which is hidden" (2008), as
well as three poetry collections – "Venice" (2005, Publishing Free
Poetry), `White’ (2006, poetry series)," Venice "(2007, Editoria
Universitaria Venezia). Since 1995 she is a member of the Union of

Who is America’s enemy number 1? Russians or the Taliban? On August 8,
2008, Russia’s 58th Army invaded South Ossetia. Russian Air Force’s
4th Army of Air Forces and Air Defence bombarded America’s eager ally,
Georgia. America ‘ the US Army being fully deployed in Iraq and
Afghanistan ‘ could only call out for `both sides to show restraint.’

On November 25, 2008, Peter the Great, Russia’s nuclear-powered
Kirov-class battle-cruiser along with Admiral Chabanenko, the
anti-submarine destroyer, participated in naval exercises with the
Venezuelan Navy a mere 1,200 miles from Miami. Now, that hasn’t
happened in the past 20 years. Russia is re-exerting itself over
Tajikistan, Kyrgyzstan and Uzbekistan. Kyrgyzstan was goaded by the
Kremlin to order the US Air Force (USAF) out of the Manas Air Base
(being used by the US military to support operations in
Afghanistan). Uzbekistan was made to tell the USAF to vacate the
Karshi-Khanabad airbase (the US Air Force was using the base to
support its war in Afghanistan). In 2008, the Russian-led Collective
Security Treaty Organisation (CSTO) ‘ with Armenia, Belarus,
Kazakhstan, Kyrgyzstan and Tajikistan as members ‘ held the
largest-ever brigade manoeuvres with armoured vehicles, artillery,
aviation, anti-aircraft defence and communications units. The
CSTO is planning an airbase in Osh and another one in Khujand. Russia
is reviving its military installations in Nurek, Kulyab, Dushanbe, and
Kurgan-Tyube. The Russian Air Force is sprucing up its rapid-reaction
Kant Air Base and the Russian Navy is doing the same with its 338th
Communications Hub in Kara-Balta.

Russia is using Iran ‘ they are perhaps using each other ‘ to limit
America’s influence. Russia has threatened to supply Iran with S-300
long-range surface-to-air-missile systems that could potentially
pre-empt an air strike by the Israeli Air Force. Russia’s
Atomstroyexport is building the first VVER-1000/446 reactor power unit
for the Atomic Energy Organisation of Iran. In effect, Russia has
managed to defeat America’s attempts to isolate Tehran. Russia is
re-exerting itself in the Baltic region ‘ Latvia, Lithuania and
Estonia. Russia is re-enforcing in the Caucasus ‘ Georgia, Armenia and
Azerbaijan. Russia is fortifying its will in Central Asia ‘
Kazakhstan, Tajikistan, Kyrgyzstan, Turkmenistan and Uzbekistan.

The Russian bear is waking up from its 20-year hibernation. The
Russian bear has a window of opportunity because the US Army’s Brigade
Combat Teams (the `basic deployable unit of manoeuvre in the US Army’)
are all deployed; Iraq (45 BCTs), Afghanistan (eight BCTs), Japan (two
BCTs), Germany (one BCT), South Korea (one BCT) and Bosnia (one BCT).

Now to the Taliban. The Taliban are essentially a non-extraterritorial
entity in the sense that the Taliban do not have transnational
ambitions. Al Qaeda, on the other hand, is an extraterritorial entity
in the sense that Al Qaeda has transnational ambitions. Strategically,
that makes Americans amenable to the Taliban. Furthermore, Al Qaeda’s
operational capability, prima facie, has been depleted to an extent
that Al Qaeda has failed to launch even a single attack on the
mainland US since September 11, 2001.

Obama can continue either the `war on terror’ or take on the resurging
Russian bear; can’t fight them both. In effec
line is much, much longer than Obama’s political timeline. For
America, 2010 is election year while the insurgents have all the time
in the world. For America, 2010 means 440 new members of the
House. For America, 2010 means 34 new members of the Senate. For
America, 2010 means 37 new governors. For Obama, 2011 will be campaign
year. For Obama, 2012 will be election year. The insurgents have all
the time in the world. Pakistan-Afghanistan is the Taliban
homeland. American BCTs are mere visitors here. Russia has the
potential to challenge American hegemony; the Taliban don’t. America
will have to decide: who is America’s enemy number 1? Russians or the
Taliban?

ArmenTel’s CEO Igor Klimko told a news conference today.

As Igor Klimko mentioned, emergence of new players in the wholesale
Internet market of Armenia, like GNC Alfa, building its own
fiber-optic line from Georgia, the price of access to the global
network will drop and consequently prices will reduce for the
end-users within the country.
"We will not keep out of this process, we are also interested in
selling Internet services as much as possible,’ Igor Klimko said.

ballad" piano work the artistic director of "Barekamutyun" ensemble
Norayr Mehrabian has staged a new dance-performance with elements of
classical dance. It will be presented to the audience September 27-28
in the National Academic Theatre of Opera and Ballet after
Al. Spendarian. The performance lasts for 27 minutes which will be
followed by the second part of the concert program.
Assistant to the artistic director of "Barekamutyun" ensemble
Hrachya Badalian told Armenpress that as any other dance "this also
contains fight in it". According to him in this case the fight is not
against something but for homeland, future and the young
generation. There are characters of mother and the child, 2 Armenian
women, etc. which the audience will comment in an individual way.
According to great master of dance art Vanush Khanamirian the
"Barekamutyun" ensemble is a team that keeps the "honor of the
Armenian nation high and makes the Armenian dance sound all over the
world".
"Barekamutyun" was established in 1987 on the initiative of
Armenian people’s artist Norayr Mehrabian.
