WORK PERMITS REQUIRED FOR ARMENIAN LABOR MIGRANTS IN RUSSIA AS FROM JANUARY 1 – NEWSPAPER

YEREVAN, November 27. /ARKA/. Russia gives up the quota system and
will require work permits for labor migrants as from January 1, 2015,
Golos Armeniyi reported referring to Sergey Temryakovich, the head
of external labor migration at Russia’s Federal Migration Service.

Citizens from visa-free countries will be allowed to be employed by
both individuals and legal entities in Russia only if a work permit
or a patent is available, he said. A patent has been required for
being employed by individuals as from July 1, 2010.

Foreign nationals staying in Russia legally will be allowed to
be employed by individuals, entrepreneurs and companies based on
the patent as from January 1, 2015, Temryakovich said adding these
citizens will have to apply to the Federal Migration Service for a
patent within 30 days after upon arrival. -0–

Azerbaijani Embassy in Ukraine has expressed protest to this country’s
Foreign Ministry regarding “15 republics” program aired on “1 + 1”
TV channel on November 23, 2014, Lenta. ru reported.

According to the embassy, “1 + 1” channel tried to cast a shadow over
socio-political system of the Republic of Azerbaijan, achievements
the country gained in the years of independence, distorted the causes
of the Armenian-Azerbaijani Nagorno-Karabakh conflict and praised
occupying Armenia and the separatist regime in Nagorno-Karabakh.

“A letter of protest has already been sent to the abovementioned TV
channel, as well as journalists Konstantin Andriyuk and Dmitry Volkov,
who without the consent of the Azerbaijani state made trips to the
Azerbaijani lands, which are under the occupation of Azerbaijan
and in where the separatist regime not recognized by any state,
including in Ukraine exists, will be declared “persona non grata”,”
– the embassy noted.

PM SAYS GOVERNMENT READY TO DISCUSS TROIKA’S PROPOSAL ON ELECTORAL REFORM

The government is ready to discuss the proposal of the three opposition
parties known as Troika regarding transition to a party-list-only
electoral system, Prime Minister Hovik Abrahamyan said late on
Wednesday while answering questions of journalists before the meeting
of the executive body of the ruling Republican Party of Armenia (RPA).

Abrahamyan, in particular, said that he was certain that the government
will soon fulfill all the promises that it has made, emphasizing that
there has not been a point or proposal that the government has not
agreed on or implemented.

To the observation that the three non-governing parties, Prosperous
Armenia, Armenian National Congress and Heritage, have demanded that
the government discuss the issue of switching to the 100-percent
proportional electoral system first, the prime minister emphasized
that the government is ready to discuss that issue.

“They even proposed that we start from the tenth point [of the 12
demands], and we agreed with that as well. We are constructive and
want to work with the opposition. Our goal is to try to make the right
decisions together. If they don’t want to participate or discuss, I
think, in this case there will be nothing for us to do,” he concluded.

Earlier, the Troika parties effectively refused to engage in dialogue
with the authorities after Prime Minister Abrahamyan expressed
readiness to start discussions around the opposition’s 12 demands
mainly concerning social and economic issues.

As part of the electoral reform the opposition parties also insist on
the publication of the lists of voters who go to the polls. Opponents
of this step insist that it violates the principle of secret ballot.

Over the last 24 hours, cars of four representatives of the
Pre-Parliament opposition organization were burnt in Yerevan.

Pre-Parliament told ArmInfo the burnt cars belonged to Shahen
Petrosyan, Vardan Hakobyan, Varuzhan Avetisyan, and Susanna Melkonyan.
An attempt to burn the car of another member of the Pre-Parliament,
Karo Yeghnukyan, was prevented.

The given representatives of the Pre-Parliament had participated in
a motor rally “Centennial without the regime” by their cars lately.
Their rally pursued a goal to change the regime in Armenia before
the centennial of the Armenian Genocide in Ottoman Turkey.

The South Caucasus region is preparing for a major transformation,
and the future of Armenia will depend on the direction in which the
changes occur.

Russia and Abkhazia signed an agreement on military and political
cooperation, under which the armies of the two countries were united,
and Russia has become, in fact, the guarantor of the security of
Abkhazia. It is noteworthy that after the signing of the agreement
Russian President Vladimir Putin stated that now the Abkhazian railway
can be put into use.

This railway, among other things, is also necessary for connecting
Russia with Armenia and further with Iran and Turkey.

Without this road Eurasian integration in Armenia is meaningless. But
construction of this road will also require improved relations between
Russia and Georgia, moreover, the consent of Georgia to sit at a
negotiating table.

Tbilisi has so far shown tough reaction to Russia’s attempts to
initiative negotiations between representatives of Georgia and
Abkhazia, which broke free from Tbilisi’s control in 1992. However,
Georgia’s Minister for Integration Paata Zakareishvili said recently
that if Georgia negotiates with Moscow and not with Sukhumi, then
the reopening of the railway can be discussed.

Besides, Georgia has made no practical demarches against Russia
after the signing of Moscow’s agreement with Abkhazia, for example,
it did not state that it will stop the transit of goods from Russia
to Armenia. This has led experts to believe that Moscow and Tbilisi
have a chance to reach agreement and Georgia may agree not only to
ensure unimpeded transit from Russia to Armenia, but perhaps even
become a partner of the Eurasian Union.

This, indeed, will change the situation in the South Caucasus. But
at the same time other important transformations are also taking place.

In particular, despite the fact that Iran and the Six nation (the US,
UK, Russia, China, Germany and France) failed to sign a framework
agreement on November 24, all parties are talking about progress.

Moreover, Iran has gained access to its frozen reserves in the amount
of $700 million a month.

Immediately after the talks Iranian President Hassan Rouhani got a
call from his Russian counterpart Putin, who stressed the importance
of the lifting of the sanctions against Iran and Russian-Iranian
cooperation. Russia does not hide its intention to join its
communications through Azerbaijan with the Iranian ones – with
access to the Persian Gulf. However, this project has its opponents,
and they suggest connecting Iran not with Russia but with Europe –
via Armenia and Georgia.

Russia is also trying to establish closer relations with Turkey. On
December 1, President Putin is to visit Ankara to attend a meeting of
the Supreme Council on Russian-Turkish Cooperation. There are hints
that Russia will offer Turkey an opportunity of close relationship
with the Eurasian Union, including the opening of the border with
Armenia. Turkish Prime Minister Ahmet Davutoglu recently made
a statement in which he called on Armenia to connect to the new
regional communications. True, he reiterated the precondition –
the normalization of relations between Armenia and Azerbaijan.

Putin’s Eurasian project does not seem to be economically justified,
but it still enables him to form some political alliance vectors. And
if Russia is able to come to terms with Turkey, Iran, Georgia and a
number of other countries to establish a free trade zone with the
Eurasian Economic Union, then it will, first and foremost, impact
Armenia, which will be isolated from other relevant projects and
completely absorbed in the Russian military-political space. The next
step could be an offer to “unite the armies” of Russia and Armenia
according to the example of Abkhazia.

Assembly of the Black Sea Association of National News Agencies
(BSANNA) wrapped up in Yerevan. Within the framework of the summit, it
was unanimously decided that Armenia’s national agency “Armenpress”
will assume the chairmanship in BSANNA. The General Director of
the agency Aram Ananyan highlighted that during the chairmanship
“Armenpress” will target putting forward new ideas, reequipment
of the structure’s website, and expansion of cooperation with the
member agencies.

Handing the presidency over to “Armenrpess”, the General Director
of Russian TASS agency Sergei Mikhailov congratulated “Armenpress”
wishing fresh crazy ideas and new initiatives.

The Black Sea Association of National News Agencies (BSANNA)
was established in Kyiv, Ukraine on May 29 – 31, 2006. It is an
international organization, which unites efforts by the national
news agencies of the region for using their informational resources
efficiently. The Association is aimed, as provided by its Statute,
at promoting friendship and good neighborly relations, strengthening

a post on his Facebook page. It runs: “In fact, Azerbaijan’s losses
are many and so many that the commander of the brigade has been
dismissed. I wonder if he was dismissed for these losses or for
shooting down the helicopter,” he writes.

The three non-coalition forces activities have since the very
beginning lacked unity, Heritage party member Anahit Bakhshyan told
Tert.am, as she commented on Heritage party leader Raffi Hovannisian’s
decision to invite a civil conference, without agreeing it with the
other non-coalition forces.

“Raffi [Hovannisian] has answered this question by saying that this
platform has no common agenda. If steps are not coordinated, any
common platform is in question,” she said.

Asked why the Heritage party remains part of the “trio,” Ms Bakhshyan said:

“Raffi Hovannisian’s statement should be viewed as a step which made
an assessment of the common activities. That is, there is no common
agenda and they have never been united.”
