"To improve the physical understanding of the Forbush decreases (FD)
and to explore the Space Weather drivers, we need to measure as much
geospace parameter as possible, including the changing fluxes of
secondary cosmic rays. At the Aragats Space Environmental Center
(ASEC) are routinely measured the neutral and charged fluxes of
secondary cosmic rays," researchers in Yerevan, Armenia report.

"Each of species has different most probable energy of primary
"parent" proton/nuclei. Therefore, the energy range of the Galactic
Cosmic Rays (GCR) affected by Interplanetary Coronal Mass Ejection
(ICME) can be effectively estimated using data of the ASEC monitors.

We presented relations of the magnitude of FD observed in different
secondary particle fluxes to the most probable energy of the primary
protons. We investigate the correlations between the magnitude of
FD with the size, speed, density and magnetic field of the ICME,"
wrote A. Chilingarian and colleagues.

The researchers concluded: "We demonstrate that the attenuation of
the GCR flux incident on the Earth’s atmosphere due to passing of the
ICME is dependent on the speed and size of the ICME and the magnetic
field strength."

Chilingarian and colleagues published their study in Advances in Space
Research (On the relation of the Forbush decreases detected by ASEC
monitors during the 23rd solar activity cycle with ICME parameters.

President Serzh Sargsyan today attended the opening ceremony of a
new thermal power plant in Yerevan with combined steam-gas cycle.

The President toured the station and familiarized with the technical
cycles of energy production.

Construction of the power station began in July, 2008. It’s been built
through the assistance of the 247 million USD loan provided by the
Japanese Bank of International Cooperation. The construction works
were conducted by specialized companies from Japan and South Korea.

Operation of the new thermo power station will allow to increase
capacities and reliability of the Armenian energy system and
decrease energy loses. The station will be producing considerably
less emissions.

The Speaker of the RA National Assembly Hovik Abrahamyan on April
20 took part in the Painters’ Union of Armenia in the opening of the
exhibition dedicated to the 95th anniversary of the Armenian Genocide.

The Chairman of the Painters’ Union Karen Aghamyan said that 250 works
from presented 600 were chosen for exhibition. The state will get some
of them for adding to the funds of the National Gallery of Armenia.

The Head of the Armenian Parliament accompanied by the Minister of
Culture and the Chairman of the Painters’ Union got familiarized
with the works of the artists of Armenia and Diaspora concerning the
Genocide, which was perpetrated towards Armenians in Ottoman Turkey
in 1915.

Artists, art amateurs, public and political figures attended the
opening of the exhibition.

The United States has never been biased over the Nagorno-Karabakh
issue, Deputy Press Secretary of US State Department Mark Toner said
in an interview with the Azerbaijani service of Voice of America
radio station.

It comes after heavily-worded statements from by Azerbaijani officials
– among them also President Ilham Aliyev – accusing the US of "siding
with Armenia over the Karabakh issue."

"The United States does support the Minsk Group’s efforts seeking a
solution to the Karabakh issue," said Toner, adding that "there is
no cold in US-Azerbaijani relations."

He also mentioned that as a Minsk Group co-chair state the United
States is working towards finding a solution for reconciliation and
establishment of peace between the two countries.

The American diplomat also said that Washington does not recognize
the independence of the Republic of Nagorno Karabakh.

Turkish Foreign Ministry has prepared a document that includes special
rules which Turkish officials and diplomats should use during their
international trips while opposing to the fact of the Armenian
Genocide.

According to BBC Russian the 10-point document advises Turkish
officials to point to the current normalization between Turkey and
Armenia whenever facing the fact of the Armenian Genocide.

Armenia must demonstrate its sincerity in the process of normalizing
relations with Turkey, Turkish Prime Minister Recep Tayyip Erdogan
said at a meeting of the ruling Justice and Development Party, CNN
Turk reported.

"At a meeting with Armenian President Serzh Sargsyan, I openly stated
Turkey’s position in the process of normalizing relations with Armenia
and the ratification of the Armenia-Turkish protocols. At the same
time, we want to see a sincere attitude from Armenia," Erdogan said,
referring to the last meeting with Sargsyan in Washington.

Turkey is not a country that will "run away from negotiation table,"
he said.

"We do not avoid negotiations. On the contrary, we can hold them
simultaneously with Arab countries, Armenia, Azerbaijan, and the Balkan
countries. Everything is done to establish stability and peace in the
region. Turkey strives for peace in the Middle East and is ready to
normalize relations with Armenia," Erdogan said.

Turkish and Armenian foreign ministers Ahmet Davutoglu and Edward
Nalbandian signed the Ankara-Yerevan protocols in Zurich Oct. 10.

Diplomatic relations between Armenia and Turkey have been broken due
to Armenia’s claims of an alleged genocide, and its occupation of
Azerbaijani lands. The border between them has been broken since 1993.

According to Erdogan, during his meeting with U.S. President Barack
Obama in Washington last week, he took the opportunity to express
Turkey’s position on normalizing relations with Yerevan, as well as
the country’s dissatisfaction with the adoption of a resolution on
the so-called "Armenian Genocide" by the U.S. Congress Committee on
Foreign Relations.

Erdogan said Turkey’s position in the normalization of relations with
Armenia is clear, and Ankara will take further steps on this basis.

"The reason for closing our borders in 1993 was the occupation of
Azerbaijani lands. As long as the occupation persists, we will not
open our borders," Erdogan said Sunday to the Turkish ATV channel.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the United
States – are currently holding the peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh region and the
occupied territories.

ArmInfo. An influential American Senator John McCain said in the
interview with Voice of America that he stands for tightening of
American-Turkish relations. At the same time, he showed his lack of
knowledge of historical facts.

As McCain said, he highly appreciated American-Turkish relations.

"U.S. and Turkey have been friends and allies for years. Turks fought
beside U.S. troops in many wars", he said having forgotten that Turkey
and the USA were opponents during the World Wars I and II. Just on the
contrary, Armenia was US ally (in the World War II in USSR structure
– Ed.). "I hope we will do our utmost to maintain Turkish-Armenian
relations. Armenian Genocide should not become an everlasting issue in
Turkish-Armenian relations", senator said. He added that modern Turkey
cannot be responsible for the events of the times of the World War I.

"I am confident, what happened was genocide, but I state it was
perpetrated in other times and under another government. This should
be considered by all parties", McCain said. He thinks the Europeans
make a mistake hampering Turkey’s joining EU. He is concern about the
problems in Turkish-Israeli relations and hopes for their elimination.

President of the Artsakh Republic Bako Sahakyan received a group of
lecturers of the State Engineering University of Armenia headed by
its rector Vostanik Maroukhyan.

According to the report by the central information department of the
office of the NKR President, issues related to the process of programs
carried out by the State Engineering University of Armenia in Artsakh,
as well as cooperation with Artsakh State University were discussed
during the meeting.

The Head of the State noted the importance of this leading university
in developing education and science in Artsakh underlining the
necessity of further deepening bilateral ties. In this context Bako
Sahakyan rated positive the cooperation agreement signed the same day
between the State Engineering University of Armenia and Alma mater
of Artsakh considering it a solid basis for further cooperation.

Minister of education and science Vladik Khachatryan, chairman of
the permanent commission for social issues of the National Assembly
Arpat Avanesyan, Rector of Artsakh State University Stepan Dadayan
and other officials partook at the meeting.

ArmInfo. Masterpieces of the National Painting Gallery of Armenia
will be presented at an exhibition in Moscow.

Director of the National Gallery Faraon Mirzoyan told ArmInfo
correspondent that on September 14 the State Museum of Fine Arts after
Pushkin will host an exhibition entitled "The Painting Masterpieces
of XIX-XX cc. from the Collection of National Painting Gallery of
Armenia". A total of 120 canvases of Armenian and Russian painters
will be exhibited, among them the works by Repin, Serov, Ayvazovsky,
Saryan, Hovnatanyan, Kochar, Kandinsky, Shagal.

It is noteworthy that the forthcoming exhibition, which will last
till 14 November, will be dedicated to the 100th anniversary of
the Fine Arts Museum. Within the frames of the anniversary, works
from the collection of the Picasso Museum of Paris, as well as the
masterpieces from the collection of the Fine Arts Museum of Budapest
will be exhibited in 2010.
