President of the Parliamentary Assembly of the Council of Europe,
Mevlut Cavusoglu, has arrived in Armenia. His visit has given rise
to much dispute in our country, and the reason is only his Turkish
origin, but also his political path. Who is the Turkish leader of
this outstanding European structure?

Mevlut Cavusoglu was elected to the Grand National Assembly in 2002.

He represented Antalia in the Turkish Parliament of 23rd convocation.

In 2010 he was elected President of the Parliamentary Assembly of
the Council of Europe.

Immediately after assuming office Cavusoglu expressed a wish to
reestablish PACE subommittee on Nagorno Karabakh. The subcommittee
had been established in 2005 and functioned until its Chairman Russell
Johnston’s death in 2008.

Official Yerevan was first astonished at Cavusoglu’s statements,
when the latter said in an interview with APA agency that "Karabakh
is referred to as Azerbaijani territory in all Council of Europe
decisions."

"The Karabakh conflict is one of the most urgent issues in the region
and hinders the normalization of relations between Armenia and Turkey.

I’m saying this not because I’m a Turk, but because this is the truth,"
PACE President had said. However, in a phone talks with the Armenian
Parliament Speaker he later refuted his words, saying "it was a result
of bad translation and wrong perceptions in Azerbaijan."

Such way of action does not suit a high-ranking European official,
Turkologist Ruben Safrastyan says. "An elected high-ranking official
has no right to act that way. He behaves as a representative of Turkey,
and it’s a pity that a structure like PACE fails to show a proper
response to such behavior. He actually shows that he separates himself
from Europe and represents the state of Turkey," Safrastyan said.

Mevlut Cavusoglu, one of the founders of the ruling Justice and
Development Party has been in charge for foreign relations. Maybe,
that is the reason why he seldom communicated with the Armenian
community of Turkey.

"Cavusoglu has not played a great role in the domestic life of Turkey.

As regards Armenia and Armenians, his policy should not be viewed
separately from that of Turkey, as a whole," Turkologist Ruben
Melkonyan said.

Mevlut Cavusoglu is known also for his statements on the Armenian
Gencoide. In particular, he once declared in an interview with
Haberturk TV Channel: "Although Armenia accuses us of committing
genocide, it has no proofs of the fact, since we have not perpetrated
genocide. Armenians themselves have perpetrated genocide in Khojalu,
and its history is still very fresh."

This statement is interesting not because Mevlut Cavusoglu denied the
Armenian Genocide, but because he tried to give a legal assessment
to separate episodes of the Karabakh war. After all this, one wonders
whether a politician with such principles and approaches has the right
to assume a mediating role in the process of peaceful settlement of
the Karabakh conflict.

Democratic change in Moldova a rare bright spot in European
Neighbourhood Policy reports.

Å tefan Fule, the European commissioner for enlargement and the
neighbourhood policy, today (12 May) presented the annual reports on
the EU’s neighbours.

These were the first regular reports on the European Neighbourhood
Policy (ENP) since Fule took office in February. He described the
ENP as evidence of the EU’s "transformative soft power".

However, the individual chapters note, with some exceptions, that
there has been little progress in priority areas. Where progress has
occurred it appears to be mostly unrelated to the ENP’s measures.

In the period 2007-13, the EU has allocated close to â~B¬12 billion
for the ENP. Fule said that the biggest funding increases would be
in allocations for Morocco, Moldova and Ukraine, which he singled
out as the ENP’s "most engaged partners".

ARMENIA

The main development in Armenia over the past year was the signing
of protocols on normalising relations with Turkey in October, mainly
through Swiss mediation. However, the ratification procedure stalled
after Turkey linked the opening of the border and the establishment
of diplomatic relations to progress in peace talks between Azerbaijan
and Armenia over Nagorno Karabakh, a territory inside Azerbaijan
that was occupied by Armenian forces in the 1990s. Armenia suspended
ratification in April, blaming Turkey for the lack of progress.

"The EU was pleased to note Armenia’s continued commitment to pursue
the process of normalization of Armenian-Turkish relations," the
report said, "but at the same time expressed concern about the loss
of momentum in this process."

The report also noted that the Albanian government took steps to
improve the political situation following a disputed presidential
election in 2008 and that anti-corruption legislation has been
strengthened.

AZERBAIJAN

The EU took note of the "intensified" attempts to find a settlement
over Nagorno Karabakh. However, it said the country had made little
progress in political dialogue and reform.

There was a "serious setback on Azerbaijan’s road to consolidated
democracy" when a national referendum approved the lifting of term
limits for the president, Ilham Aliyev.

"Further reforms in the justice sector and the strengthening of
the rule of law, notably the independence of judiciary, and proper
implementation of adopted legislation in all areas would be of
key importance. So would be continued efforts to fight corruption,
notably by enforcing the relevant legislation," the report said. The
economy proved resilient to the global crisis, with 9.3% growth in
gross domestic product (GDP) in 2009. Almost all of the country’s
exports to the EU are hydrocarbons.

EGYPT Egypt is an active participant in the ENP as well as the Union
for the Mediterranean, which it has co-chaired in 2009-10, but shows
little inclination for political and institutional reform.

It has been in a state of emergency since 1981, when Hosni Mubarak
succeeded Anwar as-Sadat after the latter’s assassination, and there
is very little room for political dissent, with opposition supporters
thrown in jail and widespread torture. The continued state of emergency
is a "concern and disappointment", the report says.

Electoral law appears unlikely to be amended before parliamentary
elections later this year and a presidential poll next year.

GEORGIA Georgia is preparing a new constitution, expected later this
year, and has fundamentally reformed its criminal justice system. It
has also implemented new anti-corruption rules.

Georgia’s economy, already suffering because of the war with Russia
in the summer of 2008, further declined last year. The EU expects a
visa facilitation agreement to be signed in the coming months.

ISRAEL There has been no progress in the ‘peace process’ between Israel
and the Palestinians, and the continued de facto blockade of the Gaza
strip – ruled by the Islamist Hamas movement – by Israel and Egypt has
perpetuated a humanitarian crisis there. The EU’s border assistance
mission has remained on stand-by. According to the report, Israel’s
competitive, export-oriented economy withstood the global crisis well.

JORDAN

Jordan made some progress on governance and transparency, notably
in government relations with the media, and on human rights and
fundamental freedoms, according to the report. King Abdullah dissolved
parliament in November and a new government took office the following
month, tasked with implementing a sweeping reform programme.

Parliamentary elections are to take place later this year under a
new electoral law. Jordan is a model country by regional standards
in its efforts to combat corruption.

LEBANON The political situation in Lebanon remains tense. The country
was politically paralysed for months before and after parliamentary
elections in June, and the formation of a new government took five
months. Lebanon and Syria have tentatively normalised relations,
but suspicions remain that Syria is meddling in Lebanon’s internal
politics.

MOLDOVA

Moldova experienced a dramatic year in 2009. A parliamentary election
in spring sparked violent protests against the ruling Communists,
who had to accept a re-run in July that led to their replacement
by a pro-EU coalition. With the new government in place, reform
has accelerated, although the country continues to perform badly
economically, with GDP contracting by 6.5% and trade with the EU
declining by 30% against 2008.

MOROCCO Morocco gained ‘advanced status’ with the EU in 2008, and 2009
saw a number of negotiations following on from that commitment. In
March this year, the two sides held a summit in Granada, Spain –
the first between the EU and an Arab country. In May, the two sides
inaugurated a mixed committee of parliamentarians.

Local elections in June 2009 marked some progress toward democracy,
the report says. Political dissent is still severely restricted,
especially in Western Sahara, a territory under Moroccan occupation.

PALESTINE

There has been no progress in talks between Israel and the
Palestinians, and the occupied territories continue to be split in
two, with the West Bank under the control of secular Fatah and the
Gaza strip run by Islamist Hamas, with Israel encroaching on both
territories.

The Palestinian authority – Fatah – has viewed the ENP primarily
as a state-building tool and will continue on that path for the
foreseeable future. Israel’s war on Gaza in December 2008-January
2009 had "devastating effects" on civilians and "destroyed" Gaza’s
economic and institutional structures, the report says. More than
1,400 Palestinians, including around 1,000 civilians, were killed.

Presidential and parliamentary elections were supposed to be held in
January this year but have been postponed indefinitely. The report
notes progress in judicial reform. The Palestinian authority is
bankrolled primarily by the EU.

TUNISIA Governance and human rights remain sore spots in bilateral
relations.

President Zine El Abidine Ben Ali was re-elected for a fifth period in
office with close to 90% of votes, and the ruling party retained its
crushing majority in parliamentary elections last year. The report
says that Tunisia had "good economic management" that insulated it,
to some degree, from the global downturn. The report notes that no
significant progress was made in combating corruption.

UKRAINE

The country was paralysed by the rivalry between President Viktor
Yushchenko and Prime Minister Yulia Tymoshenko, who were both replaced
when Viktor Yanukovych won a presidential election in February.

Ukraine’s economy is thought to have contracted by up to 15% last
year, among the worst performances in the world. Trade between the EU
and Ukraine fell by 45%. Funding from the EU and the International
Monetary Fund has been on hold because of doubts about Ukraine’s
determination to reform.

YEREVAN, MAY 7, ARMENPRESS: Nubarashen pesticide dump will be
completely closed soon, Emergency Situations Minister Armen Yeritsyan
said today at the discussion organized in the ministry, noting that
relevant establishments are too involved in the works. Representatives
of Healthcare, Urban Development, Nature Protection, Agriculture
Ministries, Police, NGOs, international organizations participated
in the discussion.

A. Yeritsyan noted that notable works have been carried out in the
territory of the dump and informative work have been carried out with
the residents of the nearby villages.

"Here the situation is rather serious, we all understand that it is an
emergency case. We must realize that the work of our ministry is not
enough, it is necessary to coordinate all the forces, establish clear
timeframe and implement the works of the first round effectively,"
Armen Yeritsyan said. He noted that the government has already
released 31 million AMD for the works, but it will be enough only for
the first round of the works. In the second round it is necessary to
undertake steps toward the elimination of pesticides. International
experts suggested either acquire special stoves and eliminate the
pesticides or transfer them to other countries where they will
be eliminated. A. Yeritsyan noted that they will apply to the
international organizations to assist them in further works.

Chairwoman of the "Armenian Women for Health and Healthy Environment"
NGO Yelena Manvelyan noted that they met with the residents of the
nearby villages and the latter said they have headaches and feel sick.

"By now the works of relevant establishments were not done properly.

Was it difficult to stretch barbed wire, place information posts
and inform the people?. It is a quite serious case and all the
establishments must response," she said.

First deputy healthcare minister Hayk Darbinyan noted that days before
studies of the dump, nearby water, air and land have been made. It was
found out that there are no poisonous substances in the drinking water
and air, there is a certain additions in the irrigation water and land.

Head of the OSCE Yerevan Office Sergey Kapinos noted that their
organization is ready to assist the Armenian authorities. "This is the
case when all must understand the seriousness of the moment. Because
of wrong steps of a few unconscious people the whole public of Yerevan
is endangered. At the same time it is necessary to work out a program
with clear schedule to isolate the danger," Kapinos said. A. Yeritsyan
noted that all the ministries are given relevant tasks and the works
are being intensively carried out.

During a meeting with a delegation from the "Future Youth," Prime
Minister Saad Hariri stressed his commitment to the parity between
Muslims and Christians in the distribution of seats in the capital’s
municipal council.

"We call on Beirutis to endorse this formula and not to listen to
attempts by some parties to break this balance under misleading
slogans," he said.

Hariri urged Beirut "to participate in the electoral process of
choosing members of the capital’s municipal council, given the
repercussions [it will have] on the future of the city."

Media reports said Monday there was an increasing likelihood that
the Armenian Tashnag party would join forces with the Free Patriotic
Movement (FPM) in Beirut’s electoral battle scheduled for Sunday.

On Monday, Tashnag MP Hagop Pakrodounian met with Hariri and told
the Central News Agency the final decision was in the "hands of the
party and will be made within 24 hours."

Meanwhile, Future Movement MP Amar Houri stressed that talks with
the FPM over Beirut’s municipal polls could only take place with the
Christian MPs of the district. Beirut’s Christian MPs are all members
of the parliamentary majority.

However, the head of FPM’s economic committee Nicolas Sehnaoui who
is taking part in negotiations said that "Christian MPs with whom we
are negotiating are denying us our rights."

"We demand a share equal to what we gained in the parliamentary polls,"
he added.

While Sehnaoui acknowledged the difficulty of winning the competition
in Beirut amid the "current electoral law," he voiced the FPM’s
readiness to engage in an electoral battle in the capital.

Houri voiced his movement’s insistence on consensus" based on logical
and acceptable demands." and said: "While we extend our hands to them,
we prepare ourselves for a battle."

Separately, Sidon’s consensus candidate Mohammad al-Saudi announced
his list dubbed "Consensus and Development List of Sidon" in a news
conference he held at his house in nearby Hlaliya.

Municipal polls will be held in Sidon on May 23.

Treating environmental problems in Sidon, building new schools, taking
care of the city’s archaeological sites, erecting public gardens,
developing the port, reducing unemployment, giving momentum to the
role played by women and youth were among the main goals Saudi said
his list would seek.

Asked about objections made by former MP Osama Saad that the consensus
list didn’t represent all sectors in Sidon, Saudi said that the
municipal council had no "political color," adding that development
was the only goal it sought.

When asked about reasons for excluding Al-Jamaa al-Islamiyya from
his list, Saudi said that the movement decided not to participate in
a bid to facilitate Saudi’s mission.

But head of Al-Jamaa al-Islamiyya’s political bureau Ali Ammar said
the fact that Saudi’s list was not based on consensus will push his
party to create an opposing list allied to the other political parties
in the city.

"Isn’t the Future Movement which is the main supporter of the list
a political faction?" he asked in a telephone call with Elnashra
news website.

Meanwhile, national and Islamic Lebanese parties of Sidon, which
convened in Saad’s office, expressed their dissatisfaction with the
platform of Saudi’s list, adding that MP Bahia Hariri and the Future
Movement have pressured Saudi to incorporate some of their supporters
in his list.

According to the local parties of Sidon, Saudi broke his promise
to form a list of independent candidates taking into consideration
political and social equilibriums of the city. – With additional

L’evenement intitule " Victimes Silencieuses. Arshie Gorky " a commence
avec un discours de Shahen Khachatryan, le Directeur du Musee Arshile
Gorky au Saint-Siège d’Etchmiadzin, explorant le travail de Gorky dans
le contexte du Genocide et son profond impact sur la vie et l’art de
l’artiste. Les extraits des lettres de Gorky ont ete recites.

La presentation du livre " la Couleur de la Douleur " par Shahen
Khachatryan decrivant les consequences du Genocide sur des beaux
arts armeniens a eu lieu après la conference. Un documentaire de
Karen Adamyan a ete presente au public, presentant le monde de Gorky
aux spectateurs.

" Le Genocide armenien a laisse une influence significative et profonde
sur la vie de Gorky qui est ne a Van et est devenu un temoin de la

The next annual conference of the Turkish-American Council (ATC)
cancelled aftet the adoption of the US congressional resolution (H.

Rep. 252) recognizing the Armenian Genocide in 1915 will, however,
take place, writes Turkish Daily News.

The newspaper adds that the tension in the US-Turkey relations felt
after the adoption of the above-mentioned resolution is now gradually
being dispelled.

The annual conferences of one of the most important bodies symbolizing
the seriousness of US-Turkey relations are traditionally organized
for 30 years now. These conferences have always been attended by
high-ranking Turkish and US officials such as presidents, prime
ministers and foreign ministers.

This year it will take place on October 17-20, 2010, though originally
scheduled on April 11-14. Turkish Prime Minister Recep Tayyip Erdogan
is expected to attend the conference.

Thursday, May 6, Armenian Foreign Ministry hosted a reception organized
by EU Armenian delegation.

RA government ministers, parliamentarians, ambassadors accredited
to Yerevan, non-governmental and international organizations’
representatives were invited to the event.

During the reception, RA Foreign Minister Edward Nalbandian gave high
assessment to collaboration and political dialogue between Armenia
and EU. "Strengthening of relations with EU is among Armenia’s first
priorities," he stressed, adding that RA President’s oncoming visit
to Brussels will contribute to further intensification of RA-EU ties,
