Azerbaijan is full of people like Vahid Ahmedov, delivering
“patriotic statements” aimed against Armenian army to please their
authorities, according to the head of Voskanapat analytical center
and Voskanapat.info web portal.As Levon Melik-Shahnazaryan recalled
in a conversation with a PanARMENIAN.Net reporter, at 1988 Supreme
Council session, Azeri MPs’ threatening statements provoked military
aggression against the Republic of Artsakh. “As we know, later,
they came to face an unpleasant awakening,” he said.

As the expert noted, currently, deserters or people who’ve never
been in a fight are those who’re venturing upon military rhetoric
in Azerbaijan. “Yet the truth is that any movement of Azeri armed
forces, any accumulation of troops at the border will be met with
NKR defence army’s preventive strike, which will lead to tragic steps
for Azerbaijan itself.

Azerbaijani MP Vahid Ahmedov earlier stated, “Azerbaijani national
army will need no more than a half year to liberate our lands.”

Thank you for the word, Dear Chairman, Right Honourable Members of the
Parliament, Among the emperors of the Roman Empire Galerius was the
first one who provided freedom of religion for christian people in the
toleration act in his deathbed in AD 313. Later it was confirmed by the
western and oriental emperors Constantine and Licinius in Mediolanum,
today called Milan. So Christianity was officially legalized in the
Roman Empire in the Edict of Milan in 313. After this Christianity
was made the official religion of the Empire by Theodosius I and it
determined the further direction of European progress. We, European
people are tending to suppose that christianity expanded from small
sects in Israel towards the western part of the continent. According
to less-known facts it started to spread into east-northeast direction
and the first christian powers evolved in Caucasus mountains. Armenia
was the first one, who made christianity the official religion in AD
301 then Georgia followed her in 330.

These two little folks preserved their faith and culture during
critical centuries. This year Easter was especially highlighted in
christian complex, because Western (Catholic, Anglican, and Protestant)
Christian and Eastern (Orthodox) Christian Easter is celebrated on
the same day. For the Armenians this Easter was on the same day with
the Armenian Genocide also known as the Armenian Holocaust. The day
24 April 1915 is Genocide Remembrance day for Armenians. That night
the Ottoman government rounded-up, imprisoned and killed an estimated
200-250 Armenian intellectuals. The same happened to hundreds of people
in the following days. The captured were taken to prisons in Anatolia
and killed. Armenian soldiers in the Ottoman army were disarmed and
persuaded to labour camps. On 29 May 1915, the CUP Central Committee
passed the Temporary Law of Deportation, giving the Ottoman government
and military authorization to deport anyone it ‘sensed’ as a threat
to national security. The Armenians were marched out to the Syrian
desert. A good deal of evidence suggests that the Ottoman government
did not provide any facilities or supplies to sustain the Armenians
during their deportation, nor when they arrived. On 15th August 1915,
The New York Times reported that ~Sthe roads and the Euphrates are
strewn with corpses of exiles, and those who survive are doomed to
certain death.

It is a plan to exterminate the whole Armenian people.~TOttoman troops
escorting the Armenians not only allowed others to rob, kill, and rape
the Armenians, but often participated in these activities themselves.

Deprived of their belongings and marched into the desert, hundreds
of thousands of Armenians perished. The New York Times wrote:
~DNaturally, the death rate from starvation and sickness is very
high and is increased by the brutal treatment of the authorities,
whose bearing toward the exiles as they are being driven back and
forth over the desert is not unlike that of slave drivers. With few
exceptions no shelter of any kind is provided and the people coming
from a cold climate are left under the scorching desert sun without
food and water. Temporary relief can only be obtained by the few able
to pay officials.~TIt is believed that 25 major concentration camps
existed and some were only temporary transit camps. Some experts also
maintain that some camps were built specifically for those who had a
life expectancy of a few days. Some months later the Ottoman parliament
passed the ‘Temporary Law of Expropriation and Confiscation’, stating
that all property, including land, livestock, and homes belonging
to Armenians, was to be confiscated by the authorities. With this
implementation, the confiscation of Armenian property and the slaughter
of Armenians ensued upon the law’s enactment outraged much of the
western world. In the United States, The New York Times reported
almost daily on the mass murder of the Armenian people, describing
the process as ~Ssystematic~T, ~Sauthorized~T and ~Sorganized by
the government.~T Theodore Roosevelt would later characterize this
as ‘the greatest crime of the war.’Accord to historians without the
Armenian Genocide there would be about 40 million Armenian people. Due
to the facts there are about 9-10 million Armenians spread all over
the world but not without roots. Their national identity is stronger
than at any other nations maybe because of the survived horror or the
experience given by senior generation. They preserve and sustain the
great culture and traditions of the state, which became christian one
of the first ones. High respect not only the memory of the deceased
but even their heirs. It is all over the world and it also happens

On May 11, the Armenian National Assembly discussed a bill on making
amendments to the RA Law on Military Service.

Presenting the bill in the parliament, Armenian Minister of Justice
Hrayr Tovmasyan said adoption of the bill is important, since as a
result of the transfer to a 12-year system of secondary education,
around 6,000 young people will graduate from schools after reaching
the draft age, which is currently 18.

Tovmasyan noted that the bill envisages increasing the military age
and drafting young people to the army from 19. According to him, the
bill will clarify the situation for 6,000 Armenian citizens, who will
be drafted to the army only after graduation from school. Tovmasyan
said that the bill was discussed with the Armenian Ministers of Defense
and Education and Science. Besides, the bill was positively estimated
by the RA NA Committee on Defense, Security and Internal Affairs.

Multinational Georgia Public Movement (MGPM) has launched a poll
among 42 leaders of the communities and ethnic minorities to create
Intolerance Rating. The initiative was launched in the framework of
a MGPM program for a struggle against the “language of hatred.”

Intolerance Rating aims at discovering the most intolerant printed
and web media, TV channel, politician and public figure in order to
promote struggle against intolerance, xenophobia and racism.

Candidatures for the positions in the ratings have been selected on
the basis of the recent cases of hate speech.

According to poll results, the newspaper Asaval Dasavali and Georgia
Online were announced as the most intolerant print and web media;
Rustavi-2 was named the most intolerant TV channel; Georgian People’s
Front leader Nodar Natadze – the most intolerant politician, Manana
Archvadze-Gamsakhurdia , the widow of the first Georgian President
Zviad Gamsakhurdia – the most intolerant public figure.

In future the movement plans to widen scope of the ratings and
include surveys among NGO leaders, public figures, journalists,
and representatives of the international organizations, students
and public.

Assembly of the Council of Europe (PACE), Mrs. Zaruhi Postanjyan has
slammed PACE’s refusal to send observers to NKR for monitoring the
May 23 parliamentary elections.

"The international community fails to demonstrate a fair approach
to the Artsakh Republic," the Armenian MP said. "PACE imitates its
mandate instead of promoting human rights in the region."

"Refusing to send an observation mission and at the same time aspiring
to reanimate the subcommittee on Kabarakh, with undemocratic Turkey’s
representative as the head, is inadmissible," Mrs. Postanjyan said.

victory on the international screen! Today early the morning by
Yerevan time, the Swansea Bay Film Festival in Wales, UK, announced
the results of the finals: "From Ararat to Zion" won the Best European
Documentary prize!

The film was nominated among other documentaries produced by filmmakers
from France, Germany, Netherlands, Spain, UK, Denmark, Norway,
Poland, Israel and others. Nevertheless, this spiritual and cultural

The Azerbaijani president has praised his country’s ties with Jordan
and thanked King Abdullah II for his "open and unequivocal" position
on the conflict between Azerbaijan and Armenia over breakaway Nagornyy
Karabakh.

Speaking at a press conference with the visiting king of Jordan on
16 May, President Ilham Aliyev said that Azerbaijan and Jordan would
soon implement joint economic projects.

"During this visit, we discussed the practical aspects of our economic
cooperation and various investment projects, which we are going to
implement in the near future," Aliyev was quoted as saying by the
Azerbaijani news agency APA.

Aliyev also thanked Jordan for its support for an Azerbaijani-drafted
resolution at the UN General Assembly in 2008 which called for
immediate Armenian pullout from Azerbaijani territory.

"I am very grateful to you for the support you provided to Azerbaijan
at the United Nations. That was very important to us because, as
you know, Azerbaijan’s internationally-recognized territory has been
under Armenian occupation for many years," Aliyev was quoted as saying
by APA. He said Azerbaijan had also backed Jordan at international
organizations and promised to continue this support.

Also speaking at the press conference, King Abdullah II said he and
President Aliyev had discussed regional and international issues,
including the Israeli-Palestinian conflict.

"The resolution of this conflict is very important for the restoration
of peace and stability. We discussed this issue with our brothers in
Baku," Abdullah II said.

As part of the visit, the foreign ministries of Azerbaijan and Jordan
signed a memorandum of understanding on international cooperation. The
two countries also signed an agreement on cooperation "in the sphere
of work with the youth", APA said.

Chief of legislation, legal expertise department of Azerbaijani
Presidential Administration spoke on the so-called "elections" held
in Karabakh.

"The so-called ‘elections’ in Karabakh cannot be recognized by any
state because Karabakh is an inseparable part of Azerbaijan", said
Shahin Aliyev, chief of department of legislature and legal expertise
of the presidential administration of Azerbaijan.

"No elections can be held in any Azerbaijani region without permission
of the government and the Central Election Commission", he said.

"The government’s position is that the elections are conducted
professionally in accordance with the legislation and not allowing
the violation of Electoral Code requirements", said chief of the
Legislation and Legal Examination Department of the Presidential
Administration Shahin Aliyev while taking stance on the OSCE
recommendations about the composition of election commissions.

He said there could be various proposals and formulas about
the composition of election commissions and there were different
experiences in the world. "Analytical investigation should serve as
a basis of claims to re-organize the commissions". Shahin Aliyev said
he was surprised at the OSCE’s proposal for AzTV to join the election
campaign because OSCE opposed what it recommended earlier.

Regarding the recommendations on freedom of assembly, Aliyev said
this process was regulated according to the legislation. "This law
was examined by the Venice Commission, OSCE/ODIHR many times and won
positive opinions. It regulates the freedom of assembly and demands
to coordinate this question with the local authorities. If the law
is observed it doesn’t mean that the freedom of assembly is violated.

Therefore Baku city authorities have enough arguments to allow or
not to allow the meetings".

Shahin Aliyev said there was an environment of dialogue between the
government and opposition and today joint discussions were conducting
on the OSCE’s initiative. The official said the opposition didn’t ask
the government for a dialogue. "If there is a constructive proposal,
the government is always ready to conduct dialogue with any political
force. The government is discussing the elections with the opposition
for more than a decade and the dialogue is continued".

Shahin Aliyev has spoken about the procedure of holding meetings
in Azerbaijan.

"The country has a law that regulates freedom of assembly. This law
has undergone the expertise of the Venice Commission and the Bureau
of democratic institutions and human rights and positive opinion has
already been received on this law", Aliyev said.

He noted that the issue of demonstrations must be coordinated with
the executive powers of the city or the district where the action is
planned under the law on freedom of assembly.

"The executive powers have enough arguments for sanctioning or not
sanctioning the demonstrations", he said.
