Matthew Bryza: We Want an Alternative Way

BAKU. May 19, 2011: In 20 years since Azerbaijan gained its
independence there has been positive progress in the security and
energy sectors, said Matthew Bryza, the U.S. Ambassador to Azerbaijan,
in his interview to the Voice of America. There are achievements
in the field of internal reforms, although the processes here is
ambiguous. Among the successes in the economy, the ambassador noted
the avoidance of the “Dutch syndrome”, and noted reasonable
distribution of the Oil Fund. Speaking on the subject of political
reforms, he noted some regression, such as the arrests of journalists
and bloggers.

“We want to do everything to encourage the rule of law as this is what
the Azerbaijan people must depend on. Anti-corruption reforms
initiated recently by the Azerbaijani government should be continued
by a strong civil society. To achieve this, reforms need to be
consistent,” said Bryza.

Congratulating Azerbaijan on the victory of the Eurovision Song
Contest 2011, Bryza hoped that the achievement will strengthen the
confidence of Azerbaijan and create a spiritual uplift.

Success with energy cooperation is evident. Large-scale construction
and development in the country is taking place due to oil revenues and
the operation of the Baku-Tbilisi-Ceyhan pipeline. Bryza expressed
hope that Azerbaijan will expand its energy export opportunities by
contributing to the diversification of gas supply to Europe.

Concerning cooperation in the security sphere, Bryza welcomed the
contribution of Azerbaijan in the international operations of the
coalition forces of Kosovo, Iraq and Afghanistan, and appreciated
transportation of cargo for the coalition in Afghanistan through
Azerbaijan. Although the USA has other opportunities to supply goods
to Afghanistan, it is happy to cooperate with Azerbaijan.

When asked about the reason for canceling the second consecutive year
of joint US-Azerbaijani military exercises, Bryza said that question
should be addressed to Azerbaijan. “I can add that the government of
Azerbaijan expressed its desire to plan these exercises, that is,
their inclusion in the schedule,” he said.

Matthew Bryza also said the USA and Azerbaijan have been cooperating
in the security sector. “I hope that we will be able to extend this
cooperation to a new sphere – promoting the protection of energy
infrastructure of Azerbaijan in the Caspian Sea,” Bryza said.

The US Ambassador was also asked about the role of Azerbaijan in
providing sanctions against Iran, and whether there are any
consultations between Baku and Washington on preventing money
laundering from Iran to Azerbaijan.

“Consultations between the USA and Azerbaijan on Iran are serious and
positive,’ said Bryza. `Azerbaijan is a positive partner in the fight
against the financing of terrorist organizations and money laundering.
We are grateful to President Ilham Aliyev and the leadership of the
financial monitoring service,” Bryza said, adding that Azerbaijan is
working in this direction more actively than other partners.

Bryza did not give a direct answer to a question regarding possible
cooperation on the use of the Gabala radar station, referring to the
fact that he was not an expert on anti-air defense systems. However,
he noted that U.S. policy in the missile defense program is aimed at
protecting itself and its allies against potential threats from Iran.
“The position and activity of the United States and Azerbaijan in the
field of security correspond with each other,” Bryza said.

Commenting on the statements of Novruz Mamedov, the head of the
department in the Azerbaijani president’s administration, who said the
position of the United States and international organizations on the
Karabakh conflict was unfair, Bryza said there were fair proposals for
the settlement of the conflict. “They only need revision. However,
until the parties reach an agreement, there cannot be talk about an
agreed solution or a balanced approach. The talks are on-going with
the underlying principle that until all issues are agreed, nothing
will be agreed.

The two Presidents have made great progress on the harmonization of
basic principles, but a certain path should be chosen in this
direction.”

Bryza was also asked about what kind of assistance the US could offer
Azerbaijan on the issues of democracy. He was also asked about human
rights reports which have been criticized by the State Department.
Bryza said that he had spent a lot of time discussing these issues
with members of the Azerbaijani government. These discussions have
also covered the detention of journalists and protesters.

“We want to establish cooperation with our partners so that Azerbaijan
does not follow political authoritarianism and Islamic extremism – we
want an alternative way. We think that Azerbaijan has chosen the right
path and will continue on it.”

Some people may find the reforms risky, but they will contribute to
stability. Bryza welcomed the anti-corruption campaign by the
government and stated that the USA will do its best to support the
process. Concerning the dispersal of the opposition rally and the
arrests of its members, Bryza said the US always supported the freedom
of assembly and would always focus on this issue during the
negotiations with the Azerbaijani government (Turan).

Garry Kasparov: This Cannot Last Forever

MOSCOW. May 19, 2011: In an interview with Turan, Garry Kasparov, the
ex-world champion in chess and the well-known public figure, predicted
Putin’s participation in the upcoming presidential elections in
Russia. He also predicted tough times for the authoritarian regime in
Russia.

Our communication began in Oslo at the session of the Freedom Forum
and continued on the plane on route from Oslo to Moscow. Our long
conversation ended only after landing at the Sheremetyevo Airport. At
first it seemed that Kasparov did not wish to start a conversation
with a representative of the Azerbaijani press, but our common
democratic values allowed us to break the ice of mistrust.

Mr. Kasparov, the situation in Russia, the upcoming presidential
elections, and Putin’s plans and role (in particular his call to
create the Popular Front in Russia), predictions about the future of
the country – millions of people are interested in all of these
issues. What do you think about this?

Today, most authoritarian regimes cannot live in a vacuum; they are
not isolated from the rest of the world, except for such countries
such as North Korea, Cuba and some others. In the early 21st century
the elite authoritarian and dictatorship countries were firmly linked
with the West. But today it is not enough to come to power, it is more
important to preserve wealth and in order to accomplish that the money
must be kept in the Western banks.

The situation is similar in many countries of the former Soviet Union,
except perhaps Georgia. Russia’s role and weight is special. The
Kremlin cannot hold elections which take place in Azerbaijan or
Turkmenistan. Moscow needs the image of a democratic country despite
the existence of such a ruler like Ramzan Kadyrov in Chechnya.
However, the economic situation in the country has seriously
deteriorated. Putin has ascended to power on the wave of optimism.
Contrary to Boris Yeltzin he was younger and healthy. His assent to
power coincided with the increase in oil prices resulting in improved
living standards and enhanced public confidence. There was hope that
life was improving and it was irrevocable. However, the situation has
now changed. The reason is the drop in the economy and it happened not
in 2008 during the global crisis, but now. The people feel they have
been deceived, because impoverishment and decline of general living
standards is taking place while rich men, who are not connected with
the government, are only getting richer.

In this regard, in 2008, Putin’s `global problem’ was how to retire,
but still save his money and remain probably the richest man in the
world. So, when he said that he felt like a slave, bound by chains in
the galley, he was sincere, he meant that he could not give up power
without losing his billions.

The case with Medvedev, who was employed, was a short-term success,
but has not solved the problem of preserving the wealth. Moreover, he
has created a new problem. Some people within Medvedev’s inner circle
and the Russian elite are seriously considering the possibility of
returning to the beginning of 2000, when the Russian president’s
authority was not as absolute, and he had more freedom. I call this
layer “a collective Medvedev,” because Medvedev himself does not solve
anything. However, this layer has increased considerably lately, and
probably Medvedev himself wants to return to the past. Therefore,
Putin is concerned and is trying to return to power. I think that he
will ballot for presidential elections. However, to obtain support of
society he should consolidate political power. For this purpose he has
announced his intention to create a Popular Front. And now Putin is
cleaning the political field to fill it with the forces that guarantee
him at least 60% of the vote. But at the moment, he does not have such
a support.

So you do not believe the idea that Russia can be ruled by a tandem,
and that Medvedev could stay for a second term?

Medvedev really solves nothing, though he often tries to play an
independent role and that’s what annoys Putin. I think that he will
dismiss not only Mironov, other communists and liberal-democrats will
also be affected. And this is not only a manifestation of Putin’s
nature; this is the logic of the dictatorship, which takes regular
victims. Stalin also followed that logic and periodically cleaned out
his surroundings by changing and shuffling personnel. Therefore, I
believe that the electoral sweep will be followed by a personnel one.

Do you think that Russian society will accept all of that?

I have a feeling that not. Most people in Russia do not welcome that
absolute power or an excessive concentration of power in one hand. But
the authoritarian regime punishes for criticism, and the latest
example is Sergey Mironov. They even want to exclude him form the pro
governmental `Fair Russia” party and take away his parliamentary
mandate. Most people are not happy with economic situation, and more
people tend to move to the West, taking their money and property. It
is bad that most of them are young and educated people. The other
problem is that indignation can be expressed in other form, as it
happened in the Arab world. Of course, secret services in Russia are
very strong, much stronger that secret forces of Gaddafi. Therefore, I
do not expect similar events in the coming months, and I think that
Putin will be able to mobilize all resources to achieve his main
objective.

However deterioration of the situation may start with any event such
as this ugly Olympics in Sochi, which has causes serious
dissatisfaction because of corruption and many of the problems.
People’s reactions can be spontaneous and there can be a social
explosion.

Why are supporters of liberal ideas in Russia so weak and scanty?

The opposition is weak because the society itself is in a state of
apathy. There is split among the opposition forces. The situation is
similar to the situation in Azerbaijan. But people in Russia
understand that they must unite. And it should find a leader, but
achieve a normal election process in the country. I think that the
opposition coalition supporting the reforms will include the leftists
and the right-wingers. Political forces understand more clearly that
that the idea of presidential power in Russia is equivalent to
authoritarianism. That’s why we need division of powers and the
transfer of the power to the parliament.

What is your political activity in Russia?

I am one of those who are trying to implement all of the above
mentioned, but my work is not so noticeable because of the censorship
and restrictions of the authorities. We try to use the new Internet
technologies to raise this consolidation to a new level. One of such
ideas is the creation of the Internet-parliament, where anyone can
register and transparently debate any issue. The number of the
parliament members can be 5-10 or 100,000. That is, we want to use the
Internet to mobilize the society.

Now people see that they are powerless and their voices are not heard,
but Internet Parliament will help them to feel the force and the
number of supporters. It will activate the society and provide an
opportunity to understand that people are participants of the process
and they are not alone.

Authoritarian regimes always say there is not alternative to them.
They say something like this: may be we are not good, but there is
nothing better. I think the same situation is in Azerbaijan. So, the
Internet gives parliament the opportunity to show that it is not. And
this opinion must come from the ordinary people.

My personal plans and desire is to return Russia to the democratic way
of development. I have no personal ambitions and do not want some more
glory, I have enough of it. I have many plans in America, where I have
the Kasparov Foundation. We have over 3,500 volunteers in America who
are engaged in the distribution of programs, and twice a year I train
talented children. But all this is out of Russia! Since 2007 I have
not had a single public lecture in this country. Over the past six
years I have had only three lectures, but only in foreign companies.
It means that here I can even nothing.

Our fund together with the European Chess Union is going to arrange
presentation of our chess programs as recommendation. I am writing a
new book on political innovation and modern processes, which will be
released in February next year.

I have corporate lectures on the tactics and strategy of
decision-making. In particular, I had two such seminars for engineers
of General Electric. In coming weeks, I will have similar events in
Dubai and Johannesburg. I have just participated in the Freedom Forum
in Oslo, so I am not bored.

What do you think about political tendencies in the world?

I am sure that the world is on the verge of great changes. The viscous
and disgusting heritage of the 20th century, dictatorship regimes,
began to disintegrate now in the 21st century. The trend has changed.
World order will change; new forms will replace the old ones. Events
in the Arab world have proved it once again.

The main difference between Azerbaijan and Russia is the fact that you
have a monarchical element. I think your power is solving the same
problems as Putin. The issue is that such small countries as
Azerbaijan have an opportunity to maneuver, often changing directions
and find the necessary combination to motivate the necessity of
preserving power of the ruling regime.

Plus, of course, the Karabakh factor that Ilham Aliyev is using for
its perpetual legitimacy. Similar situation is in Armenia, and the
presence of military conflict is always an opportunity to stifle the
democratic values and institutions.

In this connection Ilham Aliyev is very skillful politician, because
he has inherited certain qualities of his father. He manages to find
common ground with foreign partners, what suits America, Russia, and
Iran; so the opposition should not expect that under the current
situation partners will leave turn away from him. In addition, the
presence of oil in the country at its current price, allow Aliyev to
settle all existing problems and issues. But it is also clear that
this cannot last forever.

* Garry Kasparov (born as Weinstein) was born April 13, 1963 in Baku.
He is 13th World Chess Champion (1985.) Kasparov headed FIDE rating
from 1985 to 2006, except 1994. In January 1990 he moved from Baku to
Moscow. Kasparov became the world champion in 1985 when he won Anatoly
Karpov.

In 1993 Kasparov and the new challenger Nigel Short left FIDE; FIDE
deprived Kasparov of his title, and up to 2006 there were only two
world champions – on the FIDE version and on the `classic” version. In
2000, Kasparov lost a world championship match to Vladimir Kramnik.

In 2005, Kasparov left his chess career and became a politician.
Currently he is one of the prominent Russian opposition members:
Chairman of the United Civil Front, one of the co-chairs of the
All-Russian Civil Congress. In 2008 he became one of the founders and
a member of the United Democratic Movement “Solidarity”.

On Sunday, May 22, 2011 ALMA will present a special concert
memorializing the Armenian Genocide and featuring performances by
several accomplished musicians. The concert will follow the official
opening of the new Genocide exhibition on ALMA’s mezzanine at 2:00
PM. Guests are welcome to enjoy refreshments, which will be served
after the concert.

The new exhibit “The Armenian Genocide: Hayots Tseghaspanutiun” is a
stunning visual narrative of the events of the 1915-1923 Genocide, and
the continuing aftermath and denial by the Turkish government over
generations. The exhibit’s texts and overall design were created by an
ALMA committee: Haig Der Manuelian (Chairman), Dr. Barbara Merguerian,
Gina Hablanian, Gary Lind-Sinanian, and Arakel Almasian, assisted by a
number of outside consultants. The striking wall graphics were
designed by Ed Malouf of Content Design Collaborative. The visitor
will find a chronological narrative of the tragic events leading up to
World War 1, the years of Genocide (1915-1923), and the continued
denial to the present.

The official opening of the exhibit will be marked by a ribbon-cutting
ceremony, performed by the first Armenian Ambassador to the United
States (1993-1999), Rouben Shougarian.

Shougarian was the Deputy Foreign Minister of the Republic of Armenia
(1999-2005) and Ambassador to Italy, Spain and Portugal
(2005-2008). He currently teaches at the Fletcher School of Law and
Diplomacy at Tufts University in Massachusetts. Shougarian’s book
“West of Eden, East of the Chessboard: Four Philosophical Looks Upon
the Unknown” was presented at ALMA last year.

The exhibit’s design committee will be in attendance at the opening
and welcomes questions and comments from the public.

A War With Karabakh May Turn Into CSTO-Azerbaijan War?

The statements made during Yerevan-hosted conference titled “CSTO and
South Caucasus: Regional Peace and Security Perspectives” were a clear
message for Azerbaijan. Should Azerbaijan start a new war, Armenia
will have to participate in it, as a guarantor of Artsakh safety.

Armenian Defense Minister Seyran Ohanyan said in his address to the
conference that Armenia, as a full member of CSTO, has the right to
expect support of its CSTO allies in case of Azerbaijan’s aggression.

Under the CSTO, any aggression against a CSTO member state is viewed
as an aggression against all member states.

Secretary General of the Collective Security Treaty Organization
(CSTO) Nikolai Bordyuzha reiterated the CSTO member states that
Armenia, as a member of CSTO, has shouldered certain obligations,
but the other members of CSTO also have obligations towards Armenia.

Asked how CSTO will behave in case of possible escalation in the
region, Bordyuzha decided not to make hasty statements, noting that
the Armenian and Russian Presidents do their utmost “to solve this
complicate problem peacefully and reach an agreement with all the
states involved in the Karabakh conflict.” In other words, they try to
prevent a war, which is so desirable for and continuously promised by
Azerbaijan. At the same time, Bordyuzha warned that regular violations
of ceasefire may provoke a conflict, which is extremely undesirable
for CSTO.

Conclusion: Armenia will not stay aside in case of Azerbaijan’s
aggression against Karabakh, while CSTO, as per the agreements, will
not sit on the sidelines in case of Azerbaijan’s aggression against
Armenia. Thus, a war unleashed by Azerbaijan against Karabakh may turn
into a war of Azerbaijan with CSTO, which is represented by Armenia,
Russia, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan.

And, most likely, neither the great number of weapons, nor juvenile
snipers and raiders will help Azerbaijan in such case.

Armenia’s Greek community does not forget about the genocide of
the Pontian Greeks perpetrated by Turkish nationalists under the
guidance of Mustafa Kemal Ataturk, the head of Greek community of
Armenia stated.

As Arkady Khitarov told a news conference in Yerevan, the recognition
and condemnation of the genocide is gaining impetus, specifically in
U.S. and Australia.

“Armenia’s struggle for recognition of 1915 Genocide is an example
for the Greek nation,” he said.

Speaking about whether modern Turkey is ready to acknowledge its past,
the head of the community characterized it as a country, which brings
up generations on fictional history.

In reply to a PanARMENIAN.Net reporter’s question if Turkey, which
denies the fact of perpetrating the genocide of Christian nations,
will be permitted to join the EU, Khitarov expressed hope that the
Europeans will not allow it.

The longer Nagorno Karabakh issue persists in current state, the higher
is the possibility for resumption of hostilities, according to the
director of Armenian Center for National and International Studies
(ACNIS).

As Manvel Sargsyan stated at a discussion titled “Karabakh Issue in
Armenia and International Scene: New Situation, Old Approaches”,
Armenia and Karabakh put their full trust in OSCE Minsk Group to
settle the conflict, refraining from a national policy to that end.

“Clearly, Azerbaijan disagrees with current realities, believing
itself to have lost part of its territories. Azerbaijan understands
that recognition of Karabakh independence would mean failure of its
current policy,” the expert said, adding that the inability of the
international community to dissuade Azerbaijan from a military course
is dangerous.

Armenia assumes right to expect the assistance of its CSTO allies
in case Azerbaijan resumes war against Nagorno Karabakh, Defense
Minister Seyran Ohanyan said at the “CSTO and the South Caucasus:
Prospects of Peace and Security in the Region” two-day international
conference today.

“Taking into consideration Armenia’s membership to the CSTO, we think
that we have right to expect the assistance of our allies and expect
corresponding response as first of all they have commitments toward
each other and secondly have opportunities to give adequate response
to the possible aggression”, the minister said. According to him,
the Azerbaijani leadership is doing everything to transfer the NK
negotiations from the OSCE Minsk Group platform to others. In its
anti-Armenian rhetoric Azerbaijan involves other countries as well and
first of all Turkey bringing into life the policy of transport-energy
and economic blockade of Armenia.

“In case Azerbaijan resumes military actions against Nagorno Karabakh
Republic we will have to make the aggressor step back from its
intentions”, the minister said.

“The situation in the South Caucasus is not stable today, it is
highly explosive. Armenia, taking into consideration its exclusive
geographic location and not having common borders with neither of
its CSTO allies, is interested in speeded-up solution of the issue”,
he said, adding that the Armenian side is for peaceful settlement of
the conflict and hopes that the CSTO allies will accept and understand
Armenia’s approaches.

On May 18 the meeting of RA NA Speaker Hovik Abrahamyan and President
of the European Parliament Jerzy Buzek, who arrived in Armenia on an
official visit, was held in RA National Assembly. The members of the
NA delegation in EURONEST Parliamentary Assembly attended the meeting.

Welcoming the guest, RA National Assembly Speaker expressed conviction
that Mr Buzek’s visit to Armenia would be an additional impetus for
the development and activation of Armenia-European Union relations.

Hovik Abrahamyan warmly recalled the meeting, which was held recently
with Jerzy Buzek in Brussels within the framework of the visit to take
part in the Constituent Meeting of the EURONEST Parliamentary Assembly.

The NA Speaker thanked for the interest shown by the European
Parliament towards Armenia, especially in connection with the
European Neighbourhood Eastern Policy Report, which raised
Armenia-European Union cooperation to a qualitative new degree,
as well as highly assessed the personal involvement of the European
Parliament President in the process of the Eastern Partnership and the
founding of EURONEST. Welcoming the creation of the EURONEST PA, Hovik
Abrahamyan noted that this organization could become that platform,
which would give opportunity to reach the establishment of mutual
trust and regional cooperation.

Thanking for invitation and warm reception, the President of the
European Parliament Jerzy Buzek considered important the representation
of the Armenian delegation at high level in the Constituent Meeting
of the EURONEST Parliamentary Assembly and welcomed the big attention
and the importance, which Armenia showed towards that organization,
which would give opportunity to solve many issues in the region,
including existing problems. The President of the European Parliament
said that the EURONEST created to improve the relations with the EU
and the neighbouring Eastern European countries, noting that Armenia
with its role was an important country in the region.

Jerzy Buzek welcomed the representatives of all parties being included
in the Armenian delegation pursuing negotiations with the EU and
expressed hope that such negotiations also between the authorities
and opposition.

RA NA Speaker documented that the direction of the integration to
European structures was one of the priorities of Armenia’s foreign
policy and touched upon the procedure of the reforms being implemented
in Armenia, the steps ongoing by the authorities, including, the
improvement of the electoral legislation. Hovik Abrahamyan noted
that the authorities saw Armenia in the European family, and they had
political will to implement reforms and make the processes consonant
with European standards. It’s not accidental that Armenia welcomed
the establishment of the Eastern Partnership and the creation of the
EURONEST PA, was the first that welcomed the idea of cooperation in
this parliamentary format with the European Union. Hovik Abrahamyan
noted that we should deprive the EURONEST from the efforts of making
a platform of senseless accusations. Meanwhile, Azerbaijani side with
its speech, given at the EURONEST PA Constituent Meeting tried to use
this international platform and distort the reality on the NK conflict.

RA NA Speaker Hovik Abrahamyan noted that Armenia had repeatedly
announced that the problem should be only settled within the OSCE
Minsk Group, through peaceful negotiations. Whereas, Azerbaijan with
its bellicose announcements, the snipers’ shootings, seeking other
formats for the solution of the issue gives basis to think that he
does not want to solve the problem through peaceful means. In Hovik
Abrahamyan’s word, the problem has no solution, in particular, the
international law stipulated in OSCE Helsinki Final Act on the basis
of the principles of the nations’ self-determination, territorial
integrity and non-use of force.

At the meeting the deepening of bilateral cooperation and the
development of the relations between the European structures and
Armenia was also highlighted.

La Banque de la Reserve Federale americaine de New-York a demande a
un juge d’ecarter la plainte depose par une association armenienne
cherchant a la forcer de reveler des informations sur l’or et autres
actifs pretendument saisis par le gouvernement Ottoman en 1915.

Le Centre du Souvenir Armenie,, ONG a but non lucrati, base a Glendale,
en Californie, a poursuivi en justice le Conseil des Gouverneurs du
Système de la Reserve Federale et de la Banque de la Reserve federale
americaine de New-York en mars, disant des actifs armeniens appeles
” or turc ” ont ete saisis en 1915.

Les revendications du centre sont ” discutables ” parce que l’ONG a
but non lucratif a ” deja conduit un examen approfondi des docuements
appropries du defendeur ” et ” a deja recu et a passe en revue des
documents qu’il a considere comme approprie face a ses demandes ”
affirme la Banque de la Reserve Federale americaine de New-York dans
sa reponse a la plainte devant la cour Federale de Manhattan.

La banque a demande au Juge americain Deborah A. Batts de rejeter la
plainte du centre et d’ordonner) a l’ONG de payer les depenses legales
de la banque. Les actifs, selon la plainte du centre, se sont eleves
environ a 5 millions de Livres britanniques de cette epoque et ont
ete deposes par le gouvernement ottoman dans la Reichsbank d’Allemagne.

Ils ont ete pris par les Etats-Unis et d’autres pouvoirs Allies a la
fin de Première guerre mondiale en vertu du Traite de Versailles a
dit le centre.

Une commission parlementaire a officiellement rendu public ce qu’elle
a decrit comme un temoignage d’une fraude repandue dans le paiement
de pensions d’etat et autres revenus sociaux a des centaines de
milliers d’armeniens.

Dans son rapport annuel soumis a l’Assemblee nationale, la Chambre
D’audit a dit que des milliers des gens ont continue a recevoir
des pensions des annees après leur mort, suggerant qu’au moins une
partie de cet argent a ete recuperee par des fonctionnaires du fonds
de pension de l’etat.

” Par exemple, un pensionne qui est mort en août 2005 ” a ecrit ” une
plainte en juillet 2009 et a recu 1 024 404 drams (2750 $) ” a annonce
le president de la chambre, Ishkhan Zakarian, au Parlement. ” Un autre
pensionne est mort en septembre 2005, mais a continue a recevoir des
pensions jusqu’a notre inspection. Cela a coûte au budget de l’etat
1100000 drams “.

Ishkhan Zakarian a pretendu que de la meme facon de grandes sommes ont
ete versees a des milliers des gens soit disant pauvres ou handicapes,
veterans de la Deuxième Guerre mondiale sur la base de faux documents.

Il s’est etonne que le nombre d’armeniens ayant des droits pour
incapacite a grimpe de 27400 personnes entre 2008 et 2010.

” On a considere un citoyen d’Armenie nee en 1959 comme un veteran de
la Grande Guerre Patriotique et il a recu des versements de novembre
2007 jusqu’au debut de notre inspection ” a-t-il revele.

Le gouvernement armenien vient de reviser la liste officielle de plus
de 500000 pensionnes vivant dans le pays. Environ 20000 d’entre eux
ont ete retires de la liste en janvier.

Aucun des employes actuels ou anciens du fonds de pension de l’etat
n’a ete poursuivi jusqu’ici.
