PanARMENIAN.Net – Masis Mailyan, the chairman of the council on
foreign policy and security, former NKR Deputy Foreign Minister,
says it will be difficult to reach an agreement on basic principles
for the Karabakh conflict settlement in Kazan.

“As for the upcoming meeting in Kazan, taking into consideration the
declared approaches of the conflicting parties, the reconciliation of
basic principles and compromise decision is a rather complicate task.

There are not objective prerequisites for it. Under the current
conditions, the so-called basic principles can be signed only due
to strong international pressure,” Mailyan told a PanARMENIAN.Net
reporter.

According to him, the OSCE Minsk Group co-chair countries are trying
to prove viability of outdated Helsinki principles, “which this very
countries, to put it mildly, avoided for the past years numerously.”

He noted that there are new precedents and international legal
reality, which should be considered by mediators in the Karabakh
conflict settlement.

Mailyan also commented on conversation of the OSCE Minsk Group
Co-Chairs with journalists prior to their departure from Stepanakert.

Mailyan said the mediators’ statements contained two basic messages –
unacceptability of the problem resolution through the use of force and
necessity of soonest reconciliation and signing of Basic or Madrid
Principles and their elements. “Thus, the Co-chairs have repeated
their Presidents’ stance voiced in Deauville,” he concluded.

PanARMENIAN.Net – New Times opposition party leader Aram Karapetyan
has labeled the dialogue between the authorities and the Armenian
National Congress (ANC) as “profanation.”

“There are no real results of the dialogue,” he said, adding that
the change of power can be the only topic of discussion. “The ANC
is pressing for conduction of extraordinary elections to weaken the
leadership, however, the authorities do not want to cede positions,”
he said.

For his part, member of the ruling Republican Party of Armenia (RPA)
Hovhannes Sahakyan said the authorities do not think the ANC-suggested
format of talks to be acceptable. “The country’s leadership is ready
to discuss urgent issues with all political forces,” he said.

There is no age restriction in Electoral Code or the Constitution
for presidential candidates, a spokesman for the Armenian National
Congress told Tert.am.

This came in comment on a statement by Arman Melikyan, a former
Karabakh deputy foreign minister, who said yesterday that the Armenian
Constitution limits the age of presidential candidates and the ANC
leader Levon Ter-Petrosyan is too old to be eligible.

Armen Khachatryan of the ANC said there is a requirement of a minimum
age -35 – but there is nothing about maximum age of candidates in
the Constitution.

YEREVAN-Armenian Foreign Minister Eduard Nalbandian told visiting
OSCE Minsk Group co-chairmen that Azerbaijan wants to change the
basic principles ahead of this weekend’s foreign ministers’ summit
and an upcoming presidential meeting later this month in Kazan, Russia.

“Are the statements of Azerbaijani officials on the peacekeeping
forces or other issues evidence of Baku’s willingness to agree to the
proposals without any changes and amendments, something the Co-Chairs
had called on the parties to do?” pondered Nalbandian.

The foreign minister was referring to statements made by his Azeri
counterpart Elmar Mammadyarov who, after meeting with the co-chairs in
Baku, said that international peacekeeping forces should be deployed
to Karabakh ahead until a the status of Karabakh is determined through
negotiations. The “Basic Principles” outline that the possibility
of deploying forces would come after the determination of the legal
status of Karabakh.

Nalbandian told France’s Bernard Fassier, the US’ Robert Bradtke,
Russia’s Igor Popov and the Personal Representative of the OSCE
Chairman-in-Office, Andrzej Kasprzyk that “Armenia had given a
clear-cut answer to the latest version of the basic principles.”

“It will be possible to achieve the expected progress if Azerbaijan
also gives its consent,” added Nalbandian.

The latest version of the “Basic Principles” are the giving control of
the liberated territories surrounding the Nagorno-Karabakh Republic;
interim status for Karabakh and providing guarantees for security and
self-governance; a corridor linking Armenia to Nagorno-Karabakh; future
determination of the final legal status of Nagorno-Karabakh through
“a legally binding expression of will”; the right of all internally
displaced persons and refugees to return to their former places of
residence; and international security guarantees that would include
a peacekeeping operation

The OSCE Minsk Group co-chairmen issued an announcement, after holding
a press conference in Karabakh.

“The Co-Chairs of the OSCE Minsk Group (Ambassadors Bernard Fassier
of France, Robert Bradtke of the United States, and Igor Popov of the
Russian Federation) traveled June 6-9 to Baku, Nagorno-Karabakh, and
Yerevan. Joined by Ambassador Andrzej Kasprzyk, Personal Representative
of the OSCE Chairperson-in-Office, the Co-Chairs met separately with
Azerbaijani President Ilham Aliyev, Armenian President Serge Sargsian,
and the de facto authorities in Nagorno-Karabakh. In preparation for
the upcoming meeting of Presidents Medvedev, Aliyev, and Sargsian, the
Co-Chairs discussed with the sides steps to finalize and endorse the
Basic Principles as a framework for a comprehensive peace settlement,
as urged by Presidents Medvedev, Obama, and Sarkozy in their May 26
joint statement in Deauville, France,” said the statement.

“On June 7, the Co-Chairs crossed the Line of Contact by foot in the
Agdam region. This was the third such crossing by the Co-Chairs in
ten months – as many as were completed in the previous sixteen years
combined – demonstrating that the sides can cooperate to implement and
observe fully the 1994 ceasefire. In that regard, the Co-Chairs called
upon the parties to avoid any provocative actions or statements that
might undermine the negotiating process during this critical period,”
concluded the statement.

According to Armenian Foreign Ministry press service, Nalbandian
will leave for Moscow to participate in the meeting of the foreign
ministers of Armenia, Russia and Azerbaijan on June 11.

Lors d’une reunion avec le Ministre armenien de l’Energie et des
Ressources naturelles Armen Movsisian a Teheran, Reza Pilpayeh
vice-ministre iranien des routes et des transports a affirme que les
iraniens sont capables de construire un chemin de fer de Jolfa vers
la frontière de Nourdouz et de la frontière vers la ville de Sisian
en Armenie.

” Des entrepreneurs iraniens construisent actuellement plus de 7500 kms
de chemin de fer. Le ministère est pret a cooperer (avec l’Armenie) en
nommant des entrepreneurs. Il est essentiel de fonder une commission
du chemin de fer commune pour etudier en detail le projet et les
fonds exiges. Alors un memorandum de comprehension (MoU) doit etre
signe par les deux côtes ” a-t-il note cite par l’agence IRNA.

Reza Pilpayeh a estime que plus de 2,5 milliards de $ seront
necessaires pour construire le chemin de fer.

Armen Movsisian, pour sa part, a dit que les presidents des deux
pays ont discute de la jonction des reseaux ferroviaires de l’Iran
et de l’Armenie.

” Ce projet de chemin de fer sera execute dans le cadre du corridor
nord et sud et est economiquement faisable ”

En executant cette entreprise, le chemin de fer iranien sera connecte
a l’Europe via l’Armenie et la Georgie.

Supporters of Turkish football club Fenerbahce will no longer sing the
anthem to the music of the Armenian song `Zartnir, lao’ (Wake up, hero).

Fenerbahce fans found out that the music of the song is taken from the
song `Zartnir, lao,’ which contains anti-Turkish wordings, Sabah
newspaper reports.

The author of the anthem Hakan Yavuz said that they did not know that
it was an Armenian music. `Henceforth, we will not sing this song,’
Yavuz noted.

Youth wing of web site broadcasted via YouTube a song, the melody of
which coincides with Armenian song Zartnir, lao (Wake up, hero).

PRELATE TO PRESIDE OVER DIVINE LITURGY AT
ST. MARY’S CHURCH IN GLENDALE

According to the Armenian Church calendar, this Sunday, June 12th,
2011 is Pentecost.
On this day, H.E. Archbishop Moushegh Mardirossian will preside over
Divine Liturgy and deliver the sermon at St. Mary’s Church in Glendale.
Members of Bible Study groups, led by Mr. Krikor Misserlian, will be
in attendance. The annual reception of the Bible Study groups will take
place following Divine Liturgy at the Church “Armenak Der Bedrossian” Hall
under the auspices of the Prelate. The Prelate will attend the reception and
deliver his message and blessings.

PRELATE AND EXECUTIVE COUNCIL MEMBERS ATTEND
ARARAT HOME LUNCHEON

On Tuesday, June 7th, 2011, H.E. Archbishop Moushegh Mardirossian,
Prelate, and Executive Council members attended the monthly luncheon held at
Ararat Home in Mission Hills. This month’s lunch was sponsored by the
Armenian Relief Society Regional Executive and Chapters, and a number of
individual sponsors.
The Prelate was accompanied by Rev. Fr. Razmig Khatchadourian,
Executive Council Chair Mrs. Rima Boghossian and members Mrs. Khatchig
Yeretzian and Mr. Kahren Beniasians.
The luncheon began with the blessing of the tables by the Prelate,
who also delivered his message on his occasion. The Prelate commended the
board and administration of Ararat Home for the services the care and
services they have been providing the elderly for over sixty years, and also
commended the A.R.S. and all the day’s sponsors for their encouragements and
support of Ararat Home’s mission.

PRELACY SCHOOLS’ COMMENCEMENT CEREMONIES

The commencement ceremonies of Prelacy Schools continue under the
auspices of the Prelate. The Prelate and or representatives attend the
ceremonies and convey their message and blessings to the students.
On Sunday, June 12th, the Prelate will attend the St. Mary’s Church
Sunday School year-end ceremony which will be held at the “Krikor and Mariam
Karamanoukian” Youth Center.
At 4:00 p.m., the Prelate will attend the 12th grade graduation
ceremony of Ferrahian High School. The 5th and 8th grade ceremonies will
take place on Saturday, June 11th. On Saturday, June 4th, the Prelate
attended the A.R.S. Ashkhen Pilavjian Pre-School year-end ceremony. The
Kindergarten ceremony was held on Sunday, June 5th.
The 8th grade graduation ceremony of KZV School of San Francisco
will take place on Saturday, June 11th.
Also on June 11th is the Kindergarten graduation of Mesrobian
school. The Prelate will attend the 5th, 8th, and 12th grade graduations
which will be held on Saturday, June 18th.
On Saturday, June 18th, the year-end ceremonies of Tavlian and
Tufenkian Pre-Schools will also take place.
On Wednesday, June 22nd, the Prelate will attend the 6th and 8th
grade graduations of Chamlian School, and on Sunday, June 26th, the 12th
grade graduation of Rose and Alex Pilibos School.
On Sunday, June 5th, the Prelate attended the Kindergarten ceremony
of A.G. Minassian School. The 6th grade graduation took place on Wednesday,
June 8th.
Davidian and Mariamian Educational Foundation graduations also
continue, which the Prelate or representatives attend.
The main commencement ceremony of the foundation will take place on
Saturday, June 18th, at the Glendale Pacific Community Center. H.E.
Archbishop Yeprem Tabakian will attend and convey the Prelate’s blessings.

The Grand Opening and Donor Wall Unveiling of the new Pasadena
Armenian Center will take place on the afternoon of Sunday, June 12th.

his blessings on this occasion. Very Rev. Fr. Barthev Gulumian and Rev. Fr.

On the evening of Thursday, June 9th, a reception was held at the
site of the future Armenian Consulate organized by the Steering Committee of
the “Friends of Motherland Armenia” organization, in cooperation with the
Consulate General of the Republic of Armenia.
The “Friends of Motherland Armenia was formed with the goal of
creating a center, provisionally called “Armenian Home”, that will serve as
the headquarters of the Consulate General of Armenia. Plans regarding the
project were presented at the reception.

Armenian Prime Minister Tigran Sargsyan delivered a speech June 8
at the “Glance to Russia” sitting within the framework of the World
Economic Forum in Vienna. The sitting was particularly dedicated to
the prospects of economic reforms in Russia, its membership to the
World Trade Organization, Belarus, Russia and Kazakhstan customs union,
general integration processes, issues existing in the economy.

Armenpress correspondent reported from Vienna that in his speech
Armenian prime minister mainly referred to the role of state in the
price policy sphere, attempt of creation innovation center, investment
field, institutional reforms, corruption issues.

He said the first medicine against corruption is structural reforms.

The authorities need to have political will for fighting against
corruption. The prime minister said many processes ongoing in Russia
have direct impact on the processes in Armenia. It is agreed with the
fact that the two countries are working in a joint economic territory,
their mentality, cultural environment are very much alike.

Speaking about customs union Tigran Sargsyan said the Armenian side
has many times voiced the issue: it is senseless for Armenia to become
member of the customs union, stemming from economic reasons. Armenia
is WTO’s member since 2003, export, import, tax liberal policies are
being carried out in the country. “It is senseless to become member of
the customs union as we do not have common border with the countries
of the customs union”, he said.

Tigran Sargsyan also answered to the questions of the participants.

Referring to the role of state in the regulation of prices, he noted
that the government can be effective in case of existence of civil
society. “If there is no civil society, there is corruption. On the
other hand, the state must understand that the government wants to
build this society”, the PM said.

One of the questions directed to the prime minister related to the
NK issue. “We are interested in regulation of Armenian-Azerbaijani
relations”, Tigran Sargsyan said, adding that the OSCE Minsk Group
is close to success and the latest statement of the Presidents of
the United States, France and Russia was an evidence of this.

According to him, the Armenian side agrees with the main provisions
of the statement and is ready to demonstrate political will to reach
an agreement as soon as possible.

“In our opinion, all objective prerequisites exist for it. Our
Azerbaijani counterparts also need to demonstrate political will and
be ready to sign an agreement that will serve as a basis for further
talks,” PM Tigran Sargsyan stated.

The Armenian businessmen have strive to immediately become rich and
not always with the laws of business, chairman of the Republican
Union of Armenia’s Employers.

Gagik Makaryan said at a news conference today, adding that he noticed
the same tendency among the businessmen of CIS countries.

Pointing out the necessity of events directed toward the increase of
the level of awareness among the Armenian businessmen, Makaryan said
the Union directs its steps toward the development of the activity
of young businessmen, who are more enthusiastic and have creative mind.

“The legislative field in Armenia is improving from year to year which
always promotes the development of the business environment”, he noted.
