Why does US report on human trafficking combat criticize Armenia?

July 22, 2011 | 19:01

YEREVAN. – The report of the U.S. State Department on human
trafficking combat in Armenia is critical due to the peculiarities of
its preparation, said the head of Armenian Police Anti-Trafficking
department Tigran Petrosyan.

He said that, the report aims to help improve the situation in this
field. In the first place, the report did not reveal problems unknown
to the Armenian side and, secondly, Armenian side does not agree with
some provisions of the report, which was mentioned during the meetings
with U.S. Embassy representatives.

Tigran Petrosyan emphasized the peculiarities of the report, whose
authors rely on various sources in their arguments and conclusions.
Thus, one of the grounds for claiming that Armenia is the final
destination of human trafficking has become a fact that in 2008 a
group of women was delivered from the Russia (Volgograd) with the
purpose of sexual exploitation. On the other hand, the reason for the
claim that Armenia is a supplier of victims of trafficking was the
report of German Zora, offering assistance to victims of trafficking
and sexual exploitation, which reported on the assistance of an
Armenian woman. Whether this woman was a citizen of Armenia, is still
unclear.

Tigran Petrosyan added that there are cases when people pretend to be
trafficking victims to facilitate the acquiring the citizenship in
European countries.

On 21 July the club of marine works “Ayas” and “Armenian extreme”
Ltd. set a world record during the expedition headed by the world
champion on diving Rafael Lazarian at Northern Hemisphere.

It was for the first time in the history of the Northern Hemisphere
that members of the expedition dived at the bottom of the Kari lake
located in the slopes of the Mount Aragats, which is at the height
3207 above sea level. Jacques Yves Cousteau’s team was the first and
the only one which made similar expedition to the Lake Titicaca in the
Southern Hemisphere. Diving is especially dangerous in such
conditions, taking into account the height where the lake is located,
shortage of oxygen and sharp changing of pressure.

At the moment of diving the water temperature at the surface was +5
degrees and at the bottom – +3 degrees. The divers were for an hour
and 20 minutes at the bottom of the lake Kari and managed to measure
its depth.

HRAPARAK: YEGANYAN’S NEIGHBORS ARE HIS RELATIVES

Tert.am
23.07.11

The paper says that Gagik Yeganyan, the head of the migration service
at the Ministry of Territorial Administration, had declared at a
consultation hosted by the president earlier this week that none of
his neighbors has left the country.

The paper claims that the statement triggered several reactions,
including discussions on the social networking website Facebook,
with people questioning Yeganyan’s statement and pointing to the
fact that there is at least one family at an apartment building in
the capital Yerevan that has left the country.

Further, the paper claims it found out the Gagik Yeganyan resides
in a small elite building located on Avetisyan Street, and that
various floors in that building are co-habited by other members of
the Yeganyan family.

The paper comments that those relatives of Gagik Yeganyan are “probably
comfortably settled in Armenia thanks to Yeganyan’s long-lasting
services and have no reason to emigrate from the country”.

ANKARA: Experts Welcome Visit By Armenian CSOs, But Raise Doubts On

EXPERTS WELCOME VISIT BY ARMENIAN CSOS, BUT RAISE DOUBTS ON EFFECTS

Today’s Zaman
July 22 2011
Turkey

The Monday visit of five civil society organizations (CSO) from
Armenia to the Turkish Foreign Ministry raised hopes with experts,
but possible effects of the visit on Armenian foreign policy still
remain to be seen, leaving many doubts on the future of relations
between the two countries.

The visit by the representatives of five CSOs, organized by the
Ankara-based Economic Policy Research Foundation of Turkey (TEPAV), is
considered another brick to fill in the gap, even though the prospect
of a serious change brought on by civil organizations looks dim in
the current political environment.

The gap between the neighbors has existed for decades as political
roadmaps in the past consistently ran into dead ends for both sides.

Although the official process remains shackled, experts consider
visits from the CSOs a slow but steady contribution on the long road
to normalized relations.

Professor Kamer Kasım, vice chairman of the Ankara-based International
Strategic Research Organization (USAK), thinks it is a good sign
that the representatives of the five CSOs met with Foreign Minister
Ahmet Davutoglu. The effect of these meetings could bear the power
to finally convince Armenia to initiate a transformation.

“It is very hard to penetrate Armenia,” Kasım told Today’s
Zaman, noting the anticipated effects of the visit on the Armenian
politicians. “The country is under pressure from the most radical
diasporas and the authoritarian structure puts a strain on its
democracy. But a meeting is always significant in that it has the
potential to at least initiate transformation,” said the expert.

Sounding more pessimistic on concrete solutions on a diplomatic level,
Kasım warned that a solution may not be available unless Armenia
agrees to halt its efforts seeking international recognition for the
alleged genocide and develop a different stance on the Nagorno-Karabakh
problem, developments that may simply take too long to happen at the
current pace, if they ever do.

Restating the fragility of ties between Turkey and Azerbaijan with
regard to any possible bargain with Armenia, Kasım said Turkey should
opt for making itself as clear as possible in talks with both countries
to spare everyone the possible damage. “With both sides having so much
to consider, the solution is going to take much effort,” Kasım said.

Relations between Turkey and Armenia seemed to have improved at certain
times in the past but Turkey refuses to strike a deal with the country
if the deal does not extend to the troublesome Nagorno-Karabakh issue
and Azerbaijani rights to the area. Similarly, Armenia’s international
campaign for the recognition the alleged genocide riles both sides
as April 24 — the memorial day for the mass killings — approaches
every year.

“One problem I see with these meetings is that they always happen
in Turkey and that parties already in favor of improving relations
attend them,” Hasan Kanbolat, chairman of the Center for Middle
Eastern Strategic Studies (ORSAM), told Today’s Zaman, while calling
for something to be initiated to bring more radical voices together.

Kanbolat suggested that these meetings might function to melt the
ice between the people, who are not too different from one another
in many aspects, saying, “It is not uncommon for a radical from the
Armenian diaspora to enjoy a fine dinner along the Bosporus and change
his mind about Turkey and its people’s attitude toward Armenians.”

Despite the burden of hyper-sensitivities and conditional handshakes,
experts still see the light and remain hopeful. “CSOs may not have
much power in Armenian politics, but things will just have to improve
one step at a time,” Kanbolat stated.

BAKU; Political Analyst: Russia Interested In Progress In Nagorno-Ka

POLITICAL ANALYST: RUSSIA INTERESTED IN PROGRESS IN NAGORNO-KARABAKH CONFLICT SETTLEMENT

Trend

Azerbaijan

The activity, demonstrated in resolving the Nagorno-Karabakh conflict,
is connected with the current policy of Russia, political analyst,
MP Rasim Musabayov said in an interview with the official website of
the ruling “New Azerbaijan Party”.

“The Russian side understands that it is impossible to keep the
situation as it is,” he said.

Russia sees Armenia’s obvious weakening amid Azerbaijan’s
strengthening, he said.

He said that if Russia spends money on Armenia and there is no progress
in the Nagorno-Karabakh conflict, Russia’s most appeals to Azerbaijan
will remain unanswerable. Russia will become a waning party.

“If the situation remains unchanged, Azerbaijan will completely break
Armenia,” he said. “Russia must spend very large sums of money to
Armenia to prevent this. This is not good for Russia. It causes the
harm to Russia. Russia is interested in any progress in the conflict
settlement.”

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. –
are currently holding the peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.
