Armenia’s demands in the Nagorno Karabakh peace process do not differ
from those of the international community, according to President
Serzh Sargsyan.

“The people in both Karabakh and Armenia have the same demand; they
want the conflict to be resolved in compliance with the norms of
international law. Its principles are set out in the Madrid Principles,
a document proposed to the parties by the [OSCE Minsk Group] co-chairs
representing the United States, France and Russia,” the president
told a news conference organized jointly with his Polish counterpart
Bronislav Komorowwski who is currently in Yerevan on an official visit.

“We do not have other demands. Our demands coincide with those of
the international community,” Sargsyan added.

Asked about new possibilities for the settlement of the Karabakh
conflict after the recent presidential summit in Kazan, the president
said the developments in Kazan were not unexpected, and he had voiced
his opinion on the issue in his speech at PACE.

} “What I mean is the absence of a relevant atmosphere. It is first
of all that atmosphere that needs to be improved, ” he said.

Lion cubs born a few days ago at the Yerevan zoo, as well as other cat
family representatives will have new more spacious and improved cages
as early as in November this year, which, experts say, will allow
to present these magnificent creatures in their natural landscape
with a pond, rocks, and vegetation characteristic of their palces
of habitation.

Acknowledged professionals with vast experience in designing
zoological parks have been invited from abroad and the new, so-called
“space-cages”, have been designed for big cats, each covering 2,000
square meter area, with a budget of 60 million drams (about $165,000).

This project is one of the numerous reforms launched at the zoo
marking its 70th anniversary this year; the improvement program has
been initiated by the new director – president of the Pereservation
Fund for Wildlife and Cultural Values Ruben Khachatryan – ever since
his appointment earlier this year in April.

“By reorganization of the park, we are making an attempt to turn
the zoo into a reserve where animals inhabit in as spacious areas
as possible and people visiting the zoo get a chance to not simply
see an animal locked in a cage, but can watch him in a more natural
environment, study and better understand their vital importance in
the nature,” says Khachatryan, adding that the area is suitable for
creating such conditions, as only 6 ha of the 35-hectare park is
currently used.

He believes that foreign experts’ participation in the project is
highly important, since, he says, there are simply no such local
experts in Armenia.

“We are now recruiting new, younger personnel, to be sent to other
countries’ zoological parks in order to gain experience and training,”
says the director.

The state budget allocates 200 million drams ($549,450) per year to
the zoo that has 204 species of animals with a total number of 2,749,
and 77-member staff; 120 million drams ($329.670) from that is spent
only on food; and the remaining money is used to take care of the
other expenses. Hence, the current reforms are being implemented due
to cooperation with various organizations, as well as Khachatryan’s
Wildlife foundation’s support.

“We are now negotiating with several organizations, which have
developed a bio-gas production plan, and we are currently trying to
get involved in that project too through which we can use animal feces
to get bio-gas before it turns into humus, and we can use that gas to
heat the area in winter,” says Khachatryan, adding that a gas supply
pipeline will be laid all over the place as part of cooperation with
the United Nations office in Armenia.

Another project, called “Animal Care”, has been launched at the
zoo, according to which animal lovers can look after any animal they
choose during one year for the fee ranging between 20,000-100,000 AMD
($54-$274); this is a unique way of supporting animals, Khachatryan
believes.

The park’s public relations officer Mane Madoyan has made an
observation that this animal “custody” is often offered as a gift
from parents to their children.

“Parents see a great value in that and use this chance to have their
children get to know animals and have a closer communication with
them; in the majority of cases animals that pose no threat and with
which a direct communication is possible are selected,” says Madoyan.

Little Astineh’s parents decided to make one such present to their
daughter on her 7th anniversary.

“This is a great chance for communication with animals and learning
more about them,” says Astineh’s mom, while the little girl with her
tiny hands is feeding breadcrumbs to a newly-born and only several
days-old dear, and making plans as what should be done next to fulfill
that very responsible task of looking after her protege.

“To tell the truth, at first I wanted to look after a bear, but it’s
impossible to cuddle it, so I chose a dear, I can touch it, cuddle
it, feed it; I have named it Grigor, because it is an Armenian name,
and also my younger brother’s name,” says the girl both excited and
a bit confused: this is a very precious present to her. Astineh has
become the 15th caretaker since the launch of the project.

While new plans are being made taken from the world practices in this
sphere, visitors now too notice the improvements made at the zoo.

“Even if compared to last year, it is obvious that the space has been
re-arranged and improved, the cages are in a better condition, the
characteristic strong smell has been reduced too, even new garbage
bins have been placed separately for plastic and polyethylene wastes
as well as other kinds of trash,” says Srbuhi Karapetyan, 57.

In order to help children better familiarize themselves with the fauna,
every Friday (till October) viewing of documentaries about wildlife
is offered at a designated for that purpose quite comfortable area
in the park and those who are interested can take a bus that offers
a free ride to the zoo from vicinity of Yeritasardakan (Youth) metro
station in the center of Yerevan.

A lot of Armenians gathered July 27 late in the evening in “Zvartmots”
airport to welcome the Armenian chess team that arrived from the
Chinese town of Ningbo with a title of world champion.

Armenian President Serzh Sargsyan, who is also chairman of the RA
Chess Federation, personally arrived in the airport and handed laurels
to the heroes of the tournament – world champions Sergey Movsisyan,
Vladimir Hakobyan, Gabriel Sargsyan, Robert Hovhannisyan, chief coach
of the team Arshak Petrosyan, deputy chairman of the Chess Federation
Hrachya Tavadyan. Levon Aronyan has not arrived in Armenia.

President Sargsyan warmly congratulated the world champions, coaches,
and members of the delegation on their glorious victory, wishing them
all the best.

“We were feeling your warmth”, the champions said, promising to

Armenia’s Foreign Minister Edward Nalbandyan and Defense Minister
Seyran Ohanyan have attended the NATO 28+1 session, which took place
in Brussels July 27.

According to the press service of the Foreign Ministry of Armenia,
Nalbandyan presented Armenia’s foreign political priorities, relations

the current reforms in the field of security.

Instead of real investments the Diaspora continues providing Armenia
with lame-duck money transfers, David Grigorian, an economist from
the United States, the co-founder of the Policy Forum Armenia (PFA),
said during the “Diaspora-Armenia Relations: Present and Perspectives”
discussion organized by Sardarapat Movement Wednesday.

He said that the Diaspora has a share of responsibility for the
deplorable state of the Armenian economy. Having failed to reduce
emigration from Armenia, the Diaspora has done nothing real to fight
poverty inside the country: no basis for sustainable development,
no real investment funds, no funds based on knowledge. The only thing
created instead was the Hayastan All-Armenian Fund, a unit that has
issued no single real high-quality project.

The only alternative source of financing for the Armenian economy
was money transfers. In its three studies the PFA has demonstrated
what horrible consequences money transfers have on a micro-level
for a specific country. The people receiving money transfers have no
part in the labor market, they do not invest money in the education
of their children, i.e. this money is used exclusively as a means
ensuring consumption rather than an investment fuelling the economy.

Grigorian said that the Diaspora-Armenia cooperation is based on
deficient mechanisms. Any criticism on the part of the Diaspora
receives a hostile response in Armenia. In building their relations
the Diaspora elite and the Armenian Government ignored the public. As
a result, ordinary Diaspora representatives had no chance to help
their historical homeland.

As a way-out Grigorian suggests perceiving what resources the Diaspora
has and how they can be used for Armenia. In the 21st century networks
are no less important than finances are, and so, the Diaspora should
consolidate its wide network capacities for more actively promoting
Armenia’s development.

One of the discussants said that the population of Armenia might have
been 4,500,000 had there been a single state approach towards all
urgent problems. Having frustrated its demographic policy, Armenia
must now try to use at least the potential capacities of the Diaspora.

Tsitsernakaberd Memorial. The President laid a wreath at the memorial
to the victims of the Armenian Genocide.

Accompanied by the Director of the Armenian Genocide Museum Institute
(AGMA) Hayk Demoyan, Presidnet Komorowski toured the Museum, and
plated a fir tree in the Memory Ally.

Maintains parity in military aid to Armenia and Azerbaijan

WASHINGTON-A key U.S. House panel responsible for foreign aid spending
voted today to approve $40 million in economic aid to Armenia,
honoring Pres. Obama’s budget request for the 2012 fiscal year,
reported the Armenian National Committee of America.

Reports from Capitol Hill sources close to this process report that the
Appropriations Subcommittee on State-Foreign Operations, which is led
by Rep. Kay Granger (R-TX) and Ranking Democrat Nita Lowey (D-NY),
maintained military assistance parity to Armenia and Azerbaijan,
but did not outline specific allocation amounts. The panel reportedly
did not include specific recommendations for U.S. assistance levels
to Nagorno Karabakh, although it did express support for a negotiated
settlement to the conflict. The version approved by the subcommittee
also includes a provision “that funds made available for the Southern
Caucasus region may be used for confidence-building measures and other
activities in furtherance of the peaceful resolution of conflicts,
including in Nagorno-Karabakh.”

“Although today’s aid level for Armenia falls short of the $60
million requested in the bipartisan Congressional letter circulated
earlier this year, we are aware of the serious financial pressures
upon legislators of both parties and want to share our appreciation
for the leadership of Chairwoman Granger, Ranking Member Lowey,
Congressmen Schiff, Rothman, Wolf, and all our other friends on the
subcommittee for maintaining the assistance level for Armenia in
the face of deep spending cuts across the foreign aid bill,” said
ANCA Executive Director Aram Hamparian. “We look forward, as this
spending measure moves through the legislative process, to supporting
the efforts of legislators from both houses of Congress to shape a
final foreign aid bill that recognizes and reflects the benefits of
increasing aid to Armenia and Nagorno Karabakh, zeroing-out U.S. aid
to Azerbaijan, and incorporating our other foreign aid priorities.”

“I am pleased that Armenia will receive economic assistance and that
the committee again expressed its support for a negotiated solution
that avoids a return to bloodshed in Nagorno Karabakh,” explained
House Foreign Operations Subcommittee Member Adam Schiff (D-CA).

“After more than two decades of struggle, the people of Karabakh still
live under the constant threat of Azerbaijani actions, which continue
to play a role in regional instability and episodic violence. I am
pleased that the report includes language calling for a lessening of
threats and provocations, but I would still like to see us end the
practice of furnishing security assistance to Azerbaijan and intend
to urge the elimination of military aid to Baku when this bill is
taken up by the full Appropriations Committee. I would also like
to see the State Department utilize the full resources the Congress
appropriates to assist the people of Karabakh.”

In a May 20 letter to Chairwoman Granger and Ranking Democrat Lowey,
Congressional Armenian Caucus Co-Chair Frank Pallone (D-NJ) was
joined by 28 of his House colleagues in urging the foreign aid panel
to include the following provisions in the FY2012 Foreign Aid bill:

At least $60 million in economic support funds for Armenia.

At least $10 million in development aid to Nagorno Karabakh.

The strengthening of Section 907 of the FREEDOM Support Act and
maintaining military aid parity to Armenia and Azerbaijan.

The removal of barriers to U.S.-Nagorno Karabakh contacts and
communications.

Support for the reinstatement of Nagorno Karabakh in the OSCE Minsk
Group peace process.

At least $10 million in military aid to Armenia.

This Congressional Armenian Caucus budget request is consistent with
the priorities outlined by ANCA Government Affairs Director Kate
Nahapetian in testimony submitted to the foreign aid subcommittee
earlier this year. Read the text of her testimony.

The House Foreign Aid Bill will next be considered by the full House
Appropriations Committee, before consideration by the full House. The
Senate’s version of the foreign aid bill has yet to be presented
for consideration.

Les representants de la coalition au pouvoir en Armenie ont promis
de considerer les demandes de l’opposition suite a leur dialogue avec
le Congrès National Armenien (HAK).

Le HAK a dit qu’il est pret a continuer les pourparlers avec une equipe
de la coalition dirigee par Davit Harutiunian, un parlementaire du
parti Republicain d’Armenie (HHK).

Davit Harutiunian a declare que lui et son equipe sont prets a discuter
des demandes formulees par les negociateurs du HAK. Il a dit qu’il
n’y a aucun problème avec la fixation des prochains rendez-vous.

Vartan Bostanjian, un autre membre de l’equipe d’Harutiunian
representant le parti Armenie Prospère, a decrit les demandes du HAK
comme de ” très naturelles “. Particulièrement il a soutenu l’idee
de diffuse le dialogue.

” Laissons le public etre familier avec nos questions ” a dit
M.Bostanjian au service armenien de RFE/RL.

On ne connaît pas encore la date de la seconde reunion entre les
deux parties.

Gagik Minasian, un autre depute du HHK participant aux pourparlers,
a souligne l’importance du dialogue. Il a dit qu’il pourrait etre la
base pour une nouvelle culture politique plus democratique en Armenie.

” C’est un problème extremement difficile ” a dit M.Minasian aux
journalistes. ” Le fait que cette culture n’a pas ete formee dans
aucun pays post-sovietique est suffisante pour comprendre que c’est
un problème difficile que nous voulons resoudre “.

La coalition gouvernementale armenienne et l’opposition du Congrès
National armenien (HAK) ont elabore un programme au cours des nouvelles
discussions entre leurs representants mardi. Les negociateurs
sont d’accord pour discuter de deux questions prioritaires. L’une
d’elles concerne la demande du HAK de tenir de nouvelles elections
presidentielles et parlementaires.

Les representants du parti republicain (HHK) du president Serge
Sarkissian et ses deux partenaires de la coalition, quant a eux,
ont propose d’examiner ” la question des règles qui permettront
une concurrence civilisee et le bon deroulement des elections “. La
delegation du HAK a accepte.

” Nous proposons que les premières elections presidentielles aient
lieu mi-octobre “, a annonce Levon Zurabian, le chef negociateur du
HAK, après la deuxième ronde de pourparlers.

” D’après nous, les premières elections presidentielles seraient une
excellente garantie pour une tenue libre, juste et transparente des
elections legislatives “.

Zurabian a ajoute que ces propositions n’ont pas ete examinees lors
de la reunion mardi. Ils se sont focalises davantage sur l’ordre du
jour, c’est-a-dire sur la poursuite des negociations entre le HAK et
la coalition au pouvoir.

Le HAK a etaye sa demande dans une declaration ecrite, publiee
immediatement après la reunion. ” La seule manière de sortir le
pays de cette situation et de surmonter la crise politique interne
est de former un gouvernement elu par le peuple, ce qui retablirait
une confiance envers les institutions de l’autorite de l’Etat “,
a-t-il declare.

Sarkissian et d’autres responsables de la coalition ont declare
a maintes reprises que les autorites armeniennes n’avaient pas
l’intention de mettre en place de nouvelles elections. Mais ils
sont prets a discuter de cette proposition avec le HAK afin d’eviter
davantage de bouleversements politiques. Ils ont egalement affirme
que le dialogue actuel avec l’Occident permettra de creer une culture
politique plus democratique et tolerante dans le pays.

Deux autres forces majeures de l’opposition, qui sont en contradiction
avec le HAK, rejettent ces declarations, affirmant que les deux partis
sont prets a interrompre des accords secrets.

” Ceci est une tentative des deux partis pour maintenir leur domination
sur la scène politique “, a declare mardi Artsvik Minasian, un
depute du parlement de la Federation revolutionnaire armenienne. (

Minasian a declare simultanement que ” ce dialogue ne mènera nulle part
“. ” Que personne ne pense que nous sommes jaloux “, a-t-il affirme
lors d’une conference. ” Il n’y a rien de cela “.

Zharangutyun, Armen Martirosian, aux journalistes qui demandaient de
commenter l’intensification des contacts entre le gouverment et le HAK.
