PanARMENIAN.Net – Armenian women are pushing abortion rates to
record high, with some of them having resorted to abortions for as
many as 20 times in their lifetime, according to an Obstetrician/
Gynecologist.As news conference in Yerevan, Ms. Dinara Alagyozyan
stressed the importance of rehabilitation period following the
abortion to avoid serious complications. “Many regions in Armenia
can’t provide adequate conditions for surgical abortion; in some cases,
patients aren’t even anesthetized.”

Ms. Alagyozyan further dwelled on another dangerous tendency among
Armenia women who resort to medicamental abortion at home using
retail drugs. Ms. Alagyozyan warned against using abortive medications
without a doctor’s prescription.

Ms. Alagyozyan further focused on increased abortion rate among
teenagers, citing absence of sexual educations behind the fact.

Unfortunately, as the expert noted, there’s no official statistics
to support the facts.

level, French ambassador to Armenia Henri Reynaud said speaking to
Armenpress and adding that in future as well the parties will try to
develop bilateral relations more.

“The relations are out on the excellent basis in all the spheres
– political, economic, scientific and cultural. We are satisfied
with the level of economic cooperation as well. France is the first
western investor in Armenia. We want to reinforce relations in that
area as well. In their discussions the two presidents will refer to

“The Republic of mountainous Karabagh (Artsakh)

“This written declaration commits only the members who have signed it.

“20 years ago, through the adoption of legal decisions on independence
based on Soviet and International Laws, new states were created in
our region. The right to self-determination and decolonization from
the Soviet Union was exercised not only by Armenia, Azerbaijan and
Georgia, but by Mountainous Karabagh as well.

“These four political entities declared independence approximately
at the same time. Armenia, Azerbaijan and Georgia have been members
of the Council of Europe for 10 years now, while Artsakh is not a
member of this organisation. Despite these facts and the difficult
situation it finds itself in, Artsakh has nonetheless adopted and is
consistently following a political path of state-building in conformity
with the spirit, the mission and the values of the Council of Europe.

“Highly appreciating the results and the dynamics of democracy-building
adopted as a development model by Artsakh and realising the importance
of the participation of the official delegates of Artsakh to the
negotiations taking place within the context of the OSCE Minsk Group,
we congratulate the Republic of Mountainous Karabagh on its 20th
anniversary and call for close co-operation with its duly-elected
authorities.”

PanARMENIAN.Net – Armenian National Congress (ANC) opposition bloc
will have Heritage’s support, should the Congress urge civil uprising,
Heritage opposition party member stated.

“Heritage is ready to support any initiative aimed at resolving current
social and domestic issues,” Armen Martirosyan told a news conference
in Yerevan. The politician, however, excluded the possibility of
recurrence of March 1, 2008 events, the ruling regime having no
resources to repeat such steps.

Martirosyan believes all methods of struggle, envisaged by Constitution
or supported by common sense, to be acceptable. “Even a revolt can
be an acceptable measure, if that’s the last resort of people who
used every legal means to defend their rights,” Martorosyan stressed.

The news spread by the ANC as if the police impede the entrance of
cars coming from provinces to Armenia does not correspond to reality.

Speaking to Armenpress, chief of the RA police Alik Sargsyan said
that the police services have just intensified their work to control
the situation.

“No instruction is given to ban the entrance of cars from provinces
to Yerevan. There is no such fact”, Sargsyan said.

According to him, the rally of the opposition, ensuring people with
food and raising interest through other means will not give anything.

“The steps of the police during the rallies were and will be within
the framework of law. There is no intention to turn out the 24-hour
long rallies. The police will act in a way to ensure the public order.

There are other people who want to make use of the Liberty Square
but the all day long rallies of the opposition impede it”, Alik
Sargsyan stressed.

“I do not think that the Armenian-Turkish protocols tend to “revive””,
political analyst Alexander Iskandaryan said, referring to the return
of Armenian-Turkish protocols to the parliament of Turkey.

The analyst said there is even no need to speak seriously about it.

“More probably Turkey will undergo constitutional change, presidential
elections, naturally Erdogan will become president. In this condition,
of course, raising this issue is aimed at gaining credits”, he said,
adding that the protocols are frozen for a long time if not say they
have died.

The speaker said this step is technical, Turkey always does this way.

PanARMENIAN.Net – Armenian National Congress (ANC) opposition bloc is
the one to benefit most from opposition-coalition dialogue, according
to the leader of Armenian Christian Democratic Union (ACDU).

As Khosrov Harutyunyan told a news conference in Yerevan, ANC actions
are aimed at other opposition forces, rather than the authorities,
with the Congress trying to prove itself the only opposition power
in Armenia.

As Harutyunyan added, despite recent rhetoric and demands for snap
elections, ANC prepares itself for regular elections, meaning to get
there with the least losses. “There’s already been a tendency for
decrease of ANC supporters, with the dialogue as the only way for
the Congress to preserve its face, authority and supporters.”

ACDU leader takes current non-stop ANC rallies in their stride. As he
noted, every political force must have a chance at a struggle. Yet,
he said, the society, too, must be interested in a dialogue, which
might create a new image of the opposition, which, instead of slamming
the authorities, makes constructive suggestions to influence current
political developments.

At Sept 30 rally, Armenian National Congress (ANC) opposition bloc
leader Levon Ter-Petrossian announced 7-day-long round-the-clock
protest actions, with supporters putting up tents at Liberty Square.

“Whether to continue actions will be decided in a week,” ANC leader

Armenia, the land that some claim to be the world’s oldest is “ageing”
in a way that is not good.

Armenia faces threat of demographic crisis, experts in the field say.

Only during the first quarter this year as compared to the same period
last year the number of births dropped by 1,126 in what specialists
fear is only the beginning of the demographic decline which will last
a few decades.

Even though there has been a tendency of birth increases registered
since 2006, demographists foresee a decline again, conditioned by
the fact that people who were born in 1990s are this generation’s
new parents and their number is quite low – averagely 35,000 people,
reaching even up to 22,000 annually. (As compared to 1980s this index
is 2.5 times low, because during 1980s about 80,000-82,000 children
were born in Armenia annually).

“This is a serious threat for national security and economic
development [of Armenia]. In some years we will not only fail in
securing enough soldiers for the army, but also economic growth. The
country and its economy will no longer be competitive. Parallel to
decline in birth rate, migration and rapid ageing will even deepen
the demographic problems,” says Garik Hayrapetyan, United Nations
Population Fund (UNFPA) Assistant Representative.

Currently, the birth index in Armenia is 1.5, that is to say, each
woman has only one-two children, whereas, in order of have a positive
reproduction of a population this index should be at least 2.1 –
three-four child in each family.

Ruben Yeganyan, demographer, president of “Armenian Social-Demographic
Initiative” NGO, says that “the reproductive behavior of the population
has been changed,” and Armenia-based Armenians have passed from
two-three children family model to one-two children family model.

“This is a terrible change, which will be very difficult to recover
in the future. Now the government must not only encourage birth of a
third and more children, but also even the second one,” Yeganyan says.

UNFPA held a research in 2009 to find out the main reasons of the
change in reproductive behavior of the population, the results of
which proved troubling.

“It was strange enough that the social or housing problem was not in
the first place; there is a problem which is even more worrisome and
hard to solve – 44 percent of the population does not see their future
in this country [Armenia], and they link no faith to the future of
this country,” Hayrapetyan says. “This indicates that we deal with a
larger-scale problem. The issue cannot be settled only through lump
sum payments or having free of charge child-delivery aid. If the
social problem is somehow easy to solve, than the solution of this
moral-psychological issue needs more fundamental changes.”

According to Hayrapetyan, the Armenian demographic policy mainly
settles daily problems, meanwhile, international experience shows
that comprehensive programs are needed for raising the birth rate;
UNFPA is planning to organize a conference of experts in Armenia to
develop such programs.

“A conference with participation of world-known demographer-scientists,
who have developed a number of demographic programs, will be held on
October 19-21, in Yerevan. Their advice will help up understand which
are the most effective ways of solving this problem in countries like
Armenia. We have no more time to lose,” Hayrapetyan says.

Within the recent months concerns over migration were voiced from
the highest tribunes. In 2009, the Government of Armenia adopted the
concept paper on Democratic Policy Strategy; however the programs
mentioned in it have remained on paper by now; only one of them is
mainly working a “Free delivery aid certificate”, which secures free
of charge birthing service for women in labour.

“Of course there are many things left to be done; however, the
introduction of ‘Free delivery aid certificate’ has seriously promoted
birth rate growth. Now the government patronizes health protection of
maternity and childhood. Subsidies, assigned from the State Budget
to cover delivery aid have increased by three,” says Ara Babloyan,
Chairman of the National Assembly Standing Committee on Health Care,
Maternity and Childhood.

Experts, however, do not believe that the rise in birth rate is
the result of the implemented programs, considering them to be
“short-term solutions.”

In 2009, 44,466 children were born in Armenia – eight percent more than
in 2008; in 2010, this index was higher as compared to 2009 by about
3,000 children, whereas this year the index essentially fell (by about
1,000 children), even though the free delivery aid still continues.

“Within those years the birth rate has not risen, because one woman
continues to have 1.5 children, however the absolute number of births
has risen, which is determined by a very clear fact – the generation
of the second half of 1980s entered its reproductive age, and it is
well-known that it was a period of demographic boom in Armenia, when
81,000-82,000 children were born [annually]. That is to say, only
the number of parents has increased, however, they have only one-two
children, and that’s it, the growth will stop again,” Hayrapetyan says.

According to UN predictions, if the current pace continues Armenia’s
population will drop by about 20 percent in 2050, totaling 2.3-2.5
million people. According the same source, Azerbaijan’s and Turkey’s
populations will increase by about 35 percent.

YEREVAN, October 6. /ARKA/. The Armenian authorities intend to collect
more taxes from big businesses and have no plans to increase the tax
burden on small and medium business, prime minister Tigran Sarkisian
said speaking at a Wednesday Q&A parliament session.

“It will depend on how we implement tax administration,” he said to
journalists after the session.

Sarkisian said that the government has never concealed that there is
a problem with the shadow economy, and that there is a need to reduce
its share.

“It will be a serious challenge for us in 2012. Through consistent
work we must ensure serious progress in this area. If we say that the
shadow economy in Armenia is high, it means that we need to reduce it,
but not to hit the legal business,” he stressed.

The premier noted that international experience shows that ensuring
a fair and equitable tax administration creates favorable conditions
for business because it provides a fair competition.

Tashir Group To Build Moscow-Yiwu Trade Center

YEREVAN, October 6. / ARKA /. Tashir group of companies of Russia-based
Armenian businessman Samvel Karapetian and China’s Shifen are building
a shopping center in downtown Moscow. Called Moscow-Yiwu it will
occupy an area of 100 thousand square meters, RIA Novosti news agency
reported with reference to newspaper Kommersant. The newspaper says
that the center will be a covered market for the sale of Chinese goods.

Tashir’s investments in the Moscow-Yiwu project (Yiwu is a city 300
kilometers from Shanghai) are estimated at 75% and the rest will be
invested by Shifen. Tashir provided the land and building capacities
and Shifen will organizes the trade, according to the newspaper. The
newspaper says that the first phase of the center started this past
April is scheduled to open in November 2011.

According to Tatiana Klyuchinskaya, regional director of Colliers
International for commercial real estate, the construction and
finishing of the center will cost investors about $200 million.

Tashir group of companies was founded in 1999, dealing with development
and retailing (DIY-chain, Our House clothing stores, Fashion Alliance,
SuperDiskont, etc.). It manages more than 850 thousand square meters
of commercial real estate.
