Sarkozy insists: Turkey not part of EU

French President Nicolas Sarkozy, on a tour of Caucasus countries,
repeated his well-known opposition to Turkey’s membership in the
European Union on Friday, saying his country does not consider Turkey
a part of the 27-nation bloc.

`Located in Asia Minor, Turkey has an important role in the world. It
is a bridge between the East and the West,’ Sarkozy was quoted by the
Anatolia news agency as saying at a news conference during his visit
to Armenia, his first stop on his Caucasus trip. `But this role is
outside the EU. France does not see Turkey in the EU.’

Sarkozy, who has said he wants Turkey to be given special partnership
status with the EU rather than full membership, is regarded by many
Turks as the embodiment of European prejudice towards a Muslim
country. The French leader, who seeks to boost his ratings before an
April presidential election, said Turkey was `successful,’ apparently
in reference to its growing activism in the region. `But my thoughts
on Turkey’s EU membership have not changed and there is no reason why
they should change,’ Sarkozy was quoted as saying.

During his visit to Armenia, Sarkozy also urged Turkey to recognize
the 1915 killings of Armenians as genocide, threatening to pass a law
in France that would make denying this a crime. `The Armenian genocide
is a historical reality. Collective denial is even worse than
individual denial,’ Sarkozy told reporters. `Turkey, which is a great
country, would honor itself to revisit its history like other great
countries in the world have done.’

Turkey, in response, said France should confront its colonial past
before giving lessons to others on how to face history. `Those who
will not be able to face their own history for having carried out
colonialism for centuries, for treating foreigners as second-class
people, do not have the right to teach Turkey a history lesson or call
for Turkey to face its history,’ Foreign Minister Ahmet DavutoÄ?lu told
reporters on Friday.

settlement were the main topics of the French president’s meeting with
his Armenian counterpart Serzh Sargsyan on 7 October.

“Before meeting Sargsyan, the French president visited the memorial to
the so-called genocide and demonstrated special admiration for the
Armenians’ invented history. He planted a tree in the garden of the
memorial, lighted candles and wrote ‘France never forgets’ in the
commemoration book. He went on to voice harsh accusations against
Turkey and said that if Ankara does not recognize the so-called
genocide by the end of 2011, France will take appropriate steps.”

French President Nicolas Sarkozy has said he does not see Turkey as a
member of the European Union.

“My position on this issue remains unchanged. My personal conviction
is that the EU is not for Turkey,” Sarkozy said at a joint press
conference with Armenian President Serzh Sargsyan in Yerevan on
Friday.

“The role of Turkey is great both for the world and France. It acts as
a bridge between East and West. But this role is not within the EU,”
he said.

Rejecting the Armenian Genocide by Ottoman Turkey in 1915 is
unacceptable, Sarkozy said.

“If Turkey recognized these black pages of its history, France and
Armenia would treat it as a gesture of peace. But if Turkey fails to
find the strength to take this step, France could take legislative
measures to criminalize any rejections of genocide,” Sarkozy said.

“If you read between the lines, you will understand that this cannot
last forever, and enough time for thinking has passed since the 1915
genocide,” the French president said.

Though Russia recognized independence of Abkhazia and South Ossetia,
the Georgian government is planning different ways of return of these
regions under its jurisdiction. Do they take into account the fact
that the Tbilisi allies will not be able to do anything more than a
verbal support to territorial integrity of Georgia like it was during
the August was of 2008?

Yes, no one stood up, but these are all geopolitical interests. We
have common problems with Azerbaijan, but Azerbaijan holds a different
external policy, and different ties with Russia. We sharply opposed
the Russian state, because our nation, and our government are
emotional, so they took such a quick solution. Anyway, I hope every
leader of Georgia in the future will certainly decide to return to
historic lands

As to allies, I cannot say anything … It is the prerogative of the
government. Geopolitical allies supported us in words during those
events, but fighting against a country such as Russia is a different
thing. I do not hope that anyone ` either America or European
countries – will help the Georgian state in the military sphere to
return to their territories. No country will help Georgia if Georgian
people will not fight themselves. The same goes for Azerbaijan. In
this regard, Azerbaijan and Georgia should cooperate not only in a
geopolitical sense, but also in the military aspect. We have one
problem, one destiny, so we need to work together to fight against the
invaders of our territory, those peoples and nations, which occupied
our lands.

What do think about the initiative to create confederation of
Azerbaijan and Georgia, recently proposed by President of Georgia
M.Saakashvili?

Of course, this is a good idea, but now neither Georgia nor Azerbaijan
is ready to any confederation. Now it is not the time to unite our
countries. Our enemies will benefit from it today.

In general, the idea of ??a confederation in the South Caucasus was
proposed by America dictated by the Armenian lobby. This, according to
their interpretation, is the creation of a confederation of Georgia,
Azerbaijan and Armenia, as well, imagine the Nagorno-Karabakh (!), The
Tskhinvali region and Abkhazia (!). They believe that this is the only
way to solve regional conflicts. But neighbor Karabakh, nor Tskhinvali
and Abkhazia will ever join any Caucasus federation in separate. If a
federation, it will be the Georgian-Azerbaijani federation. There is
no place for Armenia in the federation. This is how I see the
geopolitical future of the Caucasus.

By the way, the idea of creation of federation in the South Caucasus
is periodically offered by some analysts as a way to solve territorial
problems by local countries.

Of course, ideally the best option is that we should live together.
There was a time when there was the Transcaucasian Federation. But
Armenians have their own idea. We have “Caucasus is our common home”
and the Armenians have the idea of “Great Armenia”. There are two
ideas in the Caucasus opposing each other. If we are talking about the
unity of the Caucasus, the Armenians are still talking about their
idea. There can not be a family where one looks to the left, the other
to the right. Such a family will certainly be destroyed. So I think
that Armenia is unnecessary in such a federation or confederation.

Even today, it is clear that in the case of our co-existence within a
single territorial unit Armenians will come up with their maneuvers
again. It is better not to admit this country anywhere. This is a
nation, who always betrays, and always has a negative impact on
Georgia and Azerbaijan. So in this family there should be no place for
Armenia. Otherwise it will be a pre-doomed state.

I mean only Georgia and Azerbaijan. Armenia should not be there if we
do not want new troubles. Under the guise of the common house, they
will do something belong to their nation but in our territory, in Baku
and Tbilisi, saying: “We live in one country.” And it will continue
doing their tricks. In no case can Armenia be admitted to the family.

Baku – APA. French President Nicolas Sarkozy said his country opposed
Turkey’s bid for EU membership.

France didn’t change its positions towards this issue, Sarkozy said
during the joint press conference with Armenian counterpart Serzh
Sargsyan in Yerevan. `Turkey plays an important role in the world and
reaches significant achievements, but France doesn’t see Turkey in the
European Union. My position towards this issue remains unchanged and I
don’t see any reason to change it’.

Azerbaijan believes that the French President’s visit to the South
Caucasus will accelerate the settlement of the Nagorno-Karabakh
conflict.

“We think that the French President’s visit to the South Caucasus,
including Azerbaijan, is important,” Azerbaijani Presidential
Administration Social and Political Department Chief Ali Hasanov said.
“The importance of the visit, primarily, testifies to the fact that
France is one of the co-chairing countries of the Minsk Group, and the
country, which is directly involved in the Nagorno-Karabakh conflict
settlement.”

He said President Sarkozy’s visit to the region, his statements made
in Yerevan, and in particular, the statements about the
unacceptability of maintaining the existing status quo and the
importance of changing it, will make a special contribution to the
future peace processes in South Caucasus.

Replying to journalists’ question, Hasanov said Azerbaijan does not
agree with French President Nicolas Sarkozy’s statements on the
“Armenian genocide” and opening of the Armenia – Turkey borders.
“Each of these issues is a specific aspect of international politics.
Azerbaijan has always supported Turkey’s interests in both processes
taking place in the South Caucasus, as well as in international
affairs. Of course, we do not share the French government’s position,
including Sarkozy’s statements on the so-called ‘Armenian genocide’
and opening of the borders,” Hasanov said.

If Turkey does not recognize the “Armenian genocide” by late 2011,
then France will take appropriate actions, Sarkozy has stated during a
visit to the memorial of the so -called Armenian Genocide Victims
under his Yerevan visit .

The French President launched his tour of the South Caucasus on
Thursday. President Sarkozy’s is visiting Azerbaijan today.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. – are
currently holding the peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

French President Nicolas Sarkozy has urged Turkey to recognize the
1915 massacre of Armenians by Ottoman Turks as genocide. Sarkozy
told Friday’s news conference in the Armenian capital that Turkey’s
refusal to do so would force France to change its law and make such
denial a criminal offense.

The killing of up to 1.5 million Armenians under the Ottoman Empire
has been the main barrier to reconciliation with Turkey. Armenians
have long fought to persuade other governments to call the killings
a genocide. Turkey rejects the label and says the death toll is

Armenia can always rely on France’s friendship and political support,
French President Nicolas Sarkozy stated at a news conference held
jointly with his Armenian counterpart Serzh Sargsyan.

Armenia is between the world powers responsible for global security –
Russia, Turkey, Iran. Since Armenia gained independence 20 years ago,
its course has been of high importance for the region, which is highly
unstable, the French leader said.

President Nicolas Sarkozy welcomes his Armenian counterpart’s steps
toward peace with Azerbaijan and dialogue with Turkey. The closed
Armenian-Turkish border is unacceptable in the 21st century, he said.

According to the French leader, the roots of the Armenian-Turkish
relations are in the two peoples’ common history.

On October 7, 2011, the ten thousandth visitor of this year was
registered at the Consular Service of the Ministry of Foreign Affairs
of the Nagorno Karabakh Republic. It was a citizen of the Russian
Federation, poet and translator Vadim Rakhmanov. The NKR MFA official
representative handed him a corresponding certificate and memorable
gift with the symbol of Nagorno Karabakh.

According to the information of the NKR MFA Consular Service, the
number of foreign citizens, who visited the NKR for the 9 months of
2011, exceeds the index of the same period of 2010 by 64%.

It should be noted that the majority of foreign visitors make citizens
of Russia, EU states, USA, Iran, and Canada. For the three quarters
of 2010, the number of tourists from Russia has increased twice,
compared with the similar period of 2010. The geography of the NKR
visitors continues increasing: Nagorno Karabakh is visited by tourists
from Japan, China, Singapore, Brazil, Venezuela, Israel, New Zealand,
India, Cot d’Ivuar, and other states.

Special interest towards Artsakh is displayed by representatives
of the Armenian Diaspora of different countries of the world. They
mainly visit the monastery complexes of Gandzasar (XIII century),
Amaras (IVc.), Dadivank (IVc.), the area of excavations of the
ancient Armenian city of Tigranakert, the Azokh Cave, Nicola Duman’s
home-museum, as well as the Armenian fortresses of Akanaberd,
Levonaberd, Berdakar, Askeran, and Tumasaberd.

According to the tourists, they are attracted by not only the
ancient historical monuments, magnificent nature, picturesque gorges,
healthy environment, mineral and hot sources, but also the kindness
and hospitality of the Artsakh people.
