Le député Michel Aoun a reçu hier à Rabieh l’ancien ministre Abraham
Dedeyan avec lequel il a abordé les récents développements sur la
scène locale. Il s’est également réuni à sa résidence de Rabieh avec
une délégation du parti Tachnag, présidée par le secrétaire général du
parti Hovig Mekhitarian.

Prenant la parole à l’issue de la réunion, le député Hagop
Pakradounian a affirmé que les discussions ont été axées sur le
travail rendu par le gouvernement le mois précédent et notamment tout
ce qui a été dit au Parlement. « Nous avons mis l’accent sur la
nécessité de poursuivre le dialogue. Il est bien connu que nous sommes
les premiers à appeler au dialogue car nous estimons que c’est le seul
moyen de résoudre les problèmes de ce pays. Nous avons déjà testé tous
les autres moyens et nous nous sommes rendu compte qu’ils ne nous
mènent qu’au gouffre. Le dialogue reste la seule voie. »

Abordant le dossier des nominations administratives, M. Pakradounian a
déclaré qu’en tant que « communauté arménienne, nous sommes négligés »
à l’instar d’autres communautés chrétiennes. « Aujourd’hui, avec le
président de la République Michel Sleiman et le bloc parlementaire de
Michel Aoun, nous estimons qu’il est de notre droit de récupérer nos
droits tant au niveau des fonctionnaires de première catégorie qu’au
niveau du ministère des Affaires étrangères et des autres
établissements publics. Nous avons les compétences nécessaires pour
assumer ces responsabilités. »

Et M. Pakradounian d’ajouter que les discussions ont également porté
sur les développements qui surviennent actuellement dans le monde
arabe et leur impact au niveau local. Pour lui, le pays traverse une
période durant laquelle nous devons tous « faire face à tout genre
d’attaques et de pressions, surtout en ce qui concerne le dossier des
ressources pétrolières et gazières. Nous nous devons d’assumer nos
responsabilités et d’être à même de préserver le Liban et nos citoyens
».

Le site de la ville arménienne d’Ani (Arménie occupée par la Turquie)
est proposé par les autorités turques pour le Patrimoine culturel
mondial de l’UNESCO. L’information fut commiquée à l’agence « Anatolou
» par Hakan Doghanay le responsable préfectoral de du Minsitère de la
culture et du tourisme de la région de Kars. Ce dernier dit « afin de
placer les ruines d’Ani sur la liste des candidatures du Patrimoine
culturel mondial, nous avons mené des travaux de révovation et si Ani
est retenu par l’UNESCO, de nombreux reportages y seront réalisés.
Cela développera davantage le tourisme à Ani, un site qui connait une
forte augmentation des visiteurs ». Ani, la « ville aux 1001 églises »
a reçu au cours du premier semestre 23 000 visiteurs. Selon H.
Doghanay la majeure partie de ces touristes vient de France, Grande
Bretagne et Japon. « Nous avons rénové et ouvert au public l’église
Dikran Honents qui est un haut lieu spirituel pour les chrétiens »
confie l’officiel à l’agence « Anatolou ». Traduire « chrétiens » par
« Arméniens » que le membre de l’administration turque hésite enocre à
employer et qui nous donne des frissons quant au conten des panneaux
explicatifs destinés aux touristes ! La ville d’Ani, capitale de
l’Arménie des Bagratides, sera-t-elle présentée comme un joyau du
patrimoine arménien ? Et si ce n’était pas le cas -comme on pourrait
le redouter- comment l’UNESCO contrôlerait ce détournement historique
et culturel digne d’un négationnisme d’Etat ? Si Ani était inscrite
sur la liste du Patrimoine mondial de l’UNESCO, cette inscription
permettra à la Turquie de percevoir des fonds pour sa
rénovation…sans compter la manne financière de l’afflux des
touristes…dont une partie est d’Arménie ou de la diaspora.

‘West shows superficial approach to Karabakh settlement’

Might Russia’s intensification in resolution of the Karabakh conflict
promote progress in this conflict settlement?

It is clear that Russia is a country that can best contribute to the
resolution of the Karabakh conflict, because Russia in comparison to
other external forces has an ample opportunity to influence the
parties to the conflict, in particular, Armenia.

The special role of Russia, along with the fact that it is the largest
state, also lies in the fact that the country is located in this
region. Given the historical factors, it is impossible not to see that
Russia has a greater capacity to deal with conflict. Thus, Russia who
has intensified in the peace process of Karabakh settlement is able to
find a common ground with the parties to the conflict.

Does Russia benefit from the resolution of the Karabakh conflict?

Overall, it should be noted that Russia does not benefit from the
conflict solution, at least, it was so recently. Karabakh conflict
plays a role of the main chain that binds Azerbaijan and Armenia to
Russia. The activeness demonstrated by President Dmitriy Medvedev is
likely connected with the upcoming presidential elections in Russia,
since any important achievements in the peace process on Karabakh
settlement will raise his influence both inside the country and in the
West. Thus, Medvedev will raise his chances for the next term of
presidency. On the other hand, Russia’s constructive contribution to
the conflict settlement will also strengthen its positions in the
post-Soviet space.

The 2008 war in Georgia diminished regional trust in Russia. Even
Belarus which is considered the closest ally of Russia became more
cautious in the relations with Moscow.

How may Russia act in case of a new way?

Russia’s reaction against Georgia in 2008 already has a precedent of
its conduct in similar situations. But I think that direct armed
intervention of Russia in case of a new war between Azerbaijan and
Armenia is unlikely. I suppose that Russia will try to influence the
result and process of war indirectly. Overall, I think that official
Moscow is not interested in this war. I can say for sure that Russia
will try to hamper the new war between Azerbaijan and Armenia.

US and France are satisfied that Russian President independently
organizes meetings between Azerbaijan and Armenia to discuss ways to
solve the Karabakh conflict. Does this mean that the US and the EU
have no interest in this conflict?

It is clearly seen that in recent years Russia has taken over a major
initiative to resolve the Karabakh conflict. Western powers for their
part accept this reality because they understand that it is impossible
to effectively deal with the conflict in absence of a will on the part
of Russia. Given that the Karabakh conflict is not one of the priority
interests for the United States and the European Union, we can
understand the reason for West’s observation position on this issue.

In general, the West believes that Azerbaijan and Armenia are small
states, and the conflict existing between them is not of particular
significance for the world order. In other words, the West has a
superficial approach to the Karabakh conflict settlement. Along with
this, it is believed that the military-political status quo related to
the Karabakh conflict has been formed, there is a relative “peace”,
some regional projects are being implemented, etc. So, West does not
see any “pressing” motive to solve the problem and it is used to this
situation. In addition, it should be noted that it requires some
resources and efforts to change the situation. However, it is
noticeable that Western forces are still not ready for this.

May active involvement of the United States and the European Union in
Karabakh conflict settlement bring real and effective results?

Of course, it may. However, the West sees Karabakh conflict as the
most difficult problem of the South Caucasus. Therefore, influence of
external forces on the issue is not appropriate given that the region,
in particular, Azerbaijan is a country where interests of various
social forces come in contact.

In this case, the poor thing is not that Western forces do not put
specific pressure on aggressor country. The West showed a different
position in a conflict between Russia and Georgia in 2008. In addition
to South Ossetia and Abkhazia, Russian forces temporarily occupied
other Georgian land. However, such a powerful country like Russia was
forced to withdraw from these lands under a strong pressure from the
West.

There is no such pressure against Armenia, which, in turn, is a factor
not contributing to peaceful resolution of the Karabakh conflict. In
general, both West and Russia are trying to maintain the situation
where there are no hostilities. Either way, the external forces are
well aware that Karabakh’s `independence’ or its joining Armenia is
possible only with the consent of leadership and people of Azerbaijan.

The recent outbreak of Syberian plague in Georgia has not spread to
Armenia, says Ara Asoyan, Armenia’s chief infectionist.

Speaking to Tert.am, Asoyan said no case of the disease have been
recorded in the country.

The outbreak of the cattle disease in Georgia has reportedly affected
30 people, with 10 being citizens of Azerbaijan.

The specialist further referred to the recently detected cases of
pasteurellosis in one of the villages of Aragatsotn marz. He said the
disease poses no threats to humans.

“Pasteurellosis is not transferred from animals to humans,” he said,
adding that only the meat of infected animals can be dangerous.

The disease has a latency period of the is 6-48 hours.

Earlier, the residents the village attributed the outbreak to Georgian
small cattle exported via the the territory of Armenia.

Yerevan/Mediamax/. Ambassador Francis Ricciardone, U.S. Ambassador to
Turkey, made a patently incorrect claim that “most of the Christian
churches functioning (on the territory of present-day Turkey) prior
to 1915 are still operating as churches”.

Francis Ricciardone’s response to written question from Senator
Robert Menendez reads this, Mediamax reports quoting Armenian National
Committee of America (ANCA).

Aram Hamparyan, Executive Director of the ANCA, called the diplomat’s
statement “demonstrably false assertions” noting that it results from
either “truly remarkable lack of awareness” or “willful distortion
of the facts of history”.

Historical records show that of the over 2000 Armenian Churches that
were functioning on the territory of present-day Turkey in 1915,
less than 50 operate today, ANCA’s statement reads.

Azerbaijan has discovered that its territorial integrity has been
violated by a force far more powerful than Armenia — Google.

Much to Baku’s chagrin, Google Maps uses Armenian, rather than
Azerbaijani names for locations now occupied by Armenian forces,
but internationally considered part of Azerbaijan. The slivers of
land in question surround the fiercely disputed separatist region of
Nagorno Karabakh. (Fizuli region is termed Varanda, for instance.)

Baku believes that Google’s choice of regional nomenclature is the
result of alleged Armenian jiggery-pokery and has tasked the Azerbaijan
State Committee on Land and Cartography to get Google to correct its
word choice.

The Committee will be firing off an angry latter to Google’s California
headquarters soon. Committee Chairman Rafig Huseinli noted that this
is not the first time Google has violated Azerbaijan’s territorial
integrity and that Baku was able to negotiate changes to online
listings in the past.

With the advent of online mapping tools and social networking, many
of Azerbaijan and Armenia’s territorial battles have gone virtual. In
the past, Baku also wrangled with Microsoft over similar issues with
MSN.com maps.
