YEREVAN. – Armenia’s Defense Minister Seyran Ohanyan met today Iranian
Ambassador to Armenia Seyed Ali Saqqaiyan.

The Ambassador introduced the newly-appointed Iranian attache,
Colonel Hamid Reza Mirza to the minister at the meeting, the press
service of Armenian MOD informed Armenian News-NEWS.am.

Ohanyan congratulated him on his appointment to the new post and
expressed hope a new impetus will be given to Armenia-Iran defense
cooperation during his tenure in office.

The Armenian Minister also thanked former Iranian attache Ahmad Reza
Allahdadi for his contribution.

During the meeting the sides also exchanged views on regional security
issues.

Armenian Police To Carry Out Internal Investigation

YEREVAN.- Armenian police will conduct an internal investigation
in connection with the incident at police station where law
enforcers hampered work of the lawyers of the opposition activists,
representative of police Ashot Aharonyan told Armenian News – NEWS.am.

Two days ago Attorney General Aghvan Hovsepyan appealed to the Chief
of Police Alik Sargsyan asking about internal investigation and
verification of press reports.

Hovsepyan also presented a scanned article describing the incident
published by the Armenian Haykakan Zhamanak newspaper.

Earlier, lawyers said police hampered their work. Law enforcers picked
the phone of Stepan Voskanyan and hit Vahe Hovsepyan.

As Armenian News-NEWS.am reported earlier, policemen detained seven
opposition activists on August 9. On August 12, 2011, Kentron and
Nork-Marash administrative court of general jurisdiction ruled against
Tigran Arakelyan, Sargis Karapetyan and Artak Gevorgyan sentencing
them to two months detention, yet the other activists were released
on recognizance.

Armenian market is temporary and will soon be regulated, RA Agriculture
Minister Sergo Karapetyan said today at a news conference.

He says the phenomenon is connected with the potato harvest that has
just started. Before this the price will increase a little, and then
will be regulated again. The minister said rise in price of other
vegetables is not expected.

Armenia – President Serzh Sarkisian (R) and Hrant Markarian attend a

In a rare manifestation of discord within its ranks, the opposition
Armenian Revolutionary Federation (Dashnaktsutyun) criticized
on Friday its largest branch in the United States for deciding to
boycott an upcoming event in Los Angeles to be attended by President
Serzh Sarkisian.

Sarkisian is expected to visit the U.S. in late September to address
the UN General Assembly in New York and meet with representatives
of the influential Armenian-American community. He will attend an
official banquet organized by the Armenian Consulate in Los Angeles
and dedicated to the 20th anniversary of Armenia’s independence.

Dashnaktsutyun’s organization in the western U.S. announced
late on Thursday that its representatives will not take part in
the celebration, in protest against Sarkisian’s track record in
office. It said his presence there will “cast a shadow on the idea
of independence and denigrate the struggle of our people for the
restoration of justice.”

In an unusually strongly worded statement issued late on Thursday,
the pan-Armenian party’s chapter described the Armenian president
as a “discredited” individual who “tramples democracy and democratic
values underfoot” in order to ensure “the reproduction of the criminal
regime.”

The statement went on to accuse the Sarkisian government, of which
Dashnaktsutyun was a part until April 2009, of committing “blatant
human rights violations,” controlling the judiciary and sponsoring
“oligarchs that continue to relentlessly plunder our people” in
Armenia. It also condemned the government’s conciliatory policies
towards Azerbaijan and Turkey.

Dashnaktsutyun’s supreme decision-making body based in Yerevan,
the Bureau, made clear the next day that it disapproves of the boycott.

Armenia — Giro Manoyan, a senior member of the opposition Armenian
Revolutionary Federation.

“Obviously, there are numerous unsolved problems accumulated in
the Republic of Armenia,” Giro Manoyan, the Bureau’s foreign and
pan-Armenian affairs spokesman, said in written comments to media.

“But the 20-year [independence] anniversary testifies to our common
victory and achievements.”

“We have no right to be guided by personalized relationships and
emotional steps in this kind of events,” Manoyan said. “Instead, we
must use this occasion to express our unity and consolidation with
such events, while remaining faithful to our principles.”

Manoyan did not clarify whether the Bureau agrees with the harsh
assessment of Sarkisian made by one of the party’s most important
Diaspora branches. Dashnaktsutyun leaders in Armenia have been more
cautious in criticizing the current authorities in Yerevan.

The verbal attacks from the Armenian-American political structure are
more in tune with characterizations of Sarkisian regularly made by the
Armenian National Congress (HAK), a more radical opposition force at
odds with Dashnaktsutyun. They are the clearest indication yet that
some Dashnaktsutyun structures and individual members disagree with
the party leadership’s cautious stance.

Opening a Dashnaktsutyun congress in Yerevan in late June, Hrant
Markarian, the de facto head of the Bureau, called for a “systemic
regime change” in Armenia but avoided personal attacks on Sarkisian.

He made clear that Dashnaktsutyun will not seek to topple the president
with sustained street demonstrations and other radical actions.

A declaration adopted by the congress likewise stopped short of
demanding Sarkisian’s resignation.

Dashnaktsutyun quit Armenia’s governing coalition in 2009 in protest
against Sarkisian’s controversial policy of rapprochement with Turkey,
rather than his human rights or socioeconomic records.

The nationalist party had joined the coalition after recognizing
Sarkisian’s hotly disputed victory in the February 2008 presidential
election and essentially endorsing the deadly suppression
of post-election demonstrations organized by HAK leader Levon
Ter-Petrosian. The crackdown was ordered by Sarkisian’s predecessor
Robert Kocharian, whom Dashnaktsutyun supported throughout is
decade-long rule.

Ter-Petrosian and his associates accuse Dashnaktsutyun of continuing
to maintain close ties with Sarkisian. The Dashnaktsutyun leadership
dismisses these claims, saying that the HAK itself exposed its
readiness to cut secret deals with the Armenian authorities when it
embarked on a dialogue with them last month.

In September, the Medvedev-Gul meeting is expected during the summit
in Yaroslavl, and it has been announced that the Karabakh issue will
be discussed. What should be expected from this meeting?

Currently, it is necessary to be highly attentive and cautious to
everything concerning Russia’s policy. Russia’s political government
has led the country to a foreign political fiasco and is mocked by
the world. It is comforting that the Russian political literature has
already understood that Russia’s policy includes a highly “principled”
technique – “handover” of partners and allies, ranging from separate
ethnic groups to entire countries. This is the tried and tested
“primakovian idea” and it allows for drawing profit out of it.

No doubt, the privileged political groups in Russia regularly make
money on foreign policies, including the “principle” of “handover”. As
to the interests of Armenia, it should be noted, quite plausibly and
without a shade of emotion, that a “Talaat Pasha” is residing in the
Kremlin to whose defective mind it has occurred that he could sell
Armenia to the Turks for good money. Absolutely no success in foreign
policies, neither in the West, nor in the East and in the South. In
view to the elections, it is necessary to reach any success, just a
tiny one. The Kremlin thinks that the dialogue with Turkey, despite
dissatisfaction caused by the U.S. filigree policy, still possesses
some reserve, and the chance should be used.

There is only one thing “Talaat Pasha” can do – enter a deal with the
Turks, and most probably, a decision on this is already in place. At
any rate, there is a decision to strike a deal. But will Turkey
accept this initiative? To Turkey, Armenia and Karabakh is too little,
it needs greater concessions, larger in scope. Apparently, however,
no time is left, and soon “Talaat Pasha”, together with his advisors
from the Institute of Modern Development (a new freebie called a
“think tank”) will appear on the gallows, as it is usually the case
in Russia. “Talaat Pasha” has already blundered in his affair with
Azerbaijan. A failure with Turkey would lead to a catastrophe. The
impression is that “Talaat Pasha” has been let down by someone. What
foreign policy should be concerned in this mess?

Yesterday, at the Bagratashen border crossing between Armenia and
Georgia, I witnessed the following bizarre scenario.

I took us only 15 minutes to pass through the Georgian check point. It
took us an hour and 15 minutes to get through the Armenian side. I
wanted to find out why.

“Can you tell me why you are torturing Armenian citizens who want to
get back into Armenia?” I asked one of the Armenian border guards.

“Hey, there are lines over on the Georgian side as well. Why don’t
you mention that,” was the response I got.

I told him I was a journalist and asked about all those 18 wheelers,
loaded down with tons of cargo, parked on the bridge.

“Aren’t you concerned that the bridge might collapse under all that
weight? Isn’t it a violation?”

The Armenian border guard said that there was an agreement with the
Georgians to let the trucks pass in slow order, but that the Georgians
waved them through all at once.

“No”, I said. “The Georgians let them pass in staggered fashion. The
back-up is the result of the Armenian side.”

“Fine, but what can I do. There are inspectors here from the
Presidential Control Service. Go talk to them,” the Armenian border
official answered.

That’s exactly what I did.

The Control Service employee was standing right in the middle of the
crossing. His presence didn’t seem to be making any difference.

I walked up to him and asked the same question – Why the backlog on
the Armenian side?

He looked puzzled. “What about the wait on the Georgian side?” he
asked.

I told him that I wasn’t interested about what the Georgians were
doing.

“Listen, I’m concerned about what my country Armenia is doing here.”

This is the second time I’ve made the trip to Georgia and I went
through the same experience the last time.

I mean the road traffic wasn’t what you’d call abnormally heavy.

It just seems to me that our Armenian border officials are either
lazy or work very slowly.

I reminded of construction scenes on the streets of Yerevan. There’s
one guy digging with a shovel and ten “bosses” standing around
watching him.

Who’s in charge of fixing the mess?

I mean if the government still can’t operate a border crossing normally
after all these years, how in the heck can they run an entire country
in a manner resembling “normalcy” in its most liberal of definitions?

Armenian citizens trying to make their way back to Armenia are
frustrated and frazzled even before setting foot in the homeland.

That 1 hour and 15 minute wait at the border will do the trick
hands down.

BAKU: Turkish, Russian Presidents To Discuss Karabakh

Turkish President Abdullah Gul and his Russian counterpart, Dmitriy
Medvedev, are to discuss the Armenian-Azerbaijani conflict over
Karabakh.

The subject will be part of discussions during the Turkish president’s
visit to Russia in September, where he wiill attend a Global Policy
Forum in Yaroslavl on the 7th to the 8th, Turkish newspaper Zaman
reported.

The presidents are also expected to discuss Iran’s nuclear program,
Afghanistan and the international situation.

Dmitriy Medvedev has been trying to mediate a solution to the Karabakh
conflict, holding several meetings between the Azerbaijani and Armenian
presidents in the past two years. After the most recent meeting in
Kazan on 25 June failed to produce a breakthrough in the talks, the
Russian leader had a one-to-one meeting with Azerbaijani President
Ilham Aliyev in Sochi.

Details of the meeting have not been made public, but some commentators
say that Russia is proposing to send its own peacekeepers to Karabakh.

Baku’s recent announcement that President Aliyev will not attend the
CIS summit of heads of state in Tajikistan on 2-3 September has been
interpreted as a sign of displeasure at Russia’s Karabakh proposals.

The conflict over Nagorno-Karabakh began in 1988 when Armenia made
claims on the Azerbaijani territory. In a bitter war Armenian armed
forces occupied a swathe of Azerbaijani territory, including the
Nagorno-Karabakh region and seven surrounding districts. Despite a
ceasefire in 1994, no long-term peace agreement has been reached.

The nub of the conflict remains unresolved – the competing claims of
territorial integrity, which Azerbaijan insists takes precedence in
the case of Karabakh, and self-determination, which Armenia wants to
see for the Armenians of Karabakh.

An Assyria Youth seminar series has successfully come to a close
following three separate events focusing upon increasing awareness
of the cultural and historical legacies of the Assyrian people,
and the systematic human rights violations suffered today and in
recent history.

Below is a press release issued by the Assyrian Universal Alliance:

For the second time in one month, the newly established Young
Assyrians, a subsidiary of the Assyrian Universal Alliance-Australian
Chapter, managed to successfully officiate a major youth function. Mr.

Shahen the Regional Secretary of the Assyrian Universal Alliance in
Australia and New Zealand explained that the first youth conference
was held on 3rd July 2011 marking Assyria Day.

The conference addressed a number of issues including the problems
facing Assyrian youth in the homeland and in Diaspora. Also discussed
was the challenge of creating a sustainable and duplicable platform
for the next generation to get involved in matters pertaining to the
future of the Assyrian Nation. Additionally, the need to develop a
strategy to create awareness of Assyrian history and culture among
our young generation were discussed, and finally a method to build
durable and lasting communication between our youth in Diaspora and
the homeland ~SAssyria~T.

On the 11th of August 2011, The Young Assyrians organised a seminar
in respect to the Assyrian genocide. The keynote and guest speaker
was the Assyrian scholar, Dr Anahit Khosroeva, an Assyrian born in
Armenia. Dr Khosroeva is member of the prestigious International
Association of Genocide Scholars and was cordially invited by the AUA
to speak at genocide conferences in Sydney and Melbourne. Mr. Shahen
said that the audiences were inspired by the great presentation made
by Dr. Anahit at the Parliament House of New South Wales on Friday
5th August 2011, along with her address at the local genocide seminar
held in Fairfield organised by The Young Assyrians and as well as her
address in Melbourne convened at Darebin Arts and Entertainment Centre
which was put together by Australian Assyrian Arts and Literature
Foundation. ~SShe touched the hearts and minds of all attendees
with her eloquent and impassioned presentation~T said Mr Shahen. Dr
Khosroeva presented expansive evidence and proofs that the criminal
act of genocide perpetrated against the Assyrian nation by the Young
Turks was committed with the intention of exterminating and expunging
the Christian nations living in the Ottoman Empire comprising of the
Assyrians, Armenians and the Greeks. All the seminars were a great
success, notably the seminar organised by The Young Assyrians on the
11th gathered a large number of Assyrian youth of whom a large portion
indicated a desire to participate in future events and expressed
interest in serving the Assyrian cause.

Truly, the time has come for the next generation of Assyrians to
continue in the struggle for national rights and to work to achieve
the aspirations of our people. Mr. Shahen congratulated the AUA-
Australian Chapter for establishing The Young Assyrians and asked
all our institutions to provide the necessary support and guidance
for them.

Prime Minister Tigran Sargsyan received today American-Armenian rock
legend Serj Tankian at the Office of Government.

Greeting the guest, the Prime Minister said to be appreciative of
rock celebrity’s visit in the context of support for rock music
development in our country. Tigran Sargsyan advised that a rock
association rallying a number of Armenian rock bands has been set up
to promote rock music in Armenia.

Talking about the Rock against Genocide festival dated to the 100th
anniversary of the Armenian Genocide, the interlocutors touched upon
the participation of world-famous rock bands and singers.

The head of government wished Serj Tankian robust health, strength
and energy for the sake of his future projects.

In conclusion, Tigran Sargsyan awarded Serj Tankian with the Premier’s
commemorative medal for significant personal contribution to the
cause of Genocide acknowledgement and worldwide advocacy of rock music.

“The South Caucasus Railways” CJSC and Georgian Railways LLC reduced
fares for single speed container route Karmir Blur-Yerevan-Poti since
August 1, Trans-Port reports.

The tariff for a 40-foot container will make 0.70 Swiss francs against
0,86, and for an empty container-0.35 francs against the previous 0.43.

The parties have already made Kchanges to the technology of
organization of container train in international rail traffic between
the railways of Armenia and Georgia.
