A violation of the ceasefire accord on the Contact Line between Nagorno
Karabakh and Azerbaijan has left an Armenian serviceman wounded.

Nver Sargsyan, 31, received firearm wounds after the frontline troops
of the Azerbaijani Armed Forces fired gunshots in the eastern direction
of the Line.

Sargsyan was hospitalized. After a surgery, his condition is said to
be of medium gravity.

A probe into the circumstances of the incident has been launched.

The Azerbijani media earlier reported that a lieutenant of their Armed
forces – Akif Abdiev – had had been injured in an attack allegedly
launched by the Armenian troops.

The Armenian Defense Ministry denied the report in a later statement,
characterizing it as yet another lame attempt to describe Armenians
as agressors.

Le gouvernement armenien a promis de preter plus d’appui au petit
commerce. Le Premier ministre Tigran Sarkissian a indique que
l’expansion des PME est essentielle non seulement pour le developpement
economique du pays, mais aussi la democratisation.

” Le developpement des petites et moyennes entreprises aspire aussi
a creer une classe moyenne dans la Republique d’Armenie qui jouera
un rôle substantiel dans les reformes politiques et economiques ”
a dit Tigran Sarkissian. ” L’experience montre que la classe moyenne
a ete et reste la principale force agissante au niveau des reformes. ”

” En termes de former une societe civile, nous pensons qu’il n’est
pas possible de realiser des succès serieux sans avoir des petites
et moyennes entreprises ” a-t-il ajoute.

Tigran Sarkissian a de la meme facon decrit les petites et moyennes
entreprises comme ” un point d’appui fiable de la societe civile ”
dans un discours en avril dernier.

Ses derniers commentaires sur le sujet ont ete fait lors de la
première reunion d’un conseil du gouvernement sur le sujet du soutien
du petit commerce. Le groupe dirige par Tigran Sarkissian comprend
des fonctionnaires du gouvernement, des entrepreneurs prives et des
representants d’organisations internationales.

Le Premier ministre a reconnu qu’il y a toujours ” de nombreux
obstacles ” au developpement des PME en Armenie. Il a dit que le
conseil cherchera a les eliminer.

La première reunion a identifie dix problèmes specifiques. Ces
problèmes incluent les lourdes procedures pour la liquidation des
societes.

Quelques membres du conseil ont note a l’inverse que l’enregistrement
des entreprises dans le pays est tout a fait facile. ” Vous pouvez
maintenant très rapidement enregistrer une societe” a dit Karen
Martirosian de la Chambre de Commerce a Erevan.

Un autre membre du conseil, l’homme d’affaires Albert Poghosian,
s’est plaint que la legislation fiscale n’accorde aucun privilège aux
nouvelles PME. En Grande-Bretagne, a-t-il dit, de telles societes
sont exemptes d’impôts pendant les deux premières annees de leurs
operations.

Les autorites armeniennes et le Premier ministre Sarkissian ont
a plusieurs reprises promis d’ameliorer le climat domestique des
investissements.

Azerbaijani Armed Forces have violated the ceasefire accord along the
Line of Contact with Nagorno-Karabakh for about 200 times from 14-20
Augusts.

According to a press release by Karabakh’s Defense Ministry, the
Azerbaijani troops fired around 1400 bullets, using guns of various
calibers such as AK, SVD, PK and DShK.

The Karabakhi troops mainly refrained from retaliating, the ministry said.

Armenia never took into account Azerbaijan’s stance on Armenian songs
at Eurovision

YEREVAN. – Head of the Armenian delegation at `Eurovision’ Song
Contest Gohar Gasparyan called Azerbaijani side’s statements
`hackneyed and out-of-dated’, according to which if Armenian
contestant’s song contains even the most insignificant Azerbaijani
tunes, Baku will submit a formal complaint to the organizing
committee.

`Every year Azerbaijan makes such statements, this sort of statements
are quite common. We have immunity to them. Furthermore, they are
outdated and we are sick and tired of this kind of statements,’ she
noted.

Referring to the question whether it may serve as ground for Armenia
not to present a song with oriental tunes to avoid unnecessary
headaches, Gasparyan said: `Of course, no. Armenia has never taken
into account Baku’s stance on Armenian songs at Eurovision Song
Contest,’ Gasparyan told Armenian News-NEWS.am.

As reported earlier, in an interview with vesti.az, member of
Azerbaijani delegation Leyla Guliyeva said if Armenia’s song at
Eurovision 2012 contains even insignificant Azerbaijani tunes, Baku
will submit a formal complaint to the organizing committee.

Work is underway to create representations of the Azerbaijani
community of Nagorno-Karabakh in foreign countries, Azerbaijani
Community of Nagorno-Karabakh Chairman and Shusha Region Executive
Power Head Bayram Safarov told Trend.

Safarov noted that considerable work has been done to bring the
realities of the Karabakh conflict to the world. He said the
Azerbaijani government pays special attention to this issue and work
in this direction gives a result.

“Our embassies and Diaspora organizations in foreign countries are
very active in this matter. We also continue our work aimed at
exposing Armenia’s annexation policy at the international level,” he
said.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. – are
currently holding the peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

July in Armenia if compared to the same period of time in 2010, the
National Statistical Service of Armenia told ARKA. At the same time
consumer prices in July dropped by 3% compared to June, it said.

Economic activity growth in July compared to the same period in 2010
rose by 7%, and by 13% compared to the previous month. The inflation
rate this year envisaged by the government budget is 4% (± 1,5%). The
GDP forecast is 4.6%. -0-

The road to the town of Dastakert, some 23 kilometres south of Sisian
in Armenia’s Syunik Marz, is not for the faint of heart.

Not only will the ride fray your nerves but the rocky route will eat
up a normal car’s suspension in no time. It’s best to park your car
and call a local taxi to ferry you to Dastakert.

Invariably, your cabbie will be a loquacious chap who will pass
himself off as a jack of all trades with a handful of professional
degrees. Most likely, he will also be a stalwart supporter of this or
that political party.

Dastakert, for those who don’t already know, possesses the dubious
distinction of being the smallest urban metropolitan community in
Armenia with a population of 320.

It definitely saw better days during the Soviet period. It once
boasted a busy copper-molybdenum factory.

The town went downhill after the plant closed. People moved away.
Today, Dastakert resembles a town that has been evacuated due to air
strikes.

Geologists have now returned and are conducting mineralogical studies.
They say that the mine will reopen in the next few years.

A year ago 15 year-old Astghik fell in love with a young man from
Alaverdi who was in one of the research teams. They been keeping in
touch by phone ever since. Their long-term fate is inextricably tied
to the fate of the mine.

Astghik lives in the only residential apartment building in town; a
four story structure built decades ago.

Roudik, her father, is a refugee from Baku who resettled in Dastakert
23 years ago. He met his wife here.

Today, they have five kids and the family survives on a social
assistance package of 51,000 AMD in ($140) per month. To get by, the
family also collects berries in a neighbour’s field and harvests grass
in the higher elevations for animal forage. Neither of the parents
holds down a steady job.

Roudik says everyday is different but that they manage to work at this
or that to put food on the table.

Astghik and her two sisters, Lilit and Elmira, dream of leaving
Dastakert for Yerevan. I ask Astghik what she will do in Yerevan.

“The main thing is that I won’t be fighting with them,” she answers
with a smile and points to her sisters.

The girls stay as busy as they can doing their chores, both in the
house and in the garden, and taking care of Boris, their baby brother.
After that, all that’s left is to watch TV soap operas. (See:

The small apartment is neat and tidy even though the walls and
ceilings are rough and unfinished.

A small TV sits atop a cabinet that doubles as a fridge. When I ask
why they don’t own a regular refrigerator, Roudik laughs, “We don’t
have anything to put inside.”

The family eats what they grow in the garden. The milk from their one
cow isn’t even enough for the kids.

Grishik, a starry-eyed third grader dreams of becoming a doctor and
helping others.

Boris, his baby brother who is almost two, underwent major surgery
when he was just four days old. It was then that Grishik decided to
become a physician. Boris now walks like any other 2 year-old.

The four kids will soon start school. Roudik tells me that they don’t
have the money to buy them decent clothes or school supplies.

“In Baku I had work and lived a normal life. Here, there’s nothing. If
the mine opens hopefully we’ll have work. But who can say if it’ll be
permanent. At least I know we get the social assistance every month.”

The Hetq reported expired formula milk sold at Member of Parliament
Samvel Alexanyan’s chain of Yerevan City supermarkets. Earlier there
were press reports on expired baby food and medicine in the
supermarkets owned by Samvel Alexanyan. The monopoly of import of
these products belongs to the member of parliament.

The Food Safety Inspectorate launched monitoring to check these reports.

The minister of agriculture, Sergo Karapetyan, told reporters that
wheat price fell by 20% in world markets. However, he says, in
Armenia, the price of bread will hardly be cut because there is a
considerable amount of wheat bought at the former price. The monopoly
of wheat imports belongs to Samvel Alexanyan.

Un groupe de jeunes britanniques au Haut Karabagh

La baronne Caroline Cox membre de la Chambre des Lords au Parlement
britannique a dirigé un groupe de jeunes bénévoles de l’association «
The Humanitarian Aid Relief Trust » (HART) venus au Haut Karabagh pour
effectuer durant un mois un travail humanitaire. Le groupe composé de
35 jeunes a effectué en fin de mission, une visite -sorte de
pèlerinage- sur les lieux de cultes du Haut Karabagh dont le monastère
de Kantsassar haut lieu de la spiritualité de l’Artsakh. A Kantsassar,
le groupe s’est réuni à d’autres groupes venus de Grande Bretagne,
Etats Unis, Afrique du Sud, Birmanie, Australie, France, Allemagne et
Pays Bas. Des visiteurs rejoints et soutenus par la population
arménienne locale. Les jeunes volontaires du groupe britannique « The
Humanitarian Aid Relief Trust » réalisera au retour en Grande
Bretagne, une exposition-photo sur le séjour au Haut Karabagh.

A 26-year-old man, Armenian by origin, was gunned down Wednesday
afternoon in East Hollywood on Wednesday.

Mihran Ashikyan was killed in the afternoon as he was walking on the
street, The Los Angeles Times reported.

Police suspect that the killer was a man, while the motive for the
shooting may have been connected to a dispute between the two men.

Los Angeles police is seeking information about the crime.
