Oil Prospecting Seen as Latest Risk to Lake Sevan

Right now, only exploratory work is planned, but environmentalists
fear for the worst if anything is found.

IWPR – Environmentalists in Armenia are alarmed by the government’s
decision to allow oil prospecting in an area that includes Lake
Sevan,the region’s largest freshwater resource.

The ministry for energy and natural resources has granted exploration
company Blackstairs Energy Armenia permission to begin an11 million US
dollar search for oil and gas deposits in 2015-16.

Blackstairs Energy Armenia, a locally-registered firm,was set up in
2008 as a joint venture between Canadian company Vangold, Ireland’s
Blackstairs Energy and the Armenian government.

According to Vangold, the company has obtained “very encouraging” data
that provide “compelling evidence for the existence of significant
accumulations of hydrocarbons within the licence area”. That area,
known as the Central Depression, is located in central and southern
Armenia and includes part of Lake Sevan.

Near the lakeside, prospecting work is planned at the villages of
Hayravank, Tsaghkashen and Noradus.

The lake is protected by a special law passed in 2001 which forbids
any activity liable to damage its ecosystem. Environmentalists have
frequently raised the alarm about projects that seem to contravene at
least the spirit of the law, from fish farming to gold mining
andover-use of Sevan’s waters.

“As long as it’s just exploration, we can’t say the law is being
broken,” Silva Adamyan, coordinator of the Public Environmental
Alliance, told IWPR. “But if oil reserves are found, the next step has
to be production. Drilling operations on Lake Sevan’s territory is
prohibited by law, as it would have devastating consequences for the
lake.”

Adamyan insisted that Armenia’s green activists would be happy if oil
reserves were discovered, as long as it was not at the expense of Lake
Sevan.

Unlike its oil-rich neighbour Azerbaijan, Armenia has few known
natural fuel sources and has to import natural gas from Russia and to
a lesser extent Iran.

While the neighbouring Azerbaijan has rich deposits of oil,
environmentalists doubt that Armenia possesses untapped reserves.

Ruben Movsisyan, the director of Yerevan State University’s Centre for
Sustainable Development, is pretty sure that the prospectors will not
find anything commercially significant.

“In the Soviet era, wells were drilled atArmavir and a little gas was
found. And a very small oil deposit was found in the village of
Voghjaberd on the road to Garni. Foreign organisations then drilled a
well in Garni to a depth of about 3,200 metres, but nothing was
found,” he told IWPR.

However, Blackstairs Energy Armenia says data collected in the Soviet
period is unreliable.

“The research conducted from 1947 to 1990 was… done using rudimentary
geological and geophysical technology,” the company said in a
statement.

The company insists that its activities are designed to minimise any
environmental impact.

Kristine Vardanyan, ofBlackstairsEnergy Armenia, said that since only
exploratory work was to be conducted at this stage, using safe
methods, there was no cause for concern.

Tehmina Arzumanyan, spokesperson for the Ministry of Nature
Protection ,stressed that permission had been granted only tolocate
potential oilfields, not to drill in them.

“If, as a result of exploration, it turns out that there is gas or oil
underground in Armenia, the company must seek an additional expert
study or apply for a license to drill wells in the area,” Arzumanyan
told IWPR.

But Karine Danielyan, chair of the Association for Sustainable Human
Development, argued that the application which Blackstairs Energy
Armenia submitted to carry out prospecting was incomplete.

“This document does not contain any assessment of the impact on the
environment; it is merely descriptive.Instead of proposing safety
solutions, it only expresses good intentions,” Danielyan said.

Movsisyan pointed out that as a country with no oil industry, Armenia
had never developed legislation to govern the pollution and other
risks that extraction would entail.

Environmentalists argue that decisionsof such momentous importance
need to be discussed more broadly. Liana Asoyan, coordinator of the
Aarhus Centre in Gavar, says public hearings have been held in all the
regions where exploration is planned, but civil society organisations
were not invited.

“We were not informed that these hearings were going on,” she told
IWPR. “So the Aarhus Centre in Yerevan and Gavar organised a
meetingitself, and invited company representatives and
environmentalists.We made our position clear – that Lake Sevanshould
be left alone,and that they should not even plan any drilling work
there.”

Asoyan says it is unclear what will happen if oil is found.

“We’ve been assured that there won’t be any drilling in Lake Sevan.
But if they do find oil, what would the company be interested in other
than extracting the reserves?” she said.

The paper says it has learned from sources that Prime Minister Hovik
Abrahamyan’s recent trip to Kuwait was motivated by an interest to
attract investments.

With the Government seeking huge funds to avoid an economic crisis
(about $800,000,000-$1,000,000,000, according to the paper’s
estimate), the premier is thought to have made up his mind to
negotiate an investment plan with Kuwaiti sheikhs. Citing its sources,
the paper says that several businessmen have promised to make
large-scale investments in Armenia’s irrigation infrastructures. It
remains to be seen if they will be as good as their word, says the
paper, commenting on the report.

YEREVAN. – Zhoghovurd daily has learned from the Armenia migration
report, which the Armenian governmental and the international
organizations had prepared between 2013 and 2014, 28.3 percent of
the country’s population, or 870 thousand people, lives abroad,
the daily reported.

“In this case, [however,] this does not refer to the people who have
left Armenia and renounced [Armenian] citizenship. This refers to
the residents [of Armenia] who are a part of the concept of ‘RA [i.e.

Republic of Armenia] population,’ or the same proverbial 3 million
presented by census results.

“Note that there are numerous noteworthy data in this document.

Especially, according to a number in one of the tables, it turns out
that the estimated number of the RA population has totaled 2 million
690 thousand in 2013, and when we subtract the emigration number in
2013 and 2014, it turns out that the estimated RA population is now
2 million 600 thousand,” Zhoghovurd wrote.

Azerbaijani media go on spreading disinformation about Armenian
subdivisions shooting Azerbaijani civilians. This time Azerbaijani
information agency APA writes that allegedly ‘the Armenian armed
subdivisions in Agdam district have opened fire on civilians when
they went to the cemetery.’

Senor Hasratyan, the head of the NKR Defense Army press service,
denied the disinformation of the Azerbaijani side in his interview
to Panorama.am.

“NKR Defense Army subdivisions have always complied and comply with
the ceasefire. It is the style of the Azerbaijani armed forces,”
the head of the NKR Defense Army press service declared.

It is noteworthy that of the 10 photos published by the Azerbaijani
information agency only one shows a damaged headstone, yet there are
no traces of bullets on it. The rest of the photos show Azerbaijani
villagers grieving at the graves of their loved ones, while APA
claims that allegedly ‘it is practically impossible to visit the
graves because of the Armenians shooting.’

According to the statement of the spokesperson of the Defense Ministry
of Armenia, at the beginning of February the Azerbaijani subdivisions
opened an intensive fire on their own villages at the Armenian border
in Tavush province from mainly large-caliber weapons in order to
accuse the Armenian side of it later.

Desecration of monuments in various places in Armenia has become
a serious concern lately. Many think it is the result of bad
surveillance, and sculptors refrain from creating and placing new
works for fear that they will also have the destiny of the desecrated
monuments.

Recently photographer German Avagyan posted on his Facebook account
pictures of “Ardzaganq”, a bronze monument placed in 1980 on
the Yerevan-Sevan highway; the latter has been severely damaged,
which provided another occasion for the public to discuss issues
of vandalism.

“You say Islamists are making a mess in Iraqi museums. These are,
probably, our Islamists,” Avagyan wrote.

The Armenian Ministry of Culture told ArmeniaNow that even though the
above-mentioned monument is not considered a historical-cultural value,
however they condemn the vandalism and also try to contribute somehow.

“In such cases, when monuments are damaged or desecrated, it is
the community leader’s responsibility, however, we have prepared
a corresponding notice to the prosecutor of the province, with a
request to solve this crime and ensure that the damage is repaired,”
Ministry of Culture official Armen Abroyan told ArmeniaNow.

As for the conversation of monuments in Yerevan, Abroyan said that
they are cooperating with the city authorities on the matter.

There have been quite a few monuments in Yerevan that have also
been vandalized. The latest incident happened to the copper statue
located in front of the VTB-Armenia bank, the video of which went
viral on the Internet. In the video young men vandalize the statue,
but it still remains unclear whether anyone has been punished for it.

Sculptor Nune Tumanyan told ArmeniaNow that there are many desecrated
statues in Armenia and nobody bears responsibility for that.

“Why can we guard cars and not statues, if it came to the point when
people do not realize that they should not touch statues? Maybe someone
must be punished so that others should refrain from taking the same
path,” the sculptor, who is also a member of the Artists Union, said.

Sculptors say that unless there is serious surveillance they will
not stop worrying about their works and will not create and place
new monuments.

“There is a great desire to place new statues in the city. But how
can we do that when you can see that they are not preserved?” she said.

And sculptor Gagik Ghazaryan thinks that there is little love for art
in Armenia and the deeper reason for the vandalism against monuments
is that children are not properly taught to love and appreciate art
from early on.

“Everyone starting from children till grown-ups must acknowledge
culture, they should not touch sculptures, churches and buildings. We
praise ourselves for being a nation with ancient culture, but it
turns out that we have a barbarian attitude and we destroy our nation
ourselves,” he said, adding that there are many problems in that field.

In most cases monuments and statues in Armenia are vandalized because
of previous metals used in them.

a statement explaining the reasons for a recent meeting between Serzh

“I am receiving numerous calls from media representatives who are

I can say that the meeting took place with the consent of the Party

The meeting aimed to clarify their opinion on the three proposals
made by the Heritage during a conference “Constitutional reform:
Pros and Cons” which was organized a few months ago. Serzh Sargsyan
said they are ready to discuss the proposals. We said that our final
position on constitutional reform will depend on the response of an
expert committee.

Yesterday, Heritage lawmaker Zaruhi Postanjyan said during the
consultation held at the party her teammates reacted negatively to

Ashot Bazinyan is one of the 270 persons who have benefited from a
new government program launched this year to enable patients like
him to undergo urgent invasive heart surgeries for free.

The 64-year-old pensioner who had never had heart problems before had
to seek ambulance assistance on the evening of March 7 when he had a
sudden cardiac arrest. The paramedic brigade that arrived performed
the electrical cardiopulmonary resuscitation and the patient was taken
to the Clinic of Heratsi Hospital Complex N1 where he underwent the
state-paid invasive surgery.

“I don’t remember anything as I woke up just after the surgery, but now
my health condition is much better. What the ambulance service team and
hospital staff was very professional,” Bazinyan, a former television
director, told ArmeniaNow after receiving one bare-metal stent.

Cardiovascular diseases remain the number one killer in Armenia,
with a 48-percent mortality rate. Cardiologists say stent placement
is the most effective way to save heart patients’ lives.

According to the Minisrty of Health (MOH), statistics show that
countries like Armenia need stent placement for approximately 5,000
people, but the number of such interventions in our country does not
exceed 3,000.

Whereas according to another viewpoint, many people cannot simply
afford stent placement because of its high price. To solve the problem
the MOH on January 1 launched a one-year program of urgent surgeries
called Life Saving. Operations conducted on heart patients under this
program are free of charge.

“The program is meant not for the people who are included in
other groups for free heart invasive surgery, but for those who
are diagnosed with a life threatening infarction,” head of the MOH
medical assistance center Tsaghik Vardanyan says, adding that the
health condition of people with free stents is monitored for six
months after the surgeries.

Vardanyan does not exclude that the one-year program can be extended
depending on the number of people who need urgent heart surgeries.

Last year the MOH signed a memorandum with six medical centers
performing invasive heart surgeries, four of which are medical centers
located in Yerevan. They are: Nork Marash, Malatia, Heratsi Hospital
Complex No.1, Erebuni. The other two are the Gyumri and Goris medical
centers.

A heart surgery that costs 700,000 drams (approximately $1,500)
supposes a placement of one bare-metal stent, which costs nothing
to patients, however the placement of the second and third stents
supposes some costs to be covered by patients themselves.

The program is funded from the state budget that earmarks 500 million
drams (more than $1 million).

According to representatives of the sphere, the operation is performed
only after the verification of appropriate measurements developed for
such cases. It is vitally important that the operation be performed
within the first 12 hours after the heart attack, otherwise it will
have no results, specialists say.

Vardanyan says that 151 of those who received medical assistance
as part of the program are residents of Yerevan, the rest 119 are
patients from provinces. Of the program beneficiaries 210 are men
and 60 are women, their average age being 63.

Remarkably, the free heart stent placement program also covers all
post-surgery expenses as well.

Bazinian, who is recovering after the surgery, says the program also
pays for his other expenses related to treatment.

“Besides the free surgery here I also have free medication and I
don’t pay for the ward, as for the staff treatment, I can say that
their periodic examinations prevent me from possible aggravations,”
says the pensioner, adding that the urgent surgery he underwent proved
really lifesaving for him.

YEREVAN, March 13. /ARKA/. Baku is waging an illiterate media war
against Armenia, as it is not aware of special features of the Armenian
people, expert on South Caucasus geopolitics Anzhela Elibegova said.

According to Elibegova, Azerbaijanis’ fault is that they prepare
disinformation in line with their own criteria, with no consideration
given to the specific Armenian perception aspects.

“Azerbaijanis’ perception of the real picture of our society is
inaccurate,” Elibegova said in her interview to Sputnik-Armenia radio.

Yet, according to the expert, despite general literacy of the Armenian
audience, certain readers believe and share the disinformation spread
by the Azerbaijani side, she said, as cited by Novosti-Armenia.

Elibegova stressed the global mass media’s coverage of Karabakh
conflict has drastically changed, and Armenia’s stance is now presented
along with that of Azerbaijan, due to increased influence of the
Armenian Diaspora.

“Media efforts aiming at exposing Azerbaijani disinformation are
seen in various European countries,” she said. Before, according to
Elibegova, the Armenian communities abroad did not pay much attention
to Armenian-Azerbaijan problems.

“It will be painful for the Azerbaijani side to see Artsakh appear
in the global community not indirectly, but directly, both in terms
of tourism and culture,” Velibegova said adding these sectors are

During the meeting the NA Vice President proposed to discuss in the
Latvian Parliament the possibility of the adoption of the statement
condemning the Armenian Genocide.

Potapkins in response to him has assured that they are ready to discuss
the adoption of the statement condemning the Armenian Genocide in
