EASTERN ANCA HONORS ITS VENERABLE SERVANTS

Boston – When it comes to humility and community service, look
no further than Stephen Dulgarian and Ruth Thomasian — a couple
goodwill ambassadors who have brought homage and respect to their
heritage through their diverse ways.

Both were honored by the Eastern Region ANCA for their untiring
devotion to the Armenian Cause before 265 guests at the Seaport Hotel
Oct. 15.

The two icons, often known for their quiet and humble deeds, were
presented the coveted Vahan Cardashian Award, given annually to an
ANCA activist or supporter in behalf of a Yale-educated lawyer who
set aside his successful New York practice to advocate for the plight
of the Armenian Nation.

The evening was further accentuated by the presentation of the ANCA
Freedom Award to Senators Robert J. and Elizabeth Dole, both of whom
embraced the country of Armenia throughout their tenure, especially
in the post-earthquake era with a trip to that shattered land and
vast missionary work.

The Freedom Award represents the highest honor bestowed by the
ANCA for those who have exhibited an extraordinary commitment
to Armenian-American issues. Other recipients have included the
late Senator Edward Kennedy, human rights activist Samantha Power,
former Ambassador to Armenia John Evans and New Jersey Senator Robert
Menendez.

Because of Senator Robert Dole’s ill health and his wife’s constant
care, the two were unable to attend the dinner. Accepting in their
behalf was Executive Director Aram Hamparian.

“The Doles helped shape and shepherd an entire era of Armenian
advocacy,” said Hamparian. “Together, they opened a door to friendship,
love, respect and dialogue. They stood by the truth through the highest
stations of American power and never relented in their support.”

An Armenian connection remains indelible. When Robert Dole returned
from World War 2 with injuries that left his left arm useless and
about to be amputated, Dr. Hampar Kelikian, an Armenian native of
Hadjin, repaired the shattered shoulder and allowed the senator to
regain some use of the limb.

“Dr. Kelikian healed his body, mind and spirit,” Hamparian added. “In
appreciation, no doubt, Senator Dole supported our issues. It is also
the story of our potential as Armenians and our possibilities.”

Hamparian further pointed to oncoming generations to perpetuate
the work of the ANC and continue to plant the flowering seeds on an
inveterate history and heritage.

“So that we can sit as equals, contribute as friends and celebrate
as Armenians at the table of nations,” he brought out.

Hamparian also called for a strong Armenia, free and fair; a safe
and secure Artsakh; a healthy Javakhk, and a genocide resolved.

Thomasian was singled out for her 36 years as founder, director
and purveyor of Project SAVE, and historical archive for Armenian
photographs that has preserved and documented some 35,000 images
dating back to 1860.

Over that time, 26 pictorial calendars have enhanced her mission,
based at 65 Main St., Watertown, the latest being one titled “Hype
Hats, Hair and Hands.”

“Her prodigious efforts have nourished the fruits of our banal
existence and given recycled Armenian visuals a new purpose in our
midst,” came the introduction. “Since 1975, Ruth has enhanced the
fragmented heritage of a dispersed people through memories of life
in historic Armenia and elsewhere.”

Among the congratulatory messages was one received from Wayne F.

Smith, winner of the 1997 Nobel Peace Prize for the elimination of
land mines.

Thomasian looked upon her earlier life as an isolated and uninvolved
Armenian who suddenly found her way through Project SAVE, after
leaving a tenured teaching position at age 24.

“Now, I know more than I ever dreamed possible, learned from people
I’ve met and the stories they have shared,” she revealed. “I’ve been
blessed with a devoted staff and board of directors, many of whom
are volunteers who’ve joined me with their love of social history
through photography.”

Thomasian also paid homage to Cardashian as “a man who had focus,
purpose, passion and a vision — all in the name of a free and
united Armenia.”

Dulgarian’s book of golden deeds includes an active letter-writing
campaign to legislators and newspapers in pursuit of justice and
recognition toward human rights. The son of genocide survivors, he’s
a 50-year member of the Lowell Gomideh currently working toward the
erection of a genocide memorial in Lowell.

He’s made 12 trips to Armenia, supports many an “adopted” child in
that land with his wife Angele, and served as an AYF advisor and
coach for decades. It all translates to a lifetime of meritorious
service for his ancestry.

“Of utmost concern should be the centennial observance in 2015 and
the welfare of our remaining survivors,” Dulgarian brought out. “We
should lobby for the passage of a much-belated genocide resolution
in Congress as well as a postage stamp commemorating our genocide.”

Dulgarian was joined at the dinner by his four children, their spouses,
and several of his nine grandchildren, along with friends throughout
the East Coast as far south as Florida.

“His home and hospitality, effort and enthusiasm toward a righteous
Armenia have always been extended,” came his introduction. “A scholar,
humanitarian, community activist, he remains a role model for others
of his kind.”

The program opened with welcoming remarks from Rita Bejakian, followed
by the singing of both national anthems by Tamar Kanarian. His Grace
Archbishop Oshagan Choloyan, prelate, delivered the invocation after
commending the committee’s diligent work and its focus on national
and international issues.

PanARMENIAN.Net – According to unconfirmed reports, Vice Prime Minister
of Armenia, Minister of Territorial Administration Armen Gevorgyan
resigned his post.

Rumors on Gevorgyan~Rs resignation have been afloat since Armenian
Police Chief Alik Sargsyan was relieved of his position.

The reports on Gevorgyan resignation, however, were denied by the
latter~Rs spokesman today.

On November 1, Armenian President Serzh Sargsyan signed a decree to
relieve Armenian Police Chief, lieutenant general Alik Sargsyan of
his duties and to appoint him as a presidential advisor.

By another decree, lieutenant general Vladimir Gasparyan was dismissed
as the Deputy Defense Minister and was appointed to the post of
Armenian Police Chief at the government of Armenia.

a possible resignation of the chief of the General Staff of Armed
Forces, Colonel-General Yuri Khachaturov.

As Seyran Ohanyan told journalists at Armenian parliament, “the
resignation reports are false, with army officials, led by Defense
Minister, continuing to fulfil their duties.”

With Yerevan Mayor Karen Karapetyan and Police Chief Alik Sargsyan
having resigned their posts, the resignation of some other officials
is not ruled out.

PanARMENIAN.Net – Palestinian leaders reacted angrily after Israel
said it would build 2,000 settler homes and freeze the transfer of
Palestinian tax funds to punish them for joining UNESCO.

Israeli Prime Minister Benjamin Netanyahu’s inner cabinet decided on
Tuesday, November 1, to speed up construction in east Jerusalem and
in nearby settlements, a day after UNESCO’s general assembly voted
Palestine in as a full member.

“These measures were agreed… as punishment after the vote at UNESCO,”
a senior government official told AFP on condition of anonymity.

“We will build 2,000 housing units, including 1,650 homes in east
Jerusalem and the rest in the settlements of Maaleh Adumim and Efrat,”
he added, referring to a sprawling settlement east of Jerusalem and
another between Bethlehem and the southern city of Hebron.

“It was also decided to temporarily freeze the transfer of funds to
the Palestinian Authority,” he added.

Every month, Israel transfers to the Palestinian Authority tens of
millions of dollars in customs duties levied on goods destined for
Palestinian markets that transit through Israeli ports. The money
constitutes a large percentage of the Palestinian budget.

Israel often freezes the transfer of funds as a punitive measure in
response to diplomatic or political developments viewed as harmful.

A statement from Netanyahu’s office said the decisions were taken
during a “first discussion” of the UNESCO issue. Further steps would
be considered at the next meeting of the so-called Forum of Eight
senior ministers.

The Palestinians’ presidential spokesman Nabil Abu Rudeina reacted
angrily. He called on the Middle East Quartet and the US administration
to “put an end to this recklessness” which he warned would have
“negative consequences” for the whole region.

“The Israeli decision to speed up settlement construction with the
construction of 2,000 new housing units is an Israeli decision to
accelerate the destruction of the peace process,” he told AFP. “And
the freezing of funds is stealing money from the Palestinian people.”

The Palestinian request for UNESCO membership was approved by the UN
cultural organization’s general assembly at a vote in Paris on Monday,
despite strong opposition from the United States and Israel.

In New Times party leader Aram Karapetyan’s opinion, the current
developments in Armenia’s domestic political life are natural and
law-abiding. The party leader said so himself at a joint press
conference with Republican Party of Armenia (HHK) MP Artak Davtyan
in Yerevan today.

“Armenia is entering a pre-electoral period: it’s obvious that the
administration, represented by the ruling coalition, is centralizing
everything so that it can clearly pass this stage. I believe that
the matter of dismissals, the absurdities that await us, which will
occur in the coalition, will be about the process of strengthening
these resources. There’s nothing new here. One could assume that
a series of these dismissals will continue. Sometimes there are
incomprehensible incidents, such as [former Yerevan mayor] Karen
Karapetyan’s resignation, which was unexpected, but let’s accept the
explanation that there are also personal reasons in life,” said Aram
Karapetyan (pictured, and no relation to former mayor).

Replacing Karen Karapetyan with deputy mayor Taron Margaryan, in the
politician’s opinion, is aimed at HHK in Yerevan centralizing its
resource – ahead of the upcoming elections.

“Regretfully, let me say that this is how the process is, because
in Armenia the coalition is a bureaucratic structure and not an
ideological one,” he added.

Artak Davtyan, also weighing in on the matter of dismissals, said
that those who resigned from their positions have already made the
necessary comments and he has nothing more to add.

“And I, as Artak Davtyan, am respectful toward the mayor’s decision
in particular,” he said.

Recall, Yerevan mayor Karen Karapetyan resigned last week. This was
followed by reports yesterday and today that RA Police Chief Alik
Sargsyan will be dismissed and RA Deputy Minister of Defense Vladimir
Gasparyan is to replace him.

American politician and a lawyer Mark Mewrovitz announced during
his interview with Turan news agency: “Any decision of Karabakh main
issue will be discussed outside of UN Security Council”.

He believes that Azerbaijan, as a new member of UN Security Council
must solve the human rights issue as soon as possible in order to
have international confinement and the support of the West.

The politician thinks that becoming a member of UN SC means that
any international step taken by Azerbaijan will be discussed with
every detail.

“Azerbaijan is in the public attention, hence must have a wise policy
both inside and outside of the country”, said he.

Mewrovitz believes that Azerbaijan must be careful in order to not
have conflicts with G5 countries, especially with Russia and the USA.

“NKR issue is the realization of the desired plan. USA and Russia
remain the decisive part of the conflict resolution”, said American
politician.

Galust Sahakyan, the leader of the ruling Republican Party faction
in Armenia’s National Assembly, does not rule out the possibility of
new reshufflings of senior officials.

“We have a big political team, so the role-players may change all
the time. But there will not be serious changes,” he told reporters
on Tuesday.

Sahakyan, who is the vice president of the Republican Party, addressed
the president’s recent move to dismiss the chief of Police, Alik
Sargsyan.

“We have been satisfied with Alik Sargsyan’s work. So has the
president. But the authority to appoint or dismiss him is vested
with the president. As a decision was made to change role players,
it has to be implemented,” he said, declining further to comment on
reports that Sargsyan is going to assume a new post.

Recent reports suggest that the former chief of the police is going
to be appointed minister of territorial administration or deputy head
of the presidential staff.

Dans une nouvelle volonte d’aider l’Eglise Apostolique Armenienne,
le gouvernement armenien a presente des exemptions fiscales pour
des centaines de sites de prières et autres proprietes appartenant
a cette institution.

Le Parlement armenien a approuve la semaine dernière en première
lecture un jeu d’amendements rediges par le gouvernement qui
exempterait l’Eglise des impôts sur la terre et la propriete.

Les exemptions s’appliqueront a une liste de 286 proprietes specifiques
redigees par le gouvernement. Elle inclut non seulement des eglises et
des seminaires religieux, mais aussi d’autres bâtiments residentiels,
des etablissements de charite, des magasins et meme un stade de
football.

L’Assemblee nationale a passe les amendements malgre des reticences
de certains deputes. Ils ont mis en doute la sagesse des exemptions
fiscales s’etendantes a des sites non-religieux appartenant au Saint
Siège d’Echmiadzin et aux diocèses en Armenie.

Le père Vahram Melikian, porte-parole du Saint Siège, a defendu la
mesure. ” Après tout, ces structures desservent notre peuple ” a-t-il
dit au service armenien de RFE/RL. ” L’Eglise n’est pas un entrepreneur
prive. L’Eglise est une structure sociale qui existe depuis des siècles
et a naturellement certaines proprietes, des eglises, des lieux saints,
des infrastructures employees pour ces lieux saints “.

” Il n’y a rien inopportun d’exempter l’eglise de l’impôt sur la
propriete parce que je pense qu’en retour l’eglise apporte d’autres
biens, des benefices immateriels au peuple armenien. Elle sert
seulement les interets et le bien-etre des gens ” a dit le Père
Melikian.

L’ecclesiastique a aussi soutenu que malgre des exigences legales
actuelles les autorites armeniennes n’ont jamais demande un dram a
l’Eglise Apostolique depuis l’ecroulement de l’Union Sovietique. ”
Il est simplement important de formaliser cela pour qu’il n’y ait
aucun problème dans l’avenir ” a-t-il dit.

La constitution armenienne garantit un statut privilegie legal
pour l’eglise en raison de sa ” mission exceptionnelle dans la vie
spirituelle du peuple armenien ” et ” la maintenance de leur identite
nationale “.

Les gouvernements successifs ont cherche a soutenir ce statut
en essayant de limiter la diffusion d’organisations religieuses
non-traditionnelles dans le pays. Le gouvernement actuel a redige
les amendements controverses d’une loi sur la religion pour ce but en
2009. Ils criminalisent l’action de convertir les fidèles de l’Eglise
Apostolique Armenienne.

La legislation a ete fortement critiquee par le Conseil de l’Europe
et l’Organisation pour la Securite et la Cooperation en Europe. Des
minorites religieuses et des groupes de droits de l’homme ont aussi
exprime leur inquietude.

Information about preventing Russian citizen Sergey Gyurdjian to
fly via Moscow – Baku flight of the CJSC “Azerbaijan Airlines”,
in the form how the passenger described, is not true, CJSC “AZAL”
spokesman Maharram Safarli told Trend on Monday.

Safarli said Gyurdjian was informed that he needs guarantees for his
safety in order to visit Azerbaijan, as he is an Armenian by origin.

This caused his strong reaction, as well as those flying with him.

They began to insult AZAL employees, which displeased passengers
registered for the flight.

Because of inappropriate behavior of Gyurdjian and passengers flying
together with him they were removed from the flight, for which the
airline carrying out the flight has full right.

Gyurdjian, employee of the company “AvtoVAZ”, was in the delegation
leaving for Baku for opening of a new Lada showroom.
