PanARMENIAN.Net – Azerbaijani President Ilham Aliyev was celebrating
last week his country’s historic victory at the United Nations. With
an overwhelming number of votes, Azerbaijan was elected for the first
time to the prestigious UN Security Council for a two-year term,
Harut Sassounian, Publisher of The California Courier says in his
column titled “Azerbaijan Wins Security Council Seat, While Armenians
Remain Idle.”

“According to knowledgeable sources, Azerbaijan made up for its
deficiencies by offering tour packages and monetary incentives to UN
delegates, and economic inducements to financially strapped nations
in return for their votes at the UN General Assembly which elects
the 10 non-permanent members of the Security Council. By hook or by
crook, Azerbaijan acquired the support of Islamic countries, the Arab
League, the Non-Aligned Movement, and CIS (former Soviet) countries,
including Russia. Yet, despite these unusual lobbying tactics, it took
Azerbaijan 17 rounds over a two-day period to garner the necessary
votes, and only after Slovenia, its main rival, withdrew in protest
from the race. Slovenia’s Foreign Minister Samuel Zbogar complained
that his country “did not approve the way this campaign was held.”

Although he did not elaborate, he was referring to Azerbaijan’s lavish
gift-giving spree,” Sassounian says.

“Naturally, gaining a seat on the powerful UN Security Council
accords Azerbaijan international prestige and a new venue to pursue
its incessant Armenophobic campaigns. Nevertheless, there is little
chance that Azeri officials will be able to succeed in their announced
objective of placing the Karabakh (Artsakh) conflict on the Council’s
agenda. The Minsk Group Co-Chairs – France, Russia and the United
States – as three of the five veto-wielding permanent members of
the Security Council, have made it amply clear that this matter will
be handled by the Minsk Group, outside the UN framework. Azerbaijan
could also get entangled in precarious situations, being forced to
take sides when voting on confrontational issues involving Iran,
Israel, and Syria, among others,” he says.

“Opponents at home criticized the Armenian government for not declaring
Armenia’s candidacy for the Security Council, arguing that this would
have taken away votes from Azerbaijan. Such a strategy, however,
may not have been in Yerevan’s best interest, because Armenia could
not compete with Baku’s vote-buying spree, and would have drawn votes
away from Slovenia, assuring a bigger victory margin for Azerbaijan,”
the author says.

According to him, Armenian organizations and prominent individuals in
the Diaspora, in consultation with Armenia’s Foreign Ministry, should
have launched a global campaign to counter Azerbaijan’s candidacy.

Despite the ups and downs in relations between the two NATO allies,
both Turkey and the US have always needed to cooperate on issues
related to problems occurring in Turkey’s environs in particular.

Turkey’s location next to the Middle East, the Balkans and Russia
as well as Central Asia has stood as an important factor in making
Turkish-US relations indispensable.

Having close allies in those regions has been crucial in advancing
US national interests since Washington is still the only world power
intervening in conflicts elsewhere in the world, from Afghanistan to
Turkey’s neighbor, Iraq.

But a shift in Turkish foreign policy in the past several years, from
a policy based on reacting to events whenever they take place to one
based on proactive policies concerned with taking initiatives, at
the beginning irked the US. Washington’s concern stemmed from fears
that Turkey, under the Justice and Development Party (AK Party),
having stronger Islamic traditions in this staunchly secular nation,
would look to the East and turn its back to the West.

I myself have never believed that the AK Party, which initiated major
democratic reforms and enabled the now stalled accession negotiations
in 2005 for full membership in the European Union, would move away
from the West. Turkey’s pursuit of a more independent policy in the
past decade that has sometimes contrasted with its Western allies has
stemmed mostly from an increased awareness of safeguarding Turkish
national interests in the region.

Turkey’s policy of having closer political and economic dialogue with
Iran, for example, has been based on pragmatism, rather than the fact
that both nations are majorly Muslim despite belonging to different
sects of Islam, i.e., Turkey being Sunni and Iran being Shiite.

Nevertheless, Shiite Iran’s policy of influencing Shiite-dominated
segments of the Middle East has always been perceived as a threat
for Ankara.

The US was further frustrated in June 2010 when Turkey voted against
imposing UN sanctions on Iran over its nuclear program.

But Turkey’s recent decision to host US-backed NATO missile defense
system radar has come as a relief for the Western alliance in general
and for the US in particular. If Turkey had refused to take part in
the missile shield project, relations with the US could have reached
a sticking point. By agreeing to host the early warning radar system,
Turkey did away with concerns that it would be NATO’s weakest link.

Independent from easing the concern of its NATO allies by accepting
to host the radar on its soil, Turkey has also safeguarded its own
national interests. This is because neighboring Iran’s development of
nuclear arms is not an acceptable scenario and stands as an important
priority issue with regard to Turkey’s major national interests.

As far as I understand, in return for Turkey agreeing to host the early
warning radar, among other things, the US administration appears to
have convinced congress, which is irritated by Turkey’s strained ties
with its once close strategic partner Israel, about selling weapons
to Turkey, which it urgently needs in its fight against the outlawed
Kurdistan Workers’ Party (PKK) and its intensified violence.

After holding Turkey’s request for the transfer of arms systems on
the table for several years, the Obama administration notified the
US Congress last week of the potential sale of three US Marine Corps
(USMC) AH-1W SuperCobra attack helicopters to Turkey.

Turkey has a shortage in its SuperCobra fleet, as it is believed that
it now only has six SuperCobras, following the crash of the other
four during various missions.

Turkey’s active engagement in the region has also made Ankara an
increasingly influential US ally in the Middle East. This has been
serving to safeguard US interests in this now chaotic and uncertain
region where the oppressed citizens have begun either toppling their
leaders, such as Egyptian President Hosni Mubarak and Libyan leader
Muammar Gaddafi, who was brutally killed recently by his opponents,
or forcing them to leave office, such as Syrian President Bashar
al-Assad, who refuses to leave. Turkey has been an outspoken critic
of President Assad’s bloody crackdown on protests in neighboring Syria.

As a matter of fact, Turkey and the US have engaged in a deeper
dialogue since the outbreak of protests in parts of North Africa and
the Middle East that began in March of this year.

Turkish Defense Minister İsmet Yılmaz stated that a new situation
was emerging in Turkish-US ties and described this as both countries
beginning to rediscover each other.

“From now on, both countries agreed to consult and inform each other
on every issue. In order to prevent a power vacuum from emerging
once the US withdraws from Iraq [at the end of December], the US
will consult Turkey on every step that it takes,” Yılmaz told
the media in Washington on Tuesday where he is attending the annual
American-Turkish Council (ATC) meeting, which brought together senior
Turkish and American officials.

Apparently, the US’s possible transfer of SuperCobra attack helicopters
after putting on hold Turkey’s request for several years pleased
Turkey extremely, which is understood to have prompted the Turkish
defense minister to hail relations between Washington and Ankara.

According to Yılmaz, Turkish-US relations are unique.

For Turkish-US relations to become unique, however, Ankara should
also mend its ties with its former strategic partner Israel. The
US once again emphasized this condition in a recent remark made by
Secretary of State Hillary Clinton. Speaking at the ATC meeting on
Monday, Clinton said Turkey must do more to cement democratic gains
and smooth prickly ties with its neighbors such as Israel, if it
is to emerge as a guarantor of Middle Eastern stability. Israel’s
killing last year of nine Turks aboard a Gaza-bound activist ship
has brought ties between Turkey and Israel to a historic low.

As Clinton reminded both Turkish and American participants of the ATC
in her address, Turkey’s ability to realize its full potential depends
also on its resolve to strengthen democracy at home, where the state
of human rights and freedom of expression requires serious improvement.

The statement came from deputy chief of the news service for the
Defense Ministry of Azerbaijan Teymur Abdullayev.

“We have repeatedly witnessed that during destabilization of the
situation in Armenia, Armenians raise any issue relating to Azerbaijan
and try to create a stir”, Abdullayev said.

He noted that currently Armenia is suffering a serious political
crisis.

“Social problems, chaos in army, economic dislocation have reached
their peak in Armenia. Growing economy in Azerbaijan, its successful
army construction and Azerbaijan’s achievements in such an influential
organization as UN annoy Armenians. For this reason, Armenian

Parliament speaker Hovik Abrahamian announced on Wednesday his decision
to resign.

In an interview with RFE/RL~Rs Armenian service (Azatutyun.am),
Abrahamian dismissed media speculation that he was forced to quit
because of being regarded as a backer of former President Robert
Kocharian~Rs possible bid to return to power.

News of the resignation emerged after Sarkisian chaired late on Tuesday
yet another meeting of the governing body of his Republican Party
(HHK). HHK spokesman Eduard Sharmazanov said Abrahamian accepted
the president~Rs offer to run the party~Rs campaign for the May
2012 parliamentary elections and decided to step down as speaker as
a result.

Abrahamian confirmed this. “The president proposed that I run the
pre-election campaign of the Republican Party and I find that very
important,” he told RFE/RL~Rs Armenian service.

“With this step I also want to demonstrate to fellow party members
and some politicians that I~Rm not clinging to my post,” he said.

“Since the president, the party and myself attach a great deal of
importance to the pre-election campaign, I don~Rt want to combine
these two jobs and cast a shadow on the post of National Assembly
chairman,” added the speaker.

Abrahamian already worked as the HHK~Rs and Sarkisian~Rs campaign
manager in the last national elections while being deputy prime
minister and minister for local government.

Abrahamian announced his exit from the parliament leadership the day
after the sacking of Alik Sargsian, the chief of the Armenian police,
and less than a week after the equally unexpected resignation of
Yerevan Mayor Karen Karapetian.

Davit Harutiunian, tipped by some commentators to become the next
speaker, insisted that the resignation is not the result of differences
within the Sarkisian administration. “Although we are not yet in a
pre-election situation, it is necessary to start mobilizing forces
given the fact that a fairly heated political struggle awaits us,”
he told journalists.

Asked whether he indeed will succeed Abrahamian as speaker, Harutiunian
said, “If you want to know my preferences, that post is absolutely
not part of my preferences. I am really not interested in that post.”

Did Armenian monuments of Turkey suffer as a result of the
earthquake in Van? Are the monuments on the territory of Armenia
earthquake-resistant? How many of the churches and monuments destroyed
as a result of the earthquake in Spitak have been restored?

Two thousand out of the 8 thousand monuments in Armenia were damaged,
150 were completely destroyed as a result of the earthquake of 1988.

“Only three churches have been restored twenty-three years after the
disaster,” Head of the Department on Restoration of Historical and
Cultural Monuments of the Ministry of Culture Dorvard Arushanyan
told a press conference today. The St. Amenaprkich (Holy Saviour)
Church of Gyumri will also be reconstructed soon.

As for the earthquake in Van, the Armenian monuments could not have
escaped its influence. Expert of monuments Samvel Karapetyan can only
guess which of the churches could have been damaged as a result of
the quake.

What can the Armenian side undertake to find out the real damage
caused to the Armenian monuments? According to Samvel Karapetyan,
it will become possible if the Ministry of Culture decides to send
an expert group to Turkey to carry out research works on the site.

In general, Samvel Karapetyan says, earthquakes are not the major
factor causing the destruction of Armenian monuments in Turkey.

“The Turkish government does not need earthquakes to demolish the
Armenian cultural trace, he said.

Last year the Turkish Ministry of Culture promised to reconstruct
Varagavank. “Just like in case of Akhtamar, they will organize a
show before the world, but let them do it if it will help to save
Varagavabk,” Samvel Karapetyan said.

At a meeting with journalists Nov. 2, Secretary of the Heritage
parliamentary group Larisa Alaverdyan commented on Armenian Parliament
Speaker Hovik Abrahamyan’s decision to resign.

It has to do with the current authorities’ purpose of retaining
stability and reproducing, Alaverdyan said.

The only hope is that the reshuffles will produce positive results and
meet public demands. International practice shows that, “despite local
reasons”, a start-up political figure means a change and attention
to public interests.

The group member Armen Martirosyan said that the only reason for the
changes is forming a more “efficient” team in the coming parliamentary
elections. He is sure that new changes can be expected.

According to him, the ruling political force is not getting rid of
anyone. Rather, the reshuffles are aimed enhancing its “efficiency”
in the coming elections.

“I do not know what is their master plan, what game they are planning
to play, what are individual roles in the game. I think that it is
the author of the master plan that is to appoint respective persons
to respective posts. If even in this case fair elections are held,
the programs will not succeed because none of the ruling political
forces can get majority,” Martirosyan said.
