The paper claims that after Deputy Defense Minister Vladimir Gasparyan
was appointed as Armenia~Rs Police Chief, Khachik Grigoryan, Deputy
Commander of the 6th general department of special detachment against
organized crime resigned.

It also claims that the reason of Grigoryan~Rs resignation were
previous disagreements with Vladimir Gasparyan.

Further, the paper says that the press office of the police confirmed
the resignation of Khachik Grigoryan.

It also comments that this means police officers realize what
abrupt steps can Vladimir Gasparyan take and are therefore gradually
abandoning the police.

Hier a l’Opera Alexandre Spendarian d’Erevan fut celebre le 60e
anniversaire de la naissance du catholicos Karekine II et le 12e de
son election a la tete de l’Eglise armenienne a Etchmiadzine. A la
ceremonie assistaient le president de l’Armenie Serge Sarkissian, son
homologue du Haut Karabagh Bako Sahakian ainsi que des representants du
monde de la politique et de la culture. Le matin a Sainte Etchmiadzine,
une ceremonie ainsi qu’une messe s’est egalement deroulee pour marquer
l’anniversaire de Karekine II.

Alors qu’Erevan est designe par l’UNESCO comme la ” Capitale mondiale
du Livre ” en 2012, le nombre de libraires de la capitale armenienne
ne cesse de diminuer. Au cours de la dernière annee quatre librairies
ont disparu d’Erevan pour cause de manque de lectorat. Aujourd’hui
43 libraires ou points de vente de livres fonctionnent a Erevan. Les
auteurs et ecrivains Armeniens alertent deja depuis de nombreuses
annees sur le declin des libraires en Armenie. Parmi les dernières
fermetures de libraires, citons ” Krkeri Achkhar ” (Le monde des
livres) qui se trouvait devant la Faculte de medecine ainsi que la
librairie ” Ani ” sur la place de la Republique. Un phenomène alarmant
pour Erevan qui deviendra du 23 avril 2012 au 22 avril 2013 la ”
Capitale mondiale du livre “.

‘It is impossible to include the Turkish-Armenian Zurich protocols
in the parliament’s agenda’.

The statement came from member of the Turkish parliament, co-chairman
of CHP (Republican People Party) parliament faction Muharrem Ince
told journalists.

Turkish parliamentarian is in Baku to attend the first meeting of
the TurkPA’s commission on international relations. He said CHP, as
the main opposition party wouldn’t allow including Zurich protocols
in the parliament’s agenda.

“I don’t believe that Turkish parliament will adopt any decision,
which can damage our brotherly relations with Azerbaijan”.

Regarding the pressure of other countries upon Turkey, Muharrem Ince
said Turkey is a great country and no one can pressurize it. “I hope
the Turkish-Azerbaijani relations will be strengthened further”.

The Armenian government approved the project for setting up a
logistics center, new highway and railway line on the area adjacent to
“Zvartnots” airport today.

While presenting the project, Minister of Transport and Communication
Manuk Vardanyan stated that the program provides setting up a new
transport infrastructure of the airport, Mediamax reports.

The drafts of the center for logistics and new highways were worked out
within the EU TRACECA program. The logistics center of the “Zvartnots”
airport will make the inseparable part of the network of international
logistics centers of the TRACECA corridor.

The implementation of the works (except for alienation of lands)
will cost USD 50-55mln. The program will be implemented within the
cooperation between the public and private sectors.

Turkey is reluctant to solve the problems that are worsening

The OSCE will monitor the contact line of Armenian and Azerbaijani
forces, TREND reports.

According to the mandate of the OSCE chairman, monitoring will be
held at the village of Orta in the Gyarvyand Agdamsky District of
Azerbaijan.

Monitoring of the Azerbaijani side will be held by the field assistant
of the personal representative of the OSCE chairman, Antal Herdic,
and personal assistant William Pryor.

Monitoring on the opposite side will be held by Imre Palatinus,
coordinator of the Office of the personal representative of the OSCE
chairman, and field assistants Christo Christov and Marius Puojunas.

PanARMENIAN.Net – Tehran has stepped up its attacks on the United
States, amid speculation that Washington may accelerate plans for
missile strikes against Iran’s nuclear programme.

The Iranian Foreign Minister, Ali Akbar Salehi, said during a visit
to Libya that the U.S. should “think twice” before putting itself on a
“collision course” with Tehran.

Iranian newspapers carry the Supreme Leader’s comments accusing the
U.S. of being behind terrorist attacks.

Ayatollah Khamenei said he had ‘100 undeniable documents’ proving the
U.S. had been responsible for terrorism in Iran and elsewhere in the
Middle East.

Israel has staged a mass drill, simulating the impact of a missile
attack by Iran. It follows a week of media reports that Israel may
attack Iranian nuclear installations, but the military has dismissed
any link.

The UN’s nuclear watchdog is due to report on Iran’s nuclear programme
next week.

“There is going to be a report by the International Atomic Energy
Agency, which will highlight some of the progress that Iran has
been able to make despite the various other issues and sanctions and
other aspects that have slowed it down. But I don’t think that in any
way it justifies that type of media headlines that we are having,”
said Professor Gerald Steinberg from Bar Ilan University and also a
columnist for the Jerusalem Post.

Britain says it is keeping its options open in relation to possible
military action against Iran over its nuclear programme. A newspaper
report said the UK was stepping up contingency plans in anticipation
of a request for military help from the U.S., Euronews reported.

YEREVAN, November 3. / ARKA /. The Armenian government approved today a
farmland consolidation concept. Agriculture minister Sergo Karapetyan
said the concept is in tune with the strategy of sustainable rural
development designed for 2010-2020.

According to him, the efficiency of agricultural production is
limited due to small sizes of farms (340,000) and the fragmentation
of land (1.2 million land parcels).”The main goal of the concept
is to address the process of consolidation of farm land, increase
the investment attractiveness of the sector and create favorable
conditions for improving the competitiveness of exporters and large
trade organizations,” said the minister.

“The basis of two government-designed programs is based on
the principle of stimulating cooperation; the first program on
competitiveness and management is aimed at the establishment of
associations for the use of pastures. They have been created in 35
communities already. The second program backed by a Japanese grant,
provides for the purchase of tractors for the cooperatives,” he said.

The minister said a pilot project was implemented in 2006 in Kotayk
province. As a result an average farm size increased from 0.55 ha to
1.93 ha. Karapetyan said that the entire process of land consolidation
is divided into three phases: in the first, two-year stage, a legal
framework and conditions for the promotion of land consolidation
will be created, the second three-year phase will focus on voluntary
land consolidation and the third, five-years stage, will focus on
establishment of small and medium enterprises and their technical
equipment. Armenia has 470,000 ha of sown area, of which only 71%
is used for sowing and 130 thousand hectares of arable land are not
cultivated.

As of October 31 within the framework of “Available Apartment for
Young Family” state program 588 loans costing 4 459 billion AMD were
refinanced. About 317 loans have been provided in Yerevan, and 271
loans in provinces.

According to the changes in the standards instead of former 2% the
state subsidizes the 4%.

The change connected with the advance payment in the provinces –
instead of former 30% – it made at least 10%.
