PRESIDENT ORDERED INQUIRY INTO CASE OF SOLDIER WITH MENTAL ILLNESS, SAYS FATHER

The Armenian president has issued an order to look into the case
of Hovhannes Vardanyan, who was serving in the army until being
admitted to a psychiatric clinic with mental health issues last month,
Hovhannes’ father, Vardan Vardanyan, told Epress.am today.

“They’re already seriously working on my son’s case: they’ve gone
to the psychiatric clinic and spoke with my Hovik [Hovhannes]. Now
a working group has been created – they’re going to go to Askeran
[military base in Nagorno-Karabakh]. And that day [deputy defense
minister] Vova Gasparyan said he called the president and the president
said work on that kid’s case. Gasparyan was a proper, normal guy,”
said Hovhannes’ father.

Recall, in a video disseminated by youth civic initiative “We won’t
be silent,” the 19-year-old former soldier says officers attempted
to beat and rape him.

RA military prosecutor Gevorg Kostanyan has already instructed that
criminal proceedings be launched to investigate the allegations.

Les recettes fiscales de l’Armenie ont augmente de 10 pour cent a 315
milliards de drams (863 millions de $) au cours de la première moitie
de cette annee, mettant le gouvernement sur la voire d’atteindre ses
objectifs budgetaires pour 2011 selon les statistiques officielles.

Les donnees du Ministère des Finances montrent que cela a resulte,
dans une grande mesure, a une hausse sans precedent de 30 pour cent
des impôts sur les benefices des societes. Ils ont represente 18
pour cent du total des recettes fiscales contre environ 14 pour cent
l’annee dernière.

Le ministère a annonce des hausses plus modestes dpour les autres
impôts. Particulièrement les recettes de la TVA n’ont augmente que
de seulement 6 pour cent a 151 milliards de drams.

Un haut fonctionnaire du Fonds Monetaire International avait declare
plus tôt cette annee que la perception des impôts dans le pays
restait faible.

L’amelioration de la perception des impôts a aide le gouvernement
a reduire son deficit budgetaire a 6,6 milliards de drams au cours
des six premiers mois. Le deficit avait ete projete a 56,3 milliards
de drams.

Virtual Exhibition Hall To Open At Armenian Ancient Manuscript Insti

VIRTUAL EXHIBITION HALL TO OPEN AT ARMENIAN ANCIENT MANUSCRIPT INSTITUTE

YEREVAN. – Along with its traditional exhibition halls, a virtual
exhibition hall will also function at the Armenian ancient manuscript
museum (Matenadaran). There will not be any exhibits here and screens
will replace them, the Matenadaran Director’s advisor Gurgen Gasparyan
informed Armenian News-NEWS.am-Innovation.

In his words, everyone will now be able to scroll the screens at
the virtual exhibition hall. This will enable the Matenadaran to
exhibit greater number information while the visitors will be able
to view whatever page they wish. According to Gasparyan, the virtual
exhibition hall will be ready by coming spring.

“The exhibition halls will operate in the old building of the
Matenadaran, and this building’s renovation will come to an end next
spring. The building, together with its halls for 9 exhibitions
including a virtual hall, will operate next September,” Gasparyan
noted.

Official opening of the Matenadaran’s new building will be held on
September 20.

YEREVAN. – The monitoring held in Yerevan kindergartens showed that
children are given toys of bad quality, head of the Armenian Consumers’
Association Armen Pogosyan told at the press conference on Thursday.

Poghosyan said that the main part of the imported toys is made in
China. He received no complaint in relation to that so far. Yet some
toys sold in the shops lose pile and color soon and become harmful
for the health of the child.

The other participant of the conference head of the State Inspection
for the Protection of Markets and Consumers Rights of Armenian Ministry
of Economy Gevorg Gelazyan stated that as a result of checking no
toys of bad quality and harmful for children’s health were found.

Yerevan/Mediamax/. Russian national football team coach Dick Advocaat
said that the game against Armenia will be a “test” for the team
of Ireland.

Irish Time quoted the Dutch football manager as saying this, Mediamax
reports.

“Armenia has shown now that they are a good team. I always believed
this to be the case but after their win in Slovakia and if they can
beat Macedonia next time, I think they will have confidence in Dublin
and it might be interesting,” Advocaat said.

He noted that he was surprised by Armenia’s 4-0 victory over Slovakia.

“I expected maybe a draw but a win for Armenia is a surprise result
and for them to win by such a score is a very big surprise,” said
Dick Advocaat.

According to him, the Slovakia-Armenia game makes the whole group
very open and “anything can happen now.” Dick Advocaat also said that
their game in Slovakia, of course, will have a major influence on how
things turn out. “We lost to them in Moscow but we are confident the
result can be different this time.”

Two games are remaining for Armenia within UEFA Euro-2012 Qualifying:
against Macedonia in Yerevan on October 7 and against Ireland in
Dublin on October 11.

Not unlike the classical drama scenario where a gun hanging on the
wall at the beginning of the play inevitably leads to it firing in the
end, the political drama currently unfolding in the Caucasus may be
following the same dramatic script. In August of 2008, the gun that
hung so ominously for five years between Moscow and Tbilisi went off
too. Now the same gun is hanging between Armenia and Azerbaijan and
we are waiting for the silence to be broken once again.

The Director of National Intelligence of the United States Dennis Blair
made an alarming statement while appearing in the US Senate recently,
when he assessed the situation in the Caucasus as being more and more
unstable, pointing out that conflict between Azerbaijan and Armenia
may resume at any time.

This statement by Dennis Blair was preceded by an equally portentous
statement made by Ilham Alyiev, which he had up until now, refrained
from making previously: “As soon as we see that dialogue with Yerevan
is fruitless and that Yerevan is trying to win time and leave the
conflict frozen endlessly, we will stop negotiations.” According to
Alyiev, Azerbaijan will try to resolve the problem through military
means.

“We will liberate our land from the occupants, which we are legally
authorized to do. The army of Azerbaijan and society should be ready
for this at any time. We will never recognize [the] independence of
Nagorno Karabakh,” Alyiev said.

Press secretary of Armenia’s President Serzh Sargsyan responded to
Alyiev’s statement with the tone of threat saying that as soon as
the negotiations were stopped, Armenia would recognize independence
of Nagorno Karabakh.

According to Georgian military expert Giorgi Tavdgiridze, the situation
between Yerevan and Baku is so tense that everything may depend on
a single shot. He says starting a war would be a very hard decision
for Azerbaijan as the Karabakh army is well-armed and there is always
the looming specter of the Russian military (Russia has a military
base and units deployed in Yerevan).

“With this step, both countries would be embroiled in a long-term war.

Needless to say, it is also quite obvious that the military mood is
increasing in Azerbaijan. In moral terms, they are ready to start the
war. Now everything will depend on one shot [or] one provocation,”
Tavdgiridze says.

In a time where the issue of possible war between Armenia and
Azerbaijan balances on a single shot, Georgian President Mikheil
Saakashvili made a sensational statement during Ilham Alyiev’s visit
to Batumi.

The Georgian president suggested to his Azerbaijani counterpart to
establish confederate relations: “Several years ago I was talking
about establishing confederate relations; in fact, the actual relations
between the countries exceed ordinary relations between countries.”

According to Saakashvili, “We are a continuation of each other… We
are all parts of one organism; this is why an issue painful for
Azerbaijan is painful to Georgia and Azerbaijan had reactions to all
issues painful for Georgia.”

At first glance, this statement by Saakashvili should have entailed
a degree of irritation towards Yerevan. However, nothing of the kind
occurred. If you discount the statements of a few Armenian political
scientists, on an official level, relations between Tbilisi and
Yerevan have become even friendlier after the statement.

What can this all mean? As the development of events show,
Saakashvili’s statement is not the only strange thing in this
situation.

After the Georgian parliament abolished the agreement with Russia on
military transportation to the Gyumri base in Armenia via Georgia,
the tempo of arms flow to Armenia should have been reduced.

However, it appears that this did not help the case. The delivery of
military cargoes significantly increased between Russia and Armenia
via direct flights through the air.

In order to maintain good relations with Armenia, Georgia does not ban
the flights. However, it appearss there are other routes to deliver
arms to the Gyumri base and it is not worth spoiling relations with
Yerevan on that account..

In Tbilisi, they know very well that the Gyumri base is partially
supplied through Azerbaijan (even though Azerbaijan denies that),
which is a tactical step behalf of the official Baku line – not to
worsen relations with Moscow and to receive full information on the
potential armament of Armenia.

It appears that after the August war, the altered geopolitical
landscape in the Caucasus is getting covered by a new mist. The
Moscow-Yerevan pairing is confronting the Ankara-Baku duet while
Tbilisi is trying to strengthen its position through political
impromptus.

Whether the political status quo is maintained in the Caucasus largely
depends on the big players. Otherwise, the gun hanging on the wall
will undoubtedly be fired in the end.

Small details and nuances of negotiations can be discussed during
French foreign minister’s visit to Russia.

The statement came from political expert Fikrat Sadikhov commenting
on French foreign minister’s Russia visit.

French Foreign Minister Alain Juppe is to visit Moscow today to discuss
issues related to Syria and Libya along with Nagorno-Karabakh issue.

‘Unfortunately, these two countries which have sufficient influence
on Armenia fail to put necessary pressure o Armenia to resolve the
conflict. Both France and Russia have almost the same stance toward
the resolution of the Nagorno-Karabakh conflict. Azerbaijan has
announced unequivocally that the limit of concessions can not be
higher than this.

In this case, as OSCE Minsk Group co-chairs France and Russia should
discuss ways to continue talks and look for possible ways to settle
the conflict. I don’t think any decision in favor of Azerbaijan will
be adopted there.’

New Witnesses Confirm Zaruhi Petrosyan Was Regularly Beaten

New witnesses have confirmed that Zaruhi Petrosyan was being beaten
on regular basis by her husband.

At a recent court hearing on the case a neighour who is a minor
testified to the court that Zaruhi Petrosyan was in the last weeks
before her death in low spirits and sad.

The witness, identified as E., also said his/her grandmother saw how
Yanis Sarkisov, Zaruhi’s husband, was pulling from her as she bent
down in an attempt to protect her belly from punches a week before
her death.

Zaruhi Petrosyan, 20, was beaten to death by her husband Yanis Sarkisov
last year.

The testimonies of two other witnesses who are currently not in
Armenia were also unveiled during that court hearing. According to
their accounts, they witnessed how Sarkisov was beating her.

One of the witnesses also said that the Zaruhi wanted to divorce and
told the witness about it, adding life was becoming unbearable with
Sarkisov due to his regular beatings and harsh treatment.

The results of several examinations were also unveiled during the
court hearing. The defense submitted a motion to hold the hearing
behind closed doors, but the judge rejected it.

The next hearing is scheduled on September 30.

The paper claims that Yerevan Chief Architect Narek Sargsyan’s name
initially was Napoleon.

Speaking to the paper Narek Sargsyan confirmed this news.

“My grandfather made my parents name me after my uncle who died in
the Patriotic War. My name was changed during my student years upon
my request, by the mediation of [renowned Armenian poet] Hovhannes
Shiraz” said Narek Sargsyan.

Sargsyan also said that Shiraz suggested taking the name “Nshan”.

However, he chose “Narek,” following a suggestion by one of his
friends.

The consulate of Austria to Armenia released some clarification
regarding the news reports that the chief of the State Revenue
Committee, Gagik Khachatryan, has bought the chocolate company Mozart
for 200 million dollars. The consulate of Austria made an inquiry in
Austria for clarification.

The clarification received and published by the consulate does not
answer the question if Gagik Khachatryan has bought the company or
not. It rather answers the question what Gagik Khachatryan has bought.

The press release of the consulate of Austria dwells on the history
of the company, provides some information on its management,
but there is not a clear statement that Gagik Khachatryan has not
bought this factory. After all, he could have bought stocks of the
company. In other words, different options are possible, therefore
the clarification of the consulate of Austria is vague.

If their purpose was to clarify the issue, the consulate apparently
failed. Although, on the other hand, the consulate succeeded to hint
to the Armenian audience that in reality Khachatryan is related to
this company, and tried to reveal to what exactly Khachatryan is
related. In any case, Austria~Rs response allows to draw these and
perhaps other conclusions. Perhaps, there is a need to state more
clearly what the consulate of Austria wanted to convey because thereby
it will do a considerable favor to the civil society of Armenia.
