PanARMENIAN.Net – Over 10 OSCE Minsk Group member states seek active
involvement in the settlement of Karbakh conflict, the vice- speaker
of Azeri parliament Bakhar Muradova stated, noting Baku’s support
for the initiative.

Clearly, involvement of countries which had no previous experience
in Karabakh settlement, as opposed to Russia, France and U.S., will
confuse the process, serving as a major throwback to further protract
the conflict.

Azerbaijan, which never stops weaponry purchase, still hopeful to
resume the war, will be the only side to benefit from the situation.

However, Azerbaijan continues its illogical line, with Muradova’s
statement running counter to her previous remarks. In reply to
urges of removing France as OSCE MG co-chair, she noted, “any
change of co-chairmanship format will delay the settlement. The
EU or other international organizations, capable of affecting
the negotiation process, will be able to do it without replacing
France. Its replacement isn’t essential. Over the past period, the 3
co-chairing countries gained the necessary experience. Replacement of
a co-chair with a country, unaware of the situation, will complicate
the situation.”

The vice- speaker seems to be having trouble with deciding whether
Baku needs involvement of a dozen of countries in Karbakh settlement
or is concerned over the replacement of even one co-chair. In short,
Azerbaijan keeps jumping out of the frying-pan into the fire, trying
to present itself as a supporter of a rapid settlement of Karabakh
issue, while secretly working to protract the conflict.

“Involvement of other countries and structures in Karabakh settlement
will trigger further diplomatic commotion,” Strategic Studies Institute
deputy director general, political analyst Andrey Areshev said. And
a commotion of that scale will take a long time to dispel.

NEW DISMISSALS IN ARMENIA’S POLICE

Chief of Armenia’s police Vladimir Gasparyan issued an order relieving
Artur Kyhachatryan of the post of vice-chief of the Tavush regional
police department and transferring him to the reserve.

General Vladimir Gasparyan relieved Colonel Grigor Badachyan of
the post of vice-chief of Armenia’s traffic police and appointed
Lieutenant-Colonel Artur Tonoyan to the post.

Karen Karapetyan has been relieved of the post of chief of the Major
Case Department, Head Investigation Department.

Chief of the Garni police department, Lieutenant-Colonel Manvel
Andreasyan was relieved of his post.

Lieutenant Colonel Armen Arakelyan has been relieved of the post of
chief of the Masis town police department. Lieutenant-Colonel Hamlet
Gambaryan has been appointed to the post.

Colonel Vardan Hovsepyan has been appointed vice-chief of the Head
Criminal Investigation Department and Chief of the 3rd division of
the same department.

The chief of Armenia’s police signed an order terminating a contract
with Major General Edik Ghazaryan, who was chief of the police staff
and advisor to chief of Armenia’s police.

OPPOSITION MP ARTSVIK MINASYAN PROPOSES TO REJECT 2012 DRAFT BUDGET

MP for the opposition party Armenian Revolutionary Federation
(Dashnaktsutyun, ARF-D) Artsvik Minasyan has suggested rejecting the
draft of 2012 budget and demanded the government to resign.

Speaking at the parliament on Wednesday, Minasyan pointed at the fact
that the government has backtracked on its pledges.

He also said that the government had pledged to raise teachers’
salary up to an average of 207,000 drams (approx. $545) in 2012,
while the real figure for next year is 117,900 drams (approx. $310).

“This is the real situation of your promises,” said Minasyan during
his speech.

“You promised to make Armenia’s business and investment environment
one of the ten best in the world through second-generation of reforms.

Tell me, at what place are you today?” asked Minasyan.

Further, he said that the state budget is the mirror of the social and
economic policy implemented in the country, and because that policy is
“failed,” the budget cannot be nicer.

“If there is neither will nor decisiveness, it means you all know the
way out. Resignation! Yes, it is good you know, but even knowing it
you do not want to make that step,” said Artsvik Minasyan.

“YEREVAN BIENNALE 2011” EXPO-CONTEST LAUNCHED

“Yerevan Biennale 2011” all-Armenian architectural expo-contest
launched November 16 in National Museum-Institute of Architecture
named after Alexander Tamanyan.

“This time we decided to expand the scope of the expo, and invite
Armenian architects from all over the world. This was the first step:
we hope that the borders of the expo will expand in near future,”
said Director of National Museum-Institute of Architecture, acting
chairperson of “Yerevan Biennale 2011” Ashot Grigoryan.

The data of “Yerevan Biennale 2011” expo-contest will be summed up
within a month by specialists arrived from Armenia and Diaspora.

First, second and third-class diplomas will be handed in the
following nominations: “Planning-Construction of Public Buildings”,
“Interior-Exterior”, “Young Architects”, “Historical Research of
Architecture”, etc.

ARF-D AGAINST ARMENIA’S 2012 DRAFT BUDGET

The Armenian government is presenting a budget of its 4-year
activities, said Artuysha Shahbazyan, a member of the Armenian
Revolutionary Federation Dashnaktsutyun (ARF-D) parliamentary group.

“Figures and data can be played with. I think that we must have clear
standards. What influence will this budget have on the population’s
living standards?” he asked.

Over the past four years, no wage increase has been budgeted,
Shahbazyan said. “That is, compared with the price rise, the small
increase cannot be considered a wage increase. How long do we have
to wait?” he added.

He recalled last year’s 9.3% price rise, with a 50% rise in food
prices. “The country should be ashamed of waiting for money from
abroad for people to live here,” Shahbazyan said. He noted that the
ARF-D parliamentary group will vote against the 2012 draft budget.

RA GOVT. TO ASSIST ARMENIAN-DUTCH MUSHROOM FARMING COMPANY

allow delay of VAT payment to BIGA Armenian-Dutch mushroom farming
company, which aims to invest additional Euro 1 mln to purchase
necessary facilities.

As Armenian Economy Minister Tigran Davtyan noted, BIGA’s fist Euro
1 mln investment campaign triggered local demand for the product,
also allowing the export of mushrooms to UAE.

DIKRAN KALIGIAN TO BRIEF ON “ARMENIA’S EVOLUTION TOWARD INDEPENDENCE”

visiting professor, and political activist, will address the subject
“Armenia’s Evolution Toward Independence” during the 116th anniversary
of the Lowell “Aharonian” Gomideh (committee), which will take place
at the Lowell (Mass.) ARS Community Center, according to The Armenian
Weekly.

As the first organized Gomideh in the United States, its members take
tremendous pride in their past accomplishments, both from a political
standpoint as well as remaining a cultural and fraternal benchmark
throughout the Armenian American community of Merrimack Valley.

In addition to serving as the ARF Central Committee’s liaison to the
Lowell Gomideh, Kaligian has made a number of speaking engagements
there, most notably as chair of the Armenian National Committee of
America (ANCA) Eastern United States.

He remains a leading activist in fighting defamation by mainstream
media outlets regarding denial of the Armenian Genocide.

Kaligian received his doctorate in history from Boston College in
2003. He is the author of Armenian Organization and Ideology under
Ottoman Rule: 1908-1914, published by Transaction Publishers.

He has been a visiting professor of Armenian Genocide studies at Clark
University and has also taught at Westfield State, Wheaton College,
and Regis College. He has also served as managing editor of the
Armenian Review. His articles have been published in many leading
publications.

Prime Minister Tigran Sargsyan stated that the government is working
out a new concept of development of industry which will be based
on export-oriented production. Judging by the preliminary opinions,
the concept supposes particular preferences for those who will deal
with the production of goods for export.

But will the concept answer the question why it is expedient in
Armenia to engage in export and not import? Perhaps, the key to the
development lies not only in stimulation of export but in the creation
of conditions when investment in production will be more expedient
than import.

Now in Armenia any idiot can import things if they have a good “roof”
and strong fists and elbows. You went, you brought here, you sold and
received profit. And you think: how it happens that in other countries
it does not occur to businessmen to import as they only invest money
in production and even farming?

It turns out that in other countries, there are limitations on
markups on imported goods and even on locally produced products. If
you produce a product, you cannot sell it at a price above x percent
of its cost. Any country has its own limitation which, as a result,
varies between 10% and 25%. You can always sell goods at a higher
price but it will be assessed as excessive profit and you will have
to pay immense taxes.

Armenia has no such limitation. Importers can set any price they want
on the product in the production of which they invested no money at
all but just they went there and brought it. Moreover, there is an
unwritten rule. If you buy a product at USD 10 abroad, you can sell
it in Armenia at AMD 10 thousand which is equal to USD 25. Businessmen
across the world are amazed how Armenian importers draw a 250% profit.

What idiot will invest money in the production of something if they
get such profits from import? Actually, the lack of limits on markups
and progressive taxes on profit is the main obstacle to development
of production, including products for export.

The government hardly understands economy worse than journalists who
write about it. Perhaps, the proposed progressive tax and abolition
of some preferences to banks will somehow improve the situation. But
this will happen only if it does not deal with material production
and intellectual sphere where valuable capital is invested in
production but imports and banking where profit flows easily and
without investments.

The limitations of markups to control excessive profits may lead to
several positive outcomes: it will no longer be profitable for figures
having financial resources to invest in FMCGs, and they will not direct
their money into material production. Besides, prices on products will
be cut and people will not spend their savings on shopping, and capital
for investment will be left. This will reduce social polarization
and will lead to the simulation of the export-oriented production.

By now, half of Armenia is engaged in FMCG business, the rest buys
them on remittances. And the worst thing is that this money is not
invested in development only in kebabs at the Bellagio Restaurant.

novembre 1943 — Arrestation de Missak Manouchian, poète et chef
des FTP-MOI de la région parisienne, élément le plus connu
de la future “Affiche rouge”. Il est arrêté, le matin, en gare
d’Ã~Ivry Petit-Bourg. Missak (dit Michel) Manouchian (en arménien :
Õ~DÕ”Õ½Õ¡O~D Õ~DÕ¡Õ¶Õ¸O~BÕ·ÕµÕ¡Õ¶, Missak Manouchian) est né dans
une famille de paysans arméniens dans la ville turque d’Adıyaman
(ancienne capitale de la Commagène). Orphelin du génocide arménien,
arrivé en 1924 avec son jeune frère a Marseille, Missak apprendra
la menuiserie et s’adonnera a des métiers de circonstance. Il
consacrera les journées de chômage aux études, fréquentant les
” universités ouvrières ” créées par les syndicats ouvriers
(CGT). Il fonde successivement deux revues littéraires, Tchank
(Effort) puis Machagouyt (Culture). Il adhère en 1934 au Parti
Communiste francais. Dès 1937, on le trouvera en même temps a
la tête du Comité de secours a l’Arménie, et rédacteur de son
journal, Zangou (nom d’un fleuve en Arménie). Engagé volontaire en
1939 et démobilisé en 1940, il poursuit l’activité militante dans
la clandestinité. Versé aux FTP de la MOI parisienne en 1943, il en
prend la direction militaire en aoÔt, sous le commandement de Joseph
Epstein. 22 hommes et une femme sont sous ses ordres. Ils mènent
depuis fin 1942 dans Paris la guérilla contre les nazis , pratiquement
une opération tous les 2 jours! 163 attentats en décembre 1941,
des sabotages, des déraillements de trains… Ce groupe combat par
tous les moyens les rafles de juifs et les opérations du S.T.O. En
représailles, entre janvier et mars 1942, les services allemands
arrêtent 57 militants de la section juive. Entre Mars et Juin 1943,
la brigade spéciale vychiste arrête 71 militants sur 150 filés. Le
28 septembre 1943, le groupe Manouchian exécute Julius Ritter,
général S.S. et bras droit de Fritz Sauckel, l’organisateur des
rafles pour le S.T.O. Lors d’un rendez-vous avec Joseph Epstein,
le 16 novembre 1943, victime d’une probable trahison, il est suivi
et arrêté par des policiers de Vichy en civil. ”
