YEREVAN, November 18./ARKA/. Proposed changes to the Armenian Law
on Excise Stamps will not affect the prices of Armenian wines and
brandies not older than 10 years, Deputy Minister of Finance Suren
Karayan said during a parliament Q&A session on Thursday.

He said the changes propose to equalize the excise tax applied to
imported and locally produced alcoholic beverages. He said the changes
set also ad valorem rate, which means that taxes on expensive alcohol
will rise, cutting their consumption.

According to him, the changes do not apply to excise taxes on wines,
as wine is a traditional drink directly related to viticulture.

Karayan said the changes are expected to boost export of wines and
brandies.

“We equalize imported and locally produced alcoholic drinks to meet
the demand of our foreign partners, and also eliminate discrimination
against Armenian alcoholic beverages outside the country,” he said.

The deputy minister said that proposed changes are expected to generate
over 5 billion drams in additional revenue in 2012.

Armenia has now about 20 small and medium-sized wineries and about
40,000 farmers are engaged in viticulture. Some 90% of the grapes is
used for production of brandy. Chilean and Argentine wines are sold
in Armenia at 3,000 drams, while the cheapest Armenian winces are
worth from 500 to 800 drams. The most expensive wine in Armenia is
10,000 drams.

According to statistics, from January to September Armenia produced
about 9.4 million liters of brandy, which was 17% more than in the
same time span in 2010, and wine production increased by 9% to 4.1
million liters.

The parliament is considering now a package of government-designed
changes to a string of laws which are supposed to help collect 101
billion drams in additional revenue next year.

Armenian refugees from Azerbaijan intend to found a new town in the
Nagorno Karabakh Republic – Bagaran.

Andreas Ghukasyan, the lawyer of the Assembly of Armenian Refugees
from Azerbaijan said in a press conference in Yerevan on Thursday that
refugees need a town, while rural restoration and settlement is in
the focus of attention of the NKR authorities. He said the Armenian
refugees from Azerbaijan have all the legal grounds to settle in the
territory of Karabakh.

According to the project, Ghukasyan said, the town will be built
on the funds of the refugees and will be designed for around 10,000
residents with at least 2,000 jobs. Ghukasyan said that around 3,5
bln dollars will be required at the first five years of construction.

According to the project, the town will be founded 30km from the
Iranian border, near Kubatlu.

A 50-storied complex will shortly be built in the center of Yerevan
– near Moskva Cinema and Golden Tulip Hotel, reports the Hayakakan
Zhamanak newspaper.

According to the newspaper, the Municipality of Yerevan and a number of
design companies are discussing this project on a confidential basis.

The complex will be built by a semi-governmental Iranian company and
will be called Persian Tower. Some of the stories will be used for
commerce, the others – as flats and a hotel.

The source says that the Iranians are already taking specific steps
to interest Armenian officials.

Chief Architect of Yerevan Narek Sargsyan has said that he is aware
of the project but has refrained from any comments.

Scientific secretary of the Yerevan State University, Turkologist,
candidate of historical sciences, associate professor Vahram Petrosian
noted the significance of holding scientific conferences in Artsakh.

According to him, more important is still the practical side of
these conferences. Introducing his opinion on the recent conference
to Azat Artsakh newspaper, he emphasized the strict necessity of
not only including scientific trends in the introduced researches,
but also giving the details of certain steps. He noted the necessity
of organizing active discussions, pointing out the shortcomings
followed by corresponding records, giving appropriate instructions
to corresponding structures, if necessary, in the form of internal
memorandum. “The item, which I’m dealing with, is a direction
for elaborating a certain policy”, said V. Petrosian, adding,
“Our struggle with Azerbaijan takes place not only in the region,
but also outside it. This is a game with a zero score, when your
success is your opponent’s failure, and his success is, surely,
your failure. In this context, the Kurdish factor should be taken
into account, and at the same time, the emphasis should be made on
raising the issue of Red Kurdistan. The latter is, to a certain
extent, also supported by Azerbaijan. Whether we like it or not,
we’ll be involved in these processes. We’d better take corresponding
steps”. According to our interlocutor, the goal should be demonstration
of the development tendencies, liquidation of our vulnerable sides,
stereotypes, and predictability, because we have, unfortunately,
become a predictable nation. We should make right and unexpected
decisions. And this leads to the necessity of creating certain
research centers. “Within my current visit, I plan meeting with
some officials to acquaint them with certain viewpoints, to speak
about the organization of corresponding discussions on the creation
of definite centers, or specific steps should be taken on specific
issues; otherwise, all this will stay only words”, said V. Petrosian.

In his turn, V. Petrosian noted that Kurdistan’s becoming part of
Iraq as an internationally recognized allied entity has instructive
significance for us, in the context of following the game’s rules. And
as of the possible developments in our historical homeland,
Western Armenia, which can follow the Kurdish factor activation,
the Turkologist noted that a newly established state is always more
dangerous than an old one, as it has an independence problem. Creation
of a Kurdish center in Iraq is a safe phenomenon for us. The fair
realities prepare a corresponding ground for the autonomous formation
there to become an independent state. An unofficial referendum
was held in the Iraqi Kurdistan, and 97% of the population voted
for independence. Later, they declared that they were not going to
become fully independent, because it was early for this. So, they
have ready reserve options. V. Petrosian also noted other facts. The
following idea can be often met in the Kurdish historiography: the
Sevres agreement is the only document, which provided the Kurds with
autonomy and made their unification possible.

Currently, the Iraqi Kurdistan influences the Kurdish-populated
Western Armenian section and the entire Turkey. And the Turkish
Kurds are mainly concentrated in Istanbul. In the Western Armenia,
to neutralize the density, the Kurds were dispersed in different
directions, as a result of which they created a few enclaves in the
Turkish sections. According to the Turkologist, it isn’t excluded
that certain developments can take place, requiring the Armenian
diplomacy’s involvement in the game. We should properly perceive the
developments’ direction and participate in the game, especially that
the Kurdish party always suggests this. They offer their cooperation.

It is noteworthy that the Iraqi Kurdistan is involved in the NABUCCO
project, intending also to participate in its alternative option –
program on building an Islamic pipeline. Or, in any option, they can
advance their interest. V. Petrosian pays special significance to the
Kurdish factor in the context of the last Syrian developments. There
are certain problems related to the Syrian Armenian community – after
Iraq, we can face the fact of endangered community in Syria. It is also
necessary to keep in mind the Syria-Iran relations, which are quite
strong. It is clear that Iran will try to ensure its connection with
Syria via the territory of the Iraqi Kurdistan. The noted realities
shouldn’t be ignored; on the contrary, we should follow them and make
corresponding conclusions.

As an interesting fact, Mr. Petrosian noted the activity of the Kurdish
Democratic Party’s branch in Armenia, which needs separate analysis.

According to V. Petrosian, the fact of how the Iraqi Kurdistan will
impact the Turkish developments is very important for us, because
Turkey has currently good relations with the Iraqi Kurdistan. The
reason of this is the existence of mutual-impact levers, for instance,
the Iraqi Kurdistan can have real impact on the electoral process
in Turkey.

The Armenian political circles note the necessity of organizing
radio programs in the Kurdish language, without taking into account
an important fact – the Kurdish dialect, which will be used in these
programs, isn’t spread in the Iraqi Kurdistan. Another dialect is
spread there, so this approach is unacceptable. Any actions should
have their addressees.

So, the Turkologist’s basic conclusion is that it is time for
introducing serious professional analysis and passing form scientific
researches to practical steps.

According to British expert Thomas de Vaal the restart of military
cooperation between Azerbaijan and NKR is small.

During his interview with Armradio, he said that he had been in Baku
in June and realized from the attitude of Azerbaijan after Kazan
meeting that there~Rs no wish to start war and the reason they spend
too much money buying armors is because they want Armenia to spend
all its fortune buying armor as well and hence, face bankruptcy.

However, if Azerbaijan believes that it can succeed in Karabakh
conflict regulation then it is wrong, as Armenia will not endure
unilateral concessions.

If we go 10-15 years back in time then we can see that Armenia and
Azerbaijan were in equal condition.

However, can we connect it with Karabakh main issue? No, I don’t
think so, as even if Armenia was poor and weak it would do whatever
it takes to protect Karabakh. Although I do not believe that Armenia
is not in a promising social-economic condition but I also don’t
believe that it should give Karabakh away”, said de Vaal.

that Alex Sardar, Chief of Party with Counterpoint International,
will participate in the “Homeland and The Diaspora: From Challenges
to Solutions” panel at the upcoming ANC Grassroots weekend. The event
will take place from Friday, November 25 to Sunday, November 27,

Sardar currently serves at the Chief of Party for the Civil Society
and Local Government Support Program (CSLGSP) and is also Counterpart
International’s Vice President of Programs of the Civil Society and

Romania supports the peaceful resolution of the Nagorno-Karabakh
conflict within the OSCE Minsk Group based on international law,
Romanian Foreign Minister Teodor Baconschi said following a meeting
with his Armenian counterpart Edward Nalbandian in Yerevan on
Wednesday, NEWS.am reported.

“This issue concerns both sides, and we do not intend to interfere in
this matter. We have to respect international norms and our desire
– to see a peaceful resolution reached by the two sides, since the
resolution of the problem is very important in terms of long-term
stability and economic development of the region,” he said.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 per cent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France and the U.S. are
currently holding the peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

“Nicolas Sarkozy’s “genocide” statement is not a successful diplomatic
move for the mediator country”

process of the settlement of Nagorno Karabakh conflict is to reach
agreement on six basic principles and after that to proceed to the
discussion of the details”, Sabine Freizer, Europe Program Director,
International Crisis Group, said in her interview with Armenia’s
Zhamanak newspaper.

She said both sides came to common idea on the basic principles,
but uncoordinated details prevented the progress. Freizer said it
wouldn’t be correct to expect progress in the negotiations in the next
two years and emphasized the importance of support of all level of
the contacts between the two countries. Touching upon the OSCE Minsk
Group’s activity, Sabine Freizer said its mission failed. “The OSCE
Minsk Group failed to mediate the settlement of the conflict.

Currently the influence of Medvedev, Sarkozy, Obama and Clinton on
the negotiation process is less convincing and therefore I consider
that we get into difficulty in the negotiation process”.

The International Crisis Group’s representative thinks that the
European Union can’t replace the Minsk Group, but it can contribute
to the confidence-building between the sides. Sabine Freizer also
criticized French President Nicolas Sarkozy for his “genocide”
statement in Armenia. She said it was not a successful diplomatic
move for the mediator country.

Freizer highly appreciated the election of Azerbaijan as the
non-permanent member to the UN Security Council. “I think Azerbaijan
became a regional, even global force and realizes what influence and
confidence it should gain in the world. First, the Eurovision contest
will be held in Azerbaijan next year and the second, Azerbaijan became
the non-permanent member of the UN Security Council. It shows that
Azerbaijan wants to be an influential and important player in the
international arena”.

Azerbaijanis and Armenians who will live together in Nagorno-Karabakh
should discuss the conditions of their future coexistence, Azerbaijani
Parliamentary Deputy Speaker Bahar Muradova told journalists on
Wednesday.

The main goal of such a meeting between the Azerbaijani and Armenian
communities of Nagorno-Karabakh is to discuss their future coexistence
as Azerbaijani citizens, Muradova said.

“They should discuss how they see living together, to exchange views on
governing the region, to take measures to eliminate mutual distrust,”
Muradova said.

While discussing the Nagorno-Karabakh conflict, Muradova made
the proposal to hold a meeting between the two communities’
representatives.

“Because we do not want to politicize these meetings and propose them
as alternative to the negotiations,” Muradova said.

The communities are scheduled to meet in Germany in late November.

Nov. 15–Azerbaijan is integrating into Euro-Atlantic organizations,
but the Nagorno-Karabakh conflict seriously hampers the process,
Azerbaijani Parliamentary Speaker Ogtay Asadov said at a meeting with
Bulgarian President Georgi Parvanov in Baku today.

Asadov said Armenia, as an aggressor country, ignores the documents
adopted by the UN and other influential international organizations.

“The dynamics of Azerbaijan’s development are higher than Armenia’s,”
he said. “Despite this, we support the peaceful and just settlement
of the conflict. We hope that friendly countries will multiply their
efforts to resolve the conflict within international legal norms
and principles.”

Parvanov visited the parliament during his official visit to Azerbaijan
on Nov. 15.

He familiarized with the conditions created for MPs. He visited the
hall devoted to national leader Heydar Aliyev.
