European Court again finds Armenian Government guilty

YEREVAN. – The European Court of Human Rights (ECHR) once again ruled
against the Government of Armenia, and therefore the Government will
have to pay 18,500 Euros as compensation to former residents of
capital Yerevan’s 17 Buzand Street, who had become victims of eminent
domain.

These residents, namely Hovhannes and Astghik Hovhannisyan and their
daughter, Liana Shiroyan, were forcibly evicted from their homes, on
December 30, 2005, because of eminent domain, their attorney Vahe
Grigoryan informed Armenian News-NEWS.am.

In his words, the ECHR recognized the violation of their property
rights and ruled in favor of compensation, on Tuesday. So, the
Armenian government has to pay the aforesaid amount within three
months of the ruling.

`I am informed of around twenty such cases which are still being
examined. Three of them were approved, in terms of property rights,
and two have received compensation. The last one was18,500 Euros, and
the previous one, I believe, was around 14,000 Euros,’ Vahe Grigoryan
also noted.

According to Grigoryan, all three cases which ECHR approved referred
to the state’s expropriation of private property to construct
Yerevan’s Northern and Main Avenues.

To note, the Court had ruled that Article 1 of Protocol 1 of the
European Convention on Human Rights was violated.

The construction of the Turkish part of Baku-Tbilisi-Kars railway can
be stopped due to financial problems. According o Haberturk, 180
million Euros have been invested in the construction, but the work
done is only about the 35% of the planned work.

It is noted that the Turkish government is going to hold competition
for investments to find other 500 million Euros.

Earlier, the leadership of the Azerbaijan railways used to sate that
the railway under construction since 2008 would be ready by 2012.

The police system has always stayed aloof from politics, the chief
of police has said.

Vladimir Gasparyan made the statement in an interview with the local
daily Haykakan Zhamanak, when asked whether the senior police officers
sacked recently had to quit office because of connections with the
coalition Prosperour Armenia Party (PAP).

“Heaven forbid if the police went into politics. Neither the society
nor the police would benefit from that. That’s my profession,” he
said. “It’s a long time I have known [PAP leader] Gagik Tsarukyan and
his family. Tsarukyan is a member of our country’s Security Council; he
is a citizen of this state and the coalition partner of the incumbent
authorities. By and large, we are friends and that cannot be subject
to any discussion.”

Characterizing himself an impartial and straightforward person,
Gasparyan said he would never do anything that would lead to injustice,
disrupting the country’s peace.

“I have a serious approach to my position to think of silly things,”
he added.

Certain opposition figures in Azerbaijan have chosen the policy of
betraying their own state and people, according to an Azeri official.

In an interview with Apa news agency, Ali Hasanov, the head of
the Public and Political Affairs Department at the Azerbaijani
Presidential Administration, addressed the government-opposition
relations, saying that authorities in the country are conducting a
dialogue with oppositionists in different formats.

“Representatives of the authorities and the opposition discuss
different topics in parliament. We conduct a dialogue with opposition
figures at different conferences and meetings. I cannot think of any
other form of dialogue,” he said.

Hasanov added that the opposition parties and the opposition-run
media have adopted what he called an anti-Azerbaijani posture.

He noted that several opposition parties and leaders, and opposition
run newspapers, which get funding from abroad, rejoice at the country’s
failures, feeling unhappy with the progress made.

Speaking of the Nagorno-Karabakh conflict, Hasanov said the country
is dissatisfied with the dynamics of the peace settlement talks.

“President Aliyev has announced several times that the situation does
not satisfy us. The only encouraging factor is that the co-chairs
are against the maintenance of the status quo. The United States and
France, and Russia, have announced on the level of their presidents,
that the status quo cannot continue,” he said.

The paper claims that Astghik Avetisyan, an advisor to Director of
Public Radio Armen Amiryan, was recently dismissed from work based
on her resignation letter.

Avetisyan used to work as assistant to presidential spokesperson
before. In February 2011 she was appointed as head of Public Radio’s
department that airs programs designed for Armenian Diaspora.

Further, the paper says that Avetisyan was appointed as advisor to
Armen Amiryan after a scandalous incident when the press published
an anonymous letter addressed to President Serzh Sargsyan.

The letter, which was ascribed to Astghik Avetisyan, was complaining
about the situation in the Public Radio.

Speaking to the paper, Avetisyan said that the Public Radio has turned
into what she called marshland and is in an agony.

“I am very sorry for the current situation as because of its director
the [Public] Radio has turned into a body that has no face, does
not represent anything and operates with slave-owning system,” said
Astghik Avetisyan.

Les catastrophes naturelles infligent des dommages a l’Armenie chaque
annee dont le coût est estime a 33 millions de dollars a annonce le
Coordonnateur de l’ONU resident en Armenie Dafina Gercheva lors d’une
conference sur la resistance aux catastrophes naturelles en Armenie.

Elle a distingue les tremblements de terre et glissements de terrain
comme les catastrophes les plus probables dans le pays.

Mme Gercheva a souligne la necessite d’elaborer un programme clair
de mesures a prendre pour reduire les dommages. Elle a dit que l’ONU
est prete a soutenir l’Armenie dans ses efforts.

Selon ses propos plus de 370 catastrophes naturelles a travers le
monde ont fait 300 000 morts en 2010.

Elle a dit que le nombre de catastrophes naturelles devrait augmenter
de 55% d’ici a 2015 et que le monde devrait etre pret pour ce defi.

L’Universite du Caire (Egypte) a presente le 14 et 15 novembre une
serie de conferences liees a ” l’Armenie dans les sources arabes
et occidentales “. Cette quatrième conference internationale de
l’Universite du Caire etait ainsi dediee a l’Armenie, a l’occasion
du 20ème anniversaire de l’Independance. Elle etait organisee par
le recteur de l’Universite Houssam Kamel soutenu par l’Ambassade
d’Armenie au Caire. Lors de l’ouverture de la conference, de nombreuses
personnalites etaient presentes dont Vahit Ghalal, le vice-ministre des
Affaires etrangères d’Egypte, Armen Melkonian l’Ambassadeur d’Armenie,
ainsi que des professeurs et historiens venus d’Egypte, de Syrie et
du Liban, des etudiants et representants de la communaute armenienne
d’Egypte. Les etudes presentees lors de ces conferences feront l’objet
de l’edition d’un livre.

Lundi 14 novembre vers 11h30 une maison etait en feu au village
de Kokaran dans la region de Lori. Le rez-de-chaussee de la maison
appartenant a Minas Kasparian fut complètement ravage par le feu,
comme une partie de l’etage. Avec l’intervention des villageois,
le feu etait maîtrise avant meme l’arrivee de secours. Mais quatre
enfants de un a quatre ans qui etaient dans la maison furent brûles
a divers niveaux et evacues par les pompiers du Chirag vers un hôpital.

L’un des enfants souffrant de legères brûlures est sus surveillance
medicale. Mais l’etat des trois autres, transportes a l’hôpital
Fridtjof Nansen de Spitak est juge très grave. Selon Arsen Mkrdtchian,
les brulures sont telles qu’en cas de deplacement vers un hôpital
d’Erevan, ils mourraient en cours de route. Sans doute Gor (4 ans)
sera prochainement transporte vers Erevan. Mais les deux autres enfants
de 3 ans (Aren et Gor) sont dans un etat critique. Ils devront subir
des interventions a Spitak avant d’etre diriges vers Erevan.

Leur peau a brûle a plus de 50 %. Un feu de bois ou de cheminee serait
a l’origine de l’incendie.

Baku. Rashad Suleymanov – APA. Armenian President Serzh Sargsyan
announced his concern on increase of military force by Azerbaijan,
APA reports.

During his speech at the international conference “Regional Security
Dynamics in the South Caucasus”, Armenian president expressed concern
over Azerbaijan’s rapid armament.

“The arms race unleashed by Azerbaijan which is being implemented by
numerously exceeding the ceilings set by the Treaty on Conventional
Armed Forces in Europe (CFE) is a cause for concern not only for
Armenia and the region but also on a larger scale regarding the
regional security perspective”, Sargsyan said.

He said that the geopolitical developments occurring in the South
Caucasus are complex and often difficult to foresee as the region
carries on itself the influence of regional and extra-regional power
centers’ interest pooling and competition.

Sargsyan said that Yerevan tries to settle the existing conflicts
peacefully.

“I am not vacillating to repeat that the OSCE Minsk group is the
only platform for the settlement of conflict which is acceptable
for Armenia. We are deeply convinced that a long lasting peace
and stability can be formed only in case if the Nagorno Karabakh
population’s physical security and the independent decision of its
fate are guaranteed”.

Saying that the energy factor played an essential role in the
geopolitical developments of the South Caucasus, Sargsyan noted
that the new energy projects should not be used to upset the power
equilibrium established in the region. In his speech, Armenian
president threatened energy projects in the region: “Such a policy
is not only a threat to the security of separate states in the region
but also may seriously endanger the uninterrupted functioning of the
transit routes of energy sources.”

Armenian president also added that Yerevan was loyal to position on
normalization of relations with Turkey.

Baku. Parvin Abbasov – APA. Chairman of the Caucasian Muslim Board
(CMB) Sheih-ul-Islam Allahshukur Pashazadeh will visit Moscow city
on November 20, press service of the CMB told APA.

The purpose of the visit is to participate in the jubilee events
on Patriarch Kirill’s 65th birthday. The visit will continue till
November 22. During the visit Chairman of CIS Inter-religious Council
Pashazadeh will have a particular meeting with other Chairman of that
organization – Patriarch Kirill.

CMB Chairman will also meet with Catholicos-Patriarch of All Georgia
Ilia II.

APA reports that during the meeting with Patriarch Kirill, Pashazadeh
will discuss the issue of his participating in the Presidium of
the CIS Inter-religious Council which will be held in Armenia on
November 29-30.
