Ohanyan met with the head of the OSCE Office in Yerevan, Ambassador
Sergey Kapinos, completing his diplomatic mission in Armenia.

Cooperation perspectives between the OSCE Office in Yerevan and
Defense Ministry were discussed. The parities stressed the importance
of joint programs on raising human rights awareness in the army.

The Minister thanked the Ambassador for expert assistance of the OSCE
Office in Yerevan to implementation of a number of military and
educational programs.

In conclusion, Mr. Kapinos was awarded with a Military Cooperation
Medal for contribution to effective cooperation between the OSCE and
Defense Ministry, ministerial press service reported.

UN General Assembly.

`I wish to recognize the important choice of the general debate theme
for this session and highlight the role of mediation in the settlement
of disputes by peaceful means and as a means of preventing the
resumption of hostilities…. It is particularly worth mentioning the
engagement of regional organizations that have built-up an enormous
experience in mediation and have an in-depth knowledge of the
political, cultural, and military realities on the ground. The success
of mediation hinges, among other things, upon the articulation of a
clearly-defined mandate. A case in point for us is the mission of the
OSCE Minsk Group in the settlement of the Nagorno Karabakh conflict,’
President Sargsyan said.

`Three years ago, when I had the honor to speak from this rostrum, I
stated that the time has come for seriously considering the exercise
of the people’s right to self-determination in the 21st century. We
are today witnessing new cases of the exercise of this inalienable
right. In this context, I would like to congratulate the newly-elected
193rd member of the United Nations Organization, the Republic of South
Sudan. Its path to having a place in this august hall has been long
and difficult, but the people of South Sudan, through the free
expression of will, exercised their right to live sovereignly and
independently, thus crossing the path that many of the UN member
states present here today have crossed. The people of Nagorno-Karabakh
made the same choice two decades ago by exercising their right to
self-determination, by withstanding the war unleashed by Azerbaijan,
and surviving bloodshed to earn their right to live in freedom,’ he
said.

Touching on the issue of the Armenian Genocide, President Sargsyan
said: `The Genocide of the Armenians perpetrated in the Ottoman Empire
has been recognized and condemned by numerous countries, parliaments,
international organizations, and genocide scholars’ community.
Unfortunately, the same does not hold true for the Republic of Turkey,
which continues to engage in a policy of denying this atrocious crime
committed against humanity. We unequivocally welcome the clear
position adopted by the international community in precluding any
possibility of immunity or pardon for perpetrators of genocide or
other crimes against humanity. Without recognition and condemnation,
it will be impossible to develop and implement effective mechanisms of
prevention, which is one of the UN’s priorities. Armenia will
contribute its most to the recognition, punishment, and prevention of
genocides.’

PanARMENIAN.Net – Turkey has seized a Syrian-flagged ship loaded with
weapons, Turkish Prime Minister Recep Tayyip Erdogan has said.

He did not say where or when the vessel was stopped, but vowed to
confiscate any arms shipments for Syria coming through Turkish waters
or airspace.

“Turkey has arrested a ship flying the Syrian flag and carrying
weapons,” Mr Erdogan said in New York where he attended the UN General
Assembly. “If in the future arms shipments (to Syria) are made by air
or land, we will stop and seize them,” he added, BBC reported.

Earlier this week, Mr Erdogan told reporters that Turkey no longer had
any contacts with the Syrian leadership and warned of sanctions.
Ankara also hosted a conference of Syria’s opposition groups earlier
this month.

Forum for Heads and Representatives of Diaspora Armenian Organizations
ended with a press conference at Karen Demirchyan Sport-Concert
Complex in Yerevan.

The forum kicked off on Monday, September 19, in coordination with the
Republic of Armenia’s 20th anniversary. It brought together more than
550 people from Armenian communities in 46 countries of the world. In
his opening remarks President Sarkisian said that the gathering
symbolized `the might of the 10-million-strong Armenian nation’ and
that `that power has solved numerous pan-Armenian problems.’

The following is the translated speech of the Chairman of the Social
Democrat Hunchakian Party Central Committee; Mr.Setrak Ajemian.

Dear Presidents of Armenia and Artsakh,

His Holiness Karekin II, Catholicos of All Armenians,

Ladies and Gentlemen,

As the worldwide Social Democrat Hunchakian Party’s Central Committee
Chairman, it is a great honor to be present and address the Armenia
Diaspora conference dedicated to the 20-year anniversary of our
Motherland’s independence. An independence for which we waited and
dreamt for. An independence in the course of which we have sacrificed
many, and an independence we will sacredly cherish for its
indisputable value, yet, an independence whose longevity we still
struggle for. A struggle for which we have yet to combat thousands of
challenges, which we can confidently say, we have readily accepted the
challenge and will resolve. For our people; who went on millennia
without an independent homeland and the establishment of a sovereign
state with its own army, having won a war imposed on us… is a new
phenomenon; phenomenon which many nation states do not have the
privilege to be proud of.

Ladies and Gentlemen,

During these 20 years of Independence we have had tremendous
successes. Within these same years, we have also had both objective
and subjective difficulties, as well as deficiencies. A 20-year-old
youth, and indeed our independence is at a young age, has the right to
have deficiencies, but these deficiencies with age should not
increase, but rather be treated, and eventually fade away so that
together we have the Armenia for which we have struggled many years
for.

After a devastating earthquake, winning an imposed war and
establishing an independent Armenia and Artsakh is not easy. There are
very few countries in the world which have established their
independence in such difficult conditions that which Armenia and
Artsakh were faced with. Despite these difficulties, we triumphed;
nevertheless our triumph can be greater, once we strengthen our
victories in the international arena.

Today, many have already spoken in regards to the Nagorno-Karabakh
issue. It’s clear that every single Armenian desires only one thing:
the international recognition of independent Artsakh so that
Artsakhsis have sovereignty of their own lands and build a future
without fear of hostility. The Hunchakian party believes that there
are tribulations facing Armenians which require an effort of national
unity and energy. The Artsakh issue is not only for Artsakhsis but an
issue for all Armenians, the preservation of Diaspora Armenians is not
only an issue for the Diasporans but an issue for all Armenians.
Armenia’s social and economic well-being is not just for those living
in Armenia but an issue for all Armenians.

Today, here in the Armenia Diaspora conference, we all come to work,
to find solutions to the challenges facing our nation, and these
solutions and the work needed to ascertain them necessitate a clear
and straightforward understanding of the problems. not just goodwill
speeches. Therefore, on behalf of the Social Democrat Hunchakian
Party, I am compelled to bring to light and consider a few issues
about which I am sure we are all concerned. The 20 year old system of
governance has shown us that it is a system which has not been able to
resolve the vital civil issues facing the nation and we genuinely need
to change the system we have in Armenia.

Today, for Armenia, social justice and economic tension between the
classes are of vital importance. The emigration from Armenia that
started in 1991, not only failed to halt in the last twenty years, but
continued to maintain its massive footing. This disturbs us all; both
the authorities of Armenia and organizational structures in the
Diaspora. It is not a secret that people will migrate from their
native land because of social difficulties, because they could not
earn their daily bread through the sweat of their hard labor in the
Motherland.

The global economic crisis and the response by the Armenian
authorities to combat this crisis is understandable, but these factors
only explain the current economic difficulties and disregard the
economic monopolies and monopolizers who are also active in the
political arena. This is not acceptable. When the prevailing economic
and political elite of the state are one and the same, the ordinary
citizens of the Republic are wronged. This is an important issue that
must be addressed for the reasonable economic development of Armenia.

Day by day, the center of Yerevan continues to be developed, whereas,
the border regions outisde of Yerevan are continuously ignored. This
is an important issue which we have tried to exemplify by urging many
Diasporans to move towards and invest in the differing regions of
Armenia. For its part however, the government, in turn, should
additionally initiate the improvement of the industrial, agriculture,
and tourism sectors of these regions.

The economic difficulties will remain secondary when compared to the
deplorable situation which is the lack of equality before the law;
where you have one segment of society monopolizing against the
remaining segment of simple, hard working individuals who live in
arbitrary conditions of corruption in private industries, as well as
the public sector. We welcome the President’s announced reforms to
tackle this vicious phenomenon within the country, but we do believe
that much more is needed to truly rectify the situation.

Dear friends,

In our opinion, the primary issue for the Diaspora, is and will
remain, the issue of preservation of the Armenian identity. Within
this conference, it is noted that the Armenian government is committed
to participating in activities preserving the Armenian identity. We
welcome this responsible position and we hope that such a proposition
does not remain on paper, but rather becomes tangible reform in daily
activities and concerns.

As is affirmed within this conferences, the most important aspect of
preserving the Armenian identity is keeping the Armenian youth
Armenian. In this respect, Armenia has advanced with various
initiatives for Diasporan youth the «Ari Doun» (Come Home) program,
summer camps, the Pan-Armenian games, and others are welcomed. We
support and desire the further establishment of similar programs, and
the expansion of existing programs.

Ladies and Gentlemen,

A few months ago, within the French National Assembly, I had the
opportunity to partake in the conference on `Peace and Security in the
Caucasus’ organized by the S.D.H.P. I addressed the need for the
creation of a pan-Armenian body to combat the problems we face. We are
pleased, through the initiative of the Armenian government, to
announce the establishment of a pan Armenian body for the 100th
anniversary of the Armenian Genocide. As representatives of the
Armenian people, we will discuss the issues of the Armenian Genocide
and reparations at one table.

Ladies and gentlemen, we salute the Armenia-Diaspora conference and
wish all the organizers and participants much success.

HIS HOLINESS ARAM I RETURNS FROM ARMENIA

During the week His Holiness Aram I went to Armenia for three days to take
part in the 20th anniversary celebrations of the independence of Armenia.
Catholicos Aram I was the guest of Catholicos Karekin II in Etchmiadzin. At
the celebrations the two Catholicoi greeted the people and transmitted their
messages emphasizing the important contribution of the Armenian Church in
building national and spiritual values.

Throughout those three days His Holiness Aram I was also invited to address
issues challenging the Armenian people and the Church.

Iran And Russia In Nuclear Power Talks

Iranian President Mahmoud Ahmadinejad says Tehran is holding talks
with Russia about building another nuclear power plant in Iran. He
made the statement at a news conference in New York City, where he
also shared his utopian vision for all humanity.

Ahmadinejad said Iran needs 20 times the amount of power the
Russian-built Bushehr nuclear-power plant supplies. Speaking through
an interpreter, the Iranian leader said another 19,000 megawatts
are needed.

“There are currently conversations ongoing for the Russians to provide
that, but it is only a general proposal. And from here, today, as we
speak, I want to officially invite other firms and other entities
to come and bid and propose their participation for building these
power plants,” said Ahmadinejad.

The Iranian leader reiterated his claim that his country is producing
only low-enriched uranium to create radio-isotopes used in medical
treatment. He said Tehran is prepared to stop enrichment immediately
if the International Atomic Energy Agency, the U.N. nuclear watchdog,
supplies Iran’s domestic needs.

On another energy issue, President Ahmadinejad called for all outside
forces to leave the Persian Gulf, saying Iran can guarantee the
security of energy supplies transported through the area.

He rejected any talks between Israel and the Palestinians, saying
Palestinians have a right to self-determination that is not subject to
dialogue. This contrasted with his call for dialogue between Armenians
and Azerbaijanis over the disputed territory of Nagorno-Karabakh,
a land-locked enclave with an Armenian majority ruled by Azerbaijan.

Armenia and Azerbaijan share borders with Iran.

Ahmadinejad also said a small minority of power-hungry nations will
not be able to withstand a spiritual wave sweeping the world that
will result in a joyous day when all of humanity’s major problems
are eliminated.

“A day in which all humans are respected, ignorance will no longer
exist, poverty will no longer exist, hatred and animosity will no
longer exist, and that day will be filled with beauty, mutual respect
and joy.”

Ahmadinejad was in New York City along with other world leaders for
the opening of the annual U.N. General Assembly.

He opened his news conference thanking the New York Police Department
for their security effort, the people of the city for their patience,
and he apologized for any traffic jams that his motorcades may
have caused.

Mister Secretary-General,
Ladies and Gentlemen,

Firstly, I would like to thank and wish much success to Mr. Nassir
Abdulaziz al Nasser, the President of the 66th session of the UN
General Assembly, and thank Mr. Deiss of Switzerland for his leadership
during the 65th session.

I would also like to take this opportunity to once again congratulate
the UN Secretary-General Ban Ki-moon for his second term in office.

Mister President,

I wish to recognize the important choice of the general debate
theme for this session and highlight the role of mediation in the
settlement of disputes by peaceful means and as a means of preventing
the resumption of hostilities.

We highly appreciate the mediation efforts of global and regional
structures and organizations in various parts of the world in
preserving peace and security and in conflict settlement through
peaceful negotiations.

It is particularly worth mentioning the engagement of regional
organizations that have built-up an enormous experience in mediation
and have an in-depth knowledge of the political, cultural, and military
realities on the ground. The success of mediation hinges, among other
things, upon the articulation of a clearly-defined mandate. A case in
point for us is the mission of the OSCE Minsk Group in the settlement
of the Nagorno-Karabakh conflict.

Another key factor worth highlighting here is the mediators’ role in
preventing conflict escalation and the resumption of hostilities.

This aspect of mediation is sometimes overlooked, yet it is of no
less importance to international peace and stability than finding a
solution to a contentious matter.

Mr. President,

Three years ago, when I had the honor to speak from this rostrum, I
stated that the time has come for seriously considering the exercise
of the people’s right to self-determination in the 21st century. We are

In this context, I would like to congratulate the newly-elected

Mr. President,

The Nagorno-Karabakh conflict settlement talks are continuing with
the mediation of the OSCE Minsk Group co-chairs. We are grateful to
the co-chair countries and their leaders for their mediation efforts.

However, the mediators cannot reach an agreement in place of the
negotiating parties.

Azerbaijan’s utter unwillingness to reach an agreement and its
“everything or war” position have stalled progress in the peace
talks. Despite the expectations and the high-level advice from the
international community, Azerbaijan took yet another step back during
the last meeting in Kazan by rejecting the previously elaborated
arrangement and trying, in fact, to break down the negotiation process.

Baku has turned armenophobia into state propaganda, at a level that
is far beyond dangerous. It is not only our assessment; the alarm
has also been sounded by international structures specializing in
combating racism and intolerance. Even more dangerously, armenophobic
ideas are spread among the young Azerbaijani generation, imperiling
the future of peaceful coexistence.

By denying and destroying all that is Armenian, Baku stubbornly
continues to disseminate false accusations against Armenia,
Nagorno-Karabakh, and the Armenians at all levels everywhere, including
here, within the framework of the UN. The Azerbaijani propaganda
machine continues regularly to overwhelm the international community
and the domestic audience with horrendous lies about the so-called
“Armenian brutality” and the killings of children. These stories are
fabricated and disseminated using a trite yet painful logic, whereby
their authors believe that some people out there will rise to the bait
of this black PR against Armenia, and it will thus serve a purpose.

In recent years, owing to the efforts of the Minsk Group co-chair
countries, particularly the direct mediation by the President of the
Russian Federation, a number of documents have been signed, including
the Meindorf, Astrakhan, and Sochi Declarations, which have stressed
the need to strengthen the confidence-building measures between the
parties. The signature of the President of Azerbaijan also stands on
those documents.

Azerbaijan, however, continues to turn down the repeated proposals
by the international community concerning agreement on the non-use
of force and strengthening the confidence-building measures.

Moreover, the belligerent rhetoric and war threats uttered by
Azerbaijan have intensified and ceasefire violations have grown more
frequent, continuing to deprive of life innocent civilians. All of
this is orchestrated from the highest state level.

The dangerous rise in manifestations of armenophobia not only fails to
contribute to an atmosphere of trust in the region, but also leads to
questions about Azerbaijan’s understanding of the goals of the United
Nations to practice tolerance and live together in peace with one
another as good neighbors. Aspiring for membership in the Security
Council of the UN with such an understanding is impermissible and
even dangerous.

Mr. President,

In the frameworks of this Assembly, alongside debates on some of the
most vital and urgent issues of our time, a high-level meeting took
place yesterday on the 10th anniversary of the Durban Declaration,
which reiterated the urgent need to eliminate racism, racial
discrimination, xenophobia and all forms of intolerance.

Unfortunately, such intolerance is known to us, Armenians, not
only through the examples I mentioned earlier. As a nation that has
survived a genocide, the most extreme form of racism and xenophobia,
we are morally obliged to act for the prevention of future genocides.

The elimination of racism and xenophobia and the inculcation of
tolerance can become a truly effective mechanism if accompanied with
clear prescription of liability. Impunity and avoidance of liability
give birth to yet new crimes. Hence, it is incumbent upon us in the
international community to identify and denounce without delay any
expression of intolerance, but especially its extreme forms.

international organizations, and genocide scholars’ community.

These references to the Armenian Genocide lead me to recall another
important celebration marked this year: the 150th birthday of Fridtjof
Nansen, the first High Commissioner for Refugees. In the most difficult
period for my nation, the great humanist rendered priceless support
to the survival of the homeland-deprived fragments of the Armenians
fleeing from the Genocide. Holders of the Nansen passports settled in
various countries of the world, reaching as far as South America. They
rose to their feet and partook in the development of the countries
and peoples hosting them.

I believe that justice and the equality of rights between states have
become standards in international relations owing to such powerful
individuals who promoted their vision of morality in that cruel world
of the “realpolitik.”

Mr. President,

Speaking from this rostrum in 2008, I had expressed hope that
the Armenia-Turkey normalization process initiated by us and the
establishment of diplomatic relations and the opening of the borders
closed by Turkey, trespassing international law, would become the
first steps in enabling us to start a dialogue and overcoming the air
of mistrust, suspicion, and uncertainty existing between us. Although
our initiative was commended and widely supported by the international
community, Turkey has in all ways possible aborted the ratification
and implementation of the protocols we initialed in 2009.

Mr. President,

Today, on the eve of the Rio Summit on Sustainable Development,
political will must be demonstrated to honor the international
commitments in order to turn the South Caucasus into a region of
cooperation and prosperity.

The correlation between security and development is not an abstract
theory for our region where economic cooperation and deeper integration
with the global economy are hindered by unlawful blockades and the
blockage of regional integration projects.

These attitudes, alongside the fueling of an arms race, not only are
dangerous for the peoples of the region, but they also continue to
absorb the resources direly needed for sustainable development.

The time has come for the leaders of the countries in our region to
try to stand above the dictates of a narrow political agenda and to
move towards solutions that are aimed at a peaceful and prosperous
future for generations to come.

I want to believe that, not in the distant future, our region will
be perceived as a solid and firm bridge uniting civilizations, rather
than as a dividing line.

Mr. President,

Two days ago, the Republic of Armenia celebrated the 20th anniversary
of its independence. In September 1991, Armenia restored its
independence, realizing the dream of the Armenian people and reuniting
with the Family of Nations.

In the realm of history, 20 years may seem like a short period, but
it has served for the present generation as a period of great change,
construction of independent statehood, and a renewed perception of
their role and place in the world. I wish to take the opportunity
from this esteemed rostrum to express my gratitude to all the states,
peoples, and individuals that have supported us in these 20 years of
development and construction of statehood.

Freedom, peace, and democracy are our choice, and we are committed to
this path. We are proud of our achievements today. In two decades,
the Republic of Armenia has implemented a wide-scale program
of constructing statehood. Much has been done in the fields of
democratization, human rights and economic reforms, the establishment
of the rule of law and liberal economy. We have many achievements,
but much still remains to be done. Above all, we are convinced that
we are on the right path, a path that is irreversible.

Mr. President,

Exactly a decade ago, New York, the city which is home to the United
Nations Organization, experienced one of the worst atrocities in the
history of mankind, the 9/11 terrorist attacks. Armenia unconditionally
supports and actively contributes to the international community’s
counter-terrorism efforts and all of the UN’s initiatives in this
area. We are doing and will continue to do our best for the world to
be a safer and more peaceful place.

We stand ready, to the best of our abilities, to contribute to global
security and respond to global threats, be it through peace-keeping
missions, elimination of the consequences of natural disasters,
environmental protection, or the fight against terrorism, racism,
and intolerance. Over the years, we have proven our aspirations
and determination with deeds, and we stand ready to continue doing
the same.

Sarkisian Blasts Azerbaijan, Turkey At UN

President Serzh Sarkisian again blamed Azerbaijan for the lack of
progress in the Nagorno-Karabakh negotiating process and accused Turkey
of obstructing the normalization of Turkish-Armenian relations in a
speech at the UN General Assembly on Friday.

“The absence of a desire by Azerbaijan to reach agreement and its
everything-or-war posture are preventing progress in the negotiations,”
he said.

Sarkisian reiterated in that regard Armenian claims that the most
recent Armenian-Azerbaijani summit held in Kazan, Russia in June
failed to yield a framework peace deal because of last-minute
objections voiced by Azerbaijan’s President Ilham Aliyev. He said
Aliyev thus walked away from “agreements reached at previous stages”
of the peace process.

Azerbaijani officials have not explicitly denied such claims. But they
insist that Yerevan is to blame for the lack of decisive progress in
the peace talks.

Sarkisian went on to accuse Baku of promoting “Armenophobia”
and warmongering. “Bellicose statements and war threats voiced by
Azerbaijan have intensified and violations of the ceasefire regime,
which continue to claim the lives of innocent people, have become
more frequent,” he said.

Sarkisian also hit out at Turkey, deploring its refusal to
unconditionally ratify Turkish-Armenian normalization agreements signed
in 2009. “Turkey has thwarted the ratification and implementation of

YEREVAN.- Romania’s Ambassador to Armenia Crina Prunariu refrained from
commenting on recent statements of Azerbaijani President Ilham Aliyev.

“I would not comment on the statements of the Armenian leadership as
well,” she said.

Asked by the Armenian News-NEWS.am correspondent about threats of
force, Prunariu said Romania definitely opposes such statements.

She also found difficulty in commenting on the statements made by
Romanian President Traian Basescu during his Baku visit, stressing
that Romania has certain interests in the field of energy.

According to her, during such meetings press usually puts emphasis
on the issues they are interested in, but not the full statement.

During his recent visit to Baku, Romanian leader said the Karabakh
conflict should be resolved within the ramework of Azerbaijan’s
territorial integrity, the statement which was condemned by Armenia’s
ruling party.

Armenia considers President of Romania should be more cautious while
speaking about such sensitive region as South Caucasus, and should
not forget his own history and liberation struggle of his nation.

Azerbaijan has accused Armenia of lying to international
organizations. Ali Gasanov, head of the section for socio-political
affairs of the Azerbaijani Presidential Administration, said that
Armenian President Serzh Sargsyan’s statement that Nagorno-Karabakh
would not become part of Azerbaijan prove Armenia’s lies to the
international community, the UN and the OSCE, Trend reports.

Gasanov says that some international figures are indifferent to
Sargsyan’s dictation of policy. Azerbaijan strives for a peaceful
settlement of the Nagorno-Karabakh conflict. Baku would find other
solutions for liberation of the territories, unless the public remains
indifferent to the problem.
