Azerbaijan, Armenia, Georgia, Moldova, Ukraine refuse to sign
declaration critical of Belarus

The special declaration of the summit of the Eastern Partnership
initiative condemning the human rights situation in Belarus was signed
only by the heads of state and government of the EU countries.
Armenia, Azerbaijan, Georgia, Moldova and Ukraine refused to openly
criticize Belarus, the spokesman for the Polish presidency of the EU,
Konrad Niklewicz, said after the summit.

He said attempts had been made to develop a common position on the
final text of the declaration, which included an assessment of the
situation with human rights, laws and democratic standards in Belarus.

However, during this work it turned out that nothing would come of it,
Niklewicz said.

The participants in the summit of the Eastern Partnership initiative
inked the general voluminous text of the final declaration. The
separate document was signed only by the European Union.

During the summit of the Eastern Partnership initiative there were
held several parallel meetings of its members with representatives of
the Belarusian opposition. Belarus’s official delegation on Friday
refused to participate in the summit.

Harut Yekmalyan : un invité d’honneur défenseur de la sculpture

L’invité d’honneur, Harut Yekmalyan, représente, au Salon des arts,
la nation arménienne.

Il en est heureux et fier à la fois. « Je ne connaissais pas ce
rendez-vous artistique », raconte cet artiste qui possède en lui le
talent des trois dimensions.

Sculpteur, il impose à la matière la volupté des formes généreuses,
infiniment lisses pour mieux être caressées.

Dessinateur et peintre à la fois, on retrouve en lui cette volonté
d’entremêler des corps rebondis, pulpeux, qui ajoute la sensualité à
des touches de couleurs suggestives :

« J’ai trop connu la pensée artistique unique en Arménie soviétique
pour ne pas m’accorder une liberté d’expression qui aille au-delà des
canons de la mode ».

Basé en résidence d’artistes à Chtel-Montagne depuis de nombreuses
années, Harut Yekmalyan a tourné la page de l’artiste parisien pour
s’imprégner de l’atmosphère de la Montagne bourbonnaise et travailler
dans la sérénité de ce village d’artistes.

Mais le syndicalisme ne tarde pas à s’imposer à lui. « Je milite pour
que soit appliquée à tous les investissements de la collectivité
publique la loi du 1 % artistique. L’équilibre de la vie d’artiste
repose sur trois pieds : la commande publique, la commande privée et
le travail de l’artiste. S’il manque un seul pied, tout s’écroule ! ».

Autrichienne, mariée à un Anglais et vivant en France depuis plus de
onze ans, Monika Bruce, de Saint-Gaultier, a décidé de s’exprimer sur
le sort réservé aux réfugiés arméniens de Chteauroux (NR des 21 et 22
septembre).

« Je suis dégoûtée par la cruauté de l’État français qui a décidé
d’expulser des enfants, des bébés d’un an – nés en France -, soignés
dans un hôpital français, des gens qui ont l’air très honnêtes, qui
veulent justement avoir une meilleure vie pour leurs enfants et pour
eux. La famille est déchirée, le frère en prison, la maman ailleurs,
les deux frères mineurs encore scolarisés, jusqu’à la majorité – pour
être expulsés après ? Mais dans quel monde vivons-nous ? Nous sommes
des ressortissants européens et nous avons de la chance d’avoir le
droit de vivre et de travailler en France. Quelle injustice de ne pas
permettre à cette famille de justement vivre aussi avec dignité dans
un pays sûr. Ne laissons pas cet État faire : il faut s’y opposer,
protester. Cette famille a le droit de vivre en liberté, ici, à
Chteauroux ! Je serais très heureuse d’avoir, par votre
intermédiaire, des nouvelles pour suivre le destin de la famille
Gevorgyan. »

221 arméniens sont morts du SIDA

921 patients séropositifs se sont fait recenser en Arménie depuis
1988, 98 ont découverts leurs sérologie au cours des 9 derniers mois
de 2011.

Le virus touche principalement parmi les hommes (666) soit 72,3 % des
contaminés en Arménie. Le nombre des incidences de la maladie parmi
les femmes et les enfants est de 225 (27,7 %) et de 20 (2,1 %)
respectivement a annoncé Arshak Papoyan Chef du Département de
Surveillance des Epidémies au centre de Prévention du SIDA.

La majorité des patients – 57,8 % – est gé entre 25 et 39 ans.

La contamination est principalement hétérosexuelle (50,9 %) ou par
injections de drogue par voie intraveineuse (39,8 %). Aucun cas de
contamination homosexuelle aussi bien que la transmission “de l’enfant
par la mère” n’a été enregistrée.

443 cas de SIDA (105 femmes et 10 enfants) ont été diagnostiqués.
Jusqu’ici 221 morts ont été enregistrées dont 37 étaient des femmes et
4 des enfants.

Tout ceux infectés par des injections de drogue sont des hommes dont
la partie principale a temporairement résidé en Russie ou en Ukraine.
En attendant, la majorité des patients masculins (55,6 %) a contracté
le virus par l’injection de drogue tandis que presque tous les
patients féminins (98,4 %) ont été infectés par la voie sexuelle.

La majorité de cas de HIV a été enregistrée à Erevan (389 patients).

Selon une évaluation il y a 2000 patients infectés du HIV dans le pays.

Arménie : l’opposition manifeste pour la deuxième journée consécutive

Des centaines d’opposants arméniens ont manifesté samedi pour la
deuxième journée consécutive à Erevan pour réclamer des élections
anticipées après avoir installé la veille un camp de tentes.

`Nous sommes de bonne humeur et prêts à rester ici pour autant de
nuits qu’il faudra pour obtenir le départ du gouvernement`, a dit à
l’AFP Astguik Aguekian.

Vendredi près de 6.000 opposants arméniens s’étaient rassemblés à
Erevan pour une manifestation censée durer 24 heures sur 24 pendant
huit jours pour exiger l’organisation d’élections parlementaires et
présidentielle anticipées

Les manifestants ont ensuite planté plusieurs tentes sur la place de
la Liberté dans le centre d’Erevan, en signe de solidarité avec les
opposants ayant organisé des manifestations dans ce même endroit pour
contester les résultats de l’élection présidentielle de février 2008.

Ces dernières avaient été marquées par de nombreuses violences et
s’étaient soldées par 10 morts.

Après plusieurs manifestations de l’opposition au cours des derniers
mois, le président Serge Sarkissian a proposé en avril aux opposant de
coopérer et autorisé à manifesté sur la place de la Liberté.

Mais les négociations entre l’opposition et les autorités ont été
suspendues après l’arrestation en août d’un opposant suite à un
affrontement avec des policiers.

Les prochaines élections parlementaires sont attendues en 2012 en
Arménie, suivies de la présidentielle en 2013.

Turkish Ambassador to France Tahsin Burcuoglu has sent a letter to
Francois Holand of the French Socialist Party over his stance on the
Armenian Genocide.

According to the Turkish news agency Anadolu, in the letter Burcuoglu
warned Holand that if the Senate adopts the bill penalizing the denial
of the Armenian Genocide, it will seriously harm relations between
Turkey and France.

Francois Holand, who is going to run for the Senate in 2012, has said
he will bring the bill criminalizing the denial of the Armenian
Genocide to the Senate full agenda for approval.

YEREVAN. – Within the framework of HIGH FEST International Performing
Arts Festival, British 3D and multimedia performances will be staged
in Armenia between October 2 and 8.British choreographer Billy Cowie’s
10-minute 3D dance performance called `Tango de Soledad’ (Tango of
Solitude) will be staged in Armenia for the first time, with
assistance by British Council. And on October 7 and 8, British Council
will present, at the stage of Armenian State National Theater, British
Prototype Theatre’s `Third Person: Bonnie & Clyde’ multimedia
performance. Aside from its theatric presentations, British Council
is also holding online discussions on Art Digitizing, and, by visiting
British Council’s website (), Armenian specialist

Iran to start water transfer plan from Araz to Orumiyeh Lake

Iran signed the agreement with northern neighbors to transfer water
from its sector of the Araz River to Orumiyeh Lake, IRNA quoted Iran’s
Energy Minister Majid Namjou as saying.

“The Araz River is located in the border,” he said. According to the
agreement with neighbors, about 50 percent of the river belongs to
Iran and the rest to its neighbors.”

He said that water transferred from the Araz River to the west of
Azerbaijan in the long term period will solve the drought problem in
Orumiyeh lake.

Iran will use water from the Araz River and the country will not seek
for using sectors of other neighbors.

The Iranian government approved assigning $900 million to protect
Orumiyeh Lake from drying up. This amount has been granted to transfer
water from rivers in the Kurdistan province to Orumiyeh Lake .

Earlier, the Ecology and Natural Resources Minister of Azerbaijan
Huseyngulu Bagirov said that Iran has not officially appealed to
Azerbaijan regarding the use of Araz River waters to prevent Lake
Urmia(Orumiyeh).

He said that the Azerbaijani side was informed of the use of Araz
River waters to prevent the swallowing of Lake Urmia only through
media reports.

“If in fact there is such an intention, Iran must coordinate this
issue with Azerbaijan,” Bagirov said, stressing that Iran and
Azerbaijan have made an agreement on the use of waters of the Araz
River.

“The agreement reflects many issues. It was agreed that each party may
use water from the river for agriculture and other needs,” Bagirov
said.

He said that a certain water level should be maintained in the river
to preserve the ecological balance.

As an example, Bagirov stressed that the Armenians have altered the
riverbed of the Tovuz River for their own purposes. Naturally, they
will feel the ecological consequences.

“The lake’s disappearance would leave behind it a residue of 10
billion tons of salt, which threatens the lives of 14 million citizens
around the lake,” Orumiyeh lawmaker Javad Jahangirzadeh said earlier.

Iran ‘s largest lake, Orumiyeh, dried up by almost one-third, the
Director of the Iranian State Department for Lake Protection Ali
Nazardust said earlier. Dams, rainfall shortages, and other negative
factors have caused Orumiyeh Lake to dry up.

At present the lake’s salinity level is at 330 percent, Nazardust
said. Earlier the figure was 160-170 percent and the reservoir covered
5,000 square meters.

Russia invites West to join it in safeguarding peace in South Caucasus

Speaking at the 66th session of the UN General Assembly, Foreign
Minister Sergei Lavrov declared that Russia was ready to act as a
guarantor of peace in South Caucasus. He went on to invite the U.S.
and EU to join Russia in this effort. Georgia appeared sarcastic about
the prospect, Azerbaijan understanding and Armenia moderately
optimistic.

“Russia is determined to do everything possible to avert the use of
force and escalation of violence in Caucasus,” Lavrov said.

The diverse reactions from countries across the region are indicative
of Russia’s current position in South Caucasus. This is the first time
that Russia has asked the West for help. In the past, Russian leaders
referred to the region as Russia’s zone of responsibility.

To some extent, Lavrov’s statement sounded like a warning about a
possible rerun of the August 2008 hostilities. Alexei Malashenko from
Carnegie Moscow Center said Lavrov’s statement means Russia has
accepted the current realities and does not want to display any hint
of imperial ambition ahead of Vladimir Putin’s possible reelection as
president. “If the West fails to stabilize the Georgia-Abkhazia-South
Ossetia triangle, Russia will face less criticism,” he said.

Georgia responded by reminding Lavrov of the casualties it suffered at
Russia’s hands. Georgia said it was not going to sign any agreements
with “its autonomous regions” but would agree to sign a non-use of
force agreement with Russia if “the international community” – the
West – is involved.

EU spokesperson Maya Kocijancic sounded interested in Lavrov’s
proposal but added they still had to study the context of the Georgia
conflict. Speaking about the Nagorno-Karabakh peace process, Lavrov
proposed continued negotiations under the auspices of the OSCE Minsk
Group, with light pressure put alternately on the conflicting parties.
Armenia could buy this, but not Azerbaijan.

Azerbaijan’s Foreign Minister Elmar Mamedyarov, who also addressed the
UN General Assembly in New York, reiterated the old conflict
resolution requirements, including the pullout of Armenian forces and
preservation of Azerbaijan’s territorial integrity. His deputy, Khalaf
Khalafov, was far blunter several days ago when he mentioned Armenia’s
” unwillingness to withdraw from the occupied territories.”

Armenia responded that a compromise involves concessions on both sides
while Azerbaijan only makes demands and “ephemeral promises,” which
sound ridiculous from a country often criticized by PACE for
backtracking on democracy by, for example, sanctioning “presidency for
life”, said Naira Zograbyan, head of the Armenian parliament’s
standing commission for European integration.

“A joint approach to the Karabakh problem is possible if Russia,
America and Europe develop a package agreement which complies with
current realities, and Turkey demonstrates its non-resistance,” said
Konstantin Zatulin, head of the CIS Institute. “However, I do not
believe Russia will be able to reach agreement with the West on all
the South Caucasus issues, because we have very different views on the
developments in Georgia, Abkhazia and South Ossetia,” he added.

25-year-old Armenian-born pianist brought up in LA. He has already won
some big jazz-piano prizes, and the fact he looks like a young Bob
Dylan probably won’t do his prospects any harm, either. Listening to
his account of Someday My Prince Will Come on this mostly solo set – a
mix of Chick Corea’s gliding touch and his own darker melodic
atmosphere – it isn’t hard to tell why Hamasyan floored the judges.
That’s the only jazz standard on this set, however, the rest being
folk originals or pieces influenced by his Armenian childhood. Fans of
Avishai Cohen will warm to this newcomer’s song-rooted melodic sense:
he likes embroidering gentle folk melodies with dazzling instrumental
variations and lilting singing. The songs unfold over rolling ostinato
patterns or climax in chord clamours, and some are wistful and
mystical. A few are ecstatic dances, such as the galloping Carnaval,
and the vivacious Kakavik (The Little Partridge) with its tireless
left-hand propulsion. Hamasyan can be jazzier and more improv-oriented
than on this autobiographical journey, and A Fable may veer toward the
fey for some. But stories from this year’s Montreux festival of his
performance augur very well for his future.
