YEREVAN. – How bizarre it may sound, the advancement of the Internet
has begun destroying families in Armenia, Hraparak daily writes.

“The ‘swing family’ experience, which is spread in developed
countries, is quickly entering Armenia in recent periods. These
families reach mutual accordance and switch partners, and [thus]
‘legalize’ marital infidelity. According to our information, the
‘swing family’ accordance is now primarily reached over the Internet.

Also, not only the Europeanized, bourgeois families, but also very
patriarchal [families in Armenia] have begun getting involved in this,”
Hraparak writes.

opposition party, Devlet Bahceli calls on authorities to refuse
considering protocols envisaging normalization of Armenian-Turkish
relations.

Bahceli further called for a harsh response to RA president Serzh
Sargsyan’s statement claiming Turkey’s future remorse over committing
the Armenian Genocide.

According to MHP leader, no Turkish politician will ever make such a
“mean act,” Turkish Takvim newspaper says.

Le Fonds monetaire international (FMI) a annonce mardi 13 decembre
2011 qu’il accorderait un pret de 56 millions de dollars a l’Armenie
et a demande aux autorites d’Erevan de reduire le deficit budgetaire
et de lutter contre l’inflation.

Les deux versements du pret font partie d’un programme qui s’etend sur
trois ans pour l’Armenie et qui equivaut a 413 millions de dollars. Ce
programme a ete lance par le FMI base a Washington en juin 2010.

” Les autorites armeniennes doivent etre felicitees pour la mise en
~uvre continue de leur politique en vertu du programme appuye par
le FMI, et qui a contribue a soutenir la moderation de l’inflation
cette annee et la poursuite du relèvement post-crise “, a declare
Nemat Shafik, le gerant adjoint du FMI.

” Les politiques budgetaires ont ete plus prudentes, le deficit
budgetaire a ete reduit de manière significative a nouveau en 2011
“, a-t-il dit.

Shafik a egalement salue les modifications adoptees pour la legislation
fiscale qui aidera le gouvernement armenien a augmenter ses recettes
fiscales de plus de 13% l’annee prochaine.

Le gouvernement et le Premier ministre Tigran Sarkissian souhaitent
augmenter certaines taxes qu’ils considèrent comme un element
cle de leur strategie d’amelioration pour l’economie du pays. Les
gouvernements armeniens sont sous la pression du FMI et la Banque
mondiale pour mener a bien ces reformes.

Shafik a souligne l’importance de ” vastes reformes ” qui permettraient
de reduire les formalites administratives et de creer des règles du
jeu equitables pour toutes les entreprises.

Shafik a fait reference a des retombees de la recession qui sevissent
en Europe et ailleurs dans le monde. Les fonctionnaires a Erevan
reconnaissent que cela pourrait ralentir la reprise economique de
l’Armenie.

La Ville de Paris encourage la recherche et la diffusion des travaux
contre la xénophobie et l’antisémitisme, en décernant chaque année
deux bourses de recherche d’une valeur de 15 000â~B¬ chacune. Ces
travaux ont vocation a contribuer a une réflexion sur des thèmes
dont l’actualité reste importante.

Le jury présidé par Jean-Louis Missika, adjoint au Maire de Paris
chargé de l’innovation, de la recherche et des universités et Yamina
Benguigui, adjointe au Maire de Paris chargée des droits de l’homme
et de la lutte contre les discriminations, était composé de deux
conseillers de Paris et de quatre chercheurs : Dominique Bourel,
Anny Dayan-Rosenman, Judith Olszowy-Schlanger et Vincent Tiberj.

Parmi les onze candidatures éligibles en 2011, le jury a distingué
deux lauréates sur des critères d’originalité du projet,
d’excellence scientifique et de rigueur méthodologique.

– Huda ASAL, docteur en socio-histoire et chercheuse au Centre de
recherches historiques de l’EHESS, pour son projet intitulé ”
Débat sur la notion d’â~@³islamophobieâ~@³ en France : presse,
usages savants et pratiques militantes ”,

– Silvia FALCONIERI, docteur en histoire du droit, chercheuse au
Centre d’études des normes juridiques, pour son projet intitulé ”
Le droit de la race. Apprendre l’antisémitisme dans la faculté de
droit de Paris (1940-1945) ”.

Les deux lauréates recevront chacune une dotation de 15 000 â~B¬.

Jean-Louis MISSIKA et Yamina BENGUIGUI se réjouissent de la qualité
des travaux présentés par les lauréates et leur adressent toutes
leurs félicitations.

Serzh Sargsyan wants his dream to become true.

The statement came from head of “Atlas” Researches Center, political
scientist Elkhan Shahinoglu while commenting on Sargsyan’s remarks
saying that “Turks will kneel down and ask for apology in Yerevan”,
Gun.Az reports.

“Instead of exaggerating events that happened 100 years ago, they
should rather ask forgiveness from Turks for committing Khojaly
genocide. ‘Armenian genocide doesn’t have any victims; the figures
come only from some fake documents ‘”, the political scientist said.

Shahinoglu added that the tragedy of the XX century committed by
Armenia, Khojaly genocide has both victims and visible proofs.

“Al long as Sargsyan, inspired by Sarkozy’s remarks in Yerevan,
continues his enmity policy with Azerbaijan and Turkey and keep
the lands under occupation, Armenian nation will never prosper and
develop. They will always remain in poverty and fear because of
Karabakh’s occupation”, the political scientist underlined.

After the Nagorno Karabakh conflict is resolved, the issues related
to delimitation of borders will be discussed between Azerbaijan
and Armenia.

The statement came from chairman of the Azerbaijani state committee
for land and cartography Garib Mammadov.

The border delimitation means definition of the state border between
adjacent states through talks. The resolutions on delimitation are
usually an integral part of peace talks or special agreements on
establishing or changing the state borders.

The state must define borders and according to Mammadov, Azerbaijan
and all frontier states are expected to hold talks in this direction.

He said talks with Iran and Turkey are held on redermarcation of
borders-inspection and recovery of the state border line on the area
and marking it with border signs on the basis of earlier prepared
documents that are usually bilateral.

Baku. Victoria Dementieva – APA. The New York Times published an
article about the “birth encouragement program” implemented by the
Armenian separatist regime in the occupied territories of Azerbaijan.

The newspaper said the unemployment is high, salaries are low,
opportunities are few in the “Nagorno Karabakh Republic” and the
young continue to leave in search of better futures abroad. “Since
its introduction four years ago, the “birth encouragement program” has
been credited for an increase in births, to 2,694 in 2010 from 2,145
in 2007. The program pays each couple about $780 at their wedding, and
then an additional $260 for the first baby born, $520 for the second,
$1,300 for the third and $1,820 for the fourth. Families with six or
more children under the age of 18 are given a house. These payments
are quite substantial in a region where the average monthly salary
is $50″, the newspaper said.

“However, there are questions, yet to be answered, about the long-term
effects of encouraging so many young women to become mothers”,
the author of the article said and added: “Without first improving
education, infrastructure and employment opportunities for future
generations, and raising the standard of living, the children of
today’s baby boom may grow up to leave in search of better lives
abroad, just like the youths of today”.

The Turkish Foreign Ministry has condemned France’s intention to
approve a law introducing criminal penalties for denying the so-called
Armenian Genocide, official website of the Ministry of Foreign Affairs
of Turkey reported on Monday.

The report emphasises that the bill, which deals with sensitive events
in Turkey, is contrary to the principles of freedom of speech.

“The adoption of such a law at a time when relations between Turkey and
France are developing dynamically could be a fatal mistake resulting
in a negative impact on bilateral relations. France should be objective
and not distort historical facts,” the report says.

MPs from the French President’s Union for a Popular Movement (UMP)
party which has the parliamentary majority, proposes a bill which
aims to criminalise denial of the so-called Armenian genocide to the
legislative committee of the National Assembly on Thursday.

A similar bill was considered and adopted by the French National
Assembly on October 12, 2006, but in May 4, 2011, was rejected by the
legislative committee of the Senate, which considered it unacceptable.

A new bill signed by 40 deputies from the UMP party and the New
Centre party provides up to one year’s imprisonment and a fine of
45,000 euros for those who deny the so-called Armenian genocide.

The Armenians and their lobby claim that the former ruler of Turkey,
during the Ottoman Empire had carried out genocide against Armenians
living in Anatolia in 1915 and achieved recognition of these events
as being genocide by the parliaments of several countries.

The second festival of contemporary Italian films will be conducted
in Yerevan December 20-25. Speaking to Armenpress director of the
State Pan-National Theatre Vardan Lazarian said the festival will
present the best traditions and livelihood of Italy. “Every year an
attempt is being made to somehow link the festival with the Armenian
audience. At the second festival Armenian photographer Vahe Melkonyan
will come forth with a series of photos on “Hospitable Rome” which
shows pictures from truly Italian life,” he said.

The State Pan-National Theatre wishes to offer the Armenian audience
choice of films addressed to the recognition and maintenance of
Italian cultural heritage. “The films will be in Italian and English
languages. It will give young people an opportunity to learn Italian
better,” Lazarian said.

The festival conducted for already the second time has been organized
by the Italian embassy in Armenia in collaboration with the State
Pan-National Theatre.

It has been more than 15 years since CRONIMET Group of companies has
launched its business operations in Armenia. Over this period, the
Group has made significant investments into the mining and metallurgy
sectors of Armenia thus contributing to the overall advancement of
the country’s economy and bringing in international expertise.

The largest subsidiary of the CRONIMET Group of Companies in Armenia
is the Zangezur Copper Molybdenum Combine CJSC (ZCMC); the operations
of the latter are being controlled by a number of legislative acts
and agreements. In the framework of the obligations undertaken,

million to fulfill ambitions investment and development program
resulted in production capacities expansion, substantial performance

Today, the ZCMC is the largest taxpayer in Armenia having paid to
the state budget AMD 22.5 billion during the 9 months of 2011. At the
same time, the ZCMC is one of the largest employers in the country,
ensuring more than 3100 direct work places; along with its satellite
and sub-contractor companies this number exceeds 10,000. The amounts
paid by its customers for the production of the company constitute
noticeable portion of the currency revenues of the RA.

The ZCMC gives special importance and care to the social issues in
the country; as such the company permanently designs and carries
out large number of multifaceted social, cultural, educational and
charity projects throughout the country, donating large amounts for
these purposes.

The inclusive performance of the obligations undertaken by the
investor and the Company to the State and to the society implies
further expansion of the production facilities and this is clearly
articulated in the number of agreements signed with the Government
of Armenia.

Therefore, taking into consideration the Development program
of the Kajaran Copper Molybdenum Mine and the perspectives of
the open-pit expansion, the Government of Armenia by its Decree
627-N, dated 28.04.2011 has declared particular territories within
the administrative borders of the Syunik marz as the eminent public
domain, thus altering their target value. Moreover, these territories
have been leased to the ZCMC fully in accordance with the respective
legislation of the RA.

In this case, we do believe that the eminent public domain is being
conditioned by the benefits to be gained from the Kajaran Copper
Molybdenum Mine development and open pit expansion. The further
enhancement of the mine would instantaneously lead to the increase in
manufacturing and export volumes, thus strengthening the stability
and diversification of the Armenia’s economy and export potential,
ensuring availability of jobs and revenues for the citizens and
contributing to the positive branding of the country worldwide.

In response to the article published by the “EcoLur” Informational
NGO on 1.12.1011, the CRONIMET Mining AG would like to officially
declare that the management of its Armenian subsidiary, the Zangezur
Copper Molybdenum Combine CJSC, is accepting the applications from
the citizens with issues, comments, discussions or proposals related
to the Government of Armenia Decree 627-N, dated 28.04.2011 and is
striving to ensure the most beneficial and acceptable solution for
all these citizens. From our side, we would like to assure and to
guarantee, that the ZCMC is acting solely within the frames of the
existing legislation of the Republic of Armenia prudently taking into
account the interests of the local population.
