Le secretaire general de la Russie qui dirige l’alliance des sept
ex-Etats sovietiques a confirme mardi 21 fevrier que l’Organisation
du traite de securite collective (OTSC) va intervenir pour retablir ”
la loi et l’ordre ” si l’un de ses membres, y compris l’Armenie, est
en proie a des troubles graves. ” C’est un accord qui a ete signe par
les presidents lors de leur sommet informel a Astana en août dernier
“, a declare Nikolay Bordyuzha aux journalistes lors d’un entretien
audiovisuel en direct de Moscou.

” Nous avons discute des mecanismes qui sont necessaires dans le cas où
les autorites, les organes de repression d’un pays donne ne peuvent
pas contrôler la situation, notamment lorsqu’il y a des troubles
de masse, des pillages et lorsqu’ il est difficile de contrôler la
situation au niveau national “, a-t-il dit.

N. Bordyuzha a explique qu’une telle intervention ne devrait pas
necessairement prendre la forme d’une action militaire. L’OTSC se
fonde principalement sur son potentiel politique et le maintien de
la paix, a-t-il affirme sans plus de precisions.

Aleksandr Loukachenko, le president du Belarus membre de l’OTSC, a
aborde la question avec Bordyuzha l’an dernier. Loukachenko tolère
très peu les mouvements de dissidence dans son pays. Bordyuzha a
insiste a cet egard que l’OTSC n’a pas pour fonction d’aider les
regimes au pouvoir a sevir contre l’opposition.

YEREVAN. – During the Armenian parliament seating on Tuesday the
charges presented by Special Investigative Service (SIS) against the
MPs from ruling Republican Party of Armenia were discussed. The MPs
are charged for illegally voting on behalf of other MPs.

During the discussion, Armenia’s parliament Speaker Samvel Nikoyan
decided to apply to the parliament groups calling them to undertake
works towards preventing such incidents in the future.

As Armenian News-NEWS.am informed earlier, the SIS had presented a
report in which Armenian MPs from Armenia’s Republican Party were
charged for voting on behalf of other MPs.

YEREVAN. – Over 440 Armenian major companies exported goods amounting
to $82.5 million and imported amounting to $219 million over last
year, State Revenue Committee at the Government informs Armenian
News-NEWS.am.

A total of 67% of the entire export and 54.5 % of the import fell on
440 major companies last December.

According to the Committee’s report, import volume of major companies
decreased by 6.5% last December as compared to the same period in
2010, which may be conditioned by increase in the share of medium
and small-sized business.

Protection of Economic Competition (SCPEC) will hold a sitting February
21 and publish the results of studies conducted in the medicine market.

An official from the Commission told Armenpress the activities of 134
health establishments engaged in the state purchasing sphere and 314
companies dealing with sale of medicine have been studied.

Azerbaijani deputies will attend the Euronest Parliamentary Assembly
Committee.

According to the official website for Milli Majlis, MPs Rovshan Rzayev,
Faraj Guliyev and Azay Guliyev will be visiting Armenia from 21 until
23 February to take part in the meeting of the social committee of
the Euronest Parliamentary Assembly.

The meeting participants are to discuss the development of civil
society in partner countries, poverty reduction strategy, raising
role of women and youth in the civil society and other issues.

20th anniversary of Khojalu (Ivanyan) liberation will be marked on
February 26. Azerbaijani side makes noise on the theme and spreads
disinformation. As it is know on the end of 2011 two palaces of Mexican
chief legal body accepted resolutions about “Armenian-Azerbaijani
conflict over Nagorno Karabakh” and the second obviously has
anti-Armenian character. Some days ago speaker of Armenian National
Assembly Samvel Nikoyan sent a letter to the leaders of two palaces.

Here is the letter:

“Respected Mr. Narankho, respected Mr. Morphin. We have learnt
recently that two Mexican palaces Senate (on November 4, 2011)
and Deputies Palace (December 5, 2011), accepted resolutions about
“Armenian-Azerbaijani conflict over Nagorno Karabakh” and the second
obviously has anti-Armenian character.

Armenian side considers it is unacceptable that Mexican lawyers
who expressed their ability to see the depths of the issues before,
this time are led only by false information presented by Azerbaijani
Embassy in Mexico and did not even try to know Armenian attitude just
to make a image of objectivity. And as a result now documents are
created which present Armenians as the only responsibility for the
victims and violations and Azerbaijani side is just an innocent victim.

Unfortunately the resolution reminds about so called “Khojalu Genocide”
and there is no word about the mass massacres of Armenians which took
place on Sumgayit, Kirovabad, Baku and other towns of Azerbaijan,
which there the first expressions of wild xenophobia in the whole
Eastern Europe. Speaking about the Azerbaijani refugees the authors
of the resolution “accidentally” forgot about the hundred thousands
of Armenian refugees. I would like You to pay attention on the fact
that Azerbaijan could settle the issue of refugees easily but its
continues keeping them in terrible conditions and uses it as a measure
against Armenia.

We are sure that such country as Mexico is with its high authority in
the international society, should now let itself become a victim of
the information war of the conflicting side. Moreover, it should not
let itself become a measure of the war and repeat the disinformation
and propaganda expressions.

In the end I am unable not to note that the document presents just the
opposite description of the conflict which is presented by the OSCE MG
co-chairs for many times. At the same time Mexican United States calls
on peace solution of the issue and announces that supports OSCE MG.

Respected Mr. President, we continue believing that friendly relations
between our countries will not suffer because of this resolution and
will continue developing.

to the Swedish public TV company.

The presentation of the film took place in Stockholm in September. The
film unveils the fate of Armenian women who survived the nightmare

YEREVAN, FEBRUARY 21, ARMENPRESS: The issue of Mashtots Park will
be discussed in the Public Council of Armenia February 23, ecologist
Karine Danielyan told a news conference February 21. She said during
a few years Yerevan has turned into an ecological disaster zone and
the construction ongoing in the capital killed Yerevan.

“Mashtots Park’s issue is only a small element of a big problem. It
is a green territory near which is a hospital. I understand that the
mayor says it is a temporary solution, I believe him,” she said.

Ecologist Mary Khachatryan said the demand of activists is legal,
they want to have healthy environment.

“The City Hall has a right to temporary suspend the construction and
discuss the issue. The shops may be placed in underground passage in
the same territory,” Khachatryan said.

She offered to suspend the construction, withdraw the policemen from
the construction area and convene a public discussion in the City
hall to decide where to move the shops.

“We will fight for the park till the end, even in conditions of frost,”
the ecologist said.

Architect Levon Igityan said placing of shops in the territory of
the park is a temporary solution, no issue may be solved with anger.

February 20 in the evening the ecologists surrendered the territory to
policemen. They say the construction lasted all night long, ignoring
that there is a maternity house near it.

A lawmaker of the opposition Heritage party, Zaruhi Postanjyan, is
now on her way to a Yerevan district court to lodge a claim over the
controversial construction in Yerevan’s Mashtots Park.

The construction activities in the park resumed yesterday night after
the environmental activists left the area. As early as this morning,
the doors and windows of several kiosks were already fixed.

Commenting on overnight construction, Armen Martirosyan, another member
of the Heritage party faction in parliament, said: “It has become a
habit to carry out activities like this behind the veil of night.”

After negotiations on Monday evening, the environmental group and
activists protesting in the park agreed to quit the area, trusting
its protection to the police. The protesters had asked the policemen
to return them the park the same way they left it.
