Venerologist Karen Vardanyan recommends young people to refrain from
having sex until they are 24.

At a news conference on Tuesday, the doctor explained that the human
organism undergoes maturity processes until that age – both physically
and psychologically.

“It is, of course, very individual, and everyone is responsible for
himself or herself. But it is necessary to explain to teenagers that
they need to do their best to avoid a premature intercourse as that
may cause certain problems,” he said.

The expert noted that the average age of sex in Armenia is 19.6
(as of 2008).

He further said that he does not encourage the distribution of condoms
among young people in the streets.

Samvel Khudoyan, a psychologist also attending the news conference,
recommended women to avoid bearing children if they are aged below
20 or above 40.

“Experience shows that premature childbirth increases the likelihood
of having unhealthy children. Even the African tribes that start sexual
life at early ages are no recommended to have children,” he said.

BAKU: ‘New Wave Of Emigration Will Hit Armenia’

‘NEW WAVE OF EMIGRATION WILL HIT ARMENIA’

“The Armenians vote with their feet and fled from Armenia,” Political
scientist Vafa Guluzade said, commenting on reports that the fabricated
elections in Armenia will be followed by a new wave of emigration
from the country.

He believes migration from Armenia is of traditional character and
still keeps its tendency.

“Those Armenians who have the opportunity leave the country. Already
half of the population fled the country. For example, particularly
strict laws regarding the departure of young people outside of
Nagorno-Karabakh led to the exodus of young Armenians from the occupied
territories. Armenia, being under the absolute influence of Russia,
found itself in the unenviable economic situation, the country is
morally suppressed and lacks any prospects,” he said.

Armenia needs a peace with Azerbaijan, opening of the borders with
Turkey, as well as withdrawal of Russia from its territory.

“Armenia itself does not protect its borders due to the fact that
it is surrounded by the Russian border guards and constrained by an
alliance treaty with Russia. Tiny flea concluded a military alliance
with the elephant,” he said. Guluzade said Armenia is an abnormal
country in the abnormal situation.

Russia Wants Missile Defense Issue On NATO Summit Agenda

RUSSIA WANTS MISSILE DEFENSE ISSUE ON NATO SUMMIT AGENDA

PanARMENIAN.Net – The Russian president is unlikely to attend a NATO
summit in Chicago if the missile defense issue is not on its agenda,
Deputy Foreign Minister Sergei Ryabkov said on Tuesday, March 6,
RIA Novosti reported.

“Russia has an invitation to the NATO summit; everything depends on
the agenda,” he said.

However, if the issue of the NATO missile defense system remains
unchanged, then the chances of the Russian president attending the
summit “will be even smaller,” he added.

“We have a considerable amount of work in progress but in the absence
of [a discussion] on missile defense there would probably not be
enough to take part in the summit,” Ryabkov said.

NATO members agreed to create a missile shield over Europe to protect
it against ballistic missiles launched by so-called rogue states,
such as Iran and North Korea, at a summit in Lisbon, Portugal, in 2010.

Russia has demanded that NATO provide written, legally binding
guarantees that its missile shield will not be directed against Moscow
but the alliance has been reluctant to meet the demand.

ARMENIAN PRESIDENT: FINAL SETTLEMENT OF NAGORNO-KARABAKH CONFLICT IMPLIES RESPECT FOR NATIONS’ SELF-DETERMINATION RIGHT

President of Armenia Serzh Sargsyan, who is paying a working visit
to Brussels, has me with NATO Secretary General Anders Fogh Rasmussen.

The press service of the Armenian President quotes him as saying after
the meeting that Armenia is actively developing its partnership with
NATO and is deeply reforming its defense, security and emergency
response systems.

Sargsyan said that the Armenia-NATO IPAP is the corner stone of
Armenia-NATO relations.

“In Nov 2011 we approved the third stage of this program. I am glad
that NATO and its Secretary General are of a high opinion of Armenia’s
efforts to preserve peace and stability worldwide. We realize that
only by a joint effort we can overcome common challenges. For this
purpose, last summer we tripled our peacekeeping force in Afghanistan,”
the Armenian President said.

Sargsyan and Rasmussen also discussed the Nagorno-Karabakh peace talks.

The Armenian President said that Azerbaijan’s refusal to build
confidence is the key obstacle to the peace process. He specified
that Azerbaijan refuses to remove snipers from the contact line and
to investigate border incidents.

“The Azeri authorities continue their anti-Armenian propaganda. A few
days ago the Azeri President said that the Armenians living worldwide
are the key enemy of the Azeri people. I think that the world community
should react to this statement,” the Armenian President said.

Sargsyan and Rasmussen were unanimous that the Nagorno-Karabakh
conflict should be resolved exclusively in the framework of the OSCE
Minsk Group.

The Armenian President said that final settlement implies respect
for nations’ right to self-determination and real security guarantees.

Head Of Kajaran Village Writes A Letter To Serzh Sargsyan

HEAD OF KAJARAN VILLAGE WRITES A LETTER TO SERZH SARGSYAN

18:21 . 05/03

The head of Kajaran village of Syunik marz Vardan Atayan has written
an open letter to President Serzh Sargsyan. The reason is the
government’s decision, according to which the agricultural lands of
several villages, including Kajaran village of Syunik marz will be
given to Zangezur Copper-Molybdenum Combine for the operation of the
open mine and for the enhancement of the poisonous waste dumps.

The village head informs that before taking the decision, no one has
consulted with the residents and they learnt about the decision by
chance. Vardan Atayan thinks that people pass misleading information
on the issue to the president and unnecessarily manipulate his name.

“What fate is expected for Kajaran?” The local residents have posed
this question to the prime minister who visited Kajaran on March 3.

Tigran Sargsyan hasn’t said anything giving hope that the government’s
decision will be annulled. He, according to the letter, has rather
spoken about destroying the village and using it for the mining
industry.

“By the way, the prime minister who has visited Kajaran village twice
since September 2011, didn’t wish to enter the village at least once,
which is 3km away from the town of Kajaran and to speak with the
villagers who have been in uncertainty for a long time”, the open
letter of Vardan Atayan addressed to the president says.

The residents of Kajaran hope that the president will annul the
government’s decision and will contribute to the strengthening of
the village of Kajaran with practical steps.

The "Hero" Of Sales Of Flats Fraud Apprehended

THE “HERO” OF SALES OF FLATS FRAUD APPREHENDED

20:47 . 05/03

One of organizers of frauds in sale of flats, which gave rise to a
big noise and gave a cause to numerous complaints recently in Yerevan,
was arrested this evening.

Armenia’s First President ‘in The Habit Of Going Down’ – Victor Sogh

ARMENIA’S FIRST PRESIDENT ‘IN THE HABIT OF GOING DOWN’ – VICTOR SOGHOMONYAN

Tert.am
05.03.12

One completely lack in common sense if he claims Armenia’s second
president Robert Kocharyan is a “sunken ship,” said Victor Soghomonyan,
Head of Mr Kocharyan’s office.

In response to Mediamax (), Soghomonyan commented
on Armenia’s first president Levon Ter-Petrosyan’s statement at the
latest rally by the opposition Armenian National Congress (ANC).

“I am not going into lengthy explanations. Robert Kocharyan’s
activities are a common knowledge: from the victory in the Karabakh
war to Armenia’s rapid economic development. Robert Kocharyan has
never lost elections – either in the NKR or in the Republic of
Armenia. For the present, he is the only Armenian president that
held the post for two presidential terms with tangible (more and more
tangible) success. It’s not clear what kind of “sinking” is meant,”
Soghomonyan said.

However, this metaphor of Ter-Petrosyan, which is obviously a poor
one, should be used in a new way, with the personality of its author
considered. In the context of this metaphor, Ter-Petrosyan’s political
biography shows him to be “in the habit of going down.” He “went down”
back in 1996 when he was an ignominious failure at the elections. In
1998, he had to “go down” to the bottom of politics with a brand of a
betrayer of national interests. He had been “gone down” for ten years.

Thereafter, he “went down” twice in 2008 – in the presidential
election and, later, in the Yerevan Mayor election, when he lost
to Gagik Beglaryan. It seems he just cannot continue “going down”
because he reached the bottom long ago, Soghomonyan said.

Akgun: The Virtue Of Apologizing

AKGUN: THE VIRTUE OF APOLOGIZING
By Mensur Akgun

March 5, 2012

The following article, translated for the Weekly by Ara Arabyan,
first appeared in its original Turkish in the Istanbul Star on Feb. 25.

Akgun teaches foreign policy at Marmara and Kultur Universities. He
is also the top foreign policy consultant at the Turkish Foundation
for Economic and Social Studies (TESEV), a think tank in Turkey.

Akgun: Perhaps for the first time in our history, the state apologized
to its citizens for the Dersim massacres in the 1930’s. Irrespective
of motivations, Prime Minister Erdogan took the first step toward
making Turkey a more livable place.

Speaking at a ceremony in Berlin on Feb. 23, German Chancellor Angela
Merkel apologized on behalf of Germany to the families of those Turks
who had been subjected to racist attacks. German newspapers published
this apology on their front pages, and Germany once again faced up
to its past and acknowledged its mistake.

That same day, President Barak Obama apologized to the Afghans-in
reality, all Muslims-for the burning of Korans on a U.S. military base
in Afghanistan. Germany’s offense was taking the murders of Turks in
Germany lightly and failing to see the racist violence behind it.

America’s was its attack on sacred values.

Nonetheless, the leaders of both countries exhibited great virtue and
common sense by apologizing. And now there will be one less problem in
U.S. relations with the Muslim world. In the meantime, Germany will
make peace with millions of Turks, some of whom are German citizens
and some guest workers, and will become a more livable place for both
Turks and Germans.

A similar process has been under way in Turkey. Perhaps for the
first time in our history, the state apologized to its citizens for
the Dersim massacres in the 1930’s. Irrespective of motivations,
Prime Minister Erdogan took the first step toward making Turkey a
more livable place.

His words have helped us to reopen the dark pages of Turkey’s history
and to understand the scale of the massacres that were committed.

Today, very few people can argue that what happened in Dersim was
a simple operation to suppress a rebellion. No one can argue that
disproportionate force was not used.

The state could have also acknowledged that the mindset that dreamed
of staging another coup only a few years ago-that had no compunctions
about killing its own people in order to realize such dreams, that
organized a raid on the Council of State and sponsored the bombing
of newspapers-also mistreated the Armenians in the early years of
the 20th century.

One would hope that the tragedy of 1915 could be discussed independent
of its legal label, and that the state would express its regrets for
what unfolded in post-empire Turkey, for taking these events lightly,
and, in particular, for offending the sensibilities of its Armenian
citizens during all these years.

However, the recent intervention of the French Parliament and
Senate reversed this process and resulted in the return of the prefix
“so-called” with every mention of the word “genocide.” Just when Turkey
had started to discuss its past, it slid back into denialism, and the
innocence of our ancestors are again reiterated at the highest levels.

Now, sky-high posters and announcements in newspapers on the occasion
of the 20th anniversary of the Khojali massacre attribute epithets
to Armenians that they do not deserve. Through some blanket analogy,
this campaign implies that all Armenians are liars; Turkey’s Armenians
are also incriminated for in the massacre.

The truth is that, just as I am not responsible for the crimes
committed by Mehmet Ali Agca or anyone else, it makes no logical
or legal sense to blame all Armenians for crimes committed by some
Armenians. It is true that a major massacre occurred in Khojali in 1992
and that the perpetrators of that act must be punished. However, that
does not require vengeance on or the incrimination of all Armenians.

Today, Turkey is one of the world’s most influential countries. It has
a say about the problems in its own neighborhood. Its political model
and process are used as examples. As such, Turkey has to make peace
with itself without delay and adopt a tone that befits its grandeur.

This is essential if Turkey wants to criticize others for their lies
and wants to be seen as credible when leveling criticism.
