cooperation in economic, political and legal fields, Armenian and
German Foreign Ministers, Edward Nalbandian and Guido Westerwelle said.

“Though we have almost 30 agreements reached, we are currently
working out new contracts and joint projects both in the economic and
legal fields. The Armenian side is grateful to Germany for fostering
establishment of the Republic of Armenia. This year marks the 20th
anniversary of stepping up bilateral relations,” Minister Nalbandian
said.

German FM, in turn, stressed his country’s readiness to further support
Armenia’s development, deepen bilateral cooperation and partnership
under the Association Agreement. He further voiced hope for regular
bilateral visits and continued high-level intensified cooperation.

German Minister of Foreign Affairs, Mr. Guido Westerwelle arrived in
Armenia on March 16 on the invitation of his Armenian counterpart
Edward Nalbandian. He has already visited the Armenian Genocide
Memorial. Meeting with Armenian President Serzh Sargsyan is also on
German FM’s visit agenda.

While the countries across the globe celebrate the World Sleep Day
on March 16, the Armenian Association of Sleep Disorders unveils
alarming figures on the problem of sleeplessnes in the country.

Studies conducted by the Association have revealed that 10%-15%
of Armenia’s population suffers from chronic insomnia.

The rate is thought to be very high for the country, as such figures
are compatible with developed states.

Speaking to reporters on Friday, the president of the Association,
Samson Khachatryan, said the people in Armenia do not absolutely care
about sleep.

“Many think they waste time by sleeping. But the brain does not stop
functioning while you are asleep,” he said. “One of the phases of
sleep is closely associated with learning and memorization processes
and it synthesizes the information obtained.”

Another widespread disorder, the expert said, is the restless leg
syndrome, which is characterized by painful sensations in the legs,
which prevent people sleeping. According to Khachatryan, the problem
is observed among 8% of Armenia’s population.

MEMBERS OF THE U.S. CONGRESS CONDEMNED ATROCITIES IN AZERBAIJAN IN 1988-1990
Reiterate Their Support to Artsakh’s Security

WASHINGTON, DC – Members of the U.S. Congress have issued statements to
commemorate the victims of pogroms by Azerbaijani nationalists against the
republic’s Armenian population in 1988-1990. Representatives Frank Wolf
(R-VA), Judy Chu (D-CA), David Cicilline (D-RI), Anna Eshoo (D-CA), Adam
Schiff (D-CA), Howard Berman (D-CA), Brad Sherman (D-CA), Michael Burgess
(R-TX), Frank Pallone, Jr. (D-NJ), Robert J. Dold (R-IL), and Jim Costa
(D-CA) have condemned the atrocities, and reiterated that crimes against
humanity should not go unrecognized.

On February 26-29, 1988, a week after the first peaceful manifestation for
freedom took place in Stepanakert, Azeri authorities organized and committed
massacres of the Armenian population in a peaceful town of Sumgait, located
hundreds of miles from Nagorno Karabakh. Going unpunished, it became a
precursor for further bloody episodes of anti-Armenian fascism, which took
dozens of innocent lives in Kirovabad, Mingechaur, Baku and elsewhere around
Azerbaijan. Lack of reaction from the central, then – Soviet authorities in
Moscow, the atrocities have rapidly escalated in to a full-scale military
aggression against Artsakh. The events of the 1988 – 1990 have disclosed the
level of Azerbaijan’s hatred against the Armenian people.

The members of the US Congress expressed concern over Azerbaijan’s continued
military buildup and a continued warmongering, which undermines the regional
stability and jeopardizes international efforts to find a settlement to the
Azerbaijan – Artsakh confrontation.

NKR representative in the USA Robert Avetisyan thanked members of the
Congress for their critical support of Artsakh’s freedom. In his letter,
Avetisyan stressed that the statements by the members of the US Congress
commemorating the victims of the atrocities, when hundreds of innocent
civilians were tortured to death just for being Armenians, has sent a strong
signal to the perpetrators that “the racism and genocidal actions do not
have time limitation”.

RAFFI HOVANNISIAN MEETS GERMAN FOREIGN MINISTER

Yerevan–Heritage Party leader Raffi K. Hovannisian met with Federal
Republic of Germany foreign minister Guido Westerwelle here today in
the presence of other politicians and civil society
representatives. Hovannisian, who had served as Armenia’s first
minister of foreign affairs, shared his perspectives on the Republic’s
domestic challenges and international priorities.

On the same day Raffi Hovannisian received Ms. Katherine Leach, Her
Majesty’s Ambassador to Armenia, at Heritage headquarters. They
discussed British-Armenian relations and current developments in
Armenia and the region. Stiopa Safaryan, head of Heritage’s

What better way than to spend the first Sunday of spring, outdoors
under the Southern California sun, and raising funds for a good cause!

Come join us and participate in a walk-a-thon at Pasadena High School
benefiting Vanadzor schools in Armenia.

Pasadena Sister Cities Committee (PSCC), in conjunction with
the Christian Club at Pasadena High School, will hold their third
walk-a-thon Sunday, March 25, from 1:30 to 4 p.m., at the track and
field of Pasadena High School, 2925 East Sierra Madre Boulevard,
Pasadena.

Around five years ago a friend introduced me to the Pasadena Sister
Cities program and since then I’ve proudly been a part of this
benevolent organization which embodies the American spirit of giving
and reaching out.

Pasadena was one of the first cities in the nation to adopt a
Sister Cities program. President Dwight Eisenhower established the
concept in 1956. The idea was to achieve international peace through
people-to-people interactions. Presently, 1,060 U.S. cities participate
in the Sister Cities program and they have ties to over 1,900 cities
in 120 nations.

Pasadena has five sister cities around the world. Vanadzor
(vah-naht-zor), previously known as Kirovakan, became the fourth in
1991, three years after the 1988 earthquake which destroyed 70% of
the city’s buildings. With a population of 175,000, Vanadzor is the
third largest city in Armenia. It is located in Lory, the northwestern
region of the Republic of Armenia, and sits about 80 miles north of
the capital city of Yerevan.

Vanadzor is widely known for its wonderful “Lory” mineral water, clean
running springs, green hills, and snow-capped mountains visible in
all directions. The city is now in the process of rebirth and change.

Owing to its beauty and rich culture, Vanadzor has many descriptive
names: the Beauty of Lory, Sanatorium City, City of Music, and
Masters City.

Helen Kouyoumdjian, chair for the Pasadena/Vanadzor subcommittee,
said, “the ‘Walk for the Children of Vanadzor’ is organized to benefit
year-round kindergartners. 100% of the net proceeds from the Walkathon
will be used to provide welfare assistance to the families, as well
as supplementing educational supplies such as knapsacks, medicine,
winter clothes, shoes, bedding and urgent school repair services.”

During the 20 years of partnership with Vanadzor, Pasdena Sister
Cities has provided significant assistance to Vanadzor schools,
sometimes supplementing a teacher’s salary and other times paying
for necessary school repairs.

Marcia Montez, PSCC President, said, “It is imperative to assist
families and the children of Vanadzor, because today Armenia is
fighting a harsh economy and there is over 50% unemployment in the
country. She added, “In October of 2011, PSCC members traveled to
Vanadzor to celebrate our 20-year partnership between the two cities.

The week-long trip was an opportunity to evaluate the progress and the
needs in Vanadzor kindergartens. Some of the PSCC members participated
in construction and repairs that were absolutely necessary in poorly
maintained kindergartens.”

The walk-a-thon has been endorsed by elected officials, notably by
Pasadena Mayor Bill Bogaard and City Council members, and Los Angeles
County Fifth District Supervisor Mike Antonovich. It is also endorsed
by several Pasadena Public Unified School District Board members,
and prominent members of the Pasadena business community. It promises
to be a local tradition each school year.

The PHS location makes this a very safe environment for young
children to participate with their parents and/or grandparents. We
hope many will join us in this humanitarian endeavor. Walkers’

NATO has no plans to take part in the Nagorno-Karabakh peace process
under the auspices of the OSCE Minsk Group, Trend cites James
Appathurai, special representative of NATO to the South Caucasus and
Central Asia.

The official said that the presidents of Azerbaijan and Armenia are
committed to a peaceful resolution of the conflict, but the Minsk
Group faces problems it cannot cope with in the process.

Appathurai believes that Nagorno-Karabakh gets as much media attention
as it needs. The South Caucasus is of strategic value due to its
geographic location and potential for energy transit. The conflict
should be resolved in the as soon as possible in accordance with
international law, the NATO official emphasizes.

I’d like to thank the makers of the “Kony 2012” video for goading me
to write about Joseph Kony. With about 100 million views, it is now
one of the most viral videos of all time.

My starting point is a “bravo” for film-makers for galvanizing young
Americans to look up from their iPhones and seek to make a difference
for villagers in central Africa who continue to be murdered, raped and
mutilated by Kony and his Lord’s Resistance Army. Just in the last two
months, the Lord’s Resistance Army has mounted 20 raids in Congo alone.

But nobody fights more wickedly than humanitarians, so there have
been a series of attacks on the video. Let me try to address some of
the criticisms.

Let Africans resolve their own problems. It’s neocolonialist for
Americans to think that they can solve Congolese problems, when they
can’t even solve their own. This is just one more example of “white
man’s burden” imperialism.

When a warlord continues to kill and torture across a swath of Congo
and Central African Republic, that’s not a white man’s burden. It’s
a human burden.

To me, it feels repugnant to suggest that compassion should stop at
a national boundary or color line. A common humanity binds us all,
whatever the color of our skin — or passport.

The issue is complicated, in ways that don’t come through in a
misleading video. For example, the video doesn’t make clear that Kony
is no longer a threat in Uganda.

The video doesn’t contain errors, but it does simplify things greatly
to hold attention. Complexity is, er, complicated: It has been a
leading excuse for inaction during atrocities — during the Armenian
genocide, during the Holocaust, during Rwanda, during the Bosnian
slaughter. Each episode truly was complicated, but, in retrospect,
we let nuance paralyze us.

It’s true that Kony’s forces are diminished and no longer a danger in
Uganda, but he remains a threat in Congo, Central African Republic
and South Sudan. Those are tough neighborhoods — I’ve been held at
gunpoint in Central African Republic and chased through the Congo
jungle by a warlord whose massacres I interrupted — that rarely get
attention and are little understood. Yes, the video glosses over
details, but it has left the American public more informed. Last
year, Rush Limbaugh defended the Lord’s Resistance Army because it
sounded godly.

American kids worrying about Kony accomplish nothing. The video
promotes feel-good gestures — wear a bracelet! — that enrich a
do-nothing aid organization but have no benefit in the jungles of
central Africa.

It’s true that indignation among Americans won’t by itself stop Kony.

Yet I’ve learned over the years that public attention can create an
environment in which solutions are more likely.

Public outrage over Serbian atrocities in the Balkans eventually
led the Clinton administration to protect Kosovo and hammer out
the Dayton peace accord. The Sudan civil war killed millions over
half-a-century on and off, until public outrage — largely among
evangelical Christians — led President George W. Bush to push
successfully for a peace agreement in 2005.

I asked Anthony Lake, now the executive director of Unicef who
was President Clinton’s national security adviser during the 1994
Rwandan genocide, whether a viral video about Rwanda would have made
a difference then. “The answer is yes,” he said. He suggested that
this kind of public attention would also have helped save more lives
in Darfur and in Congo’s warring east.

In 1999, then-Secretary of State Madeleine Albright paid a brief visit
to war-ravaged Sierra Leone and was photographed with a 3-year-old
girl whose right arm had been chopped off. The photograph, widely
circulated, helped galvanize outside powers to crush the militias.

Sierra Leone is now at peace, and that girl is studying in the
United States.

I asked Albright, who later led a task force on preventing genocide,
what she thinks of the Kony video.

“Shining a light makes a lot of difference,” she said, adding that
Kony’s prospects are probably less good now than before the video
came out.

The bottom line is: A young man devotes nine years of his life to fight
murder, rape and mutilation, he produces a video that goes viral and
galvanizes mostly young Americans to show concern for needy villagers
abroad — and he’s vilified?

I don’t know if this initiative will make a difference. But if I were
a Congolese villager, I would welcome these uncertain efforts over
the sneering scorn of do-nothing armchair cynics.

Turkey’s Foreign Ministry did not rule out a possibility of Russia’s
participation in a meeting of the Friends of Syria Group in Istanbul,
spokesman Selcuk Unal said.

Speaking at a press conference on Thursday, Unal said, “In compliance
with the upcoming meeting due to take place in Tunisia Russia and China
have been sent invitations. Due to format of the Istanbul meeting,
we hope that representatives of these countries could arrive.”

He said the Istanbul meeting would have the Tunisian format and the
foreign ministers were expected to take part in it.

“During the meeting, the parties will take joint steps towards
the Syrian settlement. All countries, which seek to facilitate
the settlement of the crisis in Syria, are invited to take part in
the meeting,” the spokesman noted. He declined to specify Turkey’s
concrete expectations on the results of the Istanbul meeting. “Its
work is designed to step up discussions on the situation in Syria.

Turkey hopes to achieve progress in carrying out the existing tasks
by international organisations,” the diplomat added.

The diplomat did not rule out that France would take part in the
Friends of Syria Group meeting. However, the participation of French
representatives can be hampered due to frosting in bilateral relations
because of Paris’ initiatives related to “genocide of Armenians”.

Unal described the situation in Syria as “serious”. In his words,
the number of refugees is of 14,700 people. He also pointed to
the importance of international efforts aimed at ceasing violence
in Syria. The diplomat recalled that Turkey came against foreign
military interference.

Azerbaijan’s Defence Minister Safar Abiyev paid an official visit to
neighbouring Iran on 12 March to assure his Iranian counterparts of
good neighbourly relations, after Baku concluded a USD1.6-billion deal
with Israel (seeAzerbaijan – Israel: 27 February 2012:). Azerbaijan
is due to receive anti-aircraft and missile defence systems as well
as 60 unmanned aerial vehicles systems from Israel. Abiyev was quoted
saying that “no country will be allowed to use to use its soil and
airspace against the Islamic Republic of Iran, since we consider Iran
as a friend and brother.” Following his meeting with the Azeri envoy,
Iranian president Mahmoud Ahmedinejad was quoted by the official
Islamic Republic News Agency as saying, “we are sure that we will
face no problem from our brother and neighbour Azerbaijan.”

Significance:Abiyev’s visit follows diplomatic tensions between Iran
and Azerbaijan following the latter’s arms supply deal with Israel. On
28 February, the Iranian Foreign Ministry summoned Azerbaijani’s
ambassador, Javanshir Akhundov, seeking an explanation from Baku
over the news of signing the deal. The news came at a particularly
difficult time, when Israel has openly threatened to launch airstrikes
against Iranian sites suspected to be involved in Iran’s alleged
nuclear weapons programme. Azerbaijan hastily denied any links
with the stand-off between Iran and the West, but rather suggested
that the Israeli weapons will help to regain Azerbaijan’s “occupied
territories” referring to the mainly ethnic Armenian self-declared
Republic of Nagorno-Karabakh that broke away over twenty years ago.
