YEREVAN. – Those who departed from Armenia in January-February 2012 is
17,500 more than those who arrived in the country. This data is
announced by the Migration Service of Armenia’s Regional Governance
Ministry, Haykakan Zhamanak daily writes.

`In the same time period last year, the number of those who left was
12 thousand more than those who arrived. This year the
departure-arrival negative balance grew by 5,500 people. These
official statistics figures show that 45 percent more people have left
[Armenia] and not returned in the first two months of 2012, as
compared with the same time period last year. In 2010, the number of
those left was 9,090 more than those who arrived, [and] 7,900 more in
2009. That is, the number of those who depart and do not return
constantly continues to grow [in Armenia] in the past four years,’

Some 50 or so environmental activists organized a picket in Vanadzor,
Lori province on March 23 while Prime Minister Tigran Sargsyan held a
public discussion over the Teghut forest controversy.

A few days ago under the decision made by the Government of Armenia, a
working group was created to organize a public discussion over the
`Program of Teghut Copper and Molybdenum Mine Development’.

The environmentalists were not allowed to participate in the
discussion, but instead voiced the problems related to the legal
violations of Teghut mine development and the detriment to the
environment.

It has been more than four years — since November 2007 — that
environmentalists have tried to stop the development of further copper
and molybdenum processing (a project initiated by Vallex Group) near
the village of Teghut. Environmentalists state that 170,833 trees will
be cut; most of them are valuable and rare species of trees registered
in the Red Book.

Besides, environmentalists warn against a tailings depot to be
constructed in the seismic resistance zone, and pollution of
underground waters and rivers. Further, they say granting expansion of
the mine is illegal, as it agreed upon without public participation in
the process of decision making related to the expansion of the mining
operation.

ZURICH. – Switzerland’s Zurich Center’s Prosecutor’s Office has
completed the preliminary investigation against Egemen Bagis, Turkish
Minister on EU Issues, for denying the Armenian Genocide. To process
farther, the Prosecutor’s Office has applied to the Swiss MFA.

The General Prosecutor of Zurich Christine Braunschweig told the
Turkish Dogan News Agency that Bagis is being prosecuted according
to the 261st article of the Swiss Criminal Code. She mentioned that
the preliminary investigation has been completed and the results were
sent to the MFA, after the MFA’s answer it will be clear whether to
launch a criminal case or not.

The Swiss MFA confirmed that the prosecutor’s office has conducted
an inquiry in regard to the inviolability of the Turkish minister.

“Such inquiries and discussions between the MFA and the prosecutor’s
office are normal. According to international law, all the foreign
officials who have come to participate in the World Economic Forum
in Davos are inviolable. However, inviolability can be cancelled
if the circumstances require. Not the MFA but the judicial forces
will decide whether to launch a criminal case against Bagis or not,”
the answer of the Swiss MFA reads.

It is stated that the Turkish MFA inputs all efforts so the Swiss MFA
will declare Bagis to have diplomatic inviolability. The prosecutor’s
office of Zurich will announce its decision in the beginning of
April, 2012.

To note, Bagis had announced that even in a country criminalizing
denial of genocides he can declare that the Armenian Genocide did
not happen.

“Today in Switzerland I announce that the events of 1915 are not to
be considered as genocide. Let them come and arrest me. Those laws
are nothing more than a piece of paper,” Bagis had stated.

Afterwards the General Prosecutor of Zurich Christine Braunschweig
started a preliminary investigation against Bagis stressing that the
investigation is being conducted according to the 261st article of
the Swiss Criminal Code.

STEPANAKERT. – The statement of the Foreign Ministers of OSCE Minsk
group Co-Chairing states on Karabakh conflict resolution is important
for the settlement of the Nagorno-Karabakh conflict as superpowers
once again indicated the unacceptability of the use of force, head
of the Central Information Department of the Office of NKR President
David Babayan told the reporter of Armenian News-NEWS.am.

“In any statement like that, the main message must be sought
directed to the sides of the conflict as well as to the international
community. By their last statement the co-chairs once again indicated
that the use of force and the destabilization of the region are
unacceptable,” David Babayan mentioned.

As Armenian News-NEWS.am informed earlier, the Foreign Ministers of
OSCE MG Co-Chairing states called upon the sides to demonstrate the
political will needed to achieve a lasting and peaceful settlement.

This is stated in the joint statement of the FMs of Russia, the USA
and France.

In particular, the co-chairs urge the leaders of the conflicting
sides to complete work as soon as possible on the framework agreement
and subsequent final settlement – based on the Helsinki Final Act
principles of non-use of force or threat of force, territorial
integrity, and self-determination and equal rights of people; the
United Nations Charter; and norms and principles of international
law – which will allow the entire region to move beyond the status
quo toward a more secure and prosperous future.

Four members of an alleged Armenian organized crime ring were convicted
by a federal judge in San Ana Wednesday on charges of identity theft
and bank fraud, prosecutors announced Thursday.

The five-week trial at the U.S. District Court in Santa Ana ended
this week, where prosecutors linked the four defendants to a crime
operation that lasted six years and claimed $10 million from victims
in Texas, Arizona, Nevada and Southern California.

Arman Sharopetrosian, of Burbank, ran the operation while behind bars
at Avenal State Prison and directed the co-defendants to illegally
obtain information from investors’ bank accounts, according to
prosecutors.

Sharopetrosian, along with Kristine Ogandzhanian, 28, of Burbank,
Artush Margaryan, 28, of Van Nuys, and Keren Markosian, 39, of Glendale
face maximum sentences of 30 years in federal prison for each count
of bank fraud and 30 years for each count of conspiracy to commit
bank fraud, and an additional mandatory two years for each count of
aggravated identity theft.

Margaryan was convicted by a jury, while the other three were tried
by United States District Judge David O. Carter.

All four defendants are scheduled for sentencing Aug. 6.

Four people have been convicted in a large bank- and identity-fraud
scheme run by the Armenian Power gang, federal prosecutors said Friday.

The gang ran “one of the largest identity theft schemes in California
history,” U.S. attorney’s office spokesman Bruce Riordan said in
a statement.

Kristine Ogandzhanian, 28, of Burbank, was convicted Wednesday of
two counts of bank fraud and four counts of aggravated identify theft.

Artush Margaryan, 28, of Van Nuys, Arman Sharopetrosian, 33, of
Burbank, and Keren Markosian, 39, of Glendale, were convicted of
various counts of bank fraud conspiracy, bank fraud and aggravated
identity theft.

According to prosecutors, the four were involved in an identity-theft
scheme that lasted more than six years and caused more than $10 million
in losses to victims across four states. They used contacts inside
banks to get access to their victims’ bank accounts and financial
information.

The four were among 20 defendants charged last year in the scheme. So
far, 19 have been convicted. A final defendant was arrested earlier
this year and is awaiting trial, prosecutors said.

The four defendants face a maximum of 30 years in federal prison for
each count of bank fraud and conspiracy to commit bank fraud and a
mandatory two years for each count of aggravated identity theft.

Sentencing is scheduled Aug. 6.

strategy. Recently, Economy Minister Tigran Davtyan stated that the
new policy has already yielded positive results. In the first two
months of 2012 the industrial growth reached 18%. Currently, the
industry’s share of GDP is more than 20%. More than 10 industrial
sectors have the potential to increase exports and further develop.

The country plans to increase its exports threefold by 2020.

Comic turn, or nefarious plot to project Russian power?

The first thing to catch the visitor’s eye on entering the
club, located in the centre of Armenia’s capital Yerevan, is a
floor-to-ceiling portrait of Russian president Vladimir Putin. Other
walls have more images of Putin, who was recently re-elected for a
fresh six-year-term.

Such portraits might be common in Russia, but in Armenia they are
a rarity. This is the Putin Club, set up in honour of the Russian
leader by Ararat Stepanyan, who argues that Armenians could learn a
lot from his hero.

“We see in him a leader who keeps his word in every situation,”
Stepanyan said.

The club, which opened its doors on February 2, is clearly well-funded,
and Stepanyan says it was paid for personally by Andranik Nikoghosyan,
an Armenian living in Moscow who heads a youth association of the
former Soviet states.

Armenia retains close political and economic ties to Russia, but
many here are offended by idea of honouring a living politician,
especially one from another country.

“They could at least have opened a club in honour of an Armenian
national figure like Aram Manukyan, founder of the [1918] First
Republic,” Levon Shirinyan, who holds the chair of politics and history
at Yerevan’s teacher-training university. “If you open a club for
Putin, you might as well open an Obama club or an Ahmedinejad club.”

The venture, Manukyan said, was an “exercise in servility”.

Officials in Armenia are at best ambivalent about the Putin Club. When
Education Minister Armen Ashotyan, from the ruling Republican Party,
was asked about it on his Facebook page, he replied, “It’s a matter
of choice for the individual, but I would not join such a club.”

Web users have mostly mocked the concept. The Armcomedy group made a
spoof film of an opening ceremony complete with vodka. Some Armenian
media outlets missed the joke and reported it as if it were real,
to the delight of the comedians.

Armcomedy member Sergei Sargsyan said the hoax was meant to show the
“absurdity and servility of the real club, and the way it brings
shame on the whole country”.

The joke was lost on Stepanyan, who promised to open branches of his
club in all major towns of Armenia. The next one will open in Ararat
region in the south, he said.

There is no formal procedure for joining the Putin Club – anyone
interested can sign up to its newsletter to get information about
upcoming events.

The club has held three discussion events in the last month, focusing
on the Commonwealth of Independent States, Putin’s proposed Eurasian
Union, and the state of Russian-Armenian relations.

Arman Ghukasyan, 20, is head of a youth movement called International,
and took part in all three discussions, although he is not a particular
fan of the Russian president.

“If there’s an interesting idea, you can use the club as a venue to
discuss it,” he said. “I can’t see anything wrong with it. All they
have done so far is hold round-table meetings.”

Analysts say the Putin Club reflects the careful balancing act of
Armenia’s foreign policy. With no diplomatic ties with one neighbour,
Turkey, and a hostile relationship with another, Azerbaijan, the
room for manoeuvre is limited, and Russia is a key guarantor of both
security and economic survival.

At the same time, many Armenians are keen to avoid total reliance on
Moscow. According to Abraham Gasparyan, a politics lecturer at Yerevan
State University, Russian influence over major sectors like energy
and communications has prevented Armenia from expanding its horizons.

Despite this, Gasparyan said, “there are now attempts to gradually
move away from Russian authoritarian political traditions, by means
of European-style reforms”.

Chairman of the State Customs Service of Ukraine Igor Kaletnik.

“We favor the cooperation between customs services of Armenia and
Ukraine, and will continue efforts for further development and
strengthening of bilateral ties,” governmental press service quoted
the PM as saying.

Mr. Kaletnik stressed the importance of development of relations with
friendly Armenia, as an important trade and economic partner. In this
context, he noted that works on facilitation of customs clearance
procedures for Armenian goods at Poti- Ilyichevsk ferry line are
planned in the near future.

The parties also discussed bilateral cooperation and exchange of
experience between RA State Revenue Committee and State Customs
Service of Ukraine.

YEREVAN. – A reception dedicated to the 20th anniversary of Armenia’s
membership to the UN was held at the MFA on Friday.

In his speech Armenian FM Edward Nalbandyan mentioned that on March 2,
1992 Armenia joined the UN.

As the FM pointed out, by joining the UN Armenia’s independence and
the newborn Armenian Republic was internationally recognized.

During the ceremony the UN Representative in Armenia Dafina Gercheva
also came up with a speech.
