PanARMENIAN.Net – The head of ARF Dashnaktsutyun faction at Nagorno
Karabakh parliament issued a statement urging to ink NKR-Armenia
intergovernmental agreement.

According to Armen Sargsyan, the agreement will guarantee the safety of
Artsakh Armenians, taking de jure ties between Yerevan and Stepanakert
to a new level, further promoting Karabakh recognition campaign.

“Karabakh conflict settlement entered a new stage, with Azeri
president, regarded as an enemy of his own people, continuing with
his aggressive stance,” the politician stressed.

The Governor of Syunik marz (province) is reportedly hindering the
opposition Heritage party from opening pre-election headquarters in
the marz.

According to a press release by the Heritage party, the local
authorities created obstacles for Heritage MP Zaruhi Postanjyan and
activists of the party’s Goris subdivision.

Under the pressure of authorities, local citizens, who had earlier
agreed to provide space for the party’s pre-election office, asked
Heritage representatives to return the keys and remove the party’s
logo from the building facade.

To clarify the situation, Zaruhi Postanjyan called Syunik Governor
Suren Khacahtryan who spoke to the MP using foul language.

“Heritage” strongly condemns the behavior of Syunik governor and calls
the attention of the Central Election Commission and law enforcement
bodies to the aforesaid incident. At the same time, the party urges
to ensure equal footing for all political parties during the election
campaign.

PanARMENIAN.Net – Parliamentary diplomacy has become much active over
the past 10 years worldwide, member of ARF Dashnaktsutyun Bureau,
head of Dashnaktsutyun’s parliamentary group in the Armenian National
Assembly Vahan Hovhannisyan said.

Speaking at the opening of Dashnaktsutyun’s Hai Dat Committee 4th forum
in Yerevan, Hovhannisyan stated that this is first of all caused by
the collapse of the Soviet Union and Yugoslavia and increased number
of parliaments.

Secondly, democratic processes result in increased role of parliaments,
and MPs begin to have more influence on policy-making.

Hovhannisyan mentioned that despite short history of parliamentary
diplomacy, Armenian delegations are already represented in
Parliamentary Assemblies of the Council of Europe, OSCE, NATO,
Euronest, CIS, etc.

Dashnaktsutyun member stated with regret that most Armenian delegations
are absolutely incompetent in diplomacy, due to which Armenian policy
is very often damaged by blunders of both the Foreign Ministry and
parliamentary delegations.

“Despite this, Hai Dat office will further continue its activity in
the key aspect of foreign policy, namely the struggle for international
recognition of Armenian Genocide,” Hovhannisyan said.

The primate of the Armenian diocese of France, Archbishop Norvan
Zakarian, and President of the Diocesan Council Patrice Djololian
have informed about the opening of a new Armenian church community
in the city of Nice, Nouvelles d’Armenie reported.

The new organization, called Cultural Association of the Armenian
Apostolic Church (AAC) of Alp-Martimes, Var and Monaco, was
established to replace the church community of Cote d’Azure which
did not reportedly maintain contacts with the AAC for a long time.

As all the attempts of conciliation and reconciliation proved vain,
Catholicos of All Armenians Garegin II and Armenia’s Supreme Religious
Council made a unanimous decision on January 26, 2012 to deprive the
old parish of the right to be called Armenian Apostolic Church.

The new community, expected to join the diocese in the near future,
already serves rituals at the Armenian church of Nice.

eleventh specialized international exhibition opened March 30 in
Yerevan Moscow House.

The exhibition targets heads of medical centers, scientific workers,
investors, entrepreneurs. Deputy health minister Vahan Poghosyan
welcomed the participants of the exhibition and noted that it will
help acquire new partners, exchange contacts between the participants
of the exhibition, development and expansion of relations. “Health
Ministry is paying special attention to such like events,” the deputy
minister said.

Armenia”s Medicine Producing and Importing Union Chairman Samvel
Zakaryan noted that such events should be conducted more frequently
to present well-known international organizations in Armenia.

“Pharmaceutics is of strategic importance for Armenia and is of prior
development spheres,” Zakaryan said.

Medical conference will also be held. The exhibition will last till
April 1.

Bloodshed In Azerbaijani Army

BLOODSHED IN AZERBAIJANI ARMY

A fatal criminal case was recorded in Azerbaijani Defense Ministry’s
N military unit situated in Terter region.

Press service of the Defense Ministry told APA that soldier Abbasov
Mammad Abbas killed soldier Hasanov Emil Gilman by firing from
submachine gun because of dispute between them, then committed
suicide. Two other soldiers were wounded as the submachine gun was
in automatic mode. Their situation is stabile.

The criminal case has been launched into the fact, the investigation
is underway.

APA reports that the wounded soldiers are Teymur Tamirov, 19, and Babek
Ibishov, 20. Tamirov was drafted from Baku’s Nizami District Military
Commissariat, Ibishov from Imishli Region Military Commissariat.

Killed soldier Emil Hasanov was drafted Lankaran Region Military
Commissariat, Mammad Abbasov from Baku’s Nasimi District Military
Commissariat

Kocharyan Prime Minister?

The analyses and forecasts on the elections, generation of internecine
controversies, as well as the vision of the presidential election 2013
in this context have aroused considerations of Robert Kocharyan’s role.

One of the key questions is whether Kocharyan will run in the
presidential election 2013 as Sargsyan’s opponent or as his substitute.

Under certain conditions, Kocharyan’s nomination for the presidential
election 2013 is not something impossible. For example, he may run
in the election if Serzh Sargsyan does not run for whatever reason,
though there is no visible probability of such course of developments
in the nearest future.

In case of Serzh Sargsyan’s resignation, the government candidate
for president will definitely not be Robert Kocharyan. Moreover, it
will not be a surprise if the government candidate is an opposition
leader rather than a representative of the government.

Kocharyan may also run in case serious issues occur against Sargsyan’s
re-election in terms of continuation of the “best” election practice,
and if necessity arises to present Sargsyan as the “lesser of two
evils”.

By the way, in this context, it will not be a surprise if in
2013 the scenario of the battle of three – Serzh Sargsyan-Robert
Kocharyan-Levon Ter-Petrosyan – is chosen. For example, this
scenario will be useful for Serzh Sargsyan because Kocharyan
and Ter-Petrosyan will battle seriously, facilitating Sargsyan’s
success. In addition, this arrangement may also be useful for both
Kocharyan and Ter-Petrosyan since Kocharyan may tell Sargsyan that
once again he prevented Ter-Petrosyan from preventing Sargsyan’s
presidency while Ter-Petrosyan may say that though he was not elected
president he did not allow Kocharyan be elected either.

Though all the scenarios cannot be ruled out, they are highly
hypothetical and Kocharyan’s nomination is almost ruled out.

It is clear for Kocharyan that there is the least public support or
demand of his return into the game. Though the elections are fraudulent
and the voters’ choice is rigged, they are still an important event
and cannot be ignored. In the end, the more the votes, the harder to
rig the elections, especially taking into account the technological
progress.

At the same time, Kocharyan has no enough foreign support while
internal legitimacy has essentially decreased in these four years
and it is not enough for an internal state coup.

Hence, it would be sheer romanticism to think about running in the
presidential elections in 2013. Robert Kocharyan’s tenure was marked
by effective intuition but not sensibility or romanticism.

The best scenario for his return, as long as he can calculate,
is the office of the prime minister which can be ensured through
the success of Bargavach Hayastan Party (Prosperous Armenia) in
the parliamentary elections. If the BHP succeeds in the elections,
Kocharyan’s appointment as Prime Minister will be easier and the issue
public and foreign support will essentially lose its importance. While
in 2013, the presidential candidate of Kocharyan and the Proposerous
Armenia will probably be Vartan Oskanian.

However, these are past intentions rather than an ongoing project,
and Kocharyan’s plan to become PM by way of BHP parliamentary victory
has already been prevented. The point is that the BHP ambitions were
eventually limited to a very restricted party list.

The BHP list is not aimed at holding parliamentary majority but at
holding an effective minority, i.e. opposition. Apparently, for 2013,
BHP and Kocharyan decided to be limited to an agreement with Serzh
Sargsyan to be the main parliamentary opposition.

Although the situation and traditions in Armenia cannot guarantee
non-change of agreements. Moreover, change in Armenia does not depend
on the political subjects of Armenia.

The ANCA-WR is launching a region-wide voter registration drive called
Hye Votes to further promote civic engagement and activism in the
Armenian-American community.

The timely launch is in an election year where electoral battles
will likely be decided by slim margins and where the votes of sizable
and high-propensity voting Armenian-American communities can be the
determining factor between victory and defeat.

Working through its strong network of local chapters and utilizing its
deep ties in the Armenian community, the ANCA-WR will be registering
new voters at events, churches, schools, and community centers
throughout the western United States.

Stepanakert Airport Is Scheduled To Work In June -July

for operating; all the equipment and material base needed are acquired.

Dmitry Adbashyan head of Chief Department of Civil Aviation, affiliated
to NK Government, told Armenpress that currently they are engaged in
personnel certification work.

“”Special order is functioning at aviation; a certified specialist
is working with certified equipments, in certified work,” Adbashyan
stressed.

According to Department head, certification process will last for
two-three weeks and will not hinder the working process. Adbashyan
stated that currently they are engaged in acquisition of aircraft. He
voiced hope that in June – July, they will be able to implement
the first flight. Before that technical staff and pilots need to
pass training. In that context Civil Aviation Department signed
contracts with training centers. Department head stated that there
are two types of training courses; the first course lasting for ninety
days, the second twenty one -day-training course stipulated only for
experienced pilots. The pilots are going to take their training courses
in Vilnius. Newly built airport staff consists of Armenian specialists.

Stepanakert Airport was built in 1974.During Artsakh liberation war
it served for military purposes. In 1992 after Berdzor liberation
the airport was paralyzed.

In 2008 the construction of the main building of new airport started.

The airport resembles an eagle stretching its wings. The airport
inauguration was scheduled for 2011.

YEREVAN. – Ruben Muradyan, the son of the prefect of Azatamut village
in Armenia’s Tavush Region, was taken into custody on Thursday,
Hraparak daily writes.

“A criminal case is launched against him on charges of hooliganism.

The Police informed that the prefect’s two sons had argued, clashed
with other persons, [and] even fired shots in the air.

We were able to ascertain that the cause of the argument was illegal
lumbering; and the other party to the conflict was a Tavush forester,
who for a long time had tried to prevent unlawful cutting down of
trees, but to no avail.

And the forester had personally gone to Azatamut to regulate the
matter. The conflict had occurred at the very yard of the prefect’s
home. The Azatamut villagers drove into the forester’s car,” Hraparak
writes.
