NAGORNO KARABAKH MUST BECOME FULL AND EQUAL PARTY OF NEGOTIATIONS: SERZH SARGSYAN

YEREVAN, APRIL 19, ARMENPRESS: Nagorno Karabakh Republic must become a
full and equal member and party of the running negotiations, Chairman
of Republican Party of Armenia (RPA) Serzh Sargsyan said in frame of
the election campaign in Garegin Nzhdeh Square, Armenpress reports.

“RPA, as a ruling party, has increased Armenia’s reputation both in
the West and in the East,” said RPA leader, presenting to electors
the focus points of the party’s program related to foreign policy.

Serzh Sargsyan said that within the frameworks of the CSTO, Armenia
has enhanced the opportunities of the reaction to foreign aggression.

“To put it more clearly, we have taken effective measures in the
issue of preventing the possible war. Besides that, we have ensured a
balance of forces. We have maintained the peace. Dear fellow citizens,
you perfectly know the price of peace,” said Serzh Sargsyan in his
address. But According to Serzh Sargsyan, only maintenance of peace
is not enough.

The RPA leader stressed that Armenia shows comprehensive support
to Nagorno Karabakh and will continue fighting for international
recognition of the self-determination right of Nagorno Karabakh people.

RUSSIA TO DEVELOP MISSILE EARLY WARNING SATELLITES

PanARMENIAN.Net – The Russian Defense Ministry has signed contracts
on the development and construction of satellites capable of detecting
launches of ballistic missiles, First Deputy Defense Minister Alexander
Sukhorukov said on Thursday, April 19, RIA Novosti reported.

The new missile early warning satellites will be part of a unified
aerospace defense network being formed in Russia.

“Several military satellites will be launched this year,” Sukhorukov
said.

Russia, which reportedly operates a constellation of 60 to 70 military
satellites, is planning to launch at least 100 new military satellites
in the next 10 years to boost its reconnaissance and missile detection
capabilities.

The expansion of the military satellite cluster will also boost global
positioning and mapping capabilities of the Russian military, which
is necessary to guide advanced high-precision weapons being developed
in Russia.

IRAN-ARMENIA RELATIONS ARE CLOSEST IN REGION – IRANIAN AMBASSADOR

TEHRAN. – Armenia’s Ambassador to Iran, Grigor Arakelyan, and Iran’s
newly appointed Ambassador to Armenia, Mohammad Reisi, got together
with the Iran’s Armenian press members, Arax Armenian weekly of
Tehran informs.

First, Ambassador Arakelyan spoke about the Iran-Armenia friendly
relations.

In his turn, Ambassador Reisi noted that he is well familiar with the
Armenians since his childhood and appreciates their contribution to
Iran. He added that the Armenians are always respected.

“The Armenian-Persian relations have been close and friendly, and
the Iran-Armenia relations are the closest ones among the countries
in the region also today,” the Iranian ambassador noted.

“Our political and cultural ties are on a high level, but the same
cannot be said about the economic ones. And I am hopeful we will
register progress in this domain,” Mohammad Reisi stressed.

TURKISH PROFESSOR CALLS FOR FACING FACT OF ARMENIAN GENOCIDE

PanARMENIAN.Net – A discussion on “What happened on April 24? What
happened on January 19?” at Istanbul’s Bilgi University signaled the
launch of Armenian Genocide commemoration ceremonies. Bagrat Estukian
from Agos newspaper, Dr. Arus Yumul and Bilgi University professor
Tolka Tivziv delivered speeches, focusing on works by Armenian
Turkish journalist Hrant Dink murdered on January 19, 2007. They
hailed Dink’s contribution in introducing the fact of Genocide in
Turkish consciousness.

In his speech Bilgi University professor called for Turkish recognition
of the Armenian Genocide and compensation.

“In 1912, 20% of population of the empire constituted non-Muslim
groups, the percentage dropping to 2,4% in 1927. What happened to those
people? We know that it was Genocide, and we must face the reality,
ask for forgiveness and compensate the damage inflicted,” he said,
adding that organization of such events will continue to rid the
public from deception and denial policy.

According to Dr. Yumul, Dink’s assassination sparked fears over
recurrence of such acts.

“This makes a lot of people keep their origin in secret, with others
prefering to flee the country,” Yumul said.

The event was organized by “Anti-capitalist students” group, which
openly declares that it recognize the Armenian Genocide.

On January 19, 2007, Hrant Dink, a well-known Armenian Turkish
journalist of, editor of the Agos weekly issued in Turkey, was shot
outside the Agos newspaper offices in Istanbul, where he served as
editor-in-chief, by a 17-year-old Turkish nationalist. This year
marks the 5th anniversary of Dink’s assassination.

The Azeri cabinet held a meeting a few days ago during which president
Ilham Aliyev made another set of radical and bellicose statements.

“Our military capacity is increasing. Constant attention is paid to
this area and this will continue. We are creating a powerful military
industry and at the same time we are buying and will continue to buy a
large amount of military equipment, weapons and ammunition. I’m not
talking about weapons of defense. We are buying tanks, artillery,
combat aircraft, different weapons, all the modern equipment needed
for combat. I can say that we also have a diversified policy and
do not depend only on one manufacturer. The number of countries
willing to cooperate with us in this area is growing, and we have the
capacity. Unlike some other countries, we do not get anything for free,
we pay with money, and this will continue.

“Every minute, every day brings us closer to victory. Every day Armenia
is declining while Azerbaijan is growing in strength. Every day we
are moving closer to the day of victory. The day will come when the
Azerbaijani flag will fly in Khankandi and Shusha (Shoushi),” vowed
Aliyev. (Khankandi is the Azeri version of Stepanakert, capital of
Karabakh which in turn is translated from Azeri as “black garden”).

As for the increase of Azerbaijan’s military budget, Artur Rasizade,
head of the cabinet of ministers, said that over the past eight
years Azerbaijan has increased military expenses twenty times, and
“it’s the biggest growth of military budget in the world for such a
short period”.

Stockholm International Peace Research Institute (SIPRI) experts share
this opinion; according to their report of April 18, by the tempo of
increase of its military expenses Azerbaijan came first worldwide.

“In 2008-2011 Azerbaijan increased its military expenses by some
60 percent,” state the experts at SIPRI, adding that the military
budget for 2011 alone grew by 89 percent.The dramatic growth came
in the middle of increasing warnings of renewed conflict over
Nagorno-Karabakh,” the report reads.

In 2012 Azerbaijan has allotted around $1.8 billion to defense and
security, increasing by 1.2 percent as compared to 2011. For comparison
it should be noted that in the same 2011 Armenia’s military expenses
did not exceed $350 million, and $400 million is allotted to defense
in the state budget for 2012.

And nonetheless, is Azerbaijan truly ready for war right away?

Azerbaijan’s state is being built on oil, and the current price for
oil has a positive impact on the country’s economic indexes. Under the
circumstances Aliyev would hardly go for a cardinal shift of affairs.

What is Azerbaijan to lose – not theoretically, but quite practically –
should the war be resumed?

First of all it is the country’s attraction for investment in the oil
sphere, in other words – the only stable basis for building the state.

The “Contract of the Century” with 13 most influential international
companies representing eight countries was signed only in September
of 1994, meaning after the hostilities were over and ceasefire was
signed, thus, in the event of war no company would ever go for what
would appear to be a risky venture.

Most important participants of that project, such as the British
Petroleum, U.S. – based Chevron, Devon Energy and Amerada Hess,
Japanese InÑ~@ex CorÑ~@oration and Itochu Oil, Norwegian Statoil and
others, are the first to oppose the resumption of active hostilities.

>>From this perspective the Contract of the Century is a double-edged
sword: on the one hand it makes Azerbaijan a truly wealthy country,
on the other hand it infringes upon the country’s sovereignty and
deprives it of a chance to start war, when it wants to.

And besides the fact that a new war would minimize the level of
Azerbaijan’s investment attractiveness, it is also completely capable
of destroying the whole pipeline communication, which is rightfully
considered to be the main artery feeding the Azerbaijani state.

The key is that practically all of Azeri hydrocarbon is transported
via four pipelines, three of which lie within a few meters from the
frontline, both on the northern borders of Nagorno Karabakh and on
the northern borders of the Republic of Armenia. Namely, those are
Baku-Tbilisi-Jeyhan oil pipeline opened in July of 2006, Baku-Supsa
oil pipeline that’s been functioning since 1999 and Baku-Tbilisi-Erzrum
(South-Caucasian pipeline), officially opened in March of 2007.

Armenian cannons are currently aimed at those three communications,
and in case war breaks out, their first task would be destroying this
vitally important infrastructure.

Hence, Azerbaijan might not only lose its investment attractiveness,
but also all of its main communications supplying hydrocarbon raw
material to the outer world.

President Aliyev is more than aware of the scale of these threats. The
only layout that might in theory be favorable for the start of new
war is either sharp decline in the positions of the Aliyev clan,
or catastrophic drop of oil price (say, below $15 per barrel).

So far, none of it seems to be on the horizon.

SAS SUPERMARKET SUES BLOGNEWS.AM OVER “BAD SAUSAGE” STORY

BlogNews.am says that it is being sued by the SAS Group for slander
over a story that it published about a person who fell sick after
eating some sausage purchased from the SAS supermarket chain.

The website’s editor, Aram Antinyan, says SAS is demanding 2 million
AMD in compensation, an amount that could put the non-profit out
of business.

Artinyan claims that customer asked that the website publish the
story of the “bad” sausage in order to alert others.

The SAS supermarket chain in Armenia is owned by Artak Sargsyan,
a candidate running for parliament from the ruling Republican Party.

President Serzh Sargsyan received today Yukiya Amano, Director of
the International Atomic Energy Agency (IAEA).

Greeting the guest, the President underlined that nuclear energy
is of vital importance to Armenia, and our country attaches great
importance to the cooperation with IAEA, viewing it as an important
component of our country’s energy and nuclear security.

Yukiya Amano noted that IAEA and Armenia have a common objective of
reinforcing the security of the acting nuclear power plant and close
cooperation on the construction of the new one.

The issue of the Republican monopoly is the core issue of the election
campaign and the political process. However, the issue of this monopoly
is interpreted in a wrong way. The problem is not the absolute majority
and the post of president held by the Republican Party.

After the elections of 2003 the situation in Armenia was such that
the Republicans did not have 50% of parliament, the post of president
of the National Assembly but the state was not more democratic, and
the government was not more legitimate and legal, the mechanism of
forming government was not constitutional, and the result was that
instead of the Constitution the Republican Party took on an important
role by winning absolute majority.

Consequently, when the issue of dissolving or neutralizing the monopoly
is set forth, it does not mean establishment of constitutional order
and raising the level of legality in the country, a new development
aimed at the democratic environment.

Hence, the problem requires a more clear stress. Armenia will need
constitutional order because if the Republicans share government
among two or three, or even four forces, reaching agreement with the
opposition forces, the dynamics of development and content of the
state and the society will hardly change essentially.

The consequence could be the loss of public confidence in forces
with a certain role and mission in these agreements, causing
dissatisfaction and thereby ensuring the establishment of absolute
power in Armenia in one round either by the Republican Party and the
Prosperous Armenia Party, or any other political group or bloc of
a difficult configuration. It is not essential. The essential thing
is that Armenia will face the prospect of a new absolute power after
the new wave of dissatisfaction.

When in 2003 the Justice Bloc, Artashes Geghamyan, and posturing
opposition Orinats Yerkir and ARF Dashnaktsutyun entered into political
deals, each of them separately, the result was the opposition vacuum
in Armenia, so in 2007 the government had to resist itself by means
of Prosperous Armenia Party.

It was the least but positive chance of development of the state which,
however, did not have a positive influence on the state and the society
because the quota-based anti-monopoly political situation that occurred
in 2003 led to social apathy. In the meantime, were it possible to
ensure public activeness, internecine race, independent from the
will of its subjects, would result in positive developments for the
society helping the system to open up rather than legitimization of
the monopoly.

Now that the problem is viewed in the context of neutralization of the
political monopoly, in other words, end the mandate of the Republican
Party as the sole legal person managing all the government bodies and
assign more people to this role, after the parliamentary elections
the new wave of public apathy will be inevitable.

And it means that in 2017-2018 Armenia will be threatened by a new
absolute government which will be formed in the internecine fight.

Hence, now it is not important how many legal persons will share
power in the result of the parliamentary election or whether they
will shape the so-called political parliamentary system at all.

The important thing is whether there will be a social and civil
movement which will have sufficient quantity and quality to be able
to impose something, will not be politicized, and will not obey
the political plans of any party or group, whose core demand will
be establishment of constitutional order instead of compromises
characteristic of the principles of the political market, in which
almost all the main participants of the parliamentary election are
engaged.

When there is such a movement, it is not important whether the
Republican Party holds entire power or several parties share power
because it is not important what balance works inside the government.

The balance to government outside it is important.

Without a balance outside, when everyone is located in one realm, even
though it might be done with the most democratic and constitutional
slogans, the result is that the government is permanently collected
and shared, and people never share it.

BURBANK GENOCIDE PROCLAMATION AND CANDLELIGHT VIGIL

The Armenian National Committee of America – Burbank (ANCA – B), the
Armenian Youth Federation (AYF) Burbank ‘Varak’ Chapter, Homenetment
“Sipan” Chapter and the Burbank High School (BHS) Armenian Club have
teamed up this year to commemorate the 97th Anniversary of the Armenian
Genocide on Tuesday, April 24.

The commemoration will begin with a short remembrance program led
by ANCA – B’s Annette Kargodorian during the Burbank City Council
meeting. BHS Armenian Club will showcase a video presentation and, as
is Burbank tradition, the City Council will present its proclamation
in recognition of the Armenian Genocide.

A candlelight vigil will follow in front of Burbank City Hall,
during which longtime ANCA activist Stepan Boyadjian will serve
as the keynote speaker. There will be posting of the colors by the
Homenetmen Burbank “Sipan” Chapter as well as various performances
by members of the ARF Badanegan ‘Gaidzag’ Chapter.

“The Armenian-American youth recognizes the importance in unifying
to promote awareness. For this reason, we urge people of all ages
to come together and support this event,” stated BHS Armenian Club
member Ani Ovasapyan.

COMMEMORATIONS OF THE 97th ANNIVERSARY OF ARMENIAN GENOCIDE

Next Tuesday is April 24thArmenian Martyrs Daythe day when Armenians
worldwide commemorate the beginning of the genocide that claimed one
and one-half million lives, and displaced many thousands more from
their ancestral homeland resulting in the loss of the Armenian
Motherland.

DIVINE LITURGY AND REQUIEM SERVICE AT ST. ILLUMINATORS CATHEDRAL
The Divine Liturgy and a solemn requiem service will take place on
Tuesday, April 24, at 7 pm, at St. Illuminators Cathedral, New York
City, in commemoration of the 97th anniversary of the Armenian
Genocide. The Liturgy will be celebrated by Archpriest Fr. Krikoris
Keshishian, pastor of St. Stephens Church, New Britain,
Connecticut. Der Krikoris will celebrate the Liturgy and Requiem
Service on the Martyrs Altar where relics of the martyrs and sand from

PRELATE INVITED TO DELIVER OPENING PRAYER IN U.S. SENATE
AND INVOCATION AT CAPITOL HILL GENOCIDE OBSERVANCE

Archbishop Oshagan has been invited to deliver the opening prayer in
the Senate on Wednesday, April 25. In the evening of the same day His
Eminence will deliver the invocation at the annual Capitol Hill
Observance of the Armenian Genocide in the Senate Kennedy Caucus
Room. This annual event is sponsored by the Congressional Caucus on
Armenian issues, and with the support of the Embassy of the Republic
of Armenia and the Office of the Nagorno Karabagh Republic. Armenian
Americans and supporters from across the United States will join
senators and representatives in marking this solemn anniversary,
reaffirming the commitment of the American people to truth and

Two pieces of legislation have recently been introduced in the Senate
related to the Armenian Genocide. The first, the Armenian Genocide

properly recognize the Armenian Genocide and to use the lessons of
this atrocity to prevent future crimes against humanity.

The second legislation, the Return of Churches Resolution
(S. Res. 392), introduced by Senators Scott Brown (R-Mass), Diane
Feinstein (D-Calif), and Mark Kirk calls upon Turkey to return stolen
Christian church properties to their rightful owners.

ARCHBISHOP OSHAGAN WILL PARTICIPATE IN

ARCHBISHOP OSHAGAN ATTENDS OPENING OF
LIBRARY OF CONGRESS EXHIBITION

Archbishop Oshagan attended the opening of the Library of Congress
exhibition, To Know Wisdom and Instruction: The Armenian Literary
Tradition at the Library of Congress, yesterday evening in Washington,
DC. This exhibition honors the 500th anniversary of the first printed
Armenian book and the decision by UNESCO to designate Yerevan as the
World Book Capital 2012. In 1512, Hakob Meghapart created the first
Armenian press in Venice and he published the first printed Armenian
book, Urbatagirk (Book of Fridays), which was the beginning of a rich
literary tradition.

In honor of this milestone anniversary and in honor of Yerevans
designation as the World Book Capital for 2012, His Holiness Aram I,
Catholicos of the Great House of Cilicia, designated the year 2012 as
the Year of the Armenian Book. In his pontifical message, His Holiness
noted that In spite of major advances in the areas of audio-visual and
communication technology, we believe that the printed book has a
special place and role in education, in the promotion of our cultural
and spiritual values and traditions, as well as in our churchs
missionary outreach and community building. On this occasion of the
500th anniversarywe call upon our people and particularly the youth,
students, and teachers not to become drowned in the

new technologies that make reading easy and give quick and superficial

PRELATE AND VICAR BID FAREWELL TO CONSUL GENERAL OF LEBANON

Archbishop Oshagan and Bishop Anoushavan went to the Lebanese
Consulate in New York this week to bid farewell to the Consul General,
His Excellency Antoine Azzam, who is returning to Lebanon. The Prelate
and Vicar expressed profound thanks to Mr. Azzam for his cordial,

boat ready for him because of the crowd, so that they would not crush
him; for he had cured many, so that all who had diseases pressed upon

THIS SUNDAY IS GREEN SUNDAY

Easter Sunday is followed by a period of fifty days (Hinoonk) during
which there are no fasting days and no saints days. This period from
the Resurrection to Pentecost (Hokekaloost) is dedicated to the
glorification of the Resurrections. Each of the seven Sundays of
Hinoonk has a special name. Last Sunday, the first Sunday after
Easter, was New Sunday.

This Sunday, April 22, is Green Sunday (Ganach Giragi), also known as
Sunday of the World Church (Ashkharhamadoor). The concept of Green
Sunday most probably comes from an ancient folk holiday celebrating
spring. Our forefathers, seeing mother earth bloom after long winter
months, glorified the Creator with an act of thanksgiving and
celebrated by decorating the church and themselves with greenery. The
reawakening of nature is also symbolic of the Resurrection. Green is
the color of life, freshness and promise. After a barren winter we are
filled with hope, life, and love.

Green Sunday is also an appropriate time for us to remember our
obligations to be good stewards of the earth and the gifts that have
been given to us by God. With this in mind, 19 years ago, on May 12,
1993, the Clergy Conference at the National Representative Assembly
that took place at Soorp Khatch Church, Bethesda, Maryland, issued a
strong statement on the environment and recommended that every year,
Green Sunday, the second Sunday following Easter, be declared a day
when all the members of the Church observe the sanctity of Gods
creation and the purity of the environment.
