TURKEY’S DECEPTIVE ‘DIALOGUE’ WITH ARMENIANS BACKFIRES

For many decades now, instead of taking the shortest route to settling
the Armenian Question fairly and wisely, Turkey has opted for all
kinds of deceptive tactics to defraud Armenians of their right to
justice regarding the Armenian Genocide; lost homelands in Western
Armenia and Cilicia; and illegally confiscated real and personal
properties of the victims.

One such practice in deception is the ongoing efforts by Ankara to hold
yet another dishonest “dialogue” with “soft” or “sensible” Armenians.

It’s interesting that the timing for the said “outreach” almost always
coincides with the days running up to April 24 of a particular year.

This year has been no exception. In a follow-up on the pursuit
of this long-standing stratagem, plans for a new “dialogue” were
developed in April of 2010. The efforts culminated in forming another
Turkish-initiated group on “Armenian-Turkish reconciliation,” launched
on April 12th of this year in Washington.

Upon the learning of renewed Turkish ploys, many Diaspora Armenians
reacted with condemnations, and resolved to further intensify their
quest for justice. This year’s turnout in practically all Armenian
Genocide commemorative events, protest marches and rallies was larger
than previous years. Many attribute these phenomena to a heightened
Armenian anger at Turkey’s obstinate obstruction of justice by way
of denial and deception. All three major events in the Greater Los
Angeles area registered a notable increase in participation as:

– Little Armenia rose in protest with nearly 100,000 marchers;

– Over 25,000 people gathered around the Armenian Genocide monument
in Montebello, CA;

– Nearly 10,000 Armenians held a protest rally in front of Turkish
consulate in Los Angeles.

During these events, Armenian survivors and their descendants demanded
the return of their ancestral lands. Protesters held a giant size map
of present-day Turkey depicting Turkish-occupied Greek Constantinople,
Greek Smyrna, Greek Pontus, Western Armenia, parts of Eastern Armenia,
Armenian Republic of Cilicia, Syrian Alexandretta, and Northern Cyprus.

The deeply entrenched yet continuously counter-productive Turkish
state policy of deception and denial has come under fire not only
by Armenians but also by righteous Turks. These include newly
self-mobilized Turkish institutions such as BDP, Turkey’s Kurdish
party, and notable Turks such as Hilal Kaplan; a sociologist and an
influential columnist in Turkish “Yeni Å~^afak,” a mainstream Turkish
daily serving Turkey’s very large Muslim community.

It was also revealed last week that even the late Turkish President
Turgut Ozal was among lucid Turks vying to find a fair solution for
the Armenian Question.

Concerned Turks may question: “Can Turkey benefit or lose by
indefinitely postponing a fair solution to the Armenian Question?” An
answer comes from none other than late Pres.

Ozal.

An April 23 article by Mesut Cevikalp in the Turkish daily, “Today’s
Zaman,” gives us a rare glimpse into low profile discussions by
Pres. Ozal with members of his inner circle.

Pres. Ozal’s “aim was to solve the [Armenian] problem before it got
too late and through few concessions after reaching a deal with
the Armenians,” Vehbi Dincerler, 71, a former education minister
and a state minister in Ozal’s Cabinet, was quoted as saying in
“Today’s Zaman.”

“Ozal sought to learn what Armenians wanted from Turkey through
Americans. In 1984 he ordered his advisors to work on possible
scenarios about the economic and political price Turkey would have
to pay if Turkey compromises with the Armenian Diaspora, an early
Turkish acceptance of the term “Genocide.” Another scenario was also
prepared. This plan sought to gauge the political cost of a Turkish
acceptance of genocide within 20 to 30 years if Turkey is forced to
accept it one day,” Dincerler noted.

However, strong opposition from some politicians from his party and
from the military led to him delaying the sharing of details of the
plan with the public, and he decided to wait for a more appropriate
time. During a visit to the US in 1991, Ozal had unexpectedly said,
in a hotel lobby, in front of a group of diplomats and journalists
after a meeting with representatives of the Armenian lobby, “What
happens if we compromise with the Armenians and end this issue?”

The audience was shocked at that time, as was the Turkish public. The
idea of negotiations with the Armenian Diaspora itself was unacceptable
and unthinkable in that period. When his statement was publicized in
Turkey, it sparked criticism and fury among the public.

Even deputies from the Motherland Party (ANAVATAN), which Ozal
established and led until he was elected president in 1989, reacted
harshly to Ozal. However, Ozal was determined. He pushed the limit to
resolve the Armenian issue in order to avoid facing harder challenges
such as the possibility that the alleged Armenian genocide would be
recognized by state legislatures in the United States, further reported
“Today’s Zaman.”

Hasan Celal Guzel, who served in Ozal’s government, said the military
establishment perceived Ozal’s moderate approach and policies on the
Armenian and Kurdish issues as concessions. After Ozal’s death, his
policies of compromising with the Armenians were abandoned. “They [the
military] saw Ozal as someone who makes too many concessions. They
stood against his policies. However, Ozal came up with the idea
that Turkey could reconcile and make peace with the Armenians, who
had earned the title ‘millet-i sadıka’ [loyal nation] during the
Ottoman era. He wanted to open the door for a return of Armenians to
Turkey. No one has made a move since. Had he not died, he might have
solved this issue,” Guzel told Today’s Zaman.

Has Turkey’s future been put on hold with Pres. Ozal’s
departure? Doesn’t Turkey have a new leader that would successfully
fill his shoes, exhibiting similar courage and wisdom to face the
past in order to pave the road for a peaceful and harmonious future
for all in the region – Turks, Armenians, Greeks, Kurds, Assyrians,
Alevis, Cypriots, Syriacs, Arabs, and Jews?

In the absence of a well-thought out foreign and domestic policy
of genuine tolerance and acceptance, Turkey’s misguided political
maneuvering will always degenerate into new fiascos and exacerbate its
international image as a genocidal and occupying state. Any attempts
for a new “Dialogue” that doesn’t include restitution will continue
to backfire.

YEREVAN, MAY 3, ARMENPRESS: President of France Nicolas Sarkozy
reconfirmed his commitment to represent new bill criminalizing the
denial of Armenian genocide. Armenpress reports citing Nouvelles
d’Armenie, that about this was mentioned in the letter addressed
to co-chairs of coordinating council of Armenian organizations in
France Aleqsis Govchiyan and Ara Toranyan. “On April 24 everybody
rose in memory of Armenian Genocide’s 97-th anniversary. I was glad
to be near my Armenian compatriots from France. Armenian genocide
survivors became the devoted sons of our country and enriched our
culture” in the letter mentioned Nicolas Sarkozy.

At the same time president of France assured that the new bill
criminalizing the denial of Armenian genocide would be represented to
parliament in June 2012. “Be sure that I will continue my struggle
on behalf of France in order the truth and justice be recognized”
stressed French President.

The bill criminalizing the denial of genocides recognized by France
was authored by French National Assembly deputy Valery Buaie, was
accepted by both chambers of parliament, but on February 28 the
Constitutional Council of France recognized it as unconstitutional.

Then declaration of Ministry of Justice of France was followed
according to which on the instruction of the President of France new
bill would be worked out.

A number of civic groups active in the fight to have the recently
constructed kiosks in Mashtots Park dismantled have criticized the
recent intervention of President Sargsyan and his directive to Yerevan
Mayor Taron Margaryan to do just that.

The groups argue that the kiosks are illegal and should be dismantled
according to the applicable laws on the books and not by presidential
“fiat”.

They say that this is the purview of the Yerevan Municipality and
Mayor Margaryan and that they must listen to public opinion rather
than the aesthetic whims of the president in the matter.

The groups have also taken the president to task for praising the
actions of the police in the Mashtots Park standoff between activists
and the municipality.

The activists say that the cops should be evaluated based on how they
protect the RA Constitution, the defense of public property and the
defense of human rights.

Probably the biggest grip the activists have with the president is
that he did not once mention the need to defend the rights of citizens
when he directed the mayor to dismantle the kiosks.

a meeting of Republican Party of Armenia (RPA) members at Armenian
President and RPA leader Serzh Sargsyan’s headquarters, according to
Zhoghovurd paper.

While ex-mayor of Yerevan Gagik Beglaryan and RPA candidates Ruben
Sadoyan and Garegin Nushikyan were waiting for President Sargsyan, the
journalists were trying to get a word out of Mr. Beglaryan. However,
he refrained from answering, saying he would speak in two weeks.

Hraparak paper journalist’s observation, dubbing engagement in politics
without answering questions meaningless, sparked the former mayor’s
outrage who called her insane.

Armenian School In Glendale Seeks $6m In Damages From City

PanARMENIAN.Net – A private Armenian school in Glendale that has been
fighting to operate for nearly two years is seeking up to $6 million
in damages from the city that it claims it suffered as a result of
being temporarily shut down.

Glendale News-Press reports that Scholars Academic Foundation claims
in its lawsuit filed in Los Angeles County Superior Court that the
city violated its rights to due process and caused economic harm
when officials closed the school by “yellow-tagging” the building in
February 2010.

The school is seeking $2.75 million to $6 million in damages, according
to court documents.

But City Atty. Mike Garcia argued in court documents that the school’s
claims lack merit, and even if they didn’t, the most Scholars Academic
Foundation could recover is three to five weeks’ worth of rent.

“The economic impact of the ‘yellow-tagging’ is minimal,” Garcia
contended.

A judge took the case for review last week, but Garcia said in an
email that a decision isn’t expected for some time.

The city maintains it had the right to shut down the school after a
fire inspection found an inadequate fire alarm and locked or blocked
exits. The school’s attorneys have said the issues were quickly fixed
and the shutdown was excessive.

The school’s principal, Anahit Grigoryan, said during court proceedings
that the city’s former zoning administrator, Edith Fuentes, said the
school could operate in its new building if it quickly applied for
permits. But that turned out to be an incorrect assessment.

The city sent the kindergarten-to-12th-grade school violation notices
but never received a response. In a surprise February visit, a fire
inspector found it unsafe to occupy.

After the safety issues were fixed, the city still wouldn’t let the
school open, according to court documents.

It is unlikely that Georgia will recognize the Armenian Genocide in
the near future, Georgian political scientist Zurab Abashidze told
Armenian News-NEWS.am.

According to him, there are number of factors that actually determine
the position of Georgia on the Armenian Genocide.

“Everyone knows in what a delicate situation Georgia currently
is. The current ethnic situation in the country, politics, economics,
neighbors… All that and many other issues have an important role,”
Abashidze mentioned.

According to the political scientist, the incident which occurred
in the Georgian Parliament on April 24 involving MP Azer Suleymanov,
with Azerbaijani origins, fought with MP Jondi Baghaturia because of
the Armenian Genocide, clearly indicate the atmosphere prevailing in
Georgia over this issue.

“Fights occur in the Parliament of Georgia – an asymmetric response to
the request to recognize the genocide of our Armenian brothers. The
Azerbaijanis started beating the Armenians in the parliament, the
Armenians beat the Georgians and the Georgians beat everyone. This
is a micro example of what will be on a macro scale, if Georgia
recognizes the Armenian Genocide,” he said.

As Armenian News-NEWS.am reported earlier, a fight broke out in the
Georgian Parliament on the Armenian Genocide issue on April 24.

YEREVAN. – In line with official data, 19,569 babies were born
in Armenia in the first three months of this year, and this is a
5.7-percent drop from last year’s indicator; this is the lowest
number in the past four years. In parallel to this, the number of
deaths has increased, Haykakan Zhamanak daily writes.

“According to the same official data, 17,953 people died in Armenia
in the first three months of this year. This mortality indicator
is the highest at least in the past ten years. At the same time,
the mortality rate is growing every year.

In fact, the number of births in Armenia is slowly declining, whereas
[that of] deaths, is increasing. This and emigration, which is reaching
terrible proportions, are a reflection of the country’s socioeconomic
and moral and psychological condition; and this makes it apparent
that we are dealing with the herald of a demographic disaster,”

Prelate of the Armenian Apostolic Church of the Eastern United States,
called on Members of Congress to urge Turkey to return confiscated
Christian churches and end U.S. complicity in Turkey’s genocide
denial, during a full day Capitol Hill meetings, this week, which
began with the offering of the opening prayer at the U.S. Senate and
ended with an invocation at the annual Capitol Hill Armenian Genocide
Observance, reporta Armenpress citing the Armenian National Committee
of America. The Archbishop’s opening prayer at the Senate was held
on April 25th, at the request of Rhode Island Senator Jack Reed (D)
and at the invitation of the Senate Chaplain. “We thank you in the
name of the Armenian people for your divine mercy in providing them
a safe refuge in this blessed country, the United States of America,
where they were delivered from the depths of despair of genocide and
welcomed with new life,” said His Eminence. “Reveal your infinite
spirit to the members of this Senate that they may be inspired
toward a greatness of purpose and ennobled in their quest for good
governance.” Sen. Reed welcomed Archbishop Choloyan in a moving Senate
floor statement, which commemorated the Armenian Genocide and called
for U.S. affirmation of that crime. “This year I once again join my
colleagues in encouraging the United States to officially recognize the
Armenian genocide,” explained Senator Reed. “Denial of this history is
not consistent with our country’s sensitivity to human rights and our
dedication to the highest and noblest principles that should govern
the world. We must continue to educate our young people against this
type of hatred and oppression so we can seek to prevent such crimes
against humanity in the future. It was indeed an honor to be here
to listen to the wise words of the Archbishop, to hear his prayer,
his reflection, and to go forth knowing that he is a powerful force
in our country for tolerance and decency,” concluded Sen. Reed.

Welcoming remarks were also offered by Senate Majority Leader Harry
Reid (D-NV), who recounted a visit to a church during his first trip
to Armenia, in the early 1990’s after “that very brutal winter when
the Turks had cut off the oil to Armenia.” He noted, “I have fond
memories of my visit to Armenia. I understand the resiliency of the
people of Armenia, and I remember visiting that church.”

When conscript Razmik Sargsyan charged for Mataghis case lost
consciousness in the courtroom because he had been on a hunger strike
for a long time, and his lawyer asked to call an ambulance, the council
for the prosecution Anahit Yeghiazaryan rejected the lawyer’s motion
and insisted on continuing the court hearing.

Something similar may be witnessed tomorrow in Kapan where the first
court hearing of conscript Suren Kirakosyan will be held who has also
been on hunger strike since April 5. Only the military prosecutor’s
office knows how the conscript will come to the court, having eaten
nothing for 26 days.

The conscript is accused for deserting the military unit. When he
was detained, he said that he did not want to desert the military
unit, he just wants to go to a doctor since he could not continue
his military service with his current state of health.

Suren was called up with health problems. His health got worse during
the service, now he needs surgery the result of which will depend on
whether the tumor is malicious or benign.

The young man is also suffering from other conditions but he has
received no treatment during the past year of his military service.

The only information the soldier’s mother has is that his son’s health
is bad. She learned it from MP Zaruhi Postanjyan who visited him the
military hospital in Goris.

We deal with usual indifference towards the health and life of private
soldiers. Several soldiers already died this year due to negligence.

Prosecutor Tigran Sargsyan told us that the soldier must be held
responsible despite his diseases. Suren Kirakosyan’s relatives have
not been informed about the court hearing.

His mother requested a meeting with the defense minister but the
minister refused. There is a lot to do on these campaign days, the
cases of death in the army continue but the defense ministry does
not care. For them it is statistics, and one more or less seems an
insignificant difference.

“They are killing him in this way,” say the relatives of non-combat
victims.

Le Musee des arts islamiques d’Istanbul, où defilent chaque jour des
centaines de touristes, etait une prison en 1915. C’est cette annee-la,
un 24 avril, qu’ont ete amenes 235 notables et intellectuels armeniens
avant d’etre expedies vers l’est. Cette rafle est consideree comme
le premier acte d’un genocide qui fit plus d’un million de victimes
parmi les Armeniens de l’Empire ottoman.

Cet evenement a ete commemore mardi par une poignee d’activistes,
venus se recueillir sur place. Depuis 2010, le gouvernement turc
autorise les commemorations publiques, mais les manifestations sont
plus tendues cette annee en raison du raidissement des autorites face
au debat sur le negationnisme qui a fait irruption en France cet hiver.
