The parliamentary elections of May 6 actually did not differ from
all previous ones, and the society does not connect great hopes with
their results, head of the Heritage faction Styopa Safaryan told a
press conference today. He has accepted the election results and is
not about to leave the party.

Who will represent the Heritage Party at the National Assembly? The
answer to the question will become clear during the congress of the
Party on June 2nd. The party will convene a sitting before May 31 to
decide whether the newly elected MPS will participate in the first
sitting of the National Assembly or not.

On 24 May President of the Artsakh Republic Bako Sahakyan visited
the village of Gishi in Martouni region and partook at the solemn
ceremony of opening a new school built by co-financing of the
“Hayastan” All-Armenian Fund and the NKR Government.

The Head of the State underlined that this joint program is among
the best examples of the cooperation between Artsakh and Diaspora
which to a great extent contribute to the education and patriotic
upbringing of the younger generation.

NKR officials, delegation of the “Hayastan” All-Armenian Fund led
by executive director Ara Vardanyan were present ar the event, the
Central Information Department of the Office of the Artsakh Republic
President informs.

PanARMENIAN.Net – The Catholicos of the Great House of Cilicia
Aram I condemned the attack of the Armenian church in Syria’s Homs,
Tehran-based Aliq Armenian news agency reported.

“We severely condemn attacks on religions centers and sacred sites,”
the Catholicos said, further expressing hope for peaceful settlement
in Syria.

“Armenian people will always be grateful to the people of Syria for
welcoming Genocide survivors. Armenians will be glad to assist in
establishment of peace and stability in Syria,” the statement said.

An Armenian church and school were attacked in the Syrian city of
Homs on Saturday, May 19, by members of the Syrian opposition.

The representative of the local Armenian community Nazareth Elmadjian
said the Isahakian School attacked by the opposition works under the
auspices of Armenian Apostolic Church’s Syrian Prelacy.

The school is located in Hamidia district of Homs which is mainly
populated by Arab Christians. The opposition forces seized the school
and church, which will be used by them as a hospital and convalescence
center.

The Syrian army is not attacking the district because of the large
number of civilians in the area, reported the community.

On May 24 the newly appointed Ambassador of Hungary to Armenia Sandor
Szabo presented the copies of his credentials to Armenian Deputy
Foreign Minister Zohrab Mnatsakanyan.

Congratulating the Ambassador on appointment, Deputy Minister
Mnatsakanyan noted that Armenian-Hungarian relations have intensified
significantly over the past years. In 2009 the Armenian President
paid a state visit to Hungary; a number of agreements were signed
and the first Armenian-Hungarian business forum was organized within
that framework.

Ambassador Szabo assured he would do his best to contribute to the
reinforcement of bilateral partnership.

Zohrab Mnatsakanyan noted that the Eastern partnership Program also
provides good opportunities for the development of cooperation between
Armenia and Hungary.

The interlocutors exchanged views on a wide range of regional and
international issues.

The preliminary conclusion of the ODIHR/OSCE about the results of the
parliamentary election in Armenia was distorted by the authorities
and presented in the way beneficial for them. The authorities of
Armenia said that the election were competitive, active and well
covered by mass media, but said nothing about numerous fraud and
unequal competition over the election, expert of the Armenian Centre
for National and International Studies, Edgar Vardanyan, said at
today’s press-conference.

He also added that very often the society does not have an adequate
imagination about the role of observers at the elections. For this
reason, their reports are not always understood correctly.

“The ODIHR/OSCE is the most influential organization which implements
monitoring. Professionals which know their business have been working
in this organization. And the viewpoints of some politicians of
Armenia that their reports are blear and not clear, are wrong”, –
Vardanyan said.

He emphasized that when analyzing the ODIHR/OSCE monitoring reports
since 1996, he may say that since 1996 the parliamentary elections of
1999 and 2007 were the best elections in Armenia, and the presidential
election 2003 – the worst one. He also added that from the point of
view of the election coverage, the parliamentary election 1999 were
the best.

PanARMENIAN.Net – According to Zhoghovurd daily, the leader of the
Republican Party of Armenia, President Serzh Sargsyan is angry with the
chairman of the State Commission for Protection of Economic Competition
(SCPEC) Artak Shaboyan.

As well-informed sources told Zhoghovurd, “President Sargsyan learned
that Shaboyan reports to Prime Minister Tigran Sargsyan about every
step he takes. Shaboyan asks PM’s permission even if in case some
organization is to be fined.”

When asked to comment on the issue above, SCPEC spokesperson Gayane
Sahakyan called the information absurd.

“Mr Shaboyan has good relations both with President and PM, with no
disagreement arising between them. SCPEC activities have been given
high assessment. No decision of the Commission has been discussed
with either PM of the President, the SCPEC being an independent
institution,” the paper quoted Ms Sahakyan as saying.

change is planned at the government of Armenia, with a new Ministry
of Internal Affairs to be formed.

As a source close to the authorities told the daily, at least 5 main
departments will be formed at the ministry. 4 of them will act as
police structures, while the 5th is to be formed into a department
of emergency situations, practically repeating the functions of the
emergency situations ministry.

“The decision to form a new ministry hasn’t been passed yet, but a
struggle for ministerial post is in full swing. The main candidates
for the post are: current Armenian Police Chief Vladimir Gasparyan,
Emergency Situations Minister Armen Yeritsyan and Yerevan Police
Department chief Nerses Nazaryan,” the daily said.

start in Chicago on May 25. In the tournament takes part one of the
best chess players of Armenia grandmaster Gabriel Sargsyan who has
the second rate among all participants with 2679 points. In the first
place is Michael Adams with 2728 points. Armenpress reports that the
total cash fund of the tournament is 100 000 USD, and the winner will
get 10 000 USD.

Armenian chess players have already taken part in this tournament
and as a rule had struggled for high places. Chicago chess tournament
will finish on May 29.

Azerbaijan Sends A Note To France Connected With The Visit Of French

AZERBAIJAN SENDS A NOTE TO FRANCE CONNECTED WITH THE VISIT OF FRENCH SENATORS TO NKR

Azerbaijan sent a note to France on the visit of three French senators
to the Nagorno-Karabakh Republic. According to Turkish sources,
the Azerbaijani Embassy in Paris has passed the note to the French
foreign ministry.

The head of the press service of Azerbaijani foreign ministry Elman
Abdulayev announced they have declared the three French senators
Phillippe Marini, Sophie Joissains and Bernard Fournier persona non
grata for visiting NKR on May 22 without Baku’s consent.

It is stated in Azerbaijan’s note that such kind of visits “don’t
contribute to the region’s peace and bring about tension”. The note
draws attention to the fact that France is co-chairing country of OSCE
MG, which deals with the peaceful settlement of the Nagorno-Karabakh
conflict.
