U.S. Secretary of State Hillary Clinton and Turkish Foreign Minister
Ahmet Davutoglu have today discussed the situation in the Caucasus
within the G20 meeting in Mexico, Anadolu news agency reported
on Tuesday.

Davutoglu and Clinton also discussed Syrian crisis and fight against
terrorism at the meeting, which lasted more than an hour.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 per cent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France and the U.S. –
are currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

Monitoring will be held on the contact line between Armenian and
Azerbaijani armed forces in the north-west direction of Horadiz village
in Fuzuli region on June 20, the Azerbaijani Defense Ministry told
Trend on Tuesday.

The monitoring will be held on the Azerbaijani side by the OSCE
Chairman-in-Office Personal Representative Andrzej Kasprzyk’s field
assistant Jiri Aberle and personal assistant William Pryor.

The monitoring will be held on the opposite side, which the
international community recognizes as Azerbaijani territory, by OSCE
Chairman-in-Office Personal Representative Andrzej Kasprzyk’s field
assistants Christo Christov and Antal Herdich.

Presidents of Russia, United States and France regrets Azerbaijan
and Armenia for distaking any decisive steps to resolve the
Nagorno-Karabakh conflict, and urged the parties to accelerate the
harmonization of the basic principles of resolving of problem.

Russia, U.S. and France are co-chairs of OSCE Minsk Group on Karabakh
settlement.

“We regret that Armenia and Azerbaijan did not take decisive steps,
which our countries have called on them in a joint statement issued May
26, 2011 in Deauville,” – said in a joint statement at the summit of
“twenty” by leaders of the three countries.

They called on both sides meet the obligations for accelerating
agreement on basic principles of the Nagorno-Karabakh conflict,
contained in a statement that made in Sochi on January 23, 2012,.

The statement noted that Moscow, Washington and Paris were united
in a firm commitment for the peaceful settlement of Nagorno-Karabakh
conflict.

“Parties of the conflict should not continue to postpone important
decisions needed to achieve lasting and peaceful settlement” – the
document says.

It is hard to attend the meetings of the Caucasus Center for
Peacekeeping Initiatives, even the ones organized in Tecali, a Georgian
village easily reachable from Azerbaijan and Armenia. Yerevan reporters
and journalists arrived through Noemberyan where they had spent the
night. Taxi drivers ditched them and refused to take to Georgia.

Human rights activist Georgy Vanyan, head of the Armenian Center,
said that it is the first time such thing has happened. He has
failed to host the Azerbaijani film festival in Armenia for over two
years. Just as the taxi drivers, the building owners are negotiating
rent by Vanyan and then quit agreements after “pressure from above”.

A solution has been found. The border can be crossed on foot and the
Tecali Village can be reached using local cars. Others were taken by
the Noemberyan taxi drivers and drivers from nearby villages.

Tecali was reached late. Dozens of border villagers of Kazakh, Ganja,
Baku, Tbilisi and Marneuli were settled near Borchaly (the old name
of the Kvemo-Kartli Region, mainly inhabited by Azerbaijanis).

“Violation of the cease-fire regime on the Armenian-Azerbaijani border:
is public interference real?” was the topic for public discussions.

Speeches were made by:

-Ali Abbasov, PhD for Philosophy, head of a section of the Institute
for Philosophy and Rights of the Azerbaijani AS;

-Magerram Joyshoglu from the Public Association of Resources of Kazakh
Regional Development;

– Natig Javadly, a journalist of the Bizim Yol paper (New Way);

– Louisa Pogosyan, coordinator of programs of the Caucasus Center
for Peacekeeping Initiatives;

– Yuri Manvelyan, co-editor of Epress.am;

– Samvel Israelyan, an expert and physicist.

There were no intense debates. Locals from Armenian and Azerbaijani
border villages had common statements, because terms “violation of
the cease-fire regime”, “diversion”, “losses”, “adequate reaction”,
“symmetric response” are a daily threat and the deaths of relatives
and friends means an inability to plant and collect harvest, wake up
after every rustle and live in a mist with hopes for migration.

Another benefit of the meeting is that none of the speakers tried to
act as a guide of governmental policy, nor tried to speak on behalf
of presidents, ministers or propagandists. Speeches were primarily
made for their own side, not their opponents. The recent murders
demonstrate the price of the atmosphere of hatred and gave a picture
of distance between people spilling blood and the ones giving orders.

Such atmosphere ruled out outcries of analysts, theorists and
journalists serving governmental interests. They were listening and
noting the talks, but made no declarations of “self-identification”,
“territorial unity” and “historic right”, the way Kazakhs and
Voskepartsses did in response to verbal threats and online intolerance
at the border.

As a result, the topic of “Is public interference real?” turned into
a question of whether people in the region could be human rights
activists to protect human rights, be journalists without serving
the government, to live without fear.

The majority of attendants spoke for public interference. Moreover,
preliminary agreements on formation of a rapid reaction group were
made. The group will prevent incidents on the border and inspect the
situation at the border. Georgia may join the group if necessary.

Doctors, taxi drivers, farmers and Aqsaqals could make the first
steps by keeping in touch with each other, especially with account
of the fact that the initiatives are open for everyone to join.

The Georgraphic center of the region will host the first Tecali South
Caucasus Cinema Festival.

Public talks were organized by the Tecali Association (Georgia),
the Center for Regional Cooperation and Development of Communities
(Azerbaijan), Caucasus Center for Peacekeeping Initiatives (Armenia)
with support of the US Democracy Assistance Fund.

PanARMENIAN.Net – The Glendale “Roupen” Chapter gave the AYF’s “With
Our Soldiers (WOS)” campaign a vital boost this past week with a
generous donation of over $5000. The money will go toward treatments
for veterans of the Artsakh war still grappling with combat injuries,
according to a press release.

“Our azadamardiks (liberators) are the heroes of our nation,”
said Verginie Touloumian, Chair of the Glendale chapter. “They are
the reason we enjoy our mountainous homeland and we feel obligated
to prioritize their health. We want to make sure they know we are
thankful for their dedication to our country.”

Following the AYF’s announcement of the WOS campaign, a series of
fundraisers have been organized from the South Bay to San Francisco
aimed at bringing greater attention and relief to veterans of the war.

However, even prior to the launch, the Glendale AYF had set its sight
on aiding the cause of Artsakh. In the Fall of 2011, its general
meeting passed a resolution calling for the chapter to set money
aside for an emergency Artsakh Fund. Twenty percent of all profits
gathered by the chapter throughout the fiscal year were to go toward
this special fund.

When WOS was initiated, members felt the situation of the soldiers
qualified as an emergency. They decided to direct their funds toward
helping those who are still suffering from the injuries of the war.

“In our opinion, this is the most pressing emergency today,” said
Shoghak Kazandjian, a member of the Glendale Executive. “The need
of veterans is a very important issue and helping them through the
Artsakh Fund is putting its intended purpose to use.”

Some of the main fundraising events the chapter held to gather money
were a “Nerd”-themed Costume Party in November and a 35th anniversary
event in March marking the founding of the Glendale chapter.

AYF chapters, central councils, and community supporters will
continue to organize fundraisers and gather donations for the campaign
throughout the year, with treatments for veterans scheduled to begin
this summer.

YEREVAN. – The US dollar’s exchange rate hit a record high at NASDAQ
OMX Armenia stock exchange on Thursday.

As a result of trading, the dollar’s average exchange rate against
the Armenian Dram (AMD) comprised AMD 418.95/$1, and this is a
0.32-percent-or a 1.34-point-increase from the previous session
on Wednesday.

And this is the US currency’s highest exchange rate in Armenia ever
since June 27, 2006.

The total sales were $4.85 million.

And the dollar is bought at a maximum of AMD 418/$1, in Armenia’s cash
foreign currency market, and it is sold at a minimum of AMD 420/$1.

deems achievement of 7% economic growth “possible” in Armenia.

Asad Alam stressed the role of the government’s program, political
changes and the global economy in achievement of the progress.

In this context, he noted that Armenia already secured 4,7% growth
in the first quarter of 2012, with indices for June expected to be
even higher.

“Production and export industries served locomotive for progress,
with agriculture indices to be considered in 3-4 quarters,” Mr. Alam
said, adding that World Bank forecasts totaled 4,1%-4,3% in the first
quarter of2012.

Asad Alam will leave post and become World Bank Regional Director
for South Africa. Henry Keraly has been appointed the new Regional
Director for the South Caucasus effective July 1, 2012.

A day after the presidents of the United States, Russia and France
issued a joint statement calling for a peaceful settlement to the more
than 20-year war between Armenia and Azerbaijan over the disputed
territory of Nagorno-Karabakh, the two enemies publicly blamed each
other Tuesday for failing to resolve the conflict.

To note, the statement issued Monday by President Obama, Vladimir V.

Putin of Russia and Francois Hollande of France at the Group of 20
meeting in Mexico faulted the leaders of Armenia and Azerbaijan
for not following steps toward an agreement urged last year. The
statement called on them to move swiftly to make “the important
decisions necessary to reach a lasting and peaceful settlement.”

Armenia’s foreign minister, Edward Nalbandian, said on Tuesday that
his country was prepared to negotiate a settlement along terms outlined
by the Minsk Group, and he accused Azerbaijan of refusing to do so.

“Unlike Armenia, Azerbaijan has rejected and continues to reject
the co-chair countries’ proposals to consolidate the cease-fire,
to withdraw snipers from the line of contact, to create a mechanism
on investigating cease-fire violations and incidents,” Mr. Nalbandian
said. “Armenia, unlike Azerbaijan, has on numerous occasions reiterated
that it is ready to continue the negotiations.”

Meanwhile, a spokesman for the Azerbaijan Foreign Ministry, Elman T.

Abdullayev, said that Azerbaijan had long been willing to sign a
comprehensive peace agreement and accept proposals by the Minsk Group,
but that Armenia was preventing a truce by refusing to first withdraw
its troops from Nagorno-Karabakh.

“We have shown a very clear and concrete will on Azerbaijan’s side
to start the peace process,” Mr. Abdullayev said in a telephone
interview. “Armenian occupying forces must leave so we can move
forward in the peace process. That’s the major and No. 1 obstacle.”

In Mexico, the unity on addressing the Nagorno-Karabakh conflict
provided a glimmer of consensus between Mr. Obama and Mr. Putin,
whose face-to-face meeting on Monday was largely characterized by
their disagreement over how to handle the conflict in Syria.

issued remarks on the joint statement by three Co-Chairing Presidents
of the OSCE Minsk Group Presidents Vladimir Putin, Barack Obama and
Francois Hollande at the G20 summit in Los Cabos, Mexico.

“The Ministry of Foreign Affairs of the Nagorno Karabakh Republic
supports the joint statement by the Presidents of Russia, the U.S. and
France on the Azerbaijani-Karabakh conflict issued in Los Cabos.

“We always positively assessed initiatives aimed at a peaceful solution
to the issue, considering all the principles of international law. We
reaffirm our readiness to follow the appeals and recommendations of
the leaders of the OSCE Minsk Group co-chairing states.

At the same time, we have to state that the Azerbaijani side continues
to interpret mediators’ statement in a way favorable for itself,
thus torpedoing these initiatives. Azerbaijan continues to boycott
the implementation of key confidence-building measures in the region,
including elaboration of corresponding mechanisms for investigating
the incidents at the borderline, withdrawal of snipers from the line
of contact.

Unfortunately, official Baku hasn’t abandoned yet the initially assumed
method of conflict resolution by force. Azerbaijan, representing a
non-permanent member of the UN Security Council, the responsibilities
of which include struggle for regional security, rejects civilized
ways of problem solution.

The Ministry of Foreign Affairs of the Nagorno Karabakh Republic
expresses hope that this time Azerbaijan’s authorities will display
constructivism and will abandon their futile policy of military-force
blackmail and attacks threatening the fragile regional security
and stability.

We believe that only through a political dialogue, with the equal
involvement of the Nagorno Karabakh party, it is possible to
achieve progress in the negotiations on the Azerbaijani-Karabakh
conflict settlement and to establish lasting peace in the region,”
the statement reads.

Member of Parliament Gurgen Arsenyan from Prosperous Armenia Party,
said in his speech in the National Assembly that Armenia’s situation is
disastrous. “The greater part of participants of our election campaign
rallies in rural communities were women and old people because men are
migrant workers in Russia. It means something has gone wrong if 500
thousand people have left the country in recent years,” Arsenyan said.

He stated that the situation reminds him of other periods of the
history of Armenia, such as the war between Shah Abas and the
Turkish Empire, the genocide. “Armenia’s viability is endangered,”
the MP warns.
