Today Azerbaijan is the leading state in the region both economically
and militarily, Azerbaijani MP Fazail Ibrahimli told Trend on Tuesday.

He said there are several conditions for the existence of the state,
one of which is military power. Azerbaijan has a strong army.

Ibrahimli stressed that the army is one of the most important factors
in the implementation of foreign policy.

By the decision of the government of the Azerbaijan Democratic Republic
on June 26, 1918 a special corps was established. By the decree of
the President of Azerbaijan on May 22, 1998 June 26 was declared a
Day of the Armed Forces.

Baku – APA. President of Azerbaijan Ilham Aliyev and Turkish
president Abdullah Gul have widely exchanged view on settlement of
the Armenia-Azerbaijan, Nagorno Karabakh conflict at the meeting
in Istanbul.

APA reports quoting AzerTAc news agency that expressing their
satisfaction on rapid development of relations in all spheres
between the two countries the presidents underlined the importance
of extension of activity in direction of future development of this
cooperation. The presidents also praised the current level of economic
cooperation between Azerbaijan and Turkey. They stressed the importance
of documents signed on development of this sphere.

Turkish President Abdullah Gul hosting the 20th Anniversary Summit
of the Organization of the Black Sea Economic Cooperation (BSEC)
in Istanbul holds one-on-one meetings with the heads of state and
government, who attend the summit. Gul first met with the Albanian
Prime Minister Sali Berisha. Then he met with President of Azerbaijan
Ilham Aliyev. The meeting is held at Lutfi Kirdar International
Congress Center in Istanbul, where the summit takes place. The 20th
Anniversary Summit of the Organization of the Black Sea Economic
Cooperation (BSEC) will start at 18.00 by Baku time.

The preparation of Russia and her allies for large-scale strategic
manoeuvres is entering into the active phase.

In the south of Russia and in Armenia – within the framework
of preparing for thestrategic command staff exercises (SKShU)
“Kavkaz-2012″of the Russian Army and “Vzaimodeystviye-2012″of
the Collective Security Treaty Organization (ODKB) – a series of
operational-tactical exercises has begun, in which the troops use
staff combat equipment and arms.

The exercises are considered planned exercises. However, all things
considered, they are directly prompted by the aggravation of economic,
geopolitical and military problems, which currently exist in the
Caspian area, in Iran and Syria, and also in connection with the
Karabakh conflict. According to a report from the press service of
the Southern Military District (YuVO), a tactical-specialist exercise
of the communications troops of the Southern Military District has
recently begun at the “Sernovodskiy” training ground in Stavropol Kray.

At these exercises tasks involving the concealed command of troops with
the use of modern information technology and radio technological means
will be perfected. They are preparing to perfect the combat training
tasks of the subunits of Russian troops deployed in South Ossetia,
Abkhazia, and also at the 102nd military base in Armenia.

Here, for example, the Russian troops are carrying out tasks that
take into account the plans developed in the Joint Staff of the ODKB,
and also in cooperation with the Armed Forces of Armenia, which are
also currently conducting preparatory exercises. Defence Minister of
Armenia SeyranOganyan recently announced that during the course of the
manoeuvres the troops will be brought to increased combat readiness.

Also, the necessary decrees are prepared for a transfer to martial
law, for conducting mobilization, and for repelling aggression. Also
prepared is an appeal by the President of the Republic of Armenia to
the leadership of the ODKB for assistance. Oganyan emphasized that
the national command staff exercises are connected with the design
of the manoeuvres of the Collective Rapid Response Forces (KSOR) of
“Vzaimodeystviye-2012” of the ODKB, which will take place in September
of this year, as will the “Kavkaz-2012” exercises.

The neighbouring countries of Azerbaijan and Georgia view such
military manoeuvres, during the course of which a transfer of Russian
airborne troops to Armenia is assumed, with wariness, to put it
mildly. Apparently, it is not by accident that the Russian Ministry
of Foreign Affairs, as early as April of this year, announced that
“Kavkaz-2012” will take place only on the territory of the Russian
Federation, though it did not deny the fact that “Vzaimodeystviye-2012”
is being organized under the flags of the ODKB and that representatives
of each country – the participants of this organization – are taking
part in the planning of these manoeuvres.

In this background, within the framework of the preparation for
the “Kavkaz-2012” strategic command staff exercise, the recent
military manoeuvres unfolding in the Caspian area look sufficiently
large-scale. As reported by Commander of the Caspian Flotilla Rear
Admiral Sergey Alekminskiy, during the course of the tactical test
exercises, in which 15 surface vessels will take part, a series
of tasks still have to be carried out involving the following:
“anti-submarine diversionary defence of a group of ships during
their stop in an unprotected raid; conducting air defence; and
conducting firing practice on air targets. Moreover, the boats have
to participate in an exercise involving a sea blockade of islands as
well as carry out artillery firing practice on discovered terrorist
bases(on so-called visible coastal targets).” Let us make note that
earlier in the exercises the ships of the flotilla perfected the
tasks of “protecting oil and gas extraction platforms.”

Terrorists that capture drilling platformshave fortunately not been
seen in the zone of the Caspian. Although, it is well known that
one of the channels for drug trafficking from Afghanistan to Europe
goes through here. And there have been tussles between governments
over disputed areas of the sea and islands that are rich with energy
resources (between Azerbaijan and Turkmenistan, between Azerbaijan
and Iran). Russia has thus far found itself in the role of observer
in these matters. But possibly an observer that is powerful. This
means that the training exercises, which the ships of the Caspian
Flotilla are now perfecting, are fully valid. Although, as it has
been explained, the Russian military fleet is preparing for even
more large-scale tasks, using special forces, artillery, missiles,
and high-precision weapons.

According to the claim made by Rear Admiral Alekminskiy, in April of
this year the separate coastal missile division, which only in 2011
was deployed in the Caspian, successfully carried out for the first
time in the region missile firing practice by means of the “Bal-E”
coastal missile system with a launch of the “Uran” cruise missile at
a sea target. This modern high-precision weapon has a range of action
of up to 300 kilometres. In the subunits of the flotilla’s marines an
anti-submarine diversionary detachment has been created, as well as
airborne-assault companies, which regularly undergo airborne training.

In the coming months in the Caspian new ships will be redeployed,
which will raise the combat capability of the flotilla even higher.

Among them will be the small artillery ship “Volgodonsk” and the
missile ship “Dagestan.” The latter is armed with the “Kalibr-NK”
universal missile system, capable of employing several types of
high-precision missiles on surface targets as well as on coastal
targets at a range of up to 300 kilometres. It is not out of the
question that “Volgodonsk” and “Dagestan” will also be operational
in the “Kavkaz-2012″strategic command staff exercises.

Thus, the Russian military-political leadership is devoting significant
attention to the strengthening of the defence of the country in the
zone of the Caspian and the Caucasus. Of course there is no talk
about any kind of demilitarization of the area. Moscow intends to
defend its interests here by the most diverse of means, and to no
small degree with the help of force.

On Monday, June 25, Lithuanian Minister of National Defence R.
Jukneviciene met with President of Armenia Serzh Sargsyan during
the visit in Armenia. The meeting officials focused on regional
security points.

President of Armenia looked back on the initial causes and progress
of the Nagorno-Karabakh conflict, as well as Armenia’s efforts to
resolve the conflict by peaceful measures. He pointed out the efforts
of the international community and the role of the Minsk Group. “Only
the impartial position of the international community can contribute
to a peaceful resolution process,” S. Sargsyan stressed.

Lithuanian Minister accentuated that Lithuania’s position fully
coincides with the posture of the international community: the conflict
can only be resolved by applying peaceful measures and no “status quo”
is acceptable.

Minister of National Defence reminded about Lithuania’s efforts
to contribute to the solution of the conflict during the Lithuanian
Presidency for the Organization for Security and Co-operation in Europe
(OSCE) and highlighted that the focus will not be shifted away from the
region during the EU Presidency. One of the priorities for Lithuania’s
EU Presidency is the Eastern partnership. “Peace and stability in
the South Caucasus is an integral part of the security of Europe,”
R. Jukneviciene said.

Minister of Defence also discussed security situation in the region
and relations with neighbouring countries with Foreign Minister of
Armenia Edvard Nalbandyan.

“We would like to continue the cooperation with the countries of your
region”, said R. Jukneviciene .

Minister of Foreign Affairs of Armenia presented his country’s position
in regard of the Nagorno-Karabakh conflict and other relevant points
of foreign affairs.

Later on Lithuanian Minister presented the major energy security
projects undertaken by the Government of Lithuania, underlined the
significance of the Baltic defence cooperation, and noted that Poland
and Lithuania were strategic partners in defence sector.

On Monday R. Jukneviciene also met with His Holiness Karekin II
Surpreme Patriarch and Catholicos of All Armenians and honored the
Armenian genocide victims at the Genocide Memorial.

Ukrainian Minister for Economic Development and Trade Peter Poroshenko
has discussed leasing of Ukrainian planes with Armenian Minister for
Economy Tigran Davtyan, News Armenia reports.

The sides agreed to have consultations on conclusion of a free trade
deal with the EU and use of Ukrainian experience. Armenia agreed to
provide Ukraine with information about its experience in electronic
trade when making state purchases.

The two states decided to organize a joint business forum to promote
integration and development of bilateral trade-economic cooperation.

The ministers discussed protection of Ukrainian products, including
alcohol products, from falsifications in Armenia.

Critics accuse officials of passing self-serving law to conceal their
own business interests.

A new law that will surround company ownership in secrecy has caused
dismay in Azerbaijan, with critics saying it contradicts every
principle of open government.

Legislative amendments passed by parliament on June 13 mean that
from now on, shareholders’ identities and the stakes they hold in
companies will be kept confidential.

On the eve of the vote, the REAL movement, which campaigns for openness
and democracy in Azerbaijan, organised a protest outside parliament.

Ilgar Mammadov, one of REAL’s co-founders, said the changes to the
law reflected a desire by officials to conceal their own stakes in
major companies.

“The global trend towards increased openness worries top leaders
in Baku. In 2009, Panama made public all company ownership data,
and this resulted in corruption scandals in Azerbaijan implicating
the president’s family,” Mammadov said. “They therefore now want to
make Azerbaijan itself into something of an off-shore zone, thereby
expanding the scope for corruption.”

Shahveled Chobanoghlu, an investigative journalist with the Azadliq
newspaper who focuses on corruption issues, said the law was changed
after a series of media investigations alleged links between members
of President Ilham Aliyev’s family and large businesses.

He said the new law would stop many investigative journalists from
doing their job.

“This law… is not for the benefit of society. It will not bring
us anything good. No developing society would pass a law that limits
access to commercial information,” he said.

IWPR tried to reach members of the presidential administration for
comment. Both Elnur Aslanov, head of the department of political
analysis and information, and Ali Hasanov, head of the public affairs
and politics department in the administration, declined to make any
comment, and no one else was available to speak.

Chingiz Genizade, who sits on parliament’s committee for legal policy,
said the law had nothing to do with the president’s family or the
business interests of officials.

“The public knows everything about the president’s family. There
is no need to conceal it,” he said. “This law was passed to offer
entrepreneurs a chance to build their businesses in safety. Of
course, it will slightly limit access to information, but it will
help businesses to develop rapidly.”

That did not convince Khalid Shukurov, a member of the Azerbaijan
Lawyers Association, who described the law as “the start of a dangerous
new system”.

“It moves this country from being an unofficial authoritarian regime to
being an official totalitarian regime. The law does not serve democracy
at all; it limits the acquisition and dissemination of information,”
he said.

United States Secretary of State Hillary Clinton discussed governance
and transparency issues when she met civil society representatives
when she visited Azerbaijan in early June.

Fidan Najafova, deputy director of Open Society Institute Azerbaijan
and director of the OSI’s Transparency of Oil Revenues and Public
Finance programme, was among those invited to meet Clinton. She said
the main issue discussed at the meeting was transparency of budget
spending and open governance.

“This law goes against the commitment to open governance. I am
disappointed by it,” Najafova said. “It also restricts journalists’
access to commercial information. From now on, journalists can be
charged just for using the names of shareholders in their stories.”

Azerbaijan is among 55 countries that have signed up to the Open
Government Partnership, joining last year. To become a member of the
partnership, states must promise to open the work of government up
to scrutiny, and allow their citizens access to information.

Galib Abbaszade, coordinator of the National Budget Group, a local NGO,
said the law ran directly counter to those principles, since it would
protect the privacy of businessmen and block public oversight over
the incomes of elected and appointed officials and their relatives.

“All these factors contradict the values of the Open Governance
Partnership, and may increase tensions in society because of the
unfair distribution of revenues,” he said.

Abbaszade was one of a group of activists and journalists who, on
June 6, signed a statement condemning the amendment.

“Preventing public access to information about commercial legal
entities cannot be justified with the public-interest argument. This
level of secrecy will cause mistrust and lack of confidence among
participants in what purports to be a free market economy, and will
probably increase organised crime,” the statement said.

Abbaszade said parliament should repeal the amendments and instead
draft proposals for enhanced access to information.

Rashid Hajili, director of the Media Rights Institute, said the law
would actually make it harder to do business in Azerbaijan.

“When businesses are deciding whether to go into business with
other companies, they want to get as much information as possible,”
he explained. “The first thing they’re interested in is finding out
who the owner is. Unfortunately, now that this law has been passed,
it will be impossible to find that out.”

Shukurov argued that commercial litigation would also be complicated
by the new rules.

“If someone is accused of breaking the law, the case will not be open
to the public, as it will relate to commercial information,” he said.

“The public will have no right to follow the case in a transparent
manner.”

YEREVAN, JUNE 26, ARMENPRESS: The hospital of famous Armenian
benefactor Michael Aramyants is being reconstructed becoming modern
and technically equipped medical institution. Adviser of Georgian
President Van Bayburd told Armenpress that the noise on demolition
of the hospital is unfounded.

“The building was already old and was destroying. For a long time
there lived refuges from Abkhazia. The old building which was already
destroying could not be kept” mentioned Bayburd. In his words in the
territory of the hospital there are 20 buildings and only 2 of them
had been built by Armenian Aramyants. The rest though had been built
later but also are destroyed. To the question whether the newly built
hospital will be after Aramyants Bayburd noticed that regardless from
official name everyone beginning with ordinary citizen and ending
with minister or President say “Hospital of Aramyants”.

Bayburd informed that during one of the consultations in municipality
of Tbilisi there had been sounded opinion that the hospital must
officially be after Aramyants, but they realized that it is more
important that the name is acceptable by the nation. “What can be
better? The name of Aramyants already exists; it leaves by its works.

I can only say one thing: On the place of the old hospital is being
built a new one” mentioned he.

Specialist on monuments Samvel Karapetyan told Armenpress that during
the last years in Georgia mostly inhabited houses have been destroyed.

In Havlabar district buildings are destroyed one after another. In
many cases in such way they were trying to get rid of Armenian traces.

“I have not seen the hospital of Aramyants but I know that it had great
importance and it must have some architectural meaning. It can not be
“morally worn-out” mentioned Karapetyan.

There are many buildings in Tbilisi built be Armenians. Inhabited
buildings exist since the middles of 19th century, religious buildings
are older. They have been restored for many times over the centuries.

Many buildings were founded in middle ages. There is no a monolithic
work telling about Armenian monuments in Georgia.

Le nom des 25 justes de la diaspora armenienne seront rappeles ainsi
que les circonstances dans lesquelles les Armeniens Justes de France
ont fait acte de bravoure.

Cet evènement s’inscrit dans le cadre du travail de memoire mene
conjointement par l’AIA, et l’ ANACRA. Il succède a l’hommage annuel
rendu au Groupe Manouchian organise autour de Missak Manouchian
et Joseph Epstein fusilles au Mont Valerien par la Gestapo le 21
fevrier 1944.

Parmi les personnalites presentes ; son excellence Viguen Tchitetchian,

Azerbaijani and Armenian delegations this week.

I will discuss with them the state of Subcommittee on Nagorno
Karabakh and the decisions we will adopt will be sent to PACE Bureau
for approval”, said PACE President Jean Claude Mignon at the press
conference within the organization’s summer session.

“I wouldn’t like to speak on behalf of the Bureau, my personal
opinion on this issue is that I didn’t support the activity of
the abovementioned Subcommittee in the Assembly, because the Minsk
Group is engaged in the settlement of the Nagorno Karabakh conflict
and certain work is carried out in this direction. I would trust in
the Minsk Group’s activity in the settlement of this conflict. In my
opinion, the Minsk Group must work more effectively, but I don’t see
a necessity in establishing different institutions for the solution
of one problem, because the activity of several organizations toward
the conflict solution can cause confusion. Irrespective of our
trust in the Minsk Group’s activity, this organization is engaged
in the settlement of this conflict today. As for me, I opposed the
establishment of Subcommittee and I haven’t changed my position on
this issue. But I say once again, it is my personal opinion and it
is a position of neither the Assembly’s Bureau nor the PACE. If the
bureau adopts a decision differing from my position, as PACE president,
I will respect this decision and work for its realization”.

ANKARA: Turkish Film Makers Go To Yerevan Fest

The International Golden Apricot Film Festival will celebrate its
ninth anniversary in Yerevan, the capital of Armenia. The festival has
supported Turkish-Armenian film projects for the last four years and
hosted internationally known Turkish directors such as Fatih Akýn and
Semih Kaplanoðlu. This year’s festival will be held between July 8 and
15. One day before the festival the traditional blessing of the new
apricot harvest will be held in Yerevan churches. The International
Golden Apricot artistic director, Susanna Harutyunyan recently spoke
to the Hurriyet Daily News. Harutyunyan said this year a guest of
honor would be Spanish film director Victor Erice. Harutyunyan said
they would show films by five Turkish and five Armenian directors in
the festival’s Turkey-Armenia Cinema Platform section.

This year director Ozcan Alper, who is well known for his film
“Sonbahar” (Autumn), and documentarist Enis Rýza will be guests of
honor from Turkey at the festival. Harutyunyan said the festival
would invite and host Turkish journalists for the first time this year.

During the festival, 150 films will be shown and they will have a
special program of Turkish films. Harutyunyan said Armenian viewers
had an interest in Turkish films and added: “Directors are always
welcome to present their films to the audience and directors from
Turkey attract quite a lot of attention from the Armenian public. A
good example was ‘Once Upon a Time in Anatolia’ last year.”

Harutyunyan said they were collaborating with the International
Istanbul Film Festival and the nongovernmental organization Anadolu
Kultur (Anatolian Culture) from Turkey.
