YEREVAN, JULY 13, ARMENPRESS: Defence minister of the Republic
of Armenia Seyran Ohanyan on July 12 held a meeting with the
newly-appointed Ambassador extraordinary and plenipotentiary of
Islamic Republic of Iran to the Republic of Armenia Mohammad Raiesi.
Armenpress was informed from Information and public relations
department of Armenian Defence Ministry that Armenian Minister
congratulated the ambassador on the occasion of holding the diplomatic
mission in Armenia and wished successes in the sphere of developing
Armenian-Iranian relations.

During the meeting the sides discussed issues relating to multilateral
cooperation of Armenia and Iran as well as regional problems and
conflicts’ settlement.

Despite religious and ideological differences, relations between
Armenia and the Islamic Republic of Iran remain extremely cordial and
both Armenia and Iran are strategic partners in the region. Armenia
and Iran enjoy cultural and historical ties that go back thousands
of years. There are no border disputes between the two countries and
the Christian Armenian minority in Iran enjoys official recognition.

Très belle soiree hier pour les clubs armeniens

Superbe journee europeenne pour les clubs armeniens en Europa
League avec la qualification de deux des trois equipes armeniennes
pour le second tour des qualifications de l’Europa League. Face a
Rudar Pljevlja (Montenegro) ” Chirag ” Gumri a fait match nul (1-1)
sur son terrain a Gumri et s’est qualifie pour le second tour (”
Chirag ” Gumri avait gagne 1-0 au match-aller). Pour le second tour,
” Chirag ” Gumri sera oppose au club israelien de ” Bneï Yehouda
“. Très bonne surprise egalement du côte de ” Kantsassar ” Ghapan
qui se qualifie en s’imposant 2-0 face a EB Streymur (Iles Feroe)
au stade Republicain d’Erevan. Lors du match-aller, ” Kantsassar ”
Ghapan avait perdu sur le score de 3-1. Des regrets toutefois pour
” Piunig ” Erevan qui s’est impose 2-1 a l’exterieur face au FK Zeta
(Montenegro).

Malheureusement lors du match-aller ” Piunig ” Erevan avait perdu
3-0 a Erevan face au FK Zeta qui se qualifie.

L’Organisation pour la Securite et la Cooperation en Europe (OSCE)
a reitere jeudi 12 juillet ses appels aux parties en conflit du
Haut-Karabagh pour faire cesser les tirs des snipers de part et
d’autre de la frontière armeno-azerie et de la ” ligne de contact
” separant les forces armeniennes et azeries au Karabagh et pour
qu’elles se mettent d’accord sur la mise en place de mecanismes
communs d’investigations sur les violations toujours plus frequentes
du cessez-le-feu. Lamberto Zannier, le secretaire genaral de l’OSCE,
a lance cet appel en ce sens et en faveur de la mise en place d’une
serie de mesures visant a renforcer la confiance lors d’une visite a
Erevan, deuxième etape d’une tournee des mediateurs dans la zone du
conflit. Le conflit du Karabagh etait bien sûr inscrit a l’ordre du
jour de ses entretiens avec le president armenien Serge Sarkissian et
son ministre des affaires etrangères Edward Nalbandian. “Le conflit
doit etre regle de manière pacifique et l’OSCE est dispose a utiliser
tous les moyens en sa possession … pour parvenir a un règlement
pacifique du conflit”, a declare M.Zannier lors d’une conference de
presse aux côtes de M.Nalbandian. “Bien sûr, le statu quo n’est pas
une solution, mais nous devons a tout prix eviter de tels incidents
armes”, a-t-il ajoute.

M.Zannier a tenu des propos similaires a l’issue de ses entretiens
avec les dirigeants de l’Azerbaïdjan a Bakou, le lundi 9 juillet. Il
avait alors fait part de sa “profonde preoccupation” face aux recents
accrochages survenus a la frontière armeno-azerie et sur la ligne de
contact, et qui avaient coûte la vie a une dizaine de soldats dans les
deux camps. Les propositions d’un retrait des snipere et d’enquetes
communes sur les violations de la treve ont ete avancees regulièrement
au cours des dernières annees par de hauts responsables de l’OSCE,
ainsi que par les mediateurs russe, francais et americain du Groupe
de Minsk sous l’egide de l’OSCE. Le president en exercice de l’OSCE,
le ministre irlandais des affaires etrangères Eamon Gilmore, avaient
mis l’accent sur de telles exigences lors de sa visite a Bakou et
a Erevan en juin dernier. Contrairement a la partie armenienne,
l’Azerbaïdjan s’est systematiquement oppose a un retrait des snipers.

Le ministre des affaires etrangères azerbaïdjanais Elmar Mammadyarov a
ouvertement rejete en juin dernier la proposition relative a la mise
en place d’un mecanisme d’investigation commune presentee par les
mediateurs. “Si nous mettons en ~uvre un tel mecanisme maintenant,
cela aura pour seul effet de renforcer le statu quo, ce qui est
inacceptable”, avait fait valoir M. Mammadyarov a l’issue de sa
rencontre avec M. Gilmore. “Si l’Armenie ne veut pas voir mourir ses
soldats, alors elle doit se retirer des territoires de l’Azerbaïdjan.

Si elle le faisait, les snipers n’auraient plus aucune raison d’etre”,
avait ajoute le chef de la diplomatie azerie. M.Nalbandian a deplore
l’attitude de Bakou lors de la conference de presse avec M.Zannier.

“Telle est la realite, il n’y a pas d’alternative aux negociations
et l’Armenie poursuivra ces negociations et les efforts en vue d’un
règlement rapide du conflit”, a indique M. Nalbandian..

Mohammad-Javad Mohammadizadeh, Vice President and Head of Environmental
Protection Organization of Iran will arrive in Armenia on official
visit, ecology ministry press service reported.

Discussion of the use of Araks River waters, construction of the Park
of Peace, and signing of protocol with Armenian Ecology Minister Aram
Harutyunyan are on Iranian official~Rs visit agenda.

In December 2012, Harutyunyan and Mohammadizadeh agreed on construction
of an international park of wild nature at Iran-Armenia border
territory.

As we approach the 100th anniversary of the Armenian Genocide, His
Holiness Aram I, Catholicos of the Holy See of Cilicia, has announced
the publication of a series of history books, each devoted to a town
where Armenians had been living for centuries. The series is being
produced under the supervision of His Holiness.

The first volume, History of Adana, written by historian Puzant
Yeghiayan, has just been published, under the sponsorship of Mr. and
Mrs. Krikor Mahseredjian from Abu Dhabi. The second volume, History
of Hadjin, is current in press and will be released soon.

One thousand copies of each volume will be published and distributed
to libraries in Armenia, Karabagh, and the Diaspora, as well as to
all educational and cultural institutions.

YEREVAN. – Armenia’s Police has submitted for approval of the July
19 Cabinet session the agreement on cooperation with the United Arab
Emirates (UAE) in the security domain.

In line with this agreement, the two countries will join forces in
crime obstruction, detection, and prevention.

This also refers to fight against the trafficking and prostitution
networks, and it is apparent that UAE is one of Armenian prostitutes’
favorite destinations.

Armenia and UAE also will cooperate in combating corruption, illegal
sale of weapons, drug trade, and other crimes.

YEREVAN, JULY 14, ARMENPRESS: The opponent violated the cease-fire
keeping regime in the contact line of Karabakh and Azerbaijani forces
almost 250 times. According to the data of Defence Army in the period
between July 8 and July 14 from different caliber artillery armaments
more than 1300 shots in direction of Armenian side have been made.

Armenpress was informed from Information and preaching department
of Nagorno-Karabakh Republic Defense Army that despite opponent~Rs
such kind of activity the Defense Army did not response to provoking
actions and confidently implemented combat duty all over the border.

Armenpress had earlier informed that the opponent violated the
cease-fire keeping regime in the contact line of Karabakh and
Azerbaijani forces almost 250 times. According to the data of Defence
Army in the period between July 1 and July 7 from different caliber
artillery armaments more than 1200 shots in direction of Armenian
side have been made.

YEREVAN, JULY 14, ARMENPRESS: A group of Syrian-Armenian people
protests, that they can not afford themselves to come to Armenia,
because the tickets are expensive. The chief of Public Council Youth
Subcommittee Hripsime Margaryan informed Armenpress during the press
conference on July 14, that this question was arisen during last
year too, in the framework of “Come Home” program. “Our compatriots
can not come to Armenia, as the “Armavia” company offers very high
prices. A sale system should be created”- said she. The subcommittee
will go on with this issue and will write a letter to the Ministry
of Transport and Communication of Armenia.

According to Syrian- Armenian Harut Palulyan, the Syrian airlines
offer cheaper tickets for Syria-Yerevan-Syria line, meanwhile they are
not available. The price of “Syrian Airlines” flight is US 320$,but
“Armavia” offers US 470$”- said he. Talking about the situation in
Syria, he mentioned, if Bashar al Assad remains in the power, it will
be very good for Armenians, if the power is changed, the situation
of Armenian community will become worse.

More than 10 000 people were killed in Syria, during the 16 months
ongoing clashes. As a result of armed rebels` actions, the Armenian
community has had losses as well: 6 Armenian were killed, 4 from which
were soldiers of Syrian army. “Now, Syria is in a war situation “-
said Bashar Assad on June 26.

Police have told Hetq that they are now collecting material regarding
the July 12 death of Maro Gouloyan.

Police say that on July 12 at 7pm they received an alert from the
Abovyan Medical Center that Arinj resident Maro Gouloyan had hung
herself in the family shower by using the belt of her housecoat.

The dead woman’s family says the belt is being held by the forensic
doctor.

Police couldn’t tell Hetq when the forensic analysis results would
be ready.

In its 2007 presidential campaign platform, the Republican Party
stated that it would establish a legal government by implementing
the constitutional amendments and judicial reforms accepted in 2005.

However, in the presidential elections that followed and the days
after, such glaring human rights violation occurred the like of which
Armenia had never seen before.

Today, the European Court of Human Rights is overturning the verdicts
of “reformed” Armenian courts with such ease to reveal the bankruptcy
of the Armenian justice system.

The 2005 Constitutional reforms were supposed to have perfected the
balancing mechanism among the three branches of the government, by
drastically decreasing the powers of the presidency in favour of the
legislature and the government apparatus.

In fact, neither has the legislature nor the government been in such
a dependent relationship with the presidency and the president than
today. The Armenia that appears today, from the midst of all the
documents, acts, accounts and laws, has never been this alienated
from the real Armenia.

Again, for the third time in the history of independent Armenia,
the authorities are trying to convince people that the problems of
the country aren’t being resolved due to an imperfect Constitution
and flawed legislation. The authorities are gradually trying to get
the public used to the idea that the Constitution must be modified
once again. It turns out that modifying the highest legal document
in Armenia has become an accepted tradition.

No one would dispute that the Constitution needs to be improved. But
there is no country in the world with a perfect constitution or
legislative field, especially in today’s ever changing world.

But to make the indirect claim that the key to solving all our problems
lies in the constitution or the law is simple chicanery. Does anyone
believe for a minute that average citizens will no longer be murdered
in the commercial establishment owned by oligarchs if we pool all
our mental resources into drafting a perfect constitution? Will the
economic monopolies in Armenia suddenly vanish or will small and medium
business be allowed to operate freely. Will presidents, ministers,
judges and prosecutors declare the actual millions in revenue they
derive or will they continue to go through the motions when filling
out their public financial notices? Will the so-called ethics oversight
committees in the parliament and elsewhere actually investigate these
numbers? Will suspicious deaths cease to occur in police stations
and military bases? Will electoral corruption and manipulation of
the voter rolls stop overnight? Will the National Statistical Service
start to portray the real socio-economic state of the country or will
it continue to paint a picture through rose-colored glasses?

Davit Harutyunyan, who chairs the Standing Committee on State and
Legal Affairs in the National Assembly, doesn’t have the answer to
all this nor can he.

These issues are a matter of a lack of will to apply the law and not
linked to the quality of the law that exists. It’s a consequence of
not respecting the very constitution that everyone refers to.

The legal experts of the authorities clearly realize this but they also
know how to manipulate the public by turning the constitution into a
sacrificial lamb and by yet again bringing a false agenda to the table
and simply neutralizing the real agenda that has recently surfaced.

The only enlightened change that has occurred in the last five
years was the creation of the preconditions of a civic consciousness
created on the shoulders of the 2007-2008 pan-national movement. It
has recently received new life around the issues of Teghout, the Pak
Shouka and Mashtots Park.

Today, it is being invigorated by the people’s movement to fight
against the immunity enjoyed by those responsible for the murder of
Vahe Avetyan. This contingent has turned into a much more powerful
and influential political factor than the political system itself
and this is what worries the authorities.

It poses an even greater challenge to the regime than if all the
opposition parties had joined their forces. It’s because this
civic consciousness is directed by principles and values not up
for compromise.

The coming clash is pregnant with a host of unpredictable consequences
not only regarding the control of the processes but due to the
widespread support of the public, which is even more dangerous because
it is happening in the run-up to the presidential election.

The idea of new constitutional reforms is being publicly raised
as an alternative to all this: It’s a false agenda and a classic
method to misdirect public attention. And because the talk is about
the Constitution and not the laws, the bet is that the bait will be
swallowed by various political, civic, scientific and professional
circles, giving way to extensive debates and discussions. As a
result, the growing civic awareness in the country will be forced
to the back-burner and the questions that have piled up will remain
unanswered.

The only way to avoid this scenario is to not swallow the bait. The
regime must be allowed to rot away in its solitude and in the imaginary
paradise it has created, whilst the people continue their demands
for the establishment of true law and order.
