Armenian heritage Anna Eshoo and Jackie Speier issued a statement
on the occasion of recent presidential elections in Nagorno Karabakh
(Artsakh) Republic.

“I couldn’t be prouder of the highly successful free and fair
presidential election in Nagorno Karabakh. Despite decades of violence
and threats from overpowering, undemocratic neighbors, the people
of Artsakh have maintained an unwavering commitment to freedom and
democracy, and they will always have my support.”

Rep. Speier concurred, noting “Democracy lives in Nagorno Karabakh!

The fifth free and fair presidential election in the Republic is a
true testament to the commitment and independence of its people and
proof that Democracy can bloom in an area of the world where there
is little.”

Nagorno Karabakh held presidential elections on July 19. Bako Sahakyan,
gained 47 085 (66,7%) of the votes to win the presidential race. His
major rival Vitaly Balasanyan garnered 22 966 (32,5%) of votes while
Arkady Soghomonyan received 594 (0,8%) of votes.

YEREVAN. – The Prosperous Armenia Party (PAP) has decided to nominate
its own candidate for the mayoral elections in Vanadzor city, too.

In the voting, which is scheduled for September 9, the PAP will
nominate Edik Karakhanyan, who is a Party Political Board member and
Deputy Governor of the Lori Region.

National Assembly PAP Faction Secretary Naira Zohrabyan likewise
confirmed this information.

To note, PAP MP Samvel Balasanyan is a mayoral candidate in Gyumri
city.

Prosperous Armenia Party (PAP) is a political power founded by
Armenian biggest businessman Gagik Tsarukyan, the party debuted in
2007 Armenian parliamentary elections, winning 29 seats in 131-seat
Armenia’s National Assembly.

As a result of the May 6, 2012 parliamentary election Prosperous
Armenia has 28 seats in the National Assembly.

Complaints have been presented by the Azeri Government to the British
Government for allowing an Address to be delivered by the Speaker of
the Karabagh Parliament, the Rt Hon Ashot Ghulyan MP, on the occasion
of the 20th AGM of the British-Armenian All-Party Parliamentary Group
(BAAPPG) on Monday 11th June 2012, in Committee Room One of the House
of Lords, British Parliament.

The invitation to the Speaker had been issued by the BAAPPG, together
with an application for the Speaker’s Visa to the British Embassy
in Yerevan Armenia and the event had been organised to include it
in its 20th AGM, as part of the celebrations to mark the Twentieth
Anniversary of the Founding of the Group.

It was the two questions asked by Lord Lea who – although not being
a Member of the Armenian Group, but allowed to attend the meeting,
representing the British-Turkish All-Party Parliamentary Group – that
created the unexpected opportunity for both the Karabagh Speaker and
the Armenian Ambassador Mrs Karineh Kazinian to express their opinions
and expose the facts about the conflict in Karabagh.

It is dubious and illogical that the British Government has – according
to the Azeri Paper – rejected and refuted the recognition of Karabagh’s
independence and existence when in 2009 the Rt Hon Baroness Symons,
Speaker of the House of Lords and representing the British Government,
herself was attempting to create the British-Karabagh All-Party
Parliamentary Group, confirming and recognising by her actions, the
very existence and independence of Karabagh, as no Parliamentary Group
can be created without it’s object and subject being in existence
and being independent.

It would be so just and commendable if the British Government, which
has lately declared and adopted the democratic right and process
of “voting for self- determination” by the British inhabitants of
the Falkland Islands, would extend the same courtesy and right of
“voting for self-determination” also to the people of Karabagh,
who find themselves in exactly the same situation as our valiant and
courageous British compatriots in the Falkland Islands.

Twenty years ago when the BAAPPG was founded, it was done with the hope
and conviction that the British Government and its Parliamentarians
in both Houses of the Palace of Westminster, would apply democracy,
fairness, justice and righteousness to all of their dealings with

and even with Groups who are representing countries which, although
maybe are not rich in natural resources, but are rich in millennia-old
culture and the strategic and geographic location of which – if
endangered and threatened – can affect every country of the South
Caucasus Region, the International Community at large, and can even
jeopardize the safe delivery of those natural resources to their
destinations.

According to the Speaker of Karabagh, the Rt Hon Ashot Ghulyan MP,
“The people of Karabagh are asking for and deserve the right of voting
for self-determination and the right of Independence, of living
in Freedom, Peace and harmony with all the peoples on this earth,
especially with their immediate neighbours with whom they share long
borders and seventy years of good neighbourly relations while at
peace with each other”.

It is also a subject of deep sorrow and worries, that during the past
year, and all the more so visible during the last three months, the
Azeri government is attacking at random and sporadically the Karabagh
borders (even infiltrating deep into Armenian villages), killing
at random and retreating, taking their dead soldiers with them and
producing it to the International Community as an act of aggression
from the Karabagh side. The Karabagh Speaker reiterated that Karabagh
has no wish for the resumption of hostilities, is not seeking military
solutions and believes that this complex situation can be solved ONLY
by means of discussions, negotiations, compromises and Peace.

of grape harvest in 2012, Minister of Agriculture said.

“I’m sure the grape purchase price this year will be no lower than
that of last year,” Sergo Karapetyan said.

The purchase price of grapes in 2011 totaled on average AMD 120-130.

In this context, he noted that 28% growth has been recorded in the
crop sector in the first half of 2012.

Baku. Hafiz Heydarov – APA. The State Commission on Prisoners of
War, Hostages and Missing People is investigating the information on
captivity of the Azerbaijani soldier by Armenians.

Head of the Working Group of the State Commission of Azerbaijan on
Prisoners of War, Hostages and Missing People Firudin Sadigov told
APA that it was possible to get information from the Ministry of
Defense about it: “We got this information from press. We addressed
the International Committee of the Red Cross on this issue. Information
on result of the specification will be given to the public.”

Armenian Defense Ministry released information on captivity of soldier
of the Azerbaijani Armed Forces Firuz Farajov, APA reports.

The information says that “today Azerbaijani citizen, soldier Firuz
Farajov crossed a state border with Armenia in the north-east direction
of the line of contact and surrendered to snipers.

Trespasser was detained, the investigation is underway”. Armenian
Defense Ministry said the Yerevan office of the International Committee
of the Red Cross was informed about captive.

Spokeswoman for Azerbaijani representation of the International
Committee of the Red Cross Shahla Gahramanova told APA that they
obtained this information from the press: “The ICRC has no information
on it yet”.

Armenia To Provide Passports For Compatriots In Syria

The Armenian government has decided to give passports to Armenians
living in Syria, News Armenia reports.

Armenian Minister for Diasporas Granush Akopyan said that only police
structures issue passports. Diplomatic missions may issue passports
as well. Armenians living in Syria and Lebanon will be able to get
passports at consulates and embassies. Thousands have requested
Armenian citizenship, Akopyan says.

Armenia has about 60,000 compatriots in Syria. About 8,000 Syrian
citizens requested Armenian citizenship in 2011-2012. About 3,000
were granted citizenship.

On Thursday, the government decided for form an inter-department
group to find employment for migrants from Syria.

On 18 July, The Ministry of Foreign Affairs of the Republic of
Azerbaijan issued a statement saying the so-called “presidential
elections” that took place in the occupied Nagorno-Karabakh region
on July 19, 2012.

The statement said:

“According to the reports circulated by the mass media outlets of
the Republic of Armenia so-called “presidential elections” are being
arranged to take place in the occupied Nagorno-Karabakh region of
the Republic of Azerbaijan on July 19, 2012.

The Ministry of Foreign Affairs of the Republic of Azerbaijan
reiterates in this regard that the Republic of Armenia, having occupied
the Azerbaijani territories and conducted ethnic cleansing against
local Azerbaijani population, has established illegal authorities
in the occupied territories. The so-called “elections” are organized
in order to camouflage the policy of Armenia aimed at annexation of
the occupied territories and to promote the results of the continued
occupation of the Azerbaijani territories.

Such action, in absence of the original Azerbaijani population of
the Nagorno-Karabakh region and without necessary authorization
of respective structures of the Republic of Azerbaijan, gravely
violates the relevant provisions of the Constitution of the Republic
of Azerbaijan and the norms and principles of international law and,
therefore shall have no legal effect whatsoever.

Holding legitimate elections will be possible after the withdrawal of
the Armenian occupying forces, normalization of life in the region,
return of expelled Azerbaijani population and creation of necessary
conditions for restoration of the dialogue and cooperation between
the Armenian and Azerbaijani communities of the Nagorno-Karabakh
region of the Republic of Azerbaijan.

The Republic of Azerbaijan calls upon the Armenian side instead of
its destructive illegal steps, which does not have any prospects,
to withdraw its Armed Forces from the Azerbaijani territories, thus
opening prospects for sustainable peace, security and development of
the entire region.”

OSCE Launches Project To Strengthen Women’s Political Participation

OSCE LAUNCHES PROJECT TO STRENGTHEN WOMEN’S POLITICAL PARTICIPATION IN ARMENIA

The following information was released by the Organization for Security
and Co-operation in Europe (OSCE):

The Head of the OSCE Office in Yerevan, Ambassador Andrey Sorokin,
announced today a series of activities to increase opportunities for
women’s participation in political life ahead local self-government
and presidential elections in 2012 and 2013 in Armenia.

The announcement followed Sorokin’s meeting with Ambassador Pieter
Jan Langenberg of the Embassy of the Netherlands, which is providing
financial support to the project.

“Promoting women’s participation in economic and political spheres as
well as inclusion in public life is an essential factor for ensuring
democratic advancement. The positive effect women’s participation
has on stability and security throughout society is undeniable,”
said Sorokin.

The project will support a broad range of activities, including
training seminars on best practices in advancing women as leaders,
decision makers and candidates; in developing gender sensitive
political platforms; in campaigning effectively; and in working with
the media.

“I’m impressed with the commitment and energy of the civil society
representatives and believe their work at the community level will
help ensure an increase in women’s participation during the local
elections,” said Langenberg after meeting with the non-governmental
representatives who will be implementing the projects.
