Une explosion survenue dans la nuit de dimanche a lundi sur un oleoduc,
dans le sud-est de la Turquie, a interrompu la fourniture de petrole
en provenance d’Irak, faisant porter des soupcons de sabotage sur
les rebelles kurdes, ont declare lundi des responsables turcs.

L’explosion a endommage l’oleoduc entre Kirkouk (Irak) et Ceyhan
(Turquie), entraînant des reparations qui devraient prendre une
dizaine de jours, selon un responsable du ministère turc de l’Energie.

L’incident, que l’on soupconne etre le resultat d’un acte de “sabotage”
des rebelles kurdes, a provoque un incendie qui etait maîtrise lundi,
selon une autre source du ministère.

Les militants du Parti des travailleurs du Kurdistan (PKK) ont sabote
l’oleoduc a plusieurs reprises dans le passe dans le cadre de leur
lutte armee contre le gouvernement d’Ankara.

L’oleoduc de 970 kilomètres relie le centre petrolier de Kirkouk,
region kurde situee dans le nord de l’Irak, au port de Ceyhan, sur la
côte mediterraneenne turque, pompant entre 450.000 et 500.000 barils
de brut par jour.

TEHRAN (FNA)- The Kurdish people residing in Hassakeh province in
Syria arrested 12 Turkish Army commanders in Amouda city.

“Last night the popular and self-driven committees affiliated to
Yekita Democratic party arrested 12 commanders of the Turkish Army in
Amouda who were affiliated to the country’s (Turkey’s) intelligence
apparatus,” Spokesman of Yakita Party Sabah Mohsen told FNA on Tuesday.

He said that the Turkish commanders wanted to reach Aleppo city
through the roads of Hassahek province and join the terrorist and
rebel groups in the city.

In a relevant event on Sunday, the Syrian Army announced that it has
recently apprehended a Turkish general who commanded the terrorists
trying to seize control of Aleppo.

According to an informed source in Syria, the Turkish general was
arrested during the Syrian Army’s clashes with the terrorists in
Aleppo.

News reports said that the Turkish general has been taken to Damascus
for further interrogations.

Earlier, Turkish media also reported that Syria has detained 40 Turkish
military officers in different parts of the country, and said that
efforts to release them have failed.

Turkey along with the US, Saudi Arabia and Qatar have been supporting
terrorists and rebel groups in Syria and have practically brought a
UN peace initiative into failure to bring President Assad’s government
into collapse.

Syria has been experiencing unrest since March 2011 with organized
attacks by well-armed gangs against Syrian police forces and border
guards being reported across the country.

Hundreds of people, including members of the security forces, have
been killed, when some protest rallies turned into armed clashes.

The government blames outlaws, saboteurs, and armed terrorist groups
for the deaths, stressing that the unrest is being orchestrated
from abroad.

In October 2011, calm was eventually restored in the Arab state
after President Assad started a reform initiative in the country,
but Israel, the US and its Arab allies are seeking hard to bring the
country into chaos through any possible means. Tel Aviv, Washington
and some Arab capitals have been staging various plots in the hope
of increasing unrests in Syria.

Resettlement of Syrian Armenians to Nagorno-Karabakh is a great
provocative plan of Armenia, Azerbaijani deputy chairman of the
parliamentary committee on security and defense Aydin Mirzazade told
Trend on Monday.

Today, Armenia has promised to accommodate in the occupied
Nagorno-Karabakh Armenians living in different parts of the world,
however, it hasn’t managed to do it yet, the MP said.

“It means an open acknowledgment that Armenia occupied Azerbaijani
territories. They used to say that allegedly the community has created
an independent state in Nagorno-Karabakh, now they admit that it is
an activity of Armenia and resettlement of the Syrian Armenians there
is an official policy of this state,” Mirzazade said.

According to him, a violation by Armenia of the territorial integrity
of Azerbaijan, provocation of artificial changes in ethnic composition
of the occupied areas are unsuccessful attempts to find a way out of
a difficult situation in which it is now.

“I think that they will not succeed, because the OSCE Mission,
investigating the facts as a result of surveys conducted in the
occupied territories, noted the fact of the illegal resettlement
of population, and announced that it is contrary to international
conventions. On the other hand, it’s stressed that today these people
do not has the documents and are dependent on the local military
regime,” the MP said.

In addition, Armenians residing in Syria have always used the power
as much as possible, Mirzazade said.

“They have always had good opportunities, the government has always
paid special attention to them. Today in the civil war they do not
support either side, and in bad days for the state tend to leave the
country, while, in principle, they should have been protecting the
Assad regime,” he added.

Armenia tries hard to place Syrian Armenians in Armenia and
Nagorno-Karabakh, he said.

“But the Syrian Armenians themselves look at Armenia as a temporary
place of residence,” Mirzazade said.

This plan of the Armenians, as well as their previous plans, are
not implemented either, and Armenia has one way out – to withdraw
its troops from occupied territories and recognize the territorial
integrity of Azerbaijan, the MP said.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 per cent of

Azerbaijan since 1992, including the Nagorno-Karabakh region and
seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France and the U.S. –
are currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

The FINANCIAL — Income of the National Forensics Bureau of Georgia
reached GEL 8 million in the first six months of 2012, while in 2011
it was GEL 14.5 million.

These figures show the growing demand for services provided by
the Bureau. In 2009 the National Forensics Bureau gave out 60,000
examination reports whilst in 2010-11 the number reached over 80,000.

Giorgi Khizanishvili, Head of the National Forensics Bureau, says
that interest from Armenia and Azerbaijan is also intensifying.

“Interest from Armenia and Azerbaijan is increasing due to the fact
that the majority of specific/complicated examinations that we do are
not done there yet. For example we recently had Armenian businessman
wishing to check the quality of gold on a prospective gold mine that
he was going to invest in. From Armenia we also had a key construction
company and engineers visit who were interested in the construction
mechanics and structures’ seismic stability of their buildings –
as we have a special laboratory for Seismic Stability in Dighomi.

We are also negotiating with Azerbaijani and Armenian sides to sign
a memorandum of cooperation with regards to DNA examination because
such a service is not provided there. In fact we are the only country
in the Caucasus region to have DNA examination equipment, which we
have had since 2007.

“Whereas in the past the majority of people came to us after court
rulings to check the evidence and we gradually became associated
with criminal institutions and the like, in the past two years these
stereotypes have sharply shifted and now, as the statistics show,
from total applications only 33% belong to court rulings/criminal
cases whilst the remaining 67% belong to companies, juridical
persons, individuals who come to us to check their house’s seismic
stability, evaluate their wealth, cars’ amortized value and so on,”
said Khizanishvili.

It’s a recent trend that the government gifts land and gives some
other privileges to investors at a symbolic price. After that the
investor is obliged to build for example a factory, employ a certain
amount of labour etc. Usually after a year or so in cooperation with
the Ministry of Economy and Sustainable development, we check whether
those obligations have been met by the investors and send the report
to the investor who then sends it to the government.”

“It is also often the case when an investor puts money into a private
company (buying shares) and then is interested in whether those
obligations the company took have been met or not – we also check that
and send the report to the investor. We had a case for example when
Israeli investors came to Georgia willing to renovate some building
and wanted to know, in the event they rehabilitated the building,
approximately how much profit would they get if they finally rented
the space out. Why did they need this info? Because this inference
would be finally reflected in their business plan: How viable their
investment is and therefore whether or not they should do it. Demand
for such services has drastically gone up in the last several years.

On average more than 100 financial inferences are made about
investments in Georgia,” claims Khizanishvili.

Legal Entity under Public Law (LEPL) – Levan Samkharauli National
Forensics Bureau was established on November 4, 2004 under the
decree of Georgia’s President. Whereas earlier forensics service was
divided among different ministries and institutions, now all forensic
examination is done at our Bureau. There are currently 13 departments
with offices in Tbilisi , Kakheti, Batumi, Kutaisi and Rustavi. The
Bureau performs complete and independent examination services of 450
kinds starting from the technical examination of documents (handwriting
and signature examination), ending with biological examination like
DNA etc.

“An absolute majority of forensic services that we do are not offered
in Georgia by other private bodies. And the reason is probably the
lack of profit margin that this kind of business entails – i.e.

sometimes the price of single forensic technological equipment reaches
several million USD and the latter is harder for private companies
to undertake, in addition the maintenance and training of employees
is often too costly as well as maintenance of all the assets our
Bureau has.”

Q. Who are your competitors and in mainly what kinds of businesses?

A. Our competitors are mainly audit companies, private
laboratories/clinics, real estate brokers, food safety laboratories
etc, but most of those enterprises offer very limited services.

In addition when speaking for example about audit companies – they
are most often found to be loyal to clients and sometimes the auditors
even let clients fix some problems within the company surreptitiously.

But when there are two reports from two different audit companies then
the court gives a decree to our Bureau to check the evidence. Our
experts are warned in advance about any loyalties that the auditors
may have had to the client – that’s why they are impartial.

Many local audit companies, as well as evaluation, use examinations
of ours such as biological/chemical, criminal, etc.

Q. What is your main source of income and how does the Bureau function,
is it like a commercial organization?

A. The National Forensics Bureau is a Legal Entity under Public
Law (LEPL) – and it functions under the umbrella of the Georgian
Government although it is managed like a private enterprise because
we get the majority of income from the orders that we get whilst the
rest is from the budget meaning we work with criminal entities for free
that’s why we get reimbursed for that activity from the state budget.

Part of this income is paid like any legal entity – i.e. VAT, property
tax, profit tax and the rest of the profit is used to make reinvestment
– acquisition of new equipment and other commodities.

In 2010 when I became the head of the bureau – the income was GEL
11.3 million. In 2011 it hit GEL 14.5 million and in 2012 we have
already had GEL 8 million of income.

These figures show clearly that the demand for our service is
increasing. To clarify, in 2009 we gave out 60,000 examination reports
whilst in 2010-11 it reached over 80,000.

We employ a single window principle which means all kinds of services
are offered at one place – you just need to have an identity card
and the rest is done by our Bureau which has significantly cut the
level of bureaucracy.

Tariffs are approved by the government and as opposed to audit
companies which often charge successful companies higher prices; we
serve both rich and poor with the same tariff. All of those tariffs are
also given on our website so they are transparent.

“National Forensics Bureau employs about 400 people out of whom 250
are experts whilst the rest are sanitarians, laboratory workers and
administrative staff. Experts’ salaries peak at GEL 1,350 whilst
the average salary in the Bureau reaches GEL 1,000. All experts
are internationally certified with ISO 17 024 which means that the
conclusion/final report they make can be used as testimony in any
country.”

Q. How about financial examination specifically?

A. We do an accounting examination which means for example
how correctly tax is calculated; correct examination of asset
amortizations; liabilities to revenue service, etc. Our service is
very often used by investors and state bodies like the Ministry of
Economy and Sustainable Development.

We serve the majority of large companies like Georgian Railway,
Wissol, SOCAR , Gulf, etc.

Q. What are your ambitions and plans for the future?

A. Despite the fact we have ISO 17 024 certification, we now want
to make all of our laboratories and the whole Bureau internationally
accredited, which is ISO 17 025.

National Forensics Bureau has been operating in Georgia since 1952 and
throughout these years we have accumulated a huge amount of expertise
and knowledge. Currently we have the ambition to be leaders not only
in the Caucasus Region but also in Eastern Europe.

We have been named in the top ten list of laboratories among 34
countries of Europe by the quality of the service and the equipment
we have – the latter assessment was done by the European Network of
Forensic Science Institutes and we are members of this organization.

In addition we also took key positions in the United Nations’ similar
kind of research.

FRESNO, Calif. (KFSN) — The Valley Armenian community celebrated
a centuries-old tradition in Fresno County, blessing grapes and the
upcoming harvest.

The annual ‘blessing of the grapes’ at the California Armenian Home
is part of a worldwide tradition that dates back 15 hundred years.

Church leaders say the event coincides with a holiday marking the
Assumption of Mary, and the grapes represent the blood of Jesus.

“It’s blessing of the first grapes of the harvest because traditionally
grapes were among the first fruits to be harvested so they are blessed
and also to bless all blessed and also to bless all the other fruit
and production of all the land,” Barlow Dermugrdchian of St. Paul’s
Armenian Church said.

After the ceremony people shared the grapes as well as a traditional
Armenian meal. Every year the public is invited to attend as well.

Weightlifter Jang finishes fourth in third Olympics

Outclassed by younger athletes, South Korean weightlifter Jang Mi-ran
fell well short of defending her gold medal in the women’s heaviest
class Sunday at the London Olympics.

Jang finished fourth in the women’s over-75-kilogram class, after
lifting 289ã?? with 125ã?? in snatch and 164ã?? in clean and jerk.

Zhou Lulu of China broke her own record for total weight with 333ã??,
with 146ã?? in snatch and 187ã?? in clean and jerk. Tatiana Kashirina of
Russia broke her own snatch world record twice en route to the silver
medal at 332kg. She cleared 151ã?? in snatch and 181ã?? in clean and jerk.

Hripsime Khurshudyan of Armenia, who is about 31ã?? lighter than Jang,
beat the South Korean by 5ã?? in total for the bronze medal.

With Zhou and Kashirina far ahead after snatch, the rest of the field
competed for bronze. Jang threw down the gauntlet first by lifting
164ã?? in her second clean and jerk attempt to get to 289ã?? total. Then
Khurshudyan, who finished snatch at 128ã??, cleared 166ã?? in her second
clean and jerk try to move past Jang.

After the Armenian’s successful lift, Jang submitted 170ã?? for her
third and final try but dropped the barbell behind her head.

The 28-year-old grew emotional after what could have been her final Olympics.

“I am just lucky to have finished the competition without getting
hurt,” Jang said with her eyes reddened. “I am worried that I’ve let
down people who have given me a lot of love and support, because I
didn’t come near the records I set in Beijing.”

In winning the gold four years ago, Jang smashed world records in each
of snatch, clean and jerk, and total weight with 140ã??, 186ã?? and 326ã??,
respectively.

In the four years since the last Olympics, Jang has been bothered by
nagging injuries and has been surpassed by the likes of Kashirina, 21,
and Zhou, 24. Kashirina, after winning silver Sunday, now owns the
three best snatch weights ever in her class.

Zhou is the owner of the total weight world mark with 333ã?? and shares
the clean and jerk mark with Jang at 187ã??.

Jang, who turns 29 in October, hasn’t yet announced her retirement,
though she’s long been expected to do so after London.

On Sunday, she declined to commit one way or the other.

“It’s not something I can decide on my own,” Jang said. “It’s
premature at this point to talk about my future.”

Jang has enjoyed one of the most decorated weightlifting careers that
includes, in addition to her gold from Beijing, an Olympic silver from

Russia’s Roman Vlasov won gold in the under-74kg Greco-Roman wrestling
to deny Arsen Julfalakyan a place in history.

Julfalakyan, from Armenia, was looking to become the first man to
follow in the footsteps of his father by winning gold in the
Greco-Roman discipline.

But the 25-year-old was unable to replicate the achievements of his
father and coach Levon, who won gold in Seoul in 1988, as he suffered
a 2-0 defeat to the 21-year-old reigning world champion in front of a
packed crowd at the ExCeL Arena in London.

Vlasov lifted Julfalakyan off the mat in the first period to earn a
point and then sealed victory by successfully fending off an attack
from his opponent after a second period par terre.

Earlier this evening Aleksandr Kazakevic of Lithuania and Azerbaijan’s
Emin Ahmadov both won bronze medals after their respective wins over
Denmark’s Mark Overgaard Madsen and Aliaksandr Kikinou in the
repechage.

Kikinou, from Belarus, was angry at missing out on bronze after he
disagreed with the judges’ decision that his foot had left the mat
after being pushed by Ahmadov, although replays showed the officials
made the correct call.

FITCHBURG — Harry Vizigian is the most difficult 91-year-old man to find.

Vizigian may still live in the same home he grew up in on River
Street, but you’d be hard-pressed to find him there on most days.

Up and out very early every day in his red 1987 Dodge Omni, Vizigian
doesn’t usually return home until the sun starts to set.

“I can’t stay home,” he said. “I’ve got to go out and enjoy things and
do things.”

Most Wednesday mornings, Vizigian can be found enjoying breakfast with
his friends at the City Hall Cafe, giving an Armenian blessing prior
to the meal, but soon he’s off again to other places and seeing more
friends. He also spends a great deal of time at the Fitchburg Public
Library, studying sports, history and “everything I can get a hold
of,” he says.
Vizigian attributes his longevity to the fact that he has never — not
even once — smoked or drank in his life, and he eats lots of fruits
and vegetables.

Vizigian’s father immigrated to the U.S. from Armenia in 1913, with
his mother and brother following in 1920, narrowly escaping the
Armenian Genocide. Though born here, Vizigian learned the Armenian
language from his parents and still speaks it fluently.

Vizigian worked for the Fitchburg Sentinel for about 10 years in the
1930s, beginning as an after-school job. The 1940 Fitchburg High
School graduate’s duties were to proofread and print the major local
and international headlines of the day, by Linotype, on large paper
and paste them in the first-floor windows so that people could read
them as they were walking by outside.
He worked in the original Sentinel building, which was torn down in
the late 1970s and replaced by the current structure.

During the time Vizigian was at the Sentinel, all of the newspaper’s
operations — writing, editing, printing, advertising, circulation —
were run out of the same building, in contrast to today, with layout
occurring in Lowell and printing being done at Devens.

Vizigian also delivered about 300 papers each day, sometimes not
finishing until 7 p.m. or later.

“Papers used to come out at 4 o’clock in the evening those days,” he
said. “They didn’t come out early like they do today.”

And if the press would break down, the newspapers would go out even
later, Vizigian said. There also was not a Sunday edition then, he
said.

One perk of his job was that the Sentinel used to give its employees
passes to the Whalom Playhouse in Lunenburg, where he would see
Hollywood actors such as Martha Raye and John Garfield.

At the time, Main Street was lined with theaters, and Vizigian would
also get to see the vaudeville shows every Sunday, as well as the big
bands that used to come through, led by genre greats such as Harry
James, Glenn Miller, Duke Ellington and Count Basie.

Life was hard in the Depression era, and wages were often only 15 or
25 cents per hour, Vizigian said. He worked many different jobs,
taking what he could, when he could.

“You had to in those days,” he said. “You had to take your job or else
somebody else would take it to put food on the table.”

Vizigian credits his sharp memory to his mother, whom he says was a
very smart woman. He can remember as far back as when he was 3 or 4
years old, the image of his family’s beloved collie that “looked just
like Lassie.”

Vizigian remembers the days when a mere 10 cents could buy a hot dog
and a root beer.

He remembers the 1936 flood, when River Street was navigable only by
canoe and the 1937 hurricane that brought so many trees down that cars
could not pass through for days.

Vizigian remembers the days before Boulder Drive existed, when Main
Street was two ways and devoid of parking meters, filled with horses
and buggies and an area for grazing.

The thought of the empty storefronts that now plague Main Street
couldn’t be imagined then, he said.

“Main Street was booming those days when I was growing up,” Vizigian
said. “It was booming.”

Restaurants, luncheonettes, pharmacies, furriers and stores carrying
shoes, clothing, hardware, jewelry and furniture lined the downtown,
and many were often open until 9 or 10 p.m., he said.

Dressing up and walking down Main Street on Friday and Saturday nights
was the thing to do at this time, Vizigian said, with people
congregating up and down the entire way.

Downtown began to deteriorate in the 1960s and ’70s, he said.

“When the malls came in, it killed everything,” Vizigian said. “As
soon as television came in, the theaters went out.”

Following his stint at the Sentinel, Vizigian worked for a farm, a
cleaning service, a bakery, a gun shop and made luggage before
becoming a facilities maintenance man at General Electric, where he
stayed for 20 years until he took a buyout in 1983.

Vizigian never had any children and “lived the single life” until
1999, when he met longtime companion Beryl Bonczek, an Englishwoman
and a docent at the Fitchburg Art Museum,

Vizigian, who has attended Christ Episcopal Church for 85 of his 91
years and has been an usher there every Sunday for the majority of his
adult life, says he met Bonczek on the day of a big snowstorm.

“Coming out of the church, you couldn’t see two feet ahead of you,” he said.

While Vizigian had dated plenty of other women, he says he’d never
before met one like Bonczek.

“When I met her, I connected,” he said. “She was a nice woman, a very
generous person. She’d do anything for you. And boy, was she smart.”

Back in England, Bonczek studied acting alongside the likes of
Laurence Olivier, David Niven, Helen Mirren and Judi Dench, Vizigian
said, and she sang with Tom Jones.

Bonczek went all over the world, teaching English and art throughout
Europe and as far as Doha, Qatar and the jungles of Papua New Guinea,
he said.

She loved to travel and Vizigian was afraid to fly. He turned down
offer after offer to fly to London to visit her daughter, who had a
dental practice in Exeter.

“I didn’t take the chance to go, and I regret it,” he said.

Bonczek died in her sleep in 2007 at the age of 68, which is “too
young,” Vizigian said.

distracted truck driver in the plaza next to their home, with Vizigian
still holding the leash. A year and a half later, he finally found
another Pomeranian, named Nico, who simply “dropped dead” while out on
a walk, he said.

Vizigian said he was heartbroken and devastated to have these three
tragedies happen in such rapid succession, but he has done his best to
move on.

“That’s life,” he said. “We’ve got to make the best of it while we’re here.”

Vizigian considers each day a gift, but has been left wondering where
his 91 years went.

“It creeps up on you,” he said. “Before you know it, the days and the
months are gone. It’s as if I just graduated from high school.”

Nouveaux btiments d’habitation à Abovian pour 61 officiers de l’Armée
arménienne et leur famille

Hier samedi 4 août la ville d’Abovian était en fête avec
l’inauguration d’un btiment tout neuf destiné aux officiers de
l’Armée arménienne. L’inauguration de cette belle construction avec
ses abords aménagés s’est déroulée en présence de Seyran Ohanian le
Ministre de la Défense et de nombreux hauts gradés de l’Armée
arménienne et des membres du gouvernement. Dans le btiment seront
logés 61 officiers avec leurs familles. Dans son discours inaugural
Seyran Ohanian a affirmé que le bien-être social des officiers et
soldats de l’Armée arménienne est l’une des priorités du gouvernement
arménien et de son ministère. Depuis 2007 plus de 1 200 appartements
ou habitations ont été livrées aux officiers mais également aux
familles des combattants de la guerre de libération du Haut Karabagh
ainsi qu’aux familles des combattants martyrs.
