FM calls Ukraine’s sales of weapons to Armenia provocation

The Foreign Ministry of Ukraine called provocative the statements
about the Ukraine’s sale of multiple launch rocket systems and
portable anti-aircraft missile systems to Armenia in 2011.

“The materials on this subject, covered by some Internet media, are of
unknown and provocative origin,” the FM spokesman Oleksandr Dikusarov
told a briefing on Tuesday, commenting on the information about
alleged Ukraine’s sales of weapons to Armenia.

He assured that Ukraine strictly observes its international
commitments to the UN, the OSCE and operates under the national
legislation.

In addition, according to the diplomat, in the context of the
Ukraine’s future OSCE presidency, official Kyiv has made and will make
every effort to strengthen security and stability in the region.

As reported, the Ukrainian Embassy in Azerbaijan denied some media
reports about the Ukraine’s sale of multiple launch rocket systems and
portable anti-aircraft missile systems to Armenia in 2011.

“In connection with the appearance in the Azerbaijani media of the
information about the alleged Ukrainian hidden supplies of weapons to
Armenia, the Embassy of Ukraine in the Republic of Azerbaijan
considers necessary to state that the source cited by the specified
media, namely, a copy of the letter of the Defense Ministry of Ukraine
addressed the head of the Ukrainian state, posted on August 8, 2012 on
one of the Ukrainian sites, is a provocative forgery,” the embassy
statement says.

“According to the embassy, the purpose of this provocation is
inflicting harm to the traditionally friendly Ukrainian-Azerbaijani
relations, the strategic nature of which for Ukraine’s foreign policy
remains unchanged and priority,” the statement stresses.

Armenian National Congress member accuses fellow party member of plagiarism

Another conflict has occurred at the Armenian National Congress, an
opposition coalition, NEWS.am reports.

Former Prime Minister Grant Bagratyan has published 50 pages of
legislative initiatives on his Facebook profile. They include
initiatives for wages, payments to depositors of USSR banks,
development of small and medium-scale business, military, taxing of
property and other issues.

However, another member of the coalition Movses Aristakesyan believes
that Bagratyan took other people’s ideas. He sent a letter demanding
Bagratyan to file the legislative initiatives under on behalf of the
ANC.

Aristakesyan says that some of the points are part of the ANC’s
electoral program and some were made in 1993. No response to the
letter of the official has been received so far.

The Ukrainian Embassy in Azerbaijan has denied sales of volley fire
systems to Armenia in 2011, Interfax-Ukraine reports.

The embassy called the copy of the letter of Ukrainian defense
minister posted on August 8, 2012, false. The letter contains a scheme
of illegal shipments of 12 Smerch volley fire systems, and 50 Igla
complexes. Fake companies registered in the EU and CIS were used for
the shipment. Armenia paid 50% of the price. Ukrspetsexport was
recommended to cancel the deal with Armenia publicly to continue
cooperation with Azerbaijan.

every sector, as well as while waging information warfare. As
`Armenpress’ reports the Armenian Minister of Defense Seyran Ohanyan
made such a statement during the meeting with the hawk participants
noting that we had a lot of gaps within the framework of information
campaign.

`Today we progressively fill that field by a state level, as the
counter fighting against the wrong information campaign has its great
role. We will use the Armenian craftiness to have successes in the
counter fighting’, stated Ohanyan.

According to him one of the directions to resist this or that state
aggression, is the foreign policy which is added by the economic
development, the ideological preparedness of people, foreign and
internal policy, the use of education and science for military
purposes, in the end only the use of armed forces. `These measures
should be implemented before the use of armed forces’, the minister
stressed.

The Ministry of Defense highlighted his belief that the blood flowing
through the vessels of Armenians is of more importance, is more
expensive than the oil running through the oil pipelines.

Baku – APA. Ukraine has a secret arms deal with Armenia on selling
rocket launching systems.

The head of the Main Intelligence Directorate of the Ukrainian Defense
Ministry, Major-General Sergei Gmyza sent a letter to President of
Ukraine Viktor Yanukovych explaining the ways of arms supplies to
Armenia under a contract between Ukrspetsexport and DG Arms
Corporation (the mediator of Armenian Defense Ministry).
The letter offers to use front companies registered in EU and CIS for
supplies. According to the letter, Main Intelligence Directorate of
the Ukrainian Defense Ministry received information about the contract
between the Ukrspetsexport and DG Arms Corporation (the mediator of
Armenian Defense Ministry) to supply 12 units of Smerch multiple
rocket launching systems and their components, 50 Igla MANPADS, as
well as the fact that Armenia has already paid 50 percent of contract
value.
Gmyza said that not wanting to jeopardize the military-technical and
energy cooperation between Azerbaijan and Ukraine, Ukrspetsexport is
invited to “publicly renounce the fact of an agreement with the
Armenian side.” At the same time the Armenian company is offered to
simulate the appeal to arbitration, “the spread among its environment
of sharply negative attitude to the leadership of Ukrspetsexport and
the Ukrainian side, as an unreliable supplier.”
At the same time head of the Main Intelligence Directorate of the
Ukrainian Defense Ministry proposed to carry out the delivery of
Smerch sets in a conspiracy from the territory of Moldova, “using
front companies registered in the EU or the CIS.”
Marking on the products this should be changed, and in the case of
disclosure of fraud to conceal origin of Igla MANPADS by warehouses in
Libya, looted by rebels of the liberation movement.
Deputy Director of the Press and Public Relations Department of the
Ukraine’s Defense Ministry Valery Korol refused to comment the issue
to APA.

Armenia needs a massive loan

This year, positive trends began to appear in the Armenian economy.
According to official figures, in the first six months of the year the
economic growth amounted to 7.8%, industrial growth – to 13%, growth
in agriculture – to 8.1%, and growth in services – to 12%. The index
of economic activity grew by 7.4% in January-May 2012 compared to same
period last year and appeared to be higher than projected.

Let us note that economic growth of 4.2% and inflation of 4.5% are
planned in the state budget for 2012. The current rates are certainly
better than during the so-called crisis in 2010 and 2011, not to
mention the year of 2009, when the fall in GDP was recorded at 14%. In
2010 and 2011, respectively, the growth rates of about 2.6% and 4.5%
were recorded. The inflation rate has also decreased; in 2010 and
early 2011 it reached a record of 8-10%. According to the recorded
rates, inflation for January-July this year, compared to the same
period last year, was 2.2%, and the monthly rate in July was a
deflation of 1.5%.

“According to our estimates, this year the inflation rate by the end
of the year will be recorded at slightly less than 4% if any other
developments do not occur in the world market”, – Vache Gabrielian,
Minister of Finance, said.

For the first time in the last two years, the decline in prices of
1.5% is registered in the consumer market of Armenia in July. Food
prices fell by 2.8%, the prices of non-food products – by 0.4%, the
tariffs for services – by 0.1%. According to the National Statistical
Service of Armenia, during 2010-2011, consumer prices in Armenia
increased by more than 10%. There are increases of prices of almost
everything: food, beverages, cigarettes, fuel, and services. In 2011,
the food went up by 11.5%.

Tigran Davtyan, Minister of Economy, assured that Armenia’s economic
rates recorded in the first half of this year are positive and inspire
hope that this positive trend will continue until the end of the year.

Despite this positive trend, however, many shortcomings of the
Armenian economy continue to expose it to `corrosion’.

There is still a considerable difference between the volumes of
exports and imports in favor of the latter. However, the government
has promised to restore the industrial potential in order to increase
exports, but money for this will come to the state budget only in
2013. As part of the implementation of this idea, the Government
approved the strategy of export-oriented industrial policy.

More than 50%, and according to some reports, more than 70% of the
economy remains in the “shadow”: external transfers to individuals
grew by 8.7%. Meanwhile, according to some experts, the transfers are
another serious problem of the Armenian economy, which allows keeping
the demand at a high level and causes the development of monopolies,
to the detriment of small and medium businesses.

Another big problem is the outflow of capital from Armenia. “Capital
flight is much more serious threat to the economy than the problem of
small and medium-sized businesses. The exported capital could be used
for the benefit of our economy. In calculating the amount of capital
flight, there are certain difficulties. According to my calculations,
this figure is close to the volume of transfers, that is, to 1 billion
U.S. dollars “, – Tatul Manaseryan, the head of the research center
“Alternative”, Doctor of Economics, says.

It is possible that the presence of these and other problems has
caused the fact that the Armenian leadership is seeking a new loan.
Today in Armenia, one of the most actively discussed topics, besides
the intention of “Gazprom” to raise gas prices for Armenia, is the
information about the attempts of the Armenian government to raise new
loans amounting to one billion dollars. However, the information is
not officially confirmed, but it is also not disproved.

Director of the Caucasus Institute Alexander Iskandaryan believes that
Armenia feels “investment hunger”: “Since 2008, that is, with the
beginning of the economic crisis in Armenia, the country has a lot of
problems with money, that is, with the money that can cause the
development of the economy. Accordingly, unless a loan is granted, the
ratio of government debt to GDP in Armenia will increase. ”

“The negative balance of payments is growing. The statements of export
growth are lies, as well as the statements about the growth of GDP,
because you can publish all sorts of data, taking into consideration
the CTP and health insurance of the officials; there is not any real
growth, it’s just a soap bubble. The official declarations that the
ratio of external debt to GDP is about 40% are also not true. Today,
Armenia’s foreign debt amounts to 7.3 billion dollars, i. e. more than
70% of GDP. And if Armenia does not find significant financial
resources, it will be in the position of Greece as early as in 2013 “,
– Grant Bagratyan, the former prime minister (1992-1996), Doctor of
Economics, says.

According to him, the loan of $ 1 billion will delay the Greek
scenario in Armenia for two years, that is default in Armenia will not
occur in 2013, but, for example, in 2015. “Armenia should not rely on
a loan at all. It is only necessary to stop the export of capital
carried out by Armenian oligarchs. We do not need loans. Armenia is
insolvent. Our state is a bankrupt, but capital is still exported from
this state, and this should be seriously considered,” – the former
prime minister says.

According to some reports, the negotiations for a loan of the
before-mentioned amount have been held between Yerevan and Moscow for
several months. Yerevan has urgently appealed for help to Moscow,
after the refuse of the European Union to provide financial aid to
Armenia. In May, EU officials said that the EU will consider the
request after the Armenian presidential elections scheduled for
February 2013.

The loan which is the subject of the negotiations is not privileged.
This is a loan with a floating interest rate which is quite close to
the interest rates of commercial loans. On the other hand, on the
basis of the foregoing, the Government of Armenia is forced to obtain
these funds in order to stabilize the economy and to avoid a possible
next round of social tensions on the eve of presidential elections; it
could become a serious obstacle for the authorities to ensure the
desired outcome of the vote for them. This proves once again that the
majority of the processes taking place in Armenia in economic,
environmental or social field are related to the policy; in this case
the issue is related to the upcoming presidential election.

Probably today few people care about the questions about the terms of
the returning of the loan and about the servicing of the loan even of
half a billion dollars, taking into account its volume equal to half
the state budget, is a considerable additional burden on the budget
and a major obstacle to economic development of the country. The
position of Russia remains unclear; it is not known when and if it
would provide loans to Armenia.

YEREVAN.- Armenia’s resort city of Tsakhkadzor will host the first
Eurasian youth summit.

The event which will be held from August 22 to 27 is organized at the
initiative of youth union of Prosperous Armenia Party and with the
assistance of its leader Gagik Tsarukyan.

The youth summit will bring together delegates from 14 states,
Prosperous Armenia said in a statement. The participants will discuss
the idea of creating Eurasian Union. The delegates are expected to
adopt a special statement.

Tashkent summer weather is perfect for Vardavar. Gayana Avanesyan

Tashkent, Uzbekistan – Every year the most favorite holiday, joyful
and noteworthy Vardavar, is remembered and maintained in the
Uzbekistan Armenian community. This ancient holiday is particularly
relevant in mid-July summer heat when the thermometers rise in excess
of 40 °C (more than 100 degrees Fahrenheit). Young people become its
major participants. Having armed themselves with the basins, buckets
and other containers they spill water on each other and on those
around them with cheer and merriment.

According to tradition, our first Catholicos St. Gregory the
Illuminator after adopting Christianity did not deprive the people of
the old memorable summer national religious holiday, which dated back
from pre-Christian ages. And since then Vardavar has coincided with
the Armenian church services on the occasion of the Feast of
Transfiguration of Our Lord Jesus Christ are held. The holiday is
traditionally celebrated on the successive 14th Sunday (98th day)
after Easter.

There are two Armenian Churches in Uzbekistan: Saint Virgin Mary
Church in Samarkand and St. Philippos Church in Tashkent, the capital.
Tashkent parish priest Ter Garnik Loretsyanis a great promoter of the
summer ritual and as a rule the first generous splash of Vardavar
first comes from him. The young parishioners and activists of the
local Armenian Cultural Center then join in drenching everyone in
sight.

Other cultures have celebrated holidays similar to Vardavar. For
example Dai Ethnic Minority, living in the South-West China in the
Yunnan province hold three days traditional Water Splashing Feast
marking the arrival of the New Year.

The Poles refer to «Wet Monday» on the eve of Easter day and there is
important summer symbolic celebration in the Slavic cultural tradition
which occurs on July 7, known as Day of Ivan Kupala, a combination of
a church feast of Saint John the Baptist and a pre-Christian rite. It
is believed that on this day any kind of water, including morning dew,
is endowed with healing power.

During Vardavar children and teenagers lift barrels pouring water over
the heads to bless everybody with a happy life and good health.
According to legend, the Vardavar spreading water symbolize the
blessing to purify the soul, to rinse away human minds from evil
spirits.

Regrettably, most adults refrain from taking part and try to avoid
getting wet, even though they may need the associated blessings more
than the youth.

It may also be a great notion to introduce this ancient Armenian
ritual to various parts of the world for the purposes of humanitarian
exchange and Armenians’ gift to the world.

Vardavar history tells us that to mark the original holiday our
ancestors would take a two-day supply of food to their sanctuaries
along decorated sacrificial animals dedicated to goddess Astghik.
According to this legend, the Armenian «showering roses» goddess of
love and beauty sowed the seeds of love in all the Armenian country
and her beloved fearless Vahagn guarded the seeds from the forces of
Evil. That is why the pilgrims always placed bouquets of roses on a
sacred place at the feast day and sacrificed in Astghik’s temple.

The holiday may be related to the Great Flood as well. In memory of
the flood Noah who, according to Bible, found refuge on Mt. Ararat
ordered his sons to pour water on each other. Thus water and roses
became symbols of the national feast.

Water is essential to human existence and its role is particularly
great in the summer, and Vardavar is perfect symbolism for this
connection.

In our daily routine we have deprived ourselves of the traditions of
our ancestors. Even those who regularly go to church and stay for
Divine Liturgy and leave it with a sense of accomplished duty, for
most part learn so little. Communal traditions have largely been
reduced to primitive picnics where the focus is on tasteful dishes
accompanied by the fiery Rabiz-style music.

By spilling water on Vardavar, we receive the type of an emotional
charge that lasts.

Un membre de la Chambre des représentants (USA) a exprimé de sérieuses
préoccupations sur le sort des minorités arméniennes et des autres
chrétiens de Syrie qui souffrent de plus en plus de la guerre civile
dans le pays et a appelé à à l’aide du gouvernement des États-Unis
leur faveur.

« Je suis juste très, très préoccupé,` a déclaré à RFE / RL Gus
Bilirakis, un républicain de la Floride. `Nous avons quelques
électeurs ici. Ils vivent dans mon quartier et ils sont concernés par
ce qui arrive à leurs parents, ils n’ont pas d’endroit où aller. `

`Nous devons parler au nom de nos frères et s`urs en Christ et je vais
continuer à le faire,` at-il dit.

Bilirakis, a présenté la semaine dernière à la Chambre un projet de
résolution appelant l’administration américaine à prendre en compte
d’une manière prioritaire la sécurité des chrétiens de Syrie et aux
autres minorités religieuses dans sa politique ay Moyen-Orient. Il a
exprimé l’espoir que cette résolution, au pouvoir non contraignant,
pourra être discutée le mois prochain.

`En ce qui concerne la Syrie, elle appelle les deux parties au conflit
à respecter la dignité, les droits de l’homme, la liberté religieuse
de tous les Syriens », a expliqué Bilirakis. « Elle appelle le
Secrétaire d’Etat américain [Hillary Clinton] à intégrer dans ses
prises de position la nécessité de protéger la liberté religieuse. Je
pense que nous en avons l’obligation, ici aux États-Unis et je veux
continuer à parler au nom des chrétiens et de toutes les minorités
religieuses dans le Moyen-Orient. `

Le législateur estime que Washington devrait conditionner toute aide à
un futur gouvernement syrien à des garanties concernant la protection
des droits des minorités. « Nous savons que le président syrien Bachar
Assad doit partir, qu’il est corrompu, qu’ il finance des terroristes
comme le Hezbollah,` a-t-il continué. `Mais quel que soit le nouveau
gouvernement qui lui succèdera, nous voulons nous assurer qu’il
inscrira dans sa constitution la liberté de religieuse et la liberté
d’expression.`

Bilirakis a déclaré que Washington devrait également veiller à ce que
les Arméniens et autres chrétiens soient représentés dans le Conseil
national syrien, la coalition des forces d’opposition à Damas basée à
Istanbul . `Nous avons besoin d’en faire une priorité », a-t-il
précisé.

La plupart des 80.000 Arméniens de Syrie ainsi que les autres
chrétiens semblent continuer à soutenir de régime d’Assad, au nom de
la relative sécurité et de l’autonomie culturelle qui leur a été
accordée sous son règne.

Des centaines, voire des milliers d’Arméniens syriens ont cependant
fui le pays ces derniers mois. Beaucoup d’entre eux ont trouvé refuge
en Arménie. Leur exode s’est accéléré depuis le début des violents
combats entre forces gouvernementales et les rebelles syriens à Alep,
il y a environ deux semaines. La grande majorité des Arméniens syriens
vit dans cette ville tentaculaire.

Le 8e enfant pour Nelly Vlasian à Yegheknatsor (Arménie)

A la maternité de Yegheknatsor en Arménie, Nelly Vlasian mère de 7
enfants vient de mettre au monde son 8e enfant. L’aîné a 16 ans et
l’avant-dernier enfant a un peu plus d’un an. La mère de cette famille
très nombreuse a eu la visite du gouverneur de la région de Vayots
Tsor, Edgar Ghazarian accompagné de Térénig Toumanian le ministre de
la Santé. Nelly Vlasian leur a confié que dans ses tches quotidiennes
tous ses enfants l’aident. Les grandes s`urs aidant les plus petits.
Le seul problème préoccupant étant la situation économique de la
famille qui dispose de très peu de moyens. Une seule consolation pour
Nelly, sa famille est équilibrée avec 4 filles et 4 garçons.
