Rencontre Sarkissian-Poutine à Moscou
La rencontre des chefs d’Etat d’Arménie et de Russie constitue le
principal sujet d’actualité.

Les quotidiens soulignent que, contrairement aux attentes, aucune
déclaration n’a été faite en ce qui concerne l’Union eurasiatique.
Lors d’un point de presse à l’issue de leur tête-à-tête, les deux
Présidents ont déclaré avoir discuté des relations économiques
bilatérales.

Vladimir Poutine s’est félicité de ce que les échanges commerciaux en
2011 aient atteint le seuil de 1 milliard de dollars, tout en
convenant avec son homologue que ce montant devrait croître dans
l’avenir. M. Poutine a souligné la forte présence d’entreprises russes
en Arménie et l’emploi en Russie de centaines de milliers de
travailleurs migrants arméniens : « L’argent que les citoyens
arméniens vivant en Russie envoient à leurs familles est un soutien
considérable pour le pays et ses habitants dans son ensemble et
représente environ 1 milliard $, soit une part importante du PIB de
l’Arménie ».

Il a annoncé la reprise prochaine des séances de la commission
intergouvernementale de coopération économique arméno-russe, qui, du
côté russe, sera coprésidée par le Ministre des Transports, Maxime
Sokolov. Cette commission sera chargée d’établir une feuille de route
du développement des relations économiques d’ici 2020.

S’abstenant d’évoquer l’Union eurasiatique, Vladimir Poutine a
toutefois indiqué que les gouvernements russe et arménien vont
conjointement étudier les moyens d’une participation éventuelle de
l’Arménie dans l’Union douanière aux côtés de la Russie, de la
Biélorussie et du Kazakhstan : « Nous avons convenu de mettre en place
une commission mixte qui se penchera sur la façon dont les derniers
accords de coopération entre la Russie, le Kazakhstan et la
Biélorussie dans le cadre de l’union douanière, pourraient être
utilisés également pour un espace économique commun avec l’Arménie
compte tenu des spécificités qui lui sont propres …Ce que je veux
dire, c’est que certes nous n’avons pas de frontières communes [avec
l’Arménie], mais nous pourrions songer à utiliser des instruments déjà
convenus entre les trois Etats ».

Joxovurd rappelle que c’est en raison de l’absence de frontière
commune avec cette union douanière que l’Arménie avait implicitement
rejeté, par la voix du PM Tigran Sarkissian, la perspective d’une
adhésion.

Le Président Sarkissian, quant à lui, a évoqué la coopération
militaire avec la Russie, rappelant que l’Arménie a prolongé la
présence de la base militaire russe sur son territoire, « conformément
aux intérêts arméniens ». Il a en outre rappelé que cet automne
l’Arménie accueillera les exercices des forces de réaction rapide de
l’OTSC. La Russie, selon lui, a un rôle « clé » dans la sécurité du
Sud Caucase. M. Sarkissian a également annoncé qu’un « consensus » a
été trouvé sur le nouveau prix du gaz russe pour l’Arménie. Il a
précisé qu’il devrait refléter « le prix réel du marché du gaz » et en
même temps aider à « préserver l’efficacité de l’économie arménienne
». « Vladimir Poutine a confirmé que la Russie est intéressée à ce que
l’Arménie soit forte, compétitive et développée. Il s’agit d’une
véritable approche d’allié », a-t-il ajouté.

Enfin, les deux Présidents ont affirmé avoir discuté des questions
régionales, dont le règlement du conflit du HK. Le Président Poutine a
indiqué que Moscou poursuivrait ses efforts « actifs » de médiation en
tant que coprésident du Groupe de Minsk.

Les quelques quotidiens qui ont paru aujourd’hui retiennent le fait
que le Président Poutine a évoqué l’existence de « centaines de
milliers de travailleurs migrants arméniens en Russie » et les
transferts monétaires d’un milliard de dollars de ceux-ci. Ainsi,
souhaiterait-il, selon les commentateurs, rappeler, une fois encore,
la dépendance économique de l’Arménie vis-à-vis de la Russie, ces
migrants apparaissant comme les otages des relations arméno-russes.
Les quotidiens s’interrogent également sur l’annonce du Président
Sarkissian d’un consensus sur le prix du gaz, dont l’augmentation
semble désormais acquise.

Le New York Broadway Theatre hall a prévu de programmer en septembre
une pièce intitulée « les hurlements des chiens Rouges » basé sur le
scénario d’Alexandre Dinelars.

L’histoire raconte l’histoire de la famille de Mikhail Kirakos. Après
la mort dre son père Mikhail découvre une liasse de lettres qui
traitent de l’histoire de ses ancêtres. Le héros apprend par le
contenu des lettres que sa famille provient de l’Arménie Occidentale,
dont la population a été victime d’un Génocide.

Apprenant la vérité Mikhail progresse dans son esprit pour être plus
fort dans sa vie. Les billets pour la représentation sont déjà
disponibles.

Selon le quotidien turc Milliyet la communauté turque aux Etats-Unis a
réagi fortement à la pièce de thétre avec Ali Çinar, le chef de
l’association Turco-Américaine déclarant que le lobby arménien aux
Etats-Unis a attendu le 100ème anniversaire de 1915 pour faire des
actes semblables aux Etats-Unis.

« Le but de cette pièce n’est par artistique » a dit Ali Çinar. « Le
but ici est simplement de répéter les revendications de 1915. La pièce
aspire à faire de la propagande et faire que des histoires présumées
de lettres et les mémoires ressemblent à des événements réels ».

Georgia and Armenia may not be the Caucasus’ richest countries, but
they do seem to be the healthiest.

Bloomberg L.P. on August 15 released its global health rankings of
countries with a population of a million or more. At 71st, Georgia was
the highest-ranked country in the Caucasus. Armenia was next,
occupying 79th place.

Although it may be loaded with oil & gas, energy wealth has not
encouraged healthy living in Azerbaijan. At 87th, the country lagged
behind its Caucasus neighbors in the health rankings.

That Georgia did comparatively well is surprising, given that 57
percent of the adult male population smokes, according to World Health
Organization data. That’s the highest percentage in the Caucasus. In
Armenia, 51 percent of adult males are smokers, and in Azerbaijan the
figure is 41 percent.

Bloomberg’s interest in healthy living is not surprising, given that
its owner, Michael Bloomberg, the mayor of New York City, recently
tried to launch a municipal program to preventing obesity by placing
limitations on the size of sugary drinks sold in the city. Bloomberg
is also credited with the 2003 ordinance that banned smoking in city
bars and restaurants, spurring a movement toward restricting smoking
in many of the world’s major cities.

PH, Armenia sign agreements to expand bilateral relations

MANILA, Philippines – Foreign Secretary Albert Del Rosario and
Armenian Foreign Minister Edward Nalbandian on Wednesday signed two
bilateral agreements which were meant to expand bilateral relations
between the two countries.

The agreement between the Philippine Department of Foreign Affairs
(DFA) and the Ministry of Foreign Affairs (MFA) of Armenia established
a mechanism on political consultation meant to monitor
Philippine-Armenia relations, the DFA said in a statement.

It also said the agreement included the establishment of the Waiver on
Visa for Diplomatic and Official Passport Holders, meant to increase
people-to-people contacts and `expand the levels of friendship and
cooperation between the two countries.’ The agreement was made for
easy facilitation of visiting Philippine and Armenian government
officials.

Nalbandian’s visit to the DFA Wednesday morning was the first visit to
the Philippines by a high ranking official from Armenia.

The statement noted that Del Rosario, during his meeting with
Nalbandian, said the official’s visit marked this year’s 20th
anniversary of the establishment of diplomatic relations between the
two countries. It said Del Rosario welcomed the European country’s
interest to engage in the Asia Pacific region.

In a separate interview with reporters, Del Rosario noted that the
meeting was good for the countries since `nothing has moved between us
for about 20 years.’ He said that for 20 years, trade between the
Philippines and Armenia was `miniscule’ and that there were no
investments.

Del Rosario added that the two countries were working on signing other
important agreements when he visits Armenia early next year.

He said that they were looking at a number of opportunities to boost
trade and investments, particularly in the agriculture and
construction sectors.

He said they were also trying to get Armenia to look at the Business
Process and Outsourcing (BPO) sectors, particularly in engineering and
architectural design.

He also said that economic and science and technology agreements, as
well as cultural and educational agreements between the two countries,
were also discussed.

He added that the Armenian ambassador was particularly surprised with
the country’s investments and productions of bananas.

`They are keen on looking if they could obtain bananas from us,’ Del
Rosario said.

Nalbandian, for his part, said that his country’s foreign policy
decision to stir up activities in the region was consistent with the
country’s need to tap external markets, and modernize its production
processes and infrastructure.

The statement also noted that the two leaders also discussed regional
issues and reaffirmed their commitment to contributing to global and
regional peace and security.

Nalbandian also paid a courtesy call on President Benigno S. Aquino III Tuesday.

AKHALTSKHA, Javakhk – Renowned singer and Armenia’s Ambassador to
Switzerland Charles Aznavour has angered the Armenian population of
Javakhk by agreeing to perform at an official ceremony on Thursday for
the reopening of the historic Rabat Fortress, where reportedly he will
be performing in front of a mosque, which has also been renovated by
official Tbilisi.

Several organizations from Samtskhe Javakheti and Kvemo Kartili, in an
announcement, expressed distress over Aznavour’s decision to perform
at this government-sponsored celebration, arguing that while official
Tbilisi has funded the reconstruction of a mosque, it is dragging its
feet to return the St. Mark (Neshan) Church back to the Armenian
Diocese.

The group urged Aznavour to cancel his plans.

`By taking part in the concert, Aznavour will inadvertently bolster
the official Georgian policy of violating the rights of the Javakhk
Armenians,’ the statement by the several organizations warned.

`Aznavour’s participation will have a negative impact on the great
singer’s reputation among Javakhk Armenians,’ the organizations
claimed

Aznavour, whose ancestors are from Akhltskha, reportedly will be
joined by a 25-person orchestra and will perform his traditional
repertoire during the government-sponsored celebration. He arrived in
Georgia on Wednesday.

Last week, a group of Javakhk Armenians in Russia also made a similar
request from Aznavour. They claimed that while the majority of the
funding for the renovation of the 16th century fortress was provided
by the Georgian government, there was Turkish funding that augmented
the costs of the renovation.

The Russia-based Javakhk Armenians stated that according to Georgian
press reports that during negotiations with Turkey, Georgia has
proposed that alongside renovation of the Azizieh Mosque in Batumi,
the Ahmadieh Mosque at the Rabat Fortress be included in the plans. In
return, the Georgian government will declare the Ahmadieh Mosque, in
front which Aznavour is reportedly scheduled to perform, will be
declared a historic monument.

Aznavour nor his representatives have commented on whether the singer
is scheduled to perform at the fortress opening ceremonies.

Throughout history the creation and decline of the Armenian states
followed the same scenario. At least, in the past 2000 years the
people of the east of Armenia, Syunik and Artsakh, began and headed
the fight for liberation which resulted in an independent or
half-independent state and forming of a government. More than other
provinces, Syunik and Artsakh retained the ethnic Armenian element and
cells of independence, the instinct and aspiration to build an
independent state, had more or less efficient military. It allowed
restoring the Armenian state in different stages of history.

However, the government of Armenia shortly lost control over the
domestic situation. The statehood `inertia’ of the empire ran out and
processes of degradation started in the country which was led by the
Apostolic Church and the princes of other provinces which accrue some
resource during independence, refuse to obey the central government
and try to retain their influence with the help of external forces.
Propaganda headed by the Apostolic Church was put to use to justify
and beatify the centrifugal tendency.

The modern stage of the Armenian state seems to follow the same
scenario. The movement for the liberation of Karabakh was followed by
the establishment of the independent Armenian state. A government was
formed which was unable to establish rule of law and further
strengthen independence.

The country was ruled by the military and feudal groups, racketeering
flourished. This government was toppled soon, and the new government
gradually eliminated the military and feudal groups and established
law and order based not on the Constitution and legislation but
agreements between different groups, quotas. A criminal and oligarchic
system emerged which shared all the resources of Armenia.

Each representative of this system became the prince of an area,
defining the laws and appointing the government. This is not local
self-government according to the democratic definition but feudal rule
which is an anti-state activity, in fact.

Now this system is collapsing, old agreements are not observed, new
ones cannot be achieved. The reasons are different and a different
story. The only way of protecting their own life and property is to
look for a new master who will ensure their security. And they are
ready to give their master a treasure which is not theirs but the
future generations’.

Following the steps of the so-called economic and political elite, one
can see the same scenario. The Armenian state is on the same path, in
the same vicious circle. Evidence to this is the fuss for joining the
Eurasian Union in return for personal guarantees from Putin. They will
again surrender what does not belong to them, which they have grabbed
though crimes against their own state and people.

State building is a difficult job, requires devotion, self-denial,
dream, inner powerful culture.

YEREVAN. – Armenian national carrier Armavia continues operating
regular and extra flights to Syria. The company carried out the second
Yerevan-Aleppo-Yerevan extra flight on Wednesday. Five people left,
while 104 arrived in Armenia. Besides, 26 people left, while 90
arrived by the regular Yerevan-Aleppo-Yerevan flight operated by the
company on Monday, Armavia’s press service reports.

To note, Armavia, together with the Armenian Government, opeartes
special flights for children. Armenian children are coming from Aleppo
to spend their vacation in local summer camps.

On August 11 Vahram Khoren Sanosyan, 1980, citizen of Armenia, was
attacked and injured severely in Moscow by a group of unidentified
people on ethnic grounds.

The Yerkramas informs that Sanosyan was taken to Polyclinic N 1 of
Moscow. He is in the intensive care unit. There were four adolescents
near him at the time of the attack. The newspaper has learned that the
police of Moscow has not done anything to reveal the assaulters yet.

On August 14, the Masis police department got a report on a dispute in
the 4th street of Masis, late on Tuesday evening.

The photojournalist Gagik Shamshyan informed Tert.am that a task group
headed by Chief of the Masis Police Department Hamlet Ghambaryan was
formed.

Policemen detained 28-year-old Volodya Dallakyan and 22-year-old
Hambartsum Hovhannisyan.

Dallakyan is Director of the Ani Luis Ltd., and his father, Avetik
Dallakyan is a candidate for the post of Masis mayor and member of the
Prosperous Armenia Party (PAP).

The police found out that at about 11:00pm, Aug. 13, Hovhannisyan used
a knife to puncture the hind tire of the VAZ2121 car in front of
Dallakyan’s house. On seeing that, Dallakyan fired at Hovhannisyan
from his double-barrelled gun.

Hovhannisyan fled and later returned to Dallakyan’s house with a
Makarov piston only to shoot several times at the car.

The police confiscated the double-barreled fund and the pistol. The
VAZ2121car was taken to the special ground. The car is used by Smbat
Saribekyan, Director of the Water Sewerage Company, who is also
brother of V. Dallakyan’s mother.
