Yesterday, late in the evening the famous businessman Misha
Hayrapetyan committed a suicide with a gun.

The Hayrapetyan family owns Yerevan Plaster Company, Hayastan
Department Store, hippodrome, chain of BMW stores.

Misha Hayrapetyan’s granddaughter has recently married with the son of
Serzh Sargsyan’s brother, Sashik Sargsyan.

The Hraparak has reported financial problems facing the Hayrapetyan family.

Pailak Hayrapetyan received a loan from Ameria Bank to buy a diamond
mine in Sierra Leone but was deceived by his partner Ashot Sukiasyan.
Now Ameria Bank is likely to confiscate his family property.

Their family has been known since the Soviet years. They owned Erebuni
clothes company, later the plaster company, the hippodrome of
Charbakh, Yerevan. They come from the village of Tsovazard where they
own a hotel and land.

Waiting for a success story: Eastern partnership

The EU began to strengthen its policies towards its eastern neighbors
(Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine) following
the 2004 enlargement.

Not wanting to create a new Iron Curtain, the European Neighbourhood
Policy aimed to create an area of stability, security and prosperity
embedded in EU values. Then-European Commission President Romano Prodi
had pointed to a ring of well governed countries and a community of
values where fundamental freedoms and the rule of law are respected.

This was never going to be easy. All six countries face serious
challenges ranging from weak governance and rule of law to pandemic
corruption, unresolved conflicts and economic underdevelopment. The
fact that a number of the countries remained entrenched to different
degrees in a Soviet style of thinking has also been a considerable
obstacle for their transformation. Throwing off this legacy has proven
difficult and been exacerbated by meddling from Russia in an effort to
keep these nations in its sphere of influence.

The EU has become more of a factor in all these countries. It has
become the biggest trading partner of a number of the states including
Azerbaijan, Ukraine and Georgia. The EU has taken on a more active
role in the resolution of the four protracted conflicts in the region
(Transnistria, Nagorno-Karabakh, South Ossetia and Abkhazia), while
Moldova and Ukraine have joined the EU’s Energy Community.

Yet at the same time the EU has been unable to make progress in
bringing about greater levels of democracy and adherence to EU values
and in some cases some states have backtracked. This led to the
introduction of the Eastern Partnership (EaP) in 2009. The EaP was
enriched with the new instruments aimed at accelerating political
association and economic integration between the EU and partner
countries. Association Agreements and, for those countries that were
members of the World Trade Organization (WTO), Deep and Comprehensive
Free Trade Areas (DCFTAs) were put on the table. The EU introduced its
`more for more’ or `less for less’ approach, and it created a
structure for comprehensive bilateral and multilateral cooperation
that includes the involvement of the EaP states, the EU institutions
and member states, as well as non-governmental actors including civil
society and structures such as EURONEST and the Local Authorities and
Business Forum.

Unfortunately, the EU is still waiting for a success story. Ukraine,
which is the most important country in the EaP, has been the biggest
disappointment. While Ukraine has finalized an Association Agreement
and DCFTA, signing has been held up due to concerns regarding the rule
of law, backsliding in democracy and selective justice. Belarus also
represents a big failure, with the country stuck in authoritarianism.
Paradoxically, while the EU has placed sanctions on the county —
because the oil and gas sector has not been included — trade with the
EU has increased.

More positively, Moldova and Georgia have made progress. However, in
Moldova the reluctance of coalition partners to cooperate with the
opposition, and sometimes with each other, on policymaking has
compromised effective governance and reform. While Georgia’s
leadership has been accused of centralizing power, this power has been
used to push through reforms. Still the upcoming October 1
parliamentary elections will be a crucial test.

This is a disappointing outcome and seems to be a consequence of two
things: The costs of reforms promoted by the EU in neighboring
countries proved to be too high, while the incentives provided by the
ENP were too weak. The EaP has also proven to be quite a weak
instrument for transformation, as it relies on enlargement policy
tools without offering a prospect of accession. Furthermore, while the
EaP is built on conditionality, its incentives and financial support
are often viewed as not being sufficient to compensate stakeholders
for what they feel would be lost through reforms. For example, while
the benefits of a DCTFA may be good in the long term, in the short
term they represent an economic loss. Furthermore, where tangible
benefits can be derived, for example, on the easing of visas, the EU
has often been slow in delivering. Furthermore, the EU’s preoccupation
with its internal agenda, the global economic crisis and the Arab
Spring has impacted on its foreign policy outreach and thinking.

Moreover, the EU’s insipid approach also reflects divisions among
member states over what the ultimate objective is for these countries.
For countries such as the Ukraine, Moldova and Georgia, their
geostrategic choice is the EU, yet the EU has been unwilling to
recognize this, let alone consider putting the much-longed-for
membership perspective on the table. The EU needs a success story, yet
this is going to require a `rethink.’ More so because other players
are strengthening their hands in the region bringing with them
enticing projects: including Turkey, China and an increasingly
assertive Russia with its Eurasian Union.

YEREVAN. – The teenage daughter of Suren Sirunyan, chief security of
former Armenian police head Vano Siradeghyan, jump out the window
after discovering her father death, Armenian News-NEWS.am sources
inform. Sirunyan died of heart attack few hours ago. He was 41.

Currently Sirunyan’s 16 years old daughter is in the hospital.
According to the doctors, her health condition is extremely serious
and her life is in danger.

Sirunyan worked as a chief security of former Armenian police head for
years. After the decision of Armenia’s First President Levon
Ter-Petrosyan to run for presidential nomination again in 2008,
Sirunyan actively participated in his campaign but later has been
arrested and imprisoned.

A few years ago Sirunyan left oppositional Armenian National Congress
and participated in parliamentary elections in Armenia in 2012 as an
independent candidate.

Last month during a press-conference Sirunyan told reporters that his
former boss, former Armenian Interior Minister Vano Siradeghyan left
Armenia back in April 2000 and he was the last person to see
Siradeghyan, who is wanted by Interpol on assassination charges.

Rumors about return of the former minister to Armenia have been
recently spread via Facebook. An initiative supporting his return was
created by users. Sirunyan believed the initiative `will yield results
as there is demand’.

Two ethnic Armenians have been killed in Syria’s Damascus and Aleppo
during the recent days as a result of clashes between Syria’s
governmental forces and rebels.

Speaking to Tert.am, spokesman for Berio Diocese of the Armenian
Church Zhirayr Reyisian said their death is not a result of targeted
activities against the Armenian community.

`I am not aware of the details of the Damascus incident, but
yesterday’s incident that killed an Armenian woman was the result of
occasional shooting,’ Reyisian said.

He said a young Armenian has been wounded as a result of blast in Aleppo.

Representative of the Armenian community of Aleppo said the situation
during the recent two days has not changed and the conflict continues
in the same way though the governmental forces managed to take control
over certain regions, but the fight still continues.

`In spite of the problems with Internet and phone communications the
situation in Aleppo has comparatively improved,’ Reyisian said.

He said though the clashes are far from Armenian districts sometimes
the fights occur there as well.

A 76-year-old woman Adelina Khacheryan has been shot dead accidentally
on August 17, while on August 18 a 38-year-old ethnic Armenian was
killed in Damascus.

announced four historical monuments are scheduled to be renovated
aimed at turning Malatya attractive for tourists , Armenian Tashoron
church inclusive.
As Armenpress reports citing Turkish `’Jihan” news agency, Saran
stated Tashoron church is set to be repaired the first, Chamurlu
village Shapel monastery, Arabkir district based Eyup mosque and
public bath are going to follow it.
In the words of Saran prime contractor company name is known and the
works are set to be launched under the responsibility of Malatya
Governorate Monument Protection and Control Office.
Malatya is a city in southeastern Turkey and the capital of its
eponymous province. The current city of Malatya was founded in 1838,
with the old site of Mitilene now designated as Old Malatya.

is currently getting ready in Tsaghkadzor for Istanbul 2012 World
Chess Olympiad.

`All the members actively participate in the team practice session,
with trainings held twice a day,’ Mr. Petrosyan told a PanARMENIAN.Net
reporter, adding that all the players showed good results in
international tournaments this year.

`We will do the utmost to have successful performance. The event will
bring together a number of strong teams, with Russia, the U.S.,
Azerbaijan, Ukraine, France, Israel among them,’ he said.

Armenia’s line-up for Istanbul Olympiad consists of grandmasters Levon
Aronian, Sergei Movsesian, Vladimir Akopian, Gabriel Sarkissian and

Since running the brand train “Armenia” of CJSC “South Caucasus
Railway” transported 30,575 passengers on Yerevan-Batumi-Yerevan
route. This figure is 18.9% higher than in 2011, when in the period
from June 15 to August 16 25,705 passengers were transported.

Overall, in the period from 1 June to August 16 39,005 tickets of the
brand train “Armenia” were sold, which is 27.3% above last year’s
figure of 30,646 tickets.

However, only in the period from the 1st to the 16th of August 14 487
passengers were transported (up 35.9% compared to the same period last
year) and 10,893 tickets sold (up 57.7%).

On the average, since August almost 1,000 passengers are daily
transported in destination Yerevan-Batumi-Yerevan.

Passengers flow increased due to SCR consequentially flexible tariff
policy and policies to improve the quality of passenger service and
comfort level in trains. Measures are taken to upgrade the rolling
stock on the railway, as well as expanding the list of services,
increasing the speed of trains.

YEREVAN. – It has become clear that Prosperous Armenia Party’s (PAP)
former National Assembly Faction Secretary Aram Safaryan is working at
Azg daily, as a political analyst, and lectures at
YerevanStateUniversity’s Faculty of International Relations, Haykakan
Zhamanak daily writes.

`Safaryan, whom our reporter accidentally came across yesterday
[Friday], said he does not even have a mobile phone. Safaryan also did
not respond as to why he did not become an MP this time. He was 14th
in the PAP’s proportional [election] list, but he later withdrew [from
the list]. Safaryan just said that he already knew, 15-20 days prior
to the publicizing of the makeup of their faction, that he would not
become an MP.

There used to be rumors among the government circles that Aram
Safaryan would be appointed ambassador to any one of the CIS
countries. Our reporter asked him whether these rumors were
groundless, and he responded, `no,” Haykakan Zhamanak writes.

An official from Sukhoi Civil Aircraft company (CJSC) told Russian
Izvestia paper that it is waiting for further activities of Armenian
Armavia airline which has refused to exploit Sukhoi Superjet-100
standing for repair in Moscow.

Russian company’s representative Andrey Muravyev noted that in case
the situation enters a deadlock they will file a lawsuit against
Armavia.

He said according to the signed agreement, disputes are being examined
in Russian mediatory court. `The trial will be held in Russia as the
contract has been signed in accordance with Russian laws,’ the Russian
company’s representative said.

Armavia signed the contract on purchasing two SSJ-100 in 2010. The
first jet was acquired in spring 2011 while the second was to be
purchased in June 2012. This week, though, the Armenian national
carrier has stated about refusal to acquire the jet.

`We do not find it expedient to buy the jet as the later needed repair
just after a year of exploitation,’ an official from Armavia told
Monday. In response, representative from Sukhoi Civil Aircraft company
stated that the Armenian company has not paid off the $4 million debt.
The national carrier was also blamed for not paying for a repair,
planned technical service. Russian company also stated that Armavia
has pledged the jet several times in one of the Armenian banks, but
did not mention exactly where.

Armavia has not denied taking a loan while purchasing the first
SSJ-100 but has not noted how the Armenian company is going to legally
define the refusal of taking the jet.

Earlier on Wednesday, Russian Prime Minister Dmitry Medvedev
interfered into the affair assigning relevant ministries and Aircraft
building corporation work out SSJ-100 exploitation plan for Armenian
company.

par le séisme qui frappa la région nord de l’Iran

Les deux puissants séismes de la région de Tabriz au Nord de
l’Azerbaïdjan n’ont pas provoqué de destructions visibles sur les deux
monastères arméniens Saint Thaddée et Saint Stepanos. Ces deux joyaux
de l’Eglise arménienne de la région d’Adrbadagan (Azerbaïdjan) iranien
furent donc épargnés par les destructions qui ravagèrent la région.

Le père Krikor Tchifdjian du siège de l’Eglise arménienne de Tabriz a
consulté des architectes spécialistes chargés de surveiller ces deux
joyaux de l’architecture arménienne classés au patrimoine culturel
mondial de l’UNESCO. Les avis de ces spécialistes sont formels : Saint
Thaddée et Saint Stepanos n’ont pas subi de dégts dans leur
structure.

Le 11 août à 16h23 le séisme de 6,6 sur l’échelle de Richter frappait
la région située à 16 km au nord-est de la ville d’Ahar en Iran. Ce
séisme très puissant était ressenti également en Arménie avec 4,5
degrés à Akarag, Meghri, Katcharan, Ghapan et Goris. Erévan était
également secouée.
