YEREVAN, SEPTEMBER 4, ARMENPRESS: Foreign affairs minister of
Argentinean Republic Hector Marcos Timerman on September 4 visited
Tsitsernakaberd. Armenpress reports that Argentinean minister put a
wreath at the monument and flowers near the eternal fire. Timerman
was accompanied by Deputy Foreign affairs minister of Armenia Ashot
Hovakimyan, ambassador extraordinary and plenipotentiary of Argentina
to Armenia Diego Ernesto Alvarez Rivera, other members of delegation.

Timerman in the Museum-Institute of Armenian Genocide got acquainted
with the exponents and left a note in the book of impressions:
“A tragedy of one man is the tragedy the whole humanity. Let’s work
together to eliminate the hatred on the earth”. Armenian Genocide
was recognized and fixed by law in 2006. Hector Marcos Timerman is
in Armenia on the invitation of Edward Nalbandian.

Armenians of Norway gathered on Monday to hold a protest action in
front of the embassy of Hungary in Norway. Protestors demanded apology
for extradition of Azerbaijani murder Ramil Safarov, who was convicted
of murder and was serving life sentence in Hungary and restoration
of justice. A protest letter was handed to his Excellency Ambassador
Geza Jeszenszky, who assured that it will reach his government.

In the protest letter the gathered demand the Hungarian Ambassador and
his government to take up bold and resolute steps to recover justice.

Copies of the letter have been sent to Mr Jonas Gahr Støre, Minister
of Foreign Affairs of Norway, Mr. Janos Herman, Ambassador and Head
of Delegation of the European Union, Mr. Helge Lund, President and
CEO of Statoil.

Ambassador Jeszenszky agreed to receive two representatives to discuss
protestors’ concerns. His Excellency extended his personal sympathies
towards the Armenians and their concerns to the representatives of
the protestors. He expressed his government’s disappointment with
Azerbaijan’s actions and called it cheating.

PARIS (Non defini), 03 sept 2012 (AFP) – La France a fait part lundi
de sa “preoccupation” a la suite de la grâce accordee par le president
azerbaïdjanais a un officier condamne pour le meurtre d’un militaire
armenien, s’inquietant de son impact sur les relations entre les
deux pays.

“La France, fortement engagee comme les autres copresidents du
groupe de Minsk en faveur d’une solution pacifique au conflit du
Haut-Karabagh, considère que cette decision risque de nuire gravement
aux efforts de negociation et a l’etablissement d’un climat de
confiance entre les parties”, a declare un porte-parole du ministère
des Affaires etrangères.

L’Armenie a affirme lundi etre prete a la “guerre” contre
l’Azerbaïdjan, dans un climat de vive tension entre les deux pays.

Vendredi, le president azerbaïdjanais Ilham Aliev avait gracie Ramil
Safarov dès son retour au pays, après son extradition de Hongrie où
il purgeait une peine de prison a perpetuite pour le meurtre commis
en 2004 dans ce pays.

Ramil Safarov avait decapite Gourgen Margarian dans son sommeil,
lors d’un stage organise a Budapest par l’Otan pour des militaires
originaires des pays de l’ex-URSS.

L’Armenie et l’Azerbaïdjan se disputent depuis des annees le contrôle
du Nagorny-Karabakh. Rattachee a l’Azerbaïdjan pendant la periode
sovietique, cette region a proclame son independance, non reconnue
par la communaute internationale, après une guerre qui a fait 30.000
morts et des centaines de milliers de refugies entre 1988 et 1994.

YEREVAN. – The ruling Republican Party of Armenia (RPA) takes and
will take all possible steps for the international recognition
of Nagorno-Karabakh independence, Deputy Speaker, RPA spokesman
Edward Sharmazanov told Armenian News-NEWS.am commenting on the bill
submitted by opposition Heritage parliament group on Nagorno-Karabakh
recognition.

“One-sided recognition of Karabakh independence should not be premature
and hamper the negotiation process of the Karabakh conflict settlement,
as well as the international recognition of its independence. However,
if one-sided recognition of the Karabakh independence is the only way
leading to its international recognition, Armenia will recognize it,”
Sharmazanov said.

Earlier the agency has informed that opposition Heritage
parliament group secretary Zaruhi Postanjyan has submitted a bill
on Nagorno-Karabakh recognition. If the bill passes, Armenia will de
jure recognize the status of Artsakh [Nagorno-Karabakh] based on the
fact that it fully meets the international standards for establishing
sovereignty.

Mass Demonstration In Front Of Hungarian Parliament In Budapest

MASS DEMONSTRATION IN FRONT OF HUNGARIAN PARLIAMENT IN BUDAPEST

YEREVAN, SEPTEMBER 4, ARMENPRESS: A crowded demonstration is ongoing
in front of the Hungarian Assembly in Budapest against the extradition
of Ramil Safarov. The participators of the manifestation have raised
posters with following notes ,, The honor of Hungarians is not for
sale” and ,,We apologize to Armenians”. Armenpress keeps up with the
development of events.

Let us remind that other protest actions and demonstrations against
the Hungarian authorities’ decision were organized in Netherlands,
India, Georgia etc. Another protest action is planned on 6 September
on France in front of Hungarian Consulate.

YEREVAN, SEPTEMBER 4, ARMENPRESS: “Nor Zartonq”, organization founded
by Armenians, has initiated to organize a protest action in Istanbul’s
Taksim square against the murder of Armenian solder Sevak Balikci
on April 24, 2012 reported Armenpress citing Armenian daily ,,Akos”
published in Istanbul.

“Nor Zartonq” published posters with title ,,Let the murderer of
Sevak be arrested, let such mindset be condemned”.

Balikci, who was killed in the military unit on April 24, had 23
days to complete his service. Official sources suggested that a
bullet released from a fellow servicemen’s gun accidentally caused
the death of Sevak. Turkish Ministry of Defense declared that the
serviceman died accidentally when joking with a fellow . But later
Turkish media spread news concerning the murderer of Balikci Kývanc
Aðaoðlu as he was related to national forces. Nevertheless, the 2nd
Court of Diyarbakýr decided to release the murderer on August 1, 2011
after 3 months of imprisonment coming to the conclusion that Aðaoðlu
who “accidentally” killed Armenian soldier had no reason to escape,
though the case is still not closed.

President: Such Medical Centers Should Be A Lot In Armenia

“We should have such medical centers in the whole territory of
Armenia,” said RA President Serzh Sargsyan at Shirak region press
conference.

“Naturally, I have got positive impression, but I would like you
to form your own opinion by getting acquainted with the created
conditions,” the head of the country noticed.

“All the citizens of our Republic should be able to use high quality,
affordable and accessible health service. However, we have tried to
solve another problem as well, and the solution of that problem is
more vivid I guess. We were trying to bring the model of health care
center for Armenia to life. Both internal and external appearance of
the center, as well as the attitude of the doctors proves that such
centers should exist in the whole territory of our Republic.

Naturally, it will not be possible within one or two years, but I
am sure that it will come true in the future,” the President of the
Armenian Republic said.

STRASBOURG. – Council of Europe (CoE)Commissioner for Human Rights
Nils Muižnieks expressed Tuesday his deep concerns about Azerbaijan’s
decision to pardon and honor Ramil Safarov, an Azerbaijani army officer
who in 2004 brutally murdered Armenian officer Gurgen Margaryan,
CoE official website informs.

“Racist crimes must not go unpunished. Violent offences motivated
by bias, such as racial or inter-ethnic hatred, are a particularly
pernicious form of criminality. Apart from the destructive effects
on the victims and those close to them, they can be devastating to
whole communities and unravel the very fabric of society. States are
under an obligation to apply strongly dissuasive sanctions against
those who have perpetrated bias-motivated crimes.”

Moreover, the Commissioner deplored the fact that the convicted
murderer has been glorified and rewarded by Azerbaijan. “It is already
highly regrettable if someone who commits a gruesome murder motivated
by the victim’s ethnicity or nationality is treated with a leniency
not displayed towards others convicted of crimes. However, to glorify
and reward such a person flies in the face of all accepted standards
for human rights protection and rule of law. Such glorification of
hate crimes can only send a message that others belonging to the same
ethnic group as the victim, or indeed other members of vulnerable
groups, are ‘fair game.’ This is an extremely dangerous message,”
Muižnieks stated.

On 3 September Artsakh Republic President Bako Sahakyan convoked a
meeting of the NKR Security Council dedicated to the transfer to the
criminal perfidiously decapitated the sleeping Armenian officer to
Azerbaijan and its immediate release by that state. Central Information
Department of the Office of the Artsakh Republic President informs
about this.

In his speech Bako Sahakyan noted that this criminal deal has
generated a deep anger amid the world spread Armenians including that
of Artsakh. According to the Head of the State this incident reflects
the loathsome moral and political atmosphere reigning in Azerbaijan,
which is the continuation of fascist ideology and genocidal policy. It
is a blatant violation of democratic principles and human rights and
must be condemned by the civilized mankind.

Bako Sahakyan qualified this monstrous deed as a hard blow to the
negotiation process and the mediation mission of the OSCE Minsk Group
co-chair countries. The President underlined that such actions of the
adversary, his subversive aggressive behavior cannot and will never
be unrequited.

Within this context the Head of the State gave corresponding
instructions to the defense and foreign ministries as well as to
other interested structures.

Issues related to economic indicators of the first 8 months of 2012
were also discussed during the meeting of the Security Council.

Primate of the Artsakh Diocese of the Armenian Apostolic Church
Archbishop Pargev Martirosyan and other officials were invited to
the meeting.

For the fifth time in a row IT companies of the world will gather
for the the ArmTech 2012 5th global high-tech industry business forum
and conference in the Silicon Valley November 14-15.

The participation in the forum will be free of charge this year and
will be held thanks to the cooperation between the state and private
sectors and international organizations. An Armenian office will be
opened in the Silicon Valley. According to preliminary calculations,
up to $150 thousand will be spent on the organization of the event.

The cooperation between the private and public sectors and
international organizations has proved the most effective, Minister
of Economy Tigran Davtyan told a press conference today.

“Experience shows that such events are the most effective, as they
allow to mobilize more resources and achieve better results,” he added.

ArmTech 2012 will feature heads and representatives of state agencies,
industrial and educational establishments from Armenia, the United
States, Russia, Australia, Europe, Latin American and CIS countries.
