NATO Secretary General Anders Fogh Rasmussen said at the
Azerbaijani Diplomatic Academy in Baku today that resolution of
the Nagorno-Karabakh conflict requires dialogue and readiness for
compromise, 1news.az reports.

He added that NATO supports the Minsk process and efforts.

Rasmussen expressed concerns over pardoning of Azerbaijani officer
Ramil Safarov. The secretary general believes that it may cause
repercussions in stability and security of South Caucasus and the
Nagorno-Karabakh peace process.

Moreover, Rasmussen noted that NATO was not planning military
intervention in Syria without approval of the UN. He said that the
situation in Libya differs. The military operation in Libya has a
mandate of the UNSC.

The secretary general considers political decisions the best way to
resolve the crisis in Syria. He noted that NATO will protect Turkey.

YEREVAN. – Armenia occupies the first place among the CIS states on
industry growth according to the seven months results of this year.

The industry growth in Armenia from January to July made 13.4 percent,
in Tajikistan 12 percent, in Belarus 8.6, in Uzbekistan 7, in Russia
3.2, and 0.2 percent in Ukraine, the CIS Interstate statistical
committee reports.

It is noteworthy that the industry growth was reduced in the three
CIS states, including Azerbaijan by 2.8 percent, Kirgizstan by 30.2
and Moldova by 0.2.

To note, Armenia showed a quite high index in the economic growth as
well. It made 6.2 percent for the first six months of 2012.

After round 10, Armenian team has gained 17 points to share the 1st
place with the U.S. and Russia.

It is at least illogical to speak about Azerbaijani aggression
against Armenia and Nagornyy Karabakh because of the situation with
extradition and pardoning of the Azerbaijani killer Ramil Safarov,
military expert, David Jamalyan, said at today’s press-conference.

“It is not clear what has changed in the Azerbaijani army after
extradition and pardoning of an executioner Safarov? Why did everybody
start speaking about the danger of a new war? The sharp changing of
the balance of forces is first of all necessary for resumption of
the battle actions in the Karabakh conflict, or to be more correct,
for Azerbaijani aggression. However, this will not happen”, –
Jamalyan said.

He also added that Karabakh Defence Army is a serious battle-worthy
military structure, which Baku cannot but take into consideration.

“One should draw attention to another serious fact, that seems
not so much important at first sight. The frequent sabotage from
the Azerbaijani side are implemented by special teams, which are
considered to be the elite of the armed forces of Azerbaijan, and
which are perfectly trained. These “perfectly trained” soldiers are
“met” by our ordinary servicemen – soldiers and officers”, and “bid
final farewell”. Here the myth about invincibility of the Azerbaijani
army immediately melts away”, – Jamalyan said.

During a meeting of the Czech House of Representatives on Thursday
Czech Foreign Minister Karel Schwarzenberg said that the Czech Republic
supports Armenia in the Ramil Safarov case.

“We have already informed the Armenian Ambassador about our position
and support,” Schwarzenberg said, adding that the Czech Republic is
deeply concerned about the actions of the Azeri authorities and has
told them about it.

He said that the whole world is concerned over Azerbaijan’s actions
and noted that the latter’s image has been seriously damaged.

Schwarzenberg welcomed Armenia’s constructive position to continue its
peace talks with Azerbaijan over Nagorno-Karabakh despite the incident.

The Czech FM said that the Ramil Safarov case will be discussed by
EU FMs during their informal meeting in Ninosia.

Ramil Safarov, an Azeri officer sentenced by a Hungarian court to
life in jail for brutally killing an Armenian officer in Budapest
in 2004, was extradited to Azerbaijan on Aug 31 and pardoned by the
Azeri President once back home.

If you go to a country which is not recognized you must be ready for
the absence of ‘roaming.’ Except this fact a country not recognized
is the same as a recognized one, only that it won’t be invited to
the Olympic Games. The men are in arms, commerce is a bit difficult
and there are no tourists anywhere. But there are border-lines with
non-recognized immigration officers, offices with unofficial stamps
and governments with non-recognized ministers.

This Caucasian area populated mainly by Armenians seceded from
Azerbaijan when the Soviet Union fell apart, although the states
of the world do not recognize it. Economic crisis characterized the
first years, then an open war broke out between Azerbaijan and the
Armenian population of Mountain-Karabakh. In Azerbaijan they claim
that Armenia – illegally – occupied the area populated by 140 000
people. 35 000 people have died so far in the war about the split up.

The two neighbouring countries are officially engaged in fight as
Armenia still vindicates the territory of Mountain-Karabakh, which
is populated mostly by Armenians.

ArmInfo’s interview with Arthur Ghazinyan, Head of the Center for
European Studies, Yerevan State Univeristy

Mr. Ghazinyan, what is you assessment of the European integration
policy of Armenia? Are there any rapprochement trends, considering
the current negotiations for the Association Agreement and the Deep
and Comprehensive Free Trade Agreement?

Rapprochement with the EU may lead to development of the domestic
reform models. We must chose a model: the closed political
economic system characteristic to Russia, Belarus or Kazakhstan,
the monopoly system or the open system with competitive economy and
without domination in the market i.e. all the elements of liberal
economy in the EU member-states. It would be perfect if Armenia
could preserve the current peculiar ‘status-quo’ simultaneously
developing cooperation with both Moscow and Brussels. But, such
scenario is impossible. Armenia has got an opportunity to apply the
western model of development by joining the EU Eastern Partnership
Project in May 2009. It would be a serious mistake for Armenia to
deviate from the launched pro-Western course. As for the DCFTA, is
provides for facilitation of trade process, transboundary cooperation,
customs clearance on preferential terms etc. All these reforms require
internal reforms, first of all.

May Moscow’s idea of Eurasian Union become an obstacle to that
liberation?

Surely, the Eurasian Union is a serious threat to rehabilitation
of the political and economic system of Armenia. Russian President
Vladimir Putin’s idea of the Eurasian Union is aimed at regional
integration. Russia, Belarus and Kazakhstan have already achieved
certain success in the given dimension by creating the Customs Union.

For Armenia, if it is offered to join the project that is widely
discussed by experts and politicians, the Eurasian Union implies
specific isolation in the South Caucasus. I doubt very much that
Azerbaijan will support the idea of the Eurasian Union. I rule out
Tbilisi’s joining it. In such situation, they use Armenia’s economic
blockade by Azerbaijan and Turkey and make it seek ‘shelter’ in
Moscow, in the systems of military and economic security offered by
the Kremlin.

Should Armenia learn the experience of Georgia that has achieved
economic and political successes due to rapprochement with the West,
but has lost Abkhazia and South Ossetia after the August War of 2008?

Georgia actually lost control of those two countries after the collapse
of the Soviet Union, and the August War 2008 just confirmed that loss
de-jure. At the same time, Georgia has got rid of a sore, which made
it possible for the entire organism to live and develop.

Russia annexed those territories, which is not favorable to it. It
would be more reasonable for Moscow to leave the conflict unresolved
in order to come out as an arbiter at any moment and use the conflict
for its purposes. Occupying and recognizing the two countries Moscow
lost its levers of influence on Georgia.

Bringing the example of Georgia many experts, sure, hint at a danger
of losing Karabakh in case of pro- Western orientation. However,
I think that Azerbaijan is not ready and will hardly ever dare to
launch military actions against pro-western Armenia and Karabvakh,
as it has huge western oil and gas economic capital and is not sure
in its success in that war.

Any attempt to withdraw from the peace talks and unleash war will
create real grounds for the USA and EU to recognize independence
of Nagorno Karabakh on the basis of incompatibility of two nations
forced to co-exist within one state. Such scenario has already been
observed in Kosovo when Serbia decided to response to military force
against the Kosovo Albans. Azerbaijan must realize and, I think,
they have already understood that the West will now allow a new war
and violence in the South Caucasus.

Do you think that Armenia could preserve the current peculiar
‘status-quo’ simultaneously developing cooperation with both Moscow
and Brussels?

I would be ideal, but such scenario is impossible. We have been trying
to wage the notorious complementary policy for over 20 years.

Now, the terms are being toughened and we are reluctant to make a
choice. And these terms are toughened by Moscow, first of all.

Brussels went on specific constructive cooperation offering funds,
assistance in protection of the intellectual property rights, adoption
of sanitary and phytosanitary measures, standardization procedures,
certification, metrology, accreditation. In the case of the Eurasian
Union, I expect no such assistance, for instance, in upgrade of
food security.

What do you think of the future of the big enterprises operating on
the Russian capital in Armenia in case if the above negotiations with
the EU are successfully completed?

If Russian companies in Armenia can work in the conditions of the
western management and in full line with legislation, if they have
such a management system that meets new requirements, there will be
no problem of their further activity in case of successful ending of
talks with EU and serious economic reforms.

Russian capital has been also presented at the European market and has
no problem there. In case of successful ending of talks with the EU,
using of new standards and effective reforms in Armenia, the situation
will radically change. I mean reduction of corruption risks and, as
a result, improvement of administration. One must not be scared that
Russia will start sabotage against Armenia, as here it owns strategic
facilities. Armenia has got enough levers and means not to let it.

One should not forget that about 80% of capital in Armenia is the
Russian capital, which is politically motivated and seriously limits
attraction of the Western capital to the Armenian economy. Because of
the way of its formation the Russian capital is not ready to work at
the legal field within the frames of the law. It has serious management
problems. All this supposes growth of corruption risks. It is no secret
that the present economic system of Russia is fully corrupted and the
Russian capital has been working in Armenia using the same vicious
traditions. The availability of the western capital, that passed a
rather serious way of formation and development for 150-200 years,
will bring the western judicial companies which prefer to protect
economic interests only in court basing on legislation…There is
a problem of business environment improvement and diversification
of the general system in Armenia. We remember what was happening at
the Internet services market of Armenia before the Orange company
coming. The presence of one European company in our country radically
changed the entire telecommunications market. The same may and should
happen in all the rest spheres of the Armenian economy.

Western politicians often said that they would like to cooperate
with the South Caucasus region like an integrated whole. However,
many experts criticize the West for drifting away from its own
positions from time to time in the context of the energy projects,
in particular, Baku-Tbilisi-Ceyhan oil pipeline…

The above mentioned energy project is an American but not a European
one. The EU said earlier it does not want to take part in this project
because of its discriminating nature, as in fact Armenia was forced
out of it.

What about Nabucco, which will not involve Armenia either?

It is naive to speak about fulfillment of the project that costs 15
bln EUR, in the conditions when the Karabakh conflict has not been
settled and when there is no stability in the region. Nabucco has
no problem linked with financing or gas supply. The only problem
is a threat of the new war in the region. The pipeline cannot go
around Nagornyy Karabakh and Armenia, as the route through these two
Armenian republics is very much beneficial. Moreover, the Europeans
do not want to force Armenia out of the regional programmes. The
more isolated Armenia because of the Karabakh conflict, the less
possible its participation in big programmes. In such conditions
Yerevan has nothing else to do than to run into Moscow’s arms. As
for the Russians, they want just this, encouraging and stimulating
the regional isolation of our country and offering an idea of the
EurAsian Union. Moreover, unsettlement of the Karabakh conflict is
a result of the fixed balance in our region. Any changing of the
balance of forces towards this or that geo-political pole will lead
to settlement of conflicts in the region. This will create favorable
conditions for fulfillment of geo-political and economic programmes,
which will involve all the countries of the South Caucasus.

The CSTO CRRF exercises scheduled for early September were postponed
simultaneously with the mass media reports on NATO Secretary General’s
visit to Armenia. Are there any links between those two events?

I think that Rasmussen’s visit to Armenia in the period of the
exercises speaks volumes. The West has no intention to stay aside
the processes in the South Caucasus, including in the security sphere.

Given today’s situation in the Middle East, the political crisis in
Syria, the Iranian problem, the northern border with Iran is very
important for the West and NATO, particularly. I thin that NATO
Secretary General’s visit to Armenia aims to verify all these issues.

The opposition Armenian National Congress (HAK) alliance and the
Heritage Party haven’t put forth candidates in the Vanadzor mayoral
election and are not backing any of the other parties’ candidates.

Meanwhile, the Armenian Revolutionary Federation (Dashnaktsutyun, or
ARF-D) is participating in the upcoming election and, as surprising
as this might be, is backing the Republican Party of Armenia (HHK)
candidate, incumbent Samvel Darbinyan. ARF-D Supreme Council member
Hovhannes Tadevosyan announced this news during Darbinyan’s campaign
rally.

“The ARF-D, being in the opposition, at the same couldn’t remain
indifferent to such a serious process as the election of the mayor,”
said Tadevosyan, adding that it was the ARF-D’s Vanadzor committee
that made the decision to back the HHK candidate.

Rule of Law (Orinats Yerkir, or OEK) party’s Lori regional branch
secretary Karen Davtyan made a similar announcement. “Our party,
as a political power that’s been given a significant role in the
country, is obliged to express its political position in the local
self-government elections,” said Davtyan, likewise declaring that
OEK will be backing the incumbent mayor.

OEK notes as the basis for its decision the fact that Darbinyan
represents the ruling Republican Party of Armenia, which is OEK’s
coalition partner. Meanwhile, the ARF-D has not provided any political
explanation for its decision.

The question that came up right after Armenia severed diplomatic ties
with Hungary, following Ramil Safarov’s extradition, was whether that
drastic decision is actually in Armenia’s best interests.]

Many are convinced that the suspension of diplomatic ties won’t matter
all that much to Hungary and that, in general, it is not an effective
tool with any state.

Politically Armenia is not winning anything, but, as former prime
minister of Armenia Hrant Bagratyan, now Armenian National Congress
faction member, says “this implies loss of a 25-million-dollar chance
for commodity turnover”.

By The Armenian National Statistical Service date for 2011, the
commodity turnover between Armenia and Hungary made $25.1.

Nonetheless, Armenia exported only about half a million dollars worth
of goods to Hungary.

Armenia has been exporting mostly fresh and frozen fruits, vegetables,
preserves, mineral water and cell phone parts.

According to Bagratyan, who has PhD in economics, Armenia will lose
some $5 million in taxes from import.

In terms of investments, Hungary hasn’t been particularly active.

Three years ago, when President Serzh Sragsyan made his first official
visit to Budapest and received a warm welcome, an Armenian-Hungarian
business forum was held there.

“Trade and investment relations got more active after it, but Hungary
does not export to Armenia any product of strategic importance, hence
the decision to sever the diplomatic ties is not really damaging
to Armenia,” Askanaz Abrahamyan, chief of staff at the Chamber of
Commerce and Industry of Armenia, told ArmeniaNow.

As part of the protest against Hungary’s decision on extradition,
posters can be seen across Yerevan calling to “boycott Hungarian
products”, which can be as “effective” as the calls for boycott of
Turkish products that Armenian markets are flooded with.

In terms of economy and politics Hungary is not of great importance to
Armenia. But for students now studying in Budapest’s Central European
University, the education opportunity offered has been significant.

Twelve students are there now following the path of more than 120
since 1991.

Since convicted killer Safarov was extradited from Hungary on August
31, appeals were made on Facebook social network urging the Armenian
students to boycott Hungary and stop their education there.

But the students judged that it would have a stronger impact to stay
and protest: they hung slain victim Gurgen Margaryan’s photos on
the dormitory doors and together with their classmates of different
nationalities sent an open letter to the Hungarian prime minister.

Rector of Yerevan State University (YSU) Aram Simonyan made a statement
early this week saying that they had cancelled the earlier confirmed
participation in a conference to be held at the Central European
University’s Center for Eastern Mediterranean Studies.

However, students have released a statement asking YSU and CEU to
continue cooperation, despite the aggravation of political relations.

WASHINGTON. – The Azerbaijani government should make efforts for
reconciliation and peace in proportion to the public praise and awards,
with which Safarov was encouraged, US expert Jorge Benitez told Turan
agency commenting on granting pardon to Safarov, who has murdered
the Armenian lieutenant.

According to him, not only the West but the whole world community
will speak up, as a criminal sentenced for a murder is granted a
pardon in such a provocative way.

“It will be hard for Azerbaijan and Armenia to settle their conflict
and it will take much time and efforts. The Azerbaijani government
should make efforts for reconciliation and peace in proportion to the
public praise and awards, with which Safarov was encouraged,” he said.

Asked how likely the war is to resume, Benitez said that the war
resumption was real and the Safarov case made it more dangerous.
